The Graduate School of Public Policy (GraSPP) was founded in April 2004 to<br />

offer a Master’s program for public policy (MPP). GraSPP is a professional<br />

graduate school established with the aim of training policy professionals—<br />

planning, implementation, and evaluation—involved in a wide range of public<br />

policy challenges.<br />

The University of Tokyo has over the years nurtured many individuals<br />

involved in the planning and implementation of public policy for the society.<br />

Many of those people have become leaders in their respective fields, but at<br />

the same time the abilities and qualities required of the leaders for sustaining<br />

society are diversifying and changing substantially.<br />

Since its inception, GraSPP has established a reputation for training<br />

individuals to have the ability to devise and implement effective policies and<br />

systematic solutions. Furthermore, we continue to strengthen our research<br />

and education capacities through an ongoing process of review and revision.<br />

GraSPP is bolstering internationalization efforts. In the 2010 academic<br />

year, we launched the Master of Public Policy, International Program (MPP/<br />

IP), and we actively seek enrollment from overseas. MPP/IP program is<br />

attracting young professionals from Asia and the rest of the world with scholarships<br />

from international financial institutions such as the World Bank, the<br />

Asian Development Bank and the International Monetary Fund.<br />

As of April 2012, GraSPP has student exchange agreements with Columbia<br />

University, the National University of Singapore, the University of California-San<br />

Diego, Sciences Po Paris, the Hertie School of Governance (HSoG),<br />

Peking University (PKU), and Seoul National University (SNU). In November<br />

2009, GraSPP concluded an agreement for a double degree program (which<br />

allows students to receive two degrees from two graduate schools) with the<br />

National University of Singapore as the first double degree program at the<br />

University of Tokyo. Since then, we have arranged additional double degree<br />

programs with Columbia University and Sciences Po Paris. Memorandums<br />

on double degree program are scheduled to be concluded with HSoG, SNU,<br />

and PKU during the academic year 2012.<br />

Required Japanese Level<br />

In order to take classes taught<br />

in Japanese, listening, speaking, reading,<br />

and writing abilities are necessary.<br />

As MPP/IP is taught in English, proficiency<br />

in Japanese is not a prerequisite.<br />
