Regional housing services Corporate Objective 1: Delivering better homes • In Ards Borough, eight new build schemes completed during 2012/13, delivering 133 social housing units. Six schemes were on site at 31 st March 2013 to deliver 89 social housing units. During 2013/14, eight new build schemes are programmed to commence in the borough to deliver 110 social housing units; • In 2012/13 two renovation grants and 25 repair grants were completed in Ards Borough; • During 2012/13 the Warm Homes scheme facilitated insulation of 216 homes, 9 heating installations, and both heating and insulation in a further 13 homes in Ards Borough. In addition, 26 properties of solid wall construction received internal dry lining insulation; • We are managing and delivering a new boiler replacement scheme in the private sector; • We will work with DSD to deliver a pilot initiative that aims to bring a number of long term empty homes back into use for social renting. Census 2011 records 2,055 vacant dwellings in Ards Borough, though does not distinguish second/holiday homes within this figure. Corporate Objective 2: Supporting independent living • During 2012/13 in Ards Borough, we spent £822,136 funding 26 sheltered and supported housing schemes, and three floating support services, for a range of client groups. A budget of £806,299 has been allocated for 2013/14; • During 2012/13, we completed 54 disabled facilities grants in Ards Borough, spending £0.954 million on private sector adaptations; • We continue to assess the need for generic wheelchair units in new build schemes and aim to facilitate bespoke properties, where possible, for those clients with complex needs; • During 2012/13, 676 homeless applications were received and 447 applicants were assessed as having ‘Full Duty Status’. The new Housing Related Support Strategy (Supporting People) 2013-15 sets out proposals to address the needs of three key thematic client groups, including the homeless; • We continue to review the need for Traveller accommodation. A comprehensive five year needs assessment will be undertaken in 2013/14 to inform a Traveller Accommodation Programme. 6
Corporate Objective 3: Building stronger communities • We continue to contribute to both urban renewal and rural regeneration through physical and community regeneration in Ards Borough; • We continue to ensure housing, including affordable housing, is integral to the regeneration of Newtownards, as envisaged in the Newtownards Town Centre Regeneration Masterplan; • We continue to support the development of brownfield sites for social housing, including government surplus land and transfer sites. During 2012/13, 90 units were completed on four brownfield sites in Newtownards town and work continued on one scheme to deliver 102 units. In 2013/14, seven brownfield sites are programmed to deliver 96 units in the borough; • To address rural social housing need in Ards Borough, one house was acquired during 2012/13 and two schemes were on site at 31 st March 2013; combined, these will provide 18 dwellings. In 2013/14, one new build scheme is programmed to deliver 14 social housing units in rural Ards; • During 2012/13 we continued to deliver our programme of latent demand tests; • Under policy CTY5 of PPS21, we completed a land study of Balloo outside Killinchy, identifying potential sites for social housing; • During 2012/13 we continued to support the Rural Development Programme through our match funding exercise. Match funding will continue into 2013/14. Corporate Objective 4: Delivering quality services • We have reviewed our Housing Selection Scheme to account for welfare reform; • During 2012/13 DSD commissioned a fundamental review of the allocations policy for social housing; • We will continue to administer housing benefit prior to its phased transfer to universal credit between 2014 and 2017.
