continue in the longer term, the fact remains that renting privately is likely become more attractive for a growing number of people in the future. • Land Supply The continued popularity of East Belfast as a residential location and lack of development land, outside former industrial Laganside sites and Titanic Quarter, mean that there is limited potential to increase the overall housing stock. Competition from the private sector for sites is acute and has an obvious effect on prices. Housing Associations have difficulty in obtaining sites, thus increasing pressure on social housing waiting lists. Titanic Quarter is being seen as being largely separate to the East Belfast market. Competition for sites is having a real impact on housing densities which are now much higher than those of 5-10 years ago. One of the main objectives of both BMAP and PPS12; higher density, is now being achieved through the operation of market forces rather than as a result of the Planning system. The Semple Review on Affordability has made a series of recommendations about how the supply of affordable housing can be increased through the Planning system. • Declining social stock/rising demand The Housing Executive’s House Sales policy has been very effective in widening home ownership throughout Northern Ireland. However this has resulted in the loss of over 50% of the available social stock in most areas. Replacement of stock has been difficult due to lack of sites. The changes to the scheme introduced in 2004 have slowed down the rate of sales; however this has coincided with a rise in demand for social housing. The average time spent on the Waiting List by applicants has risen in most areas. The Department for Social Development anticipates that funding for 1,500 new social housing units will be available for the next 5 years. Future levels of social new build are likely to be influenced by the outcome of the Government’s Comprehensive Spending Review. The Housing Executive will continue to promote and facilitate social and affordable homes. 30
