Gabrielle Abbate<br />

Gabrielle Abbate, with MADD in Rhode Island for 25 years, began as a volunteer and then became MADD RI’s<br />

first Youth Program Coordinator; 15 years ago, she was named Executive Director. She co-coordinates the State’s<br />

EUDL program, facilitating its advisory coalition’s efforts. As a grassroots’ community prevention advocate, Ms. Abbate<br />

promotes prevention efforts at local, State, and Federal levels. She is the town’s substance abuse prevention<br />

coordinator consultant and a member of the Juvenile Hearing Board.<br />

Salvador Acosta<br />

Salvador Acosta has been a Nevada Peace Officer for nearly 8 years, serving as a Detention Officer, SWAP Operator,<br />

Drug Recognition Expert, Hostage Negotiator, Special <strong>Enforcement</strong> Team member (Violent Crimes Unit), Crisis<br />

Intervention Officer, EUDL coordinator, and currently a Traffic Motor Officer. He works for the Carson City Sheriff’s<br />

Office, where he has received numerous awards, including the MADD award for the past 3 years.<br />

Raul Almeida<br />

Raul Almeida, Chief of Police for the City of Mabton, is currently a Captain for Hanford Patrol in Richland, Washington.<br />

He was the Project Director for the Yakima County Reducing UAD program and helped develop a safe driving<br />

program in central Washington for the Spanish-speaking community. He was the first recipient of the 2003 Azteca<br />

Law <strong>Enforcement</strong> Award in Yakima County. He has been an appointee to the Clemency and Pardon board since<br />

2001.<br />

Fred Alvarez<br />

Corporal Fred Alvarez has been with the Ontario Police Department (California) for 15 years and is currently the<br />

ABC Officer. He is assigned to the COPS Division and liaises with California’s ABC Department. He has conducted<br />

ABC <strong>Enforcement</strong> and <strong>Training</strong> since 2003 and has written for ABC Grant Assistance Programs, as well as instructed<br />

and presented for NLLEA. He has worked with organizations nationwide to help formulate plans to reduce<br />

the availability of alcohol to minors.<br />

Wendy Applegarth<br />

Wendy Applegarth grew up in rural Wyoming and has worked in prevention for 21 years in a residential facility<br />

and in a community organization. Ms. Applegarth is married and has two canine children…well, to some they are<br />

dogs. She is a youth advocate and has worked closely with law enforcement and the judicial system in her community<br />

to create positive change opportunities for young people.<br />

Bridget Bailey<br />

Bridget Bailey is Tangipahoa Parish Government’s Preventions Project Director and founder of the Tangipahoa<br />

–Reshaping Attitudes for Community Change (TRACC) Coalition. She is a Licensed Professional Counselor, with<br />

training in the Strategic Prevention Framework process. She has shared TRACC’s mission and message with many<br />

diverse sectors of the community. She is a graduate of Leadership Tangipahoa, which seeks to improve the quality<br />

of life by training a diverse group of leaders about the interrelationships of community systems.<br />

Tom Bamberger<br />

Judge Thomas E. Bamberger appointed by the Governor as a special justice to the Concord District Court 1988,<br />

and later to the Nashua District Court. He is involved with the New Hampshire Juvenile Drug Court Initiative, the<br />

New Hampshire Court Improvement Project, Care New Hampshire, and the Workforce Opportunity Council. He is<br />

a judicial fellow with the Robert Woods Johnson project “Reclaiming Futures” and a frequent speaker on judicial<br />

leadership in underage alcohol and substance abuse.<br />

Christopher Bartolotta<br />

Detective Christopher Bartolotta, a PIRE consultant, is with Connecticut’s Department of Public Safety, Division of<br />

State Police, Bureau of Criminal Investigations, Connecticut Regional Auto Theft Task Force. His career has been<br />

devoted to the prevention of UAD. He has served on several Governor’s task forces on drinking and is the head<br />

chair of the Connecticut Coalition to Stop <strong>Underage</strong> <strong>Drinking</strong>. He is a certified Law <strong>Enforcement</strong> Trainer and Drug<br />

Recognition Expert. Recently, he was the “Police Officer of the Year.”<br />

Mark Baxter<br />

Detective First Class Mark Baxter was a Military Police Officer in the Army Reserves, after which he worked for<br />

the FBI, and then became a Patrol Officer and a SWAT team member in Maryland’s Howard County Department<br />

of Police. He is currently the County Liquor Inspector, and soon will be Court-Certified as a Subject Matter<br />

Expert in Fraudulent Document Examination and Identification. His B.S. is in Criminology/Criminal Justice from<br />

the University of Maryland.<br />

Brent Blackburn<br />

Brent Blackburn is a Certified Prevention Specialist with many years of experience in drug, tobacco, and underage<br />

drinking prevention, having worked with numerous communities across the Nation. Committed to teaching<br />

young people how to create lasting change regarding the problems they face, Mr. Blackburn uses his extensive<br />

experience when training young people on how to become advocates for change. Mr. Blackburn currently serves<br />

as the Director of the Extreme Youth Leadership programs.<br />

Danny Blackwell<br />

Deputy Danny Blackwell works with the Spartanburg County Sheriff’s Office in South Carolina. He serves as the<br />

liaison to the Spartanburg Alcohol and Drug Abuse Commission and the lead officer of the TAC Team. He also<br />

supervises the Drug Court program. He has assisted in the training of about 600+ law enforcement officers. He<br />

is a Palmetto Retailer Education Program Trainer and a member of the South Carolina Association of Prevention<br />

Professionals and Advocates.<br />

Charlotte Blankenship<br />

Charlotte Blankenship has been an <strong>Enforcement</strong> Agent with the West Virginia Alcohol Beverage Control Administration<br />

for 7 years. She also coordinates grant projects for the agency and participates in statewide underagedrinking<br />

prevention initiatives.<br />

Ron Bogle<br />

Ronald E. Bogle, a retired Superior Court Judge and a Vietnam War veteran, began his career as a Federal Prosecutor<br />

for the U.S. Department of Justice. He currently serves on PIRE’s Judicial Project Advisory Board and is the<br />

President of Community Strategies Group, LLC, working nationwide with community initiatives, law enforcement,<br />

and the courts on UAD prevention. He is a nationally known speaker and writer on UAD prevention. He received the<br />

Douglas Award for Outstanding Contribution to the Judiciary.<br />

S. Scott Boyd<br />

S. Scott Boyd was elected to the Orlando County’s Board of County Commissioners (District 1) in 2008 and was<br />

appointed Vice Mayor in 2011. As Commissioner, he represents District 1, which includes the cities of Winter<br />

Garden and Ocoee along with the towns of Oakland and Windermere. Commissioner Boyd, born in Orlando, is a<br />

life-time resident of West Orange. He is a graduate of West Orange High School and Florida State University. His<br />

public service includes membership on the Orange County Community Action Board, Citizens’ Commission for<br />

Children. He also serves on the West Orange Chamber of Commerce Board and the Law <strong>Enforcement</strong> Division of<br />

Florida Department of Agriculture and Consumer Services.<br />

Stephanie Boyd<br />

Stephanie Boyd currently serves as the Coordinator of Alcohol and Drug Education Programs at Furman University.<br />

Her primary responsibilities focus on implementing environmental strategies that reduce underage drinking and<br />

high risk consumption of alcohol by all students. She has been in the alcohol and drug field for over 20 years. She<br />

earned her B.S. in Recreation Therapy and a Master’s in Counseling from Clemson University.<br />

Sherry Bray<br />

Sherry Bray, the Media Coordinator for Kentucky State Police (KSP) in Frankfort, Kentucky, liaises with all KSP<br />

posts in the State. She is the State Coordinator for the EUDL program, and has been responsible for more than<br />

$6 million in grant funding for KSP. In 2008, she received KSP’s “Certificate of Excellence.” She is a member of<br />

Kentucky’s UAD Task Force Team and Kentucky Association of Government Communicators. Her B.S. is from the<br />

Ohio State University.<br />

Tony Brenes<br />

Tony Brenes represents the SAPHE youth advocate to prevent underage drinking. He presented at the North Carolina<br />

Legislature’s Women’s Caucus and engaged this group to sponsor legislation to increase beer excise tax. He<br />

also advocated for nonprivatization of the ABC system; served as catalyst for implementing Talk It Up! Lock It Up!<br />

events at high schools; participated in DUI Check Stations; recognized retail outlets that ID responsibly; and serve<br />

as role model advocates to prevent underage drinking.<br />

Kim Briamonte<br />

Kim Briamonte, J.D., manages the Department of Public Policy for Pima Prevention Partnership, Inc. She provides<br />

policy analysis and development, training, and technical assistance to the American Samoa Government for<br />

Jeff Brinkley<br />

Jeff Brinkley has been a police officer for 16 years, 15 years of which has been with the Ames Police Department.<br />

He is currently a shift commander. Officer Brinkley has a BLS degree from Iowa State University, and he is<br />

in the process of finishing his master’s degree in public administration. Mr. Brinkley’s experience includes work<br />

in patrol, criminal investigations, tactical operations, drug and alcohol enforcement, emergency vehicle operations,<br />

and basic GIS functions.<br />

Corrie Brown<br />

Corrie Brown is the Prevention Programs Manager for AdCare Educational. She has been with AdCare since<br />

June of 2008, managing the Youth Empowerment and Policy Project, Student Intervention and Reintegration<br />

Program, and the Maine Inhalant Work Group. Ms. Brown received her LMSW in 2008 after obtaining her graduate<br />

degree from Boston College Graduate School of Social Work.<br />

Carol Burkett<br />

Carol Burkett is the Director of the Orange County Drug Free Coalition, working with a diverse board chaired by<br />

the Orange County Mayor and nine working committees providing expertise in prevention, enforcement, and<br />

treatment. Ms. Burkett has more than 17 years of experience working in State and local government and has<br />

presented at national and statewide prevention conferences regarding collaborative approaches to address<br />

underage drinking. She also serves on several local and State boards.<br />

Gwynn Busby<br />

Gwynn Busby has worked in prevention and treatment for 15 years. She worked for the Managed Care Center<br />

for Addictive and Other Disorders, Inc. in Texas. Over 4 years ago, she moved to Oklahoma and took the position<br />

of Director for Wichita Mountains Prevention Network. She taught Aerodynamics at Texas Tech University as a<br />

weekend, Spring Break, and summer academic program for 21 years.<br />

Sharie Cantelon<br />

Sharon Cantelon is a Juvenile Justice Program Specialist, Office of Juvenile Justice and Delinquency Prevention,<br />

Office of Justice Programs, U.S. Department of Justice. She coordinates efforts with other Federal agencies and<br />

monitors grants to State agencies and nonprofit organizations that support youth-related programs. Since 1998,<br />

she has been a key player in OJJDP’s EUDL Program, monitoring discretionary grants to about 30 States. She<br />

also monitors OJJDP’s national EUDL training and technical assistance cooperative agreement to PIRE.<br />

Mindy Carroll<br />

Mindy Carroll, after teaching in public education, became the education specialist at Texas Alcoholic Beverage<br />

Commission in 2006. Two years later, she was promoted to Director of the Education Division, which includes<br />

grants for the agency. The division is responsible for managing the States EUDL (<strong>Enforcement</strong> of <strong>Underage</strong><br />

<strong>Drinking</strong> Laws) Block Grant, and Ms. Carroll is the EUDL State Coordinator. In 2010, the division managed more<br />

than $1.6 million in funding and distributed grants to 19 projects.<br />

Jason Cassidy<br />

Jason Cassidy is Assistant Vice President for Student Life and Dean of Students at Furman University. One of his<br />

responsibilities is working with the alcohol and drug education and prevention program. He earned his B.S. in biology<br />

from Bethany College; M.S. in college student personnel administration from Canisius College; and his Ph.D.<br />

in educational leadership from Clemson University. His dissertation was on the perceived benefits and limitations of<br />

a dry campus alcohol policy.<br />

Dave Chambers<br />

Dave Chambers is Deputy Chief, Charleston Police Department, Charleston, Illinois. Since 2002, he has coordinated<br />

the East Central Illinois Task Force’s Operation Crystal Clear educational program to increase substance abuse<br />

awareness to school-age children and the public. He is an expert in confidential source development and is a<br />

certified trainer, delivering investigative and awareness trainings. He testified before the Illinois House of Representatives<br />

Methamphetamine Task Force and the Illinois Senate Judiciary Committee on the threat of drugs to society.<br />

Amity Chandler<br />

Amity Chandler, Executive Director of Drug Free Charlotte County, led the fledgling community coalition to the<br />

capstone of influence and prevention with a $1 million budget. Success during her decade of leadership is shown<br />

in significant reductions in youth drug use. She has served on the Florida Substance Abuse and Prevention Council<br />

and contributed to the Florida Drug Control Strategy. Recent projects include award-winning social norms campaigns<br />

for her local school district and a statewide social marketing project, Be the Wall.<br />

Linda Chezem<br />

Judge Linda Chezem is a professor at Purdue University in the Department of Youth Development and Agriculture<br />

Education and holds an adjunct appointment at the Indiana University School of Medicine. She holds adjunct<br />

appointments at Indiana University, Indianapolis, and Bloomington campus. She served at the trial and appellate<br />

levels for 22 years in Indiana. Judge Chezem was a contributing author for the Indiana Criminal Justice Institute,<br />

Assessment Team on Enforcing <strong>Underage</strong>d <strong>Drinking</strong> Laws.<br />

Joshua Childs<br />

Joshua Childs is a Ph.D. candidate in the Learning Sciences and Policy Program at the University of Pittsburgh. His<br />

research focuses on policy implementation of Federal- and State-level educational policies, urban school reform,<br />

and reform strategies that reverse schooling inequities. He also serves as Program Coordinator for Extreme Youth<br />

Leadership.<br />

John Clapp<br />

John Clapp is Director and Professor at the Center for Alcohol and Drug Studies, San Diego State University, and<br />

Director of the U.S. Department of Education’s Higher Education Center for Alcohol, Other Drug, and Violence<br />

Shavonna Cole<br />

Shavonna Cole, Founder and CEO of Nurture Over Nature, NFP, has dedicated more than a decade of her life to<br />

mentoring teens. She has worked with thousands of teens across the Chicagoland area. Ms Cole also works in<br />

Chicago, Illinois, as a Prevention Specialist and Mentor Coordinator, where she uses positive youth development<br />

to help prevent teens against drug use and abuse. She is also a contributing writer/advice columnist for www.<br />

Aidil Collins<br />

Aidil Ortiz Collins, Program Director of The Answer at Youth Empowered Solutions, holds a Public Relations<br />

degree from the University of North Carolina-Chapel Hill. She is currently working on her master’s in counseling.<br />

For 6.5 years, she has worked with youth on impacting adolescent health policies. With her youth team, she also<br />

trains youth and adults throughout North Carolina to work on preventing underage drinking. The Answer is the<br />

preventing underage drinking program at YES!<br />

Sherry Cook<br />

Sherry Cook is an Assistant Administrator for Support Services for Texas Alcoholic Beverage Commission. She<br />

previously worked with Texas Department of Public Safety (DPS) in various executive management capacities.<br />

While at DPS, Ms. Cook worked as a Crime Analyst for the Texas Rangers Division for 9 years. She has bachelor<br />

and master’s degrees in information technology. She is a TCLEOSE Certified Peace Officer, Certified Public<br />

Manager, and a member of various professional and civic organizations.<br />

Kenneth Cox<br />

Kenneth Cox is a 29 year veteran of the Orange County Sheriff’s Office and holds a Masters Degree in Criminal<br />

Justice from the University of Central Florida. He graduated from the FBI National Academy #228, as well as<br />

the Southern Police Institute’s Command Officers Development Course #8. Chief Deputy Kenneth Cox presently<br />

commands the Operational Services Bureau. This bureau includes the Uniform Patrol Division, Criminal<br />

Investigations Division, Special Operations Division, Media Relations Section and the Metropolitan Bureau of<br />

Investigations. Chief Deputy Cox has experience in deployment of the incident command system, managing<br />

numerous active high risk incidents. Chief Deputy Cox holds extensive professional and community affiliations<br />

and is an active member of numerous committees and associations<br />

Amalia Cuervo<br />

Amalia Cuervo, U.S. Department of Education’s Office of Safe and Drug-Free Schools, serves as a Grant Program<br />

Manager for two higher education initiatives: the Models on Alcohol and Other Drug Abuse Prevention and<br />

the Grants to Reduce High-Risk <strong>Drinking</strong> and Violence on College Campuses. Previously, she was a Program<br />

Manager at the U. S. Department of Justice’s Office of Juvenile Justice and Delinquency Prevention. She was<br />

Walt Davies<br />

Moderator Walt Davies has been the EUDL State Coordinator for New York for some time and has actively encouraged<br />

the participation of his subgrantees in OJJDP’s National Leadership Institute. He has also provided many<br />

trainings to New Yorkers who would be agents for change in enforcement and community action.<br />

Johnnetta Davis-Joyce<br />

Johnnetta Davis-Joyce is Director of the Center for Public Health Improvement and Innovation at PIRE. The Center<br />

is devoted to translating the lessons from prevention science into practice and receives major funding from the<br />

Office of Juvenile Justice and Delinquency Prevention, U.S. Department of Justice. Ms. Davis-Joyce also serves as<br />

Director of the <strong>Underage</strong> <strong>Drinking</strong> <strong>Enforcement</strong> <strong>Training</strong> Center. Before joining PIRE in 2000, she served as Deputy<br />

Director for the American Medical Association’s Reducing <strong>Underage</strong> <strong>Drinking</strong> through Coalitions program.<br />

Tracy Downs<br />

Tracy Downs is the Associate Center Director of the Higher Education Center for Alcohol, Drug Abuse, and Violence<br />

Prevention. Dr. Downs has more than a decade of experience working on campus and community alcohol and<br />

other drug issues. She directed The Robert Wood Johnson Foundation-funded “A Matter of Degree” coalition at the<br />

University of Delaware. Before joining the Center, Dr. Downs worked with the Alcohol Policies Project at the Center<br />

for Science in the Public Interest.<br />

Raimee Eck<br />

Raimee Eck is the program coordinator of the Center on Alcohol Marketing and Youth at the Johns Hopkins<br />

Bloomberg School of Public Health. She has worked on the development of the Sober Truth on Preventing (STOP)<br />

<strong>Underage</strong> <strong>Drinking</strong> Act report to Congress and consulted on other alcohol issues. She is also a certified physician<br />

assistant and practiced for several years before entering the field of alcohol policy.<br />

Eddie Edwards<br />

Chief Eddie Edwards has almost 20 years of law enforcement experience, 14 of which have been with the New<br />

Hampshire Bureau of Liquor <strong>Enforcement</strong>. He is a member of several task forces on liquor enforcement, identity<br />

theft, and UAD, as well as the Governor’s Advisory Group on Juvenile Justice. He is an adjutant instructor for PIRE<br />

and a certified Drug Recognition Instructor. Chief Edwards has developed educational training programs for law<br />

enforcement officers on UAD and fictitious IDs.<br />

Robert Edwards<br />

Robert Edwards, a Police Officer since 1977, has been the Chief of Police for 30 years. He is a police instructor<br />

for Vermont Police Academy, a trainer for the Vermont EUDL, and an instructor for Community Policing and for the<br />

FBI National Academy Session 202. He regularly speaks at local, State, and National conferences (Pride Youth Programs)<br />

on the effects of substances on adolescent brain development. He is a member the Vermont EUDL Advisory<br />

Brian Eldridge<br />

Brian Eldridge is a freshman at Dover High School and has been a member of Dover Youth to Youth for 4 years.<br />

He is a member of the Leadership Team and has been very active in creating media messages around alcohol<br />

issues for the group, including radio spots and video production.<br />

RJ Elrick<br />

R. J. Elrick, a Senior Program Manager with PIRE and UDETC, has 29 years in law enforcement in Vermont. He<br />

has been the Director of the Police Academy, an elected Sheriff, and a municipal police officer. He has liaised<br />

between the Department of Health (EUDL grant) and Vermont’s law enforcement agencies on training and technical<br />

assistance for UAD activities. He is a consultant for law enforcement and communities nationwide on UAD<br />

training and issues. His B.S. is from the College of St. Joseph.<br />

David Enter<br />

David Enter currently serves as a Lieutenant with the Furman University Department of Public Safety. He has<br />

been with the department since 2000. He earned a B.S. from Southern Wesleyan University and was a graduate<br />

of the FBI National Academy Session 140. Lt. Enter is a retired Captain with the Greenville County Sheriff’s<br />

Office, SC and was also a Military Policeman with the US Army.<br />

Steve Ernst<br />

Steven Ernst has been with the California Alcoholic Beverage Control for 26 years. As Assistant Director, he<br />

oversees 12 field offices, 41,000 licensees, and nearly 180 employees (sworn and civilian). He has organized<br />

enforcement and licensing efforts for three Super Bowls and numerous conventions. He pioneered undercover<br />

ABC narcotic investigations in bars and markets in San Diego County, helped create a regional law enforcement<br />

philosophy, and provided training to allied law enforcement officers in California and Mexico.<br />

Pamela Erickson<br />

Pamela Erickson is a passionate leader on alcohol issues. Currently, she owns Public Action Management and<br />

is fighting alcohol deregulation as a way to reduce underage drinking and other social problems. From 1996 to<br />

2003, she directed the Oregon Liquor Control Commission where she focused the agency’s enforcement efforts<br />

on underage drinking. In 2003, she joined the Oregon Partnership to direct leadership and media campaigns on<br />

underage drinking.<br />

Julie Fischer<br />

Julie Fischer, Juvenile Justice Specialist and former EUDL Coordinator for Montana, has been involved with<br />

youth as an educator, coach, and trainer since 1984. She manages the Title II, Title V, and JABG programs for<br />

the Montana Board of Crime Control (MBCC) and is the State Chair/Coordinator for Montana’s Do the Write<br />

Thing Challenge. She represents MBCC on several councils and committees. Her B.A. is from Bemidji State<br />

University and her M.A. is from the University of Phoenix.<br />

Marc Fomby<br />

Marc Fomby is the Chief Executive Officer of FTC Prevention Services. He is a professional trainer and charismatic<br />

speaker who provides workshops, education, and seminars, and conducts presentations on numerous topics. He<br />

has been conducting trainings for more than 20 years. Mr. Fomby has 10 years of law enforcement experience<br />

and program development. He specializes in youth development and trainings that directly affect issues concerning<br />

today’s youth.<br />

Jeanne Foster<br />

Jeanne Foster is the Iowa EUDL Coordinator. She has worked for the Division of Criminal and Juvenile Justice<br />

Planning, Iowa Department of Human Rights, for 22 years. She has been involved in fiscal and programmatic<br />

grants administration and program/project development, provided training and technical assistance to judicial<br />

districts and subcontractors, and developed contracts and collaboration with other agencies for planning and<br />

evaluation of EUDL funds. Ms. Foster has a B.A. from GrandView College.<br />

Scott Friedlein<br />

Scott Friedlein is a 24-year veteran of law enforcement. He has been in charge of the department’s Alcohol<br />

<strong>Enforcement</strong> Unit since 1995. In this position, Sgt. Friedlein has developed comprehensive alcohol enforcement<br />

programs that include enforcement strategies, educational programs, and policy development. He specializes in<br />

enforcement strategies for high school and college communities. Sgt. Friedlein is consultant for the <strong>Underage</strong><br />

<strong>Drinking</strong> <strong>Enforcement</strong> <strong>Training</strong> Center.<br />

Barb Gentry<br />

Barbara Gentry, M.A., Ed.S., is Project Director for Florida Engaging Youth Initiative, Manatee County Substance<br />

Abuse Coalition. She has years of experience with virtual conferencing and has established long-distance learning<br />

experiences connecting students to helpful resources. Her site provided virtual mega VJs for Megaconference Jr.,<br />

involving 180 countries. She was a featured speaker at Oxford University, UK, in 2006 and at the Rhodes Scholars<br />

in 2007. She received a Bronze Star Award from U.S. News and World Report.<br />

Michael George<br />

Michael George serves as the South Carolina State AET Liaison and has worked in that capacity since 2007. He<br />

has experience working in State and local law enforcement and has served in several sworn and nonsworn positions<br />

since 1981. He holds a bachelor’s degree in political science and a master’s degree in justice and public<br />

safety. Mr. George is pursuing a doctorate in public policy and administration and is currently working on his dissertation<br />

proposal.<br />

Krystina Gibbons<br />

Krystina Gibbons is a junior at Dover High School and has been I Dover Youth to Youth for 5 years. She has been<br />

very active with the group in a variety of advocacy settings, including developing radio PSAs, presenting to school<br />

Senta Goudy<br />

Senta Goudy is the Florida Enforcing <strong>Underage</strong> <strong>Drinking</strong> Laws Coordinator working with the Florida Department<br />

of Business and Professional Regulation, Division of Alcoholic Beverages and Tobacco. Ms. Goudy partners with<br />

the Florida Department of Children and Families helping to build the capacity of communities and strengthen the<br />

use of evidence based practices at both the state and local levels. DCF is linked to community anti-drug coalitions<br />

in 52 counties in Florida. These coalitions conduct needs assessments, develop strategic plans and build<br />

collaborative efforts at the local level. Her work includes the integration of substance abuse and mental health<br />

prevention, treatment and recovery.<br />

Herb Gould<br />

Herb Gould, a retired police officer, has more than 25 years of experience in the prevention field, including 8<br />

years as a DARE Officer and 6 years as a National Faculty member of the Josephson Institute of Ethics conducting<br />

CHARACTER COUNTS for seminars nationwide. Mr. Gould is currently the Director of the Houston County<br />

Drug Alliance Inc., where he works with parents, youth, and law enforcement. His organization focuses on<br />

environmental change through GIS mapping.<br />

Cassandra Greisen<br />

Cassandra Greisen serves as the Associate Director for Project Extra Mile and has worked to prevent underage<br />

drinking and youth access to alcohol since 2005. She oversees statewide activities and conducts media interviews<br />

on media advocacy efforts. She is establishing a statewide network of community advocates who oppose<br />

underage drinking. Her B.S. is in journalism, along with public relations and advertising, from the University of<br />

Nebraska at Omaha, and her M.S. is in public administration.<br />

Tamitra Griffin<br />

Tamitra Griffin is a trained Life Skills Facilitator, Community Connector, and Ministry Builder. She has worked<br />

with hundreds of teens across Chicago, the West Suburbs, and Dallas, Texas. After attaining a bachelor’s degree<br />

from Columbia College Chicago in Public Relations and receiving a master’s degree in Nonprofit Management,<br />

she has used her skills and expertise to build communities, families, nonprofit organizations, and ministries so<br />

they can impact and empower their communities.<br />

Leeza Grim<br />

Sergeant Leeza Grim received a B.S from the University of Maryland and joined the Howard County Department<br />

of Police. After several years on Patrol, she worked for the Street Drug Unit and Narcotics Unit. Later, she transferred<br />

to the Department’s Robbery Unit and then to the Violent Crimes Unit. After 14 years, she was promoted<br />

to Sergeant and currently works for the Office of the Chief of Police, where she supervises the Liquor Inspector<br />

Director/Program Director for several organizations to prevent substance abuse. Her expertise includes substance<br />

abuse prevention, organizational structure and development, coalition building, media advocacy, corporate fund<br />

development, board development and training, sustainability, budget management, program development, youth<br />

development and advocacy, cultural competency, and employability skills development.<br />

Tom Hall<br />

Tom Hall, LCSW, serves as Director, Education and <strong>Training</strong> Programs at the University of Central Florida. He<br />

directs campuswide Alcohol, Tobacco, and Other Drug intervention and education services for more than 40,000<br />

undergraduates. He is an adjunct faculty member of the University of Central Florida College of Medicine, School of<br />

Social Work, and College of Education.<br />

Robert A. Hahn<br />

Robert A. Hahn, Ph.D., has been an epidemiologist at the U.S. Centers for Disease Control and Prevention in Atlanta<br />

since 1986 and is a member of the Senior Biomedical Research Service. He has conducted anthropological<br />

and public health research in several countries, and he has published studies on a variety of topics. Dr. Hahn is the<br />

coordinating scientist of systematic reviews on excess alcohol prevention and violence prevention and is launching<br />

a new review on interventions to promote health equity.<br />

Steve Hammond<br />

Steve Hammond is conference Director of the YADAPP summer leadership conference and Education Coordinator<br />

with the Virginia Department of Alcohol Beverage Control. Steve has been with the agency for eight years focusing<br />

on alcohol prevention efforts for youth K-12 in both the schools and communities. Steve has been involved with<br />

YADAPP for nine years from participant to present.<br />

Meja Handlen<br />

Meja Handlen is the Transition Specialist for Educational Service District 113, which serves 10 rural schools within<br />

Lewis and Grays Harbor Counties. She has been working with at-risk youth aged 12 to 21 since 1991. Mrs.<br />

Handlen’s enthusiasm for helping youth succeed through skillful engagement has been beneficial in prevention<br />

and intervention with at-risk behaviors. She specializes in employment consultation, agency connection, referral<br />

services, and youth advocacy.<br />

Anne Hardison<br />

Kim Harris is the Founder and Director of the Kids TV Academy. She loves planting and cultivating the seeds of<br />

Marisa Harris<br />

Marisa O. Harris has been an Education Coordinator with the Virginia Department of Alcoholic Beverage Control<br />

since 2006. Her duties include UAD prevention initiatives for the Commonwealth. Previously, she worked as a<br />

Juvenile Probation Office with the Richmond Juvenile Drug Court Program. She has more than 10 years of prevention<br />

experience working with the at-risk youth population, in the areas of probation, residential group home<br />

settings, substance abuse prevention, and health promotion.<br />

Curt Henderson<br />

Captain Curt Henderson is a 25-year employee of Iowa State Patrol and currently is assigned as Assistant to the<br />

Field Operations Major. He also served in the role of accident reconstructionist for nearly 12 years and knows<br />

firsthand the cost that underage drinking has had on Iowa roadways. He remains committed to the task of using<br />

the Iowa State Patrol’s resources to combat the problem of underage drinking.<br />

Pride Henry<br />

Sgt. Pride Henry has been with the Detroit Police Department since 1987. As a Patrol Supervisor for the Central<br />

District, he oversees the downtown area of Detroit, which has become an easy target for party promoters to host<br />

rave parties in unoccupied buildings.<br />

Kris Hervert<br />

Kris Hervert is the Executive Director of the Sherman County Prevention Coalition. She has years of hands-on<br />

experience in working directly with at-risk youth. Ms. Kervert has organized and led the Live Free Youth Group to<br />

not only be advocates in their own communities, but also to take their message about the dangers of underage<br />

drinking to youth in other communities.<br />

Mary Hill<br />

Mary Hill is the coordinator for Texas Higher Education Statewide Initiatives for Prevention and is a former Senior<br />

Administrator/Dean of Students, Professor, and Coach at West Texas A&M University. She is a trainer for OJJDP,<br />

PIRE/UDETC, and Center Fellow for the U.S. Department of Education’s Higher Education Center for Alcohol,<br />

Other Drugs, and Violence Prevention. She has written white papers on community coalitions and colleges, and<br />

Brooke Hisle is the Coalition Director with the Maryland Citizens’ Health Initiative. She authored the Faces of<br />

Maryland’s Newly Insured book. Her other responsibilities include educating the public about Federal health care<br />

reform; educating the small business and nonprofit communities about the Federal health care tax credits; working<br />

with her coalition to implement Federal health care reform in Maryland; and educating the public about Maryland’s<br />

health coverage options.<br />

Tim Hoel<br />

Timothy Hoel is the Lead Prevention Coordinator at Arbor Place, Inc. in Menomonie, Wisconsin. He is currently the<br />

Project Coordinator for Dunn County’s Strategic Prevention Framework State Incentive Grant and serves as a Site<br />

Supervisor for the Marshfield Clinic’s Americorps program. Mr. Hoel is the chair of the Dunn County Partnership for<br />

Youth, a local coalition that focuses on “Promoting Safe and Healthy Communities for Youth.”<br />

Nicole Holt<br />

Nicole Holt is the Executive Director of Texans Standing Tall (TST). Before becoming Executive Director, she served<br />

TST in several capacities: as one of six State project directors for the Center on Alcohol Marketing and Youth; as<br />

TST Field Coordinator assisting local coalitions throughout Texas to develop strategic goals and plans for sustainability;<br />

and as media liaison to promote the statewide coalition’s advocacy initiatives.<br />

Eric Hughes<br />

Eric Hughes was commissioned as a police officer in 1997. He has worked for both university and municipal<br />

police departments and has been with the Columbia Police Department for 5 years. He holds a bachelor of science<br />

degree in education from the University of Missouri and is currently seeking a master of science in criminal justice<br />

from the University of Central Missouri. He is currently a Sergeant assigned to the Downtown Patrol Unit.<br />

Christopher Hutchins<br />

Sgt. Christopher Hutchins has 15 years of law enforcement experience. He has worked for the New Hampshire<br />

Division of Liquor <strong>Enforcement</strong>, the Newfields Police Department, and the Rockingham County Department of<br />

Corrections. For the past year, he has supervised the Special Investigations Unit, Division of <strong>Enforcement</strong>, that<br />

works directly with local, county, State, and Federal law enforcement agencies to combat the use and trafficking of<br />

fraudulent ID. He is also an Adjunct Instructor at the New Hampshire Police Academy.<br />

Eric James<br />

Commander Eric James began his career at the University of Nevada, Reno Police (UNRPD), in 2003. He has<br />

served as Regional SWAT team member, Range Instructor, <strong>Training</strong> Officer, Motor Officer, and POST instructor, and<br />

in 2009, he was promoted to Commander. Since 2008, he has been involved in campus alcohol programs, working<br />

Adalia Jimenez<br />

Adalia Jimenez is a 13-year-old Honor’s Society student from Laurel, Maryland. At age 9, she won the Baltimore<br />

Symphony Orchestra “Oh Say Can You Sing” competition. That July 4th, she sang the National Anthem<br />

accompanied by the Baltimore Symphony Orchestra. Since then, she has sung the National Anthem for several<br />

atheletic groups (e.g., the Washington Wizards) and for Federal agencies. She also loves performing with her<br />

singing group to promote environmental change and stewardship.<br />

Greg Johnson<br />

Greg Johnson has been working with court-involved youth for 17 years in various capacities, including diversion,<br />

school-based probation, and court administration. He is a statewide instructor for risk assessment, case<br />

planning, and probation officer safety. He has a bachelor’s degree in psychology from the University of Utah and<br />

a master’s degree in education from the University of Phoenix. Currently, he is a Chief Probation Officer in Salt<br />

Lake City, Utah.<br />

James A. Jones<br />

Sgt. James A. Jones, with the Pennsylvania State Police for more than 21 years, has been a criminal investigator,<br />

vice investigator, crime unit supervisor, and vice unit supervisor. For the past 8 years, Sgt. Jones has been<br />

with the Department’s Bureau of Liquor Control <strong>Enforcement</strong> as Commander of one of the Bureau’s nine District<br />

<strong>Enforcement</strong> Offices. He helps to develop and provide training to law enforcement personnel across the State in<br />

gambling enforcement.<br />

Terry Allen Jones<br />

Terry Allen Jones, a seasoned prevention trainer and motivational speaker, has more than 20 years in the youth<br />

leadership arena. Mr. Jones has worked with Florida Schools, SWAT, PRIDE, Youth Crime Watch, and SADD<br />

programs. He has created numerous workshops that have received national recognition. His motto is “If we can<br />

tap the innate talent within a young person, then that talent can be used as a positive alternative to drugs and<br />

other negative behaviors.”<br />

Sandeep Kasat<br />

Sandeep Kasat, MPH, MBBS, is a Research Scientist with CPHII (PIRE) in Calverton, Maryland. He provides training<br />

and technical assistance to all CSAP-supported State epidemiological outcomes workgroups (SEOW). His<br />

work includes data/analytical support to the SEOWs; coordination, support, and development of State Epidemiological<br />

Data System Web site; and supervision of research/analytical projects to enhance the knowledge<br />

regarding substance abuse prevention/planning. In Nagpur, India, he was a practicing physician doing residency<br />

before moving to United States.<br />

Bruce Kelly<br />

Bruce Kelly is the Coalition Coordinator for New Rochelle FOCUS (Families Organized to Curb the Use of Substances),<br />

a drug and alcohol prevention coalition. He worked in law enforcement for 30 years, as a police officer and as<br />

a prosecutor. For 15 years, he was in charge of all community crime prevention efforts for the Westchester County<br />

District Attorney’s Office. He also played a key role in the passage of the beer keg registration law in the State.<br />

Chris Kelley<br />

Lt. Chris Kelley was commissioned as a police officer in 1998 and has worked for the Columbia Police Department<br />

for 12 years. He holds a B.S. in criminal justice from Columbia College and is currently working towards a master’s<br />

degree in criminal justice from the American Military University.<br />

Vicki Knox<br />

Vicki Knox is Vice President of Programs and Field Relations for Mothers Against Drunk Driving (MADD). Before<br />

joining MADD in 2004, Ms. Knox, as Development Director, led a successful $2 million Capital Campaign for<br />

Denver nonprofit Families First. She received her B.A. in psychology and foreign languages from Kansas State<br />

University and her Gerontology Certification from Weber State College. She has significant grassroots experience in<br />

developing community partnerships and programs to meet community needs.<br />

Mike Lacy<br />

Mike Lacy has been Director of the Division of Probation Services for the West Virginia Supreme Court of Appeals<br />

and Administrator-Juvenile Interstate Compact since 2002. He has also been the President of the National<br />

Association of Juvenile Compact Administrators, Commissioner for the Juvenile Interstate Compact Commission,<br />

Chairman for the West Virginia Partnership for Community Well-Being, Commissioner of the Commission to Study<br />

the Residential Placement of Children, member of the Governor’s Commission on Prison Overcrowding, among<br />

other similar activities.<br />

Tom Lampe<br />

Sgt. Thomas Lampe is Assistant to the Administrative Operations Officer. He develops , updates, and monitors<br />

State Patrol Policy. He has more than 25 years of LE background and 23 years with the ISP. He serves as the CA-<br />

LEA Coordinator, Statewide Evidence Coordinator, ISP grant writer, and maintains the statewide scheduling system.<br />

Sgt. Lampe was recently appointed to the Iowa Statewide Interoperability board, representing Iowa DPS.<br />

Clarence Lander<br />

Clarence Lander is a Special Projects Director for the Alliance for Safe Kids Inc, and a Youth Officer for Yorktown<br />

Police. He has been retired for 35 years.<br />

Kath Lenk<br />

Kathleen Lenk has extensive experience and expertise in the research literature pertaining to alcohol use and alcohol<br />

policies. She has done numerous presentations throughout the country on her research. Her master of public<br />

Catherine LeVasseur<br />

Catherine LeVasseur is the former Youth Chair of the Connecticut Coalition to Stop <strong>Underage</strong> <strong>Drinking</strong>. She<br />

became a presenter at the young age of 17 for youth leadership and underage drinking prevention at the local,<br />

State, and national levels. She was instrumental in the successful passage of the Social Host Law in 2006. Ms.<br />

LeVasseur currently coordinates compliance check operations statewide, provides technical assistance to community<br />

coalitions, and serves as the SADD State Coordinator.<br />

Jack Levine<br />

Jack Levine is Program Director of the National Association of Youths Courts. He previously served as President<br />

of Voices for Florida’s Children. Mr. Levine is a public policy and strategic communications consultant. He has a<br />

master’s degree in child development and family studies from Purdue University.<br />

Brian Lis<br />

Derek Longmeier<br />

Derek Longmeier is an Ohio Certified Prevention Specialist II who has been involved in the field of alcohol,<br />

tobacco, and other drug abuse prevention for more than 16 years. He works at Drug-Free Action Alliance and<br />

serves as Project Director for the Parents Who Host, Lose the Most: Don’t be a Party to Teenage <strong>Drinking</strong> public<br />

awareness campaign. He also manages Drug Free 24/7 the way to go! and the Drug-Free Action Alliance Youth<br />

Philanthropy Council.<br />

Nathan Lowe<br />

Nathan Lowe is a Research Associate with the American Probation and Parole Association. He received his M.S.<br />

in correctional and juvenile justice studies from Eastern Kentucky University in 2007. He has authored several<br />

publications, including peer-reviewed journal articles, book chapters, and a monograph. Mr. Lowe previously<br />

worked in adult and juvenile corrections in Kentucky for 5 years in roles such as assessment specialist, sex offender<br />

counselor, and community intensive supervision program coordinator.<br />

R.J. Lurquin<br />

Sgt. R.J. Lurquin has been with the Dane County Sheriff’s Office for 21 years, where he is a Traffic Sergeant<br />

Safety Specialist. Primary duties include the writing and administering of all Dane County Sheriff Office Traffic<br />

Grants, and supervising the Dane County Sheriff’s Office Dedicated Traffic Team and Crash Reconstruction<br />

Team. He authored and administered a Critical Traffic Investigation/Dedicated Prosecutor grant, which pays for a<br />

dedicated prosecutor to handle all traffic-related crimes in Dane County.<br />

Frank Lyons<br />

Frank Lyons is a retired 29-year law enforcement veteran, serving at the local, county, and State levels. For 23<br />

Gary Majors<br />

Gary Majors retired from the Kansas City MO Police Department after 28 years of service having obtained the rank<br />

of Major. For the past four years he has served as the manager of KCMO’s Regulated Industries Division and has<br />

initiated several ordinances and policies that give communities a stronger voice in determining the approval of<br />

liquor licenses and a means to revoke those licenses that adversely impact the character of their neighborhood.<br />

Shane Marshall<br />

Mr. Marshall currently the Chief of Police, City of Seminole, Seminole Oklahoma. Chief Marshall works closely with<br />

Seminole Lighthorse Police Department. Chief Marshall shares great appreciation for Tribal Cross-Deputization.<br />

Chief Marshall understands the complexity of the Tribal Jurisdiction with the Seminole County.<br />

Sarah Mart<br />

Sarah Mart is a Research and Policy Manager at Alcohol Justice, the industry watchdog. Her research includes<br />

alcohol promotion and related policies on Facebook; corporate alcohol’s exploitation of the small, California family<br />

winery narrative; and industry efforts to dismantle State control of alcohol sales. Previously, she directed university<br />

prevention and health promotion departments; wrote and led funded projects to reduce high-risk drinking in the<br />

college student populations; and consulted for the U.S. Department of Education.<br />

Barbara Martin<br />

Barbara Martin has developed media and policy interventions and organized community coalitions in response to<br />

alcohol, tobacco, drug abuse, and gun violence prevention issues. While at Wake Forest University School of Medicine,<br />

she was Intervention Team Lead for SPARC (the Study to Prevent Alcohol-Related Consequences), a community<br />

trial that used a community organizing approach to implement environmental change strategies to reduce<br />

high-risk drinking on college campuses.<br />

Lora Maynard<br />

Lora Maynard has been the Deputy Director for Juvenile Drug Courts with the Division of Probation Services-West<br />

Virginia Supreme Court of Appeals since June 1, 2010. She previously worked for the Division of CJ Services for<br />

12.5 years as the Lead Specialist for the Community Corrections, Juvenile Justice, and Crime Victims Assistance<br />

Units. She received a bachelor’s in Criminal Justice in 1996 and a master’s in Leadership Studies in May 2004<br />

from Marshall University.<br />

Michael McBride<br />

Michael McBride has been working in prevention with Missouri Partners in Prevention for 7 years. He received his<br />

Jamie McCarville<br />

Jamie McCarville is a volunteer on the Dane County (Wisconsin) Coalition to Reduce Alcohol Abuse. She works<br />

with community partners to implement environmental substance abuse prevention strategies to reduce the<br />

effects of alcohol misuse and abuse and restore accountability in those who manage and those who consume<br />

alcohol for public safety and well-being. She is a Human Service Program Coordinator for the Wisconsin Division<br />

of Mental Health and Substance Abuse Services, Bureau of Prevention Treatment and Recovery.<br />

Marilyn McCoy Roberts<br />

Marilyn McCoy Roberts is OJJDP’s Deputy Administrator for Programs, overseeing the Office’s three program<br />

divisions. Formerly, she was the Director of OJP’s Drug Courts Program Office, which administers a drug court<br />

grant program and provides financial and technical assistance to drug courts. She has staffed and directed<br />

national research projects and has written on many court administration topics, including legislative relations,<br />

substance abuse and the courts, and gender bias in the courts.<br />

Nancy McGee<br />

Special Agent Nancy McGee, with the Missouri Department of Public Safety for 26 years, works to enforce<br />

Missouri’s Liquor Control Act. Currently, she administers the State’s alcohol compliance check program and<br />

coordinates the efforts on college campuses and with community coalition groups. She is an advisory board<br />

member to the SMART Online Server <strong>Training</strong> Program and has trained thousands of people on a wide range of<br />

topics. She has been a consultant to the OJJDP/EUDL Program since 2002.<br />

Barbara McMorris<br />

Barbara J. McMorris, Ph.D., is a Sociologist and Senior Research Associate at the University of Minnesota’s<br />

School of Nursing. She leads analyses for community-based intervention projects targeting youth risk behaviors.<br />

Since 2001, she and her colleagues have worked on the International Youth Development Study to investigate<br />

the development of alcohol use in students in two countries that have adopted different policies toward underage<br />

drinking: zero-tolerance in the United States and harm minimization in Australia.<br />

Beatriz Mendez<br />

Beatriz Mendez, has worked for more than 6 years in the prevention field for Lewis County Public Health and<br />

Social Services, where she has been instrumental in expanding the Reducing <strong>Underage</strong> <strong>Drinking</strong> program to<br />

include extremely rural areas of Lewis County and in engaging youth in the smaller school districts. She has also<br />

played an integral part in the planning of the youth track for the Washington State Prevention Summit for the last<br />

3 years.<br />

Kerry Mensior<br />

Sgt. Kerry Mensior has been a police officer for the San Diego Police Department for 22 years. His has worked<br />

every patrol division in the City of San Diego. Currently, he is an Accident Reconstructionist in the Accident<br />

Investigation Bureau. He has taught at three local colleges and two Police Academies, and has trained communities<br />

in policymaking and law enforcement nationwide. Using his combating UAD experience, he helped create<br />

and administer grant programs, bringing $1.3 million to his department.<br />

Todd Merlina<br />

Todd M. Merlina has been an <strong>Enforcement</strong> Supervisor with the Pennsylvania State Police, Bureau of Liquor Control<br />

<strong>Enforcement</strong> for 25 years and is a Special Projects Coordinator for the Bureau’s Compliance, Auditing, & Gambling<br />

<strong>Enforcement</strong> Unit. In 1996, he received the Bureau’s <strong>Enforcement</strong> Officer of the Year Award. He helped develop<br />

the Bureau’s alcohol education program “CHOICES,” helped adapt “Cops in Shops” to Pennsylvania, and developed<br />

and monitored the Bureau’s Age Compliance Program since its inception in 2005.<br />

Mark Miazga<br />

Mark Miazga has more than 10 years of experience in survey research with a focus on alcohol, tobacco, and other<br />

public health issues. He has much experience in conducting policy analysis in the areas of city, State, and Federal<br />

laws and regulations. His concentration in law school was on public policy and legal research.<br />

Suzanne Miller<br />

Sgt. Suzanne Miller, with law enforcement for 15 years, is a juvenile detective in Hammond, Louisiana. She is<br />

committed to ensuring public safety and fighting crime by working to reduce UAD and youth alcohol possession.<br />

She served as a liaison and representative for the Hammond Police Department on the TRACC Law <strong>Enforcement</strong><br />

Taskforce in 2010. Later, she became the sole trainer with J.U.D.E. - Juvenile <strong>Underage</strong> <strong>Drinking</strong> <strong>Enforcement</strong> -<br />

conducting seven training sessions for 58 officers.<br />

Ted Miller<br />

Ted Miller, Ph.D., is an internationally recognized safety economist and has more than 200 publications on cost<br />

of societal ills and the savings from prevention. The Washinton Post called him a national oracle on the financial<br />

damage caused by substance abuse and injuries. He is the receipient of the Excellence in Science Award from<br />

the Injury Control Section of the APHA and Vision Award from the State and Territorial Injury Prevention Director’s<br />

Association.<br />

Carol Millie<br />

Carol Millie, M.A., Coordinator, Student Judicial Services, University of Nevada, Reno, served as the first OJJDP<br />

Campus Coordinator for Prevention Programs Enforcing <strong>Underage</strong> <strong>Drinking</strong> Laws. She has been instrumental in<br />

developing a comprehensive university environmental management strategic plan incorporating community partners<br />

outside the university. She serves as the university community liaison to the Neighborhood Advisory Boards,<br />

assisting university neighbors in addressing alcohol misuse by underage college students.<br />

Dana Mitchell<br />

Dana Mitchell has been with the Dover Police Department (DPD) since 1977. He was a sworn officer for 26 years,<br />

rising to the rank of Captain. He has remained with the DPD since retiring to coordinate the Youth Empowerment<br />

Program and other community outreach activities. Mr. Mitchell has instructed at drug prevention conferences<br />

throughout the country on topics relating to youth empowerment and youth advocacy, including the last five National<br />

Leadership Conferences.<br />

Candace Moberly<br />

Candace Moberly, age 20, is a 2009 graduate of Madison Southern High School and a current Eastern Kentucky<br />

University student majoring in communication disorders. She has been active in the Madison County Youth in<br />

Action organization for 5 years and serves as youth leader to the group. In 2008, Ms. Moberly was appointed to<br />

the Kentucky Juvenile Justice Advisory Board by Governor Steve Beshear.<br />

Amy Mogelberg<br />

Officer Amy Mogelberg, a School Resource Officer in the Chicago Police Department, is assigned to the historic<br />

Back of the Yards section of Chicago. The community has more underage (younger than 18) residents than<br />

adults. Neighborhood gangs and 24-hour alcohol outlets pose challenges in controlling underage access to<br />

alcohol. She is active in community organizations and neighboring communities to bring attention and resources<br />

to this issue. She is a member of the 2010 Class of Leadership Institute.<br />

Scott Montegna<br />

Scott Montegna is the Policy and Research Analyst for Texans Standing Tall. He has worked with several nonprofit<br />

organizations, focusing on issues in community development, youth education, public health, and program<br />

and project management. Mr. Montegna has a master’s degree in policy advocacy and analysis from SIT Graduate<br />

Institute and a graduate certificate in geographic information systems from Portland State University.<br />

Aidan Moore<br />

Aidan J. Moore is PIRE’s Program Manager for the Judicial-Probation Outreach Project and is a UDETC team<br />

member. For 25 years, he was the Chief of <strong>Enforcement</strong>, New Hampshire State Liquor Commission, and served<br />

on several special commissions on UAD traffic safety. He is a member of several police associations and Past<br />

President of the NLLEA. He holds a Juris Doctorate from New England Law. He is admitted to the bar in New<br />

Hampshire and Maine.<br />

Mitchell Moore<br />

Mitchell Moore LCDC, ACPS, CCJAP, ADC III, is an accomplished servant in prevention, education, intervention,<br />

recovery, and leadership training. He has a passion for training and helping others develop skills that empower<br />

them to lead better and more fulfilling lives. Mr. Moore is the Executive Director of the Palmer Drug Abuse Program<br />

in Midland, Texas.<br />

Brandon Neudecker<br />

Investigator Brandon Neudecker has 9 years of law enforcement experience in New Hampshire. He came to the<br />

New Hampshire Division of Liquor <strong>Enforcement</strong> in 2007 after serving 5 years as a patrolman for the Concord<br />

Police Department. He was awarded the 2009 NLLEA National Liquor <strong>Enforcement</strong> Agent of the Year for his<br />

extensive work in fraudulent identification investigations. Over the past 2 years, he has worked with numerous<br />

agencies to combat the use and trafficking of fraudulent identification.<br />

Caroline Newkirk<br />

Caroline Newkirk joined DREAM, Inc. in 2008 as Mississippi’s Statewide <strong>Underage</strong> <strong>Drinking</strong> Prevention Coordinator.<br />

She is a resource to the Strategic Prevention Framework Statewide Incentive Grant subgrantees in the development<br />

and implementation of programs targeting UAD. She also conducts training workshops on the prevention<br />

of UAD. She is a co-chair of Mississippians Advocating Against <strong>Underage</strong> <strong>Drinking</strong>. Her master’s degree is from the<br />

University of Alabama at Birmingham. She is a member of the 2010 NLC Leadership Institute Class.<br />

Michelle Nienhius<br />

Michelle Nienhius is a prevention consultant for the South Carolina Department of Alcohol and Other Drug Abuse<br />

Services. She plans and implements statewide changes in prevention and oversees quality assurance of prevention<br />

deliverables from 33 county agencies in the State. She trains prevention professionals on the concepts and<br />

strategies generated by the Governor’s Council. She is the State representative to the National Prevention Network,<br />

the coordinator for the State’s EUDL grant, and the Project Director of the State Epidemiology Outcomes.<br />

Karolyn Nunnallee<br />

Karolyn Nunnallee has presented on personal achievement and overcoming tragedy throughout the United States,<br />

Puerto Rico, and Australia for 35 years. She served as National President of Mothers Against Drunk Driving and<br />

has received its Golden Achievement Award. She is a consultant for UDETC in Policy and Media <strong>Training</strong> and coordinates<br />

Victim Impact Panels for IDEA on the hazards of texting, phoning, alcohol and drug use while driving. Her<br />

B.S. is from Birmingham Southern College, and her M.S. is from Florida State University.<br />

Julie Nussbaum<br />

Julie Nussbaum joined SADD in October 2003. As the SADD National Director of Prevention, Ms. Nussbaum is responsible<br />

for incorporating prevention strategies into all SADD programming through environmental strategies and<br />

youth development approaches. As the Massachusetts State Coordinator, she oversees the Massachusetts SADD<br />

program and serves as an agent to deliver youth safety programming targeting underage drinking, other drug use,<br />

impaired driving, traffic safety, and healthy decisionmaking to youth across the Commonwealth.<br />

Jared Olson<br />

Jared Olson is a national consultant and trainer specializing in impaired driving, vehicular homicide, and underage<br />

drinking. His instruction includes using social media to investigate and prosecute underage drinking crimes.<br />

His background includes investigating early Internet crimes as a detective for the Weber State University Police<br />

Department. His master’s degree is in criminal justice from the University of Cincinnati, and his Juris Doctorate is<br />

from the University of Idaho.<br />

Keith Otto<br />

Lieutenant Keith Ott works for Goose Creek Police Department and in cooperation with the Kennedy Behavioral<br />

Health Services. Part of his duties are to coordinate law enforcement operations with the 9th Circuit AET. He<br />

handles supervisory duties with the Investigative Division at Goose Creek Police Department.<br />

Bill Patterson<br />

Bill Patterson is a Senior Program Manager for PIRE in Calverton, Maryland, assigned to OJJDP’s <strong>Underage</strong><br />

<strong>Drinking</strong> <strong>Enforcement</strong> <strong>Training</strong> Center as a Law <strong>Enforcement</strong> Specialist. A retired State law enforcement officer<br />

from the North Carolina Department of Crime Control and Public Safety, Alcohol Law <strong>Enforcement</strong> Division, he<br />

has almost 30 years in the field of alcohol, tobacco, drug, and gambling enforcement. He is a graduate of the<br />

FBI National Academy.<br />

Gordy Pehrson<br />

Gordy Pehrson has been the Minnesota EUDL grant coordinator since 2008. He has worked for the Minnesota<br />

Department of Public Safety (Office of Traffic Safety) since 1984. His current Traffic Safety Program areas<br />

include bicycle and pedestrian, teen drivers, and enforcement grants.<br />

Starrla Penick<br />

Starrla Penick is the National Director of Programs for MADD, leading the underage drinking prevention programs,<br />

including a new community and research-based parent program: Power of Parents, It’s Your Influence.<br />

Her experience spans from non-profit program management to curriculum and training development to educating<br />

and coaching parents and school counselors. She is a graduate of the University of North Texas, with a<br />

Master of Science degree in Development/Family Studies and a minor concentration in Research.<br />

Dianne Perukel<br />

Dianne Perukel oversees Michigan’s impaired-driving and underage-drinking programs for the Office of Highway<br />

Safety Planning. She has been the EUDL coordinator since 2002, and she is the recipient of the SPF-SIG Award<br />

for Excellence and the 2009 Preventionist of the Year Award.<br />

Scott Pestridge<br />

Scott Pestridge, with OJJDP for 10 years, is a State Representative State Relations and Assistance Division<br />

(SRAD). He is responsible for all activities initiated by SRAD with juvenile justice for six State agencies in Indiana,<br />

Mississippi, North Dakota, Oregon, South Dakota and Washington. His assists in the interpretation of agency<br />

statutes, regulations, and policies, and serves as the Federal resource concerning funding and other assistance.<br />

His master’s degree is from the University of Maryland School of Public Policy.<br />

Stacy Potter<br />

Stacy Potter is a Certified Prevention Specialist and Program Director of ROCMND Area Prevention Resource<br />

Center in Vinita, OK. Stacy has been with ROCMND 16 years and works with communities to decrease underage<br />

drinking, tobacco, and drug use as well as abuse and misuse across the lifespan. These activities include<br />

arranging alcohol compliance checks, tobacco reward reminder visits, providing Responsible Beverage Service<br />

and Sales <strong>Training</strong>, and other education to the community.<br />

Steven Pre’tat<br />

Steve Pre’tat is a retired law enforcement officer, both from the U.S. Air Force and the Great Falls Police Department.<br />

He has held varied positions and has worked in the Middle East, SW Asia, and Europe. Now, he is a<br />

canine handler working in the U.S. Northwest region. He has been with EUDL for 11 years and is a Consultant for<br />

UDETC. Previously, he was Officer of the Year and received the National Leadership’s Law <strong>Enforcement</strong> Community<br />

Service Award.<br />

Michael Pryor<br />

Lt. Michael Pryor has worked for 31 years in law enforcement and currently commands the Tucson Police Department<br />

Gang Interdiction Section. He is an expert in UAD strategy development and has developed and taught<br />

workshops for police associations, Federal agencies, and local jurisdictions nationwide. He is a Consultant for PIRE,<br />

as a law enforcement trainer for the UDTC. He has worked extensively in his own community and assisted other<br />

agencies across the country with strategies related to UAD prevention and enforcement.<br />

Jack Radin<br />

Inspector John Radin, with the Long Beach Police Department for 28 years, oversees a department of 110 staff.<br />

The City of Long Beach has over 30 bars within 3.5 miles and is a popular destination for the young party crowd.<br />

Inspector Radin is the point of contact for everyone impacted by the bar patrons. As founder of the Long Beach<br />

Coalition, he is an advocate of environmental change and UAD prevention. He is a member of the 2010 NLC Leadership<br />

Institute Class.<br />

Salima Eucharist Elisara Reupena<br />

Salima Eucharist Elisara Reupena is the American Samoa EUDL Project Coordinator, where he is also a certified<br />

EUDL Responsible Beverage Service <strong>Training</strong> instructor. He served as a SPF SIG Fa’a Samoa Project Liaison Officer,<br />

Secretary of the Tualatai Taumafai County Drug Free Community Coalition, and is a SSF certified facilitator. He<br />

also serves as a member of the First Lady Mary Ann Tulafono’s Ta’ita’itama <strong>Underage</strong> <strong>Drinking</strong> Prevention Initiative<br />

executive board.<br />

Madison Retrosi<br />

Madison Retrosi is a junior at Dover High School and a 5-year member of Dover Youth to Youth. She is a member<br />

of the group’s Leadership Team and has extensive experience in presenting on alcohol abuse and underage drinking.<br />

She is also a community activist on that issue.<br />

Stephanie Retrosi<br />

Stephanie Retrosi is a prevention coordinator for the Dover, NH Police Department where she oversees the activities<br />

of Dover Youth to Youth. She is responsible for coaching students in the development of advocacy and activism<br />

skills, including public speaking and media development.<br />

RIO<br />

RIO is a live entertainment band that plays a variety of custom-arranged Latin, Jazz, and Top Variety hits. This<br />

premiere musical powerhouse features professional and experienced musicians, including band director Harry Rios<br />

who has performed with some of New Orleans’ top musicians, including “Deacon” John Moore, Juanita Brooks,<br />

and Al Hirt. Other musicians include Pearl Drums-sponsored Dimas Sanchez and Stetson University Music Performance<br />

Erica Roa<br />

Erica Roa is the Alcohol Standards Specialist for the Office of Student Standards and the Grant Coordinator for<br />

the EUDL (Enforcing <strong>Underage</strong> <strong>Drinking</strong> Laws)-University Initiative Grant for Charleston, Illnois. In her current<br />

job, she processes off-campus, alcohol-related violations that tend to keep her rather busy. Ms. Roa received<br />

her baccalaureate from California Polytechnic State University at San Luis Obispo and her master’s degree from<br />

Eastern Illinois University.<br />

Keyria Rodgers<br />

Keyria Rodgers is the Director of Macon County Truancy Court, Macon-Piatt Regional Office of Education and<br />

Macon County State’s Attorney’s Office, Decatur, Illinois. She has been establishing Truancy Courts in the region’s<br />

school districts since 2008. She manages input of pre- and post-adjudication data and promotes collaboration<br />

of juvenile justice. She has written proposals for the City of Decatur on truancy and assisted the Decatur<br />

Drug Free Coalition in preventing UAD. Her B.A. is in criminal justice, and her M.A., in legal studies.<br />

Emily Rohloff<br />

Emily Rohloff is the communications specialist at Health First Wisconsin, a health advocacy group that facilitates<br />

the Dane County Coalition to Reduce Alcohol Abuse. For the Coalition, she works to gain media attention for its<br />

issues and speaks out for effective, evidence-based strategies to improve the environment surrounding alcohol<br />

abuse in Dane County. Previously, Ms. Rohloff was a reporter at WISC-TV, the CBS affiliate in Madison, Wisconsin.<br />

Her degree in journalism and mass media is from the University of Wisconsin – Madison.<br />

Adrienne Rollins<br />

Adrienne Rollins received a Bachelor of Arts Degree with an emphasis in Public Relations and Organizational<br />

Communication from Cameron University in 2003. Ms. Rollins received her master of public administration degree<br />

from the University of Oklahoma with an emphasis in public policy in 2005. She is also a Certified Prevention<br />

Specialist. Ms. Rollins is the EUDL and SADD Coordinator in Oklahoma.<br />

Sean Rupley<br />

Sean Rupley, for over 6 years, has worked with Youth for Youth LIVE! Guam, a nonprofit, community-based<br />

organization that promotes a tobacco-, alcohol-, and drug-free lifestyle to the youth of Guam. His experience in<br />

prevention includes tobacco intervention, the certified youth crisis helpline, workshop presentation, and group<br />

facilitation. He was the youth chair for the 20th annual Youth for Youth conference and Vice-President for that<br />

year, and this year, he is the President.<br />

Lisa Salazar<br />

Lisa Salazar works with organizations to use eLearning as a way of maximizing educational reach and impact,<br />

particularly in rural areas. Prof. Salazar currently serves as co-chair of the Idaho College Health Coalition, an<br />

organization working with the Idaho EUDL coordinator, Nancy Lopez, to keep underage drinking issues off the<br />

State’s campuses. She has a master’s degree in public health and, in the near future, will have a doctorate of<br />

instructional design.<br />

Chrystian Saucedo<br />

Chrystian Saucedo, graduated in May from Torrington High School in Torrington, Wyoming. His leadership qualities<br />

have been evident throughout his life—in athletics, in the school, and in the community. He has been Co-Vice<br />

President and President of the STEP UP Youth Coalition, and he has served on the National UDETC Youth Council<br />

for 3 years. He wants to set an example for his siblings and to challenge young people to make healthy and safe<br />

choices.<br />

Lynette Saucedo<br />

Lynette Saucedo has worked with youth in rural Wyoming for 24 years; she has been in the prevention field for 12<br />

years. Ms. Saucedo is a wife and a mother of seven, and she grew up in Wyoming. She’s passionate about youth<br />

empowerment, and she advocates for civic leadership, accountability, service, education, and achievement. She<br />

firmly believes that prevention takes a community effort to be successful.<br />

Cindy Savoy<br />

Cindy Savoy is the Youth Program Specialist for MADD Louisiana. She has been involved in prevention work<br />

through MADD for almost 10 years. Following graduation, she attended LSU and later began working with MADD.<br />

She enjoys interacting with teens in fun community projects that make positive environmental changes. She<br />

presented workshops at four recent SADD National Conferences and currently serves on the Governor’s Prevention<br />

Systems Committee, the LA <strong>Underage</strong> <strong>Drinking</strong> Task Force, and is a board member on five <strong>Underage</strong> <strong>Drinking</strong><br />

Coalitions across her State.<br />

Steve Schmidt<br />

Steven Schmidt is Sr. Vice President of Public Policy and Communications for the National Alcohol Beverage<br />

Control Association. He oversees the research and development of policy, best practices, and communication<br />

strategies to assist States in managing control and regulatory systems and preventing alcohol-related harm. For<br />

30 years, he has addressed alcohol-related issues at local, State, and national levels. He has also authored several<br />

articles and presented at numerous national and State conferences on a variety of alcohol-related issues.<br />

Brian Shanahan<br />

Brian Shanahan is a Yorktown Police Detective and School Resource Officer.<br />

Mark Shurtleff<br />

Attorney General Mark Shurtleff’s B.S. is from Brigham Young University and his law degree from the University<br />

of Utah College of Law. He has worked as a Judge Advocate General (military attorney), and he worked in private<br />

practice in Utah and California. Previously, he was a Salt Lake County Commissioner where he managed a $100<br />

million budget. Among his numerous awards are the Utah PTA Friend of Children award, the Guardian of the Light<br />

award, and the Sunshine Award.<br />

Emily Simons<br />

Emily Simons is a freshman at Saint Thomas Aquinas High School and has been a member of Youth to Youth for<br />

the past 3 years. Ms. Simons has been active in public speaking on behalf of the group, particularly in assemblies<br />

and presentations provided at local schools.<br />

Jeff Slowikowski<br />

Jeff Slowikowski is the Acting Administrator for the Office of Juvenile Justice Delinquency and Prevention<br />

(OJJDP). He came to OJJDP in August 1990 through the Presidential Management Intern Program and became<br />

a Project Manager in the Research and Program Development Division. Since joining OJJDP, he has managed<br />

several projects, including the development of OJJDP’s Comprehensive Strategy for Serious, Violent, and Chronic<br />

Juvenile Offenders project and Pulling America’s Communities Together, Project PACT. Mr. Slowikowski earned<br />

a bachelor’s degree in Criminal Justice from the University of Baltimore in 1987 and a Graduate Certificate in<br />

Police Administration and master’s degree in Public Administration from the University of Baltimore in 1990.<br />

Prior to joining OJJDP, he was a Graduate Fellow at the Schaefer Center for Public Policy in Baltimore, where he<br />

Matt Smith<br />

Deputy Matt Smith works full-time for the Greenville County Sheriff’s Office and part-time for the Phoenix Center<br />

where he serves as the Alcohol <strong>Enforcement</strong> Team Coordinator for the 13th Judicial Circuit. The 13th Circuit<br />

covers Greenville and Pickens Counties in the upstate region of South Carolina. He is one of the key contacts for<br />

underage drinking issues with Furman University and Clemson University.<br />

Shannon Smith<br />

Mr. Shannon Smith is currently the Sheriff of Seminole County of Oklahoma. He works in collaboration with the<br />

Seminole Nation of Oklahoma. Mr. Smith understands the complexity of the Tribal jurisdiction within the Seminole<br />

County.<br />

Tara Smith<br />

As the County Prevention Specialist and Chemical Dependency Treatment Coordinator, Tara works with community<br />

partners and agencies to assess the needs of the county for prevention and treatment programming. Working<br />

with youth ages 6 to 18 and their families from 1993 through 2003 and as the county prevention specialist<br />

for the past 6 years she is passionate about prevention and addressing the multiple risk and protective factors<br />

that influence the success of prevention.<br />

Eric Smoot<br />

Agent Erik Smoot is with the Oklahoma ABLE Commission. He has been a law enforcement officer for 10 years,<br />

the majority of which has been working on efforts to reduce underage drinking. Agent Smoot trains police officers<br />

and communities across the State on alcohol laws and how to conduct activities that have been proven to<br />

reduce underage drinking. The activities include compliance checks and proper party dispersal techniques.<br />

Brian Sooudi<br />

Brian M. Sooudi, Esq., is a Deputy City Attorney, City of Reno. In 2004, Mr. Sooudi served as OJJDP Campus Coordinator,<br />

Prevention Programs Enforcing <strong>Underage</strong> <strong>Drinking</strong> Laws for University of Nevada, Reno. As an undergraduate,<br />

he was the Director of Legal Services for the Associated Students of the University of Nevada. With experience<br />

in working with college student offenders, he continues to collaborate with the university to develop alcohol and<br />

drug policies and prevention programs.<br />

Stephanie Southall<br />

Stephanie Southall is the <strong>Underage</strong> <strong>Drinking</strong> Prevention Specialist at the West Virginia Prevention Resource Center.<br />

In her role as the <strong>Underage</strong> <strong>Drinking</strong> Prevention Specialist, Stephanie staffs the <strong>Underage</strong> <strong>Drinking</strong> Prevention<br />

Workgroup which is a multi-agency statewide task force that collaborates on the issue of underage drinking. Additionally,<br />

Stephanie is the WV SADD State Co-Coordinator for Programming and is Vice Chair for the WV Collegiate<br />

Initiative to Address High Risk Alcohol Use.<br />

Jim Spence<br />

Jim Spence is an <strong>Enforcement</strong> Agent with the Kansas Alcoholic Beverage Control in the State of Kansas. He<br />

has been an Agent for the Kansas Alcoholic Beverage Control for 17 years. Agent Spence is also the <strong>Underage</strong><br />

<strong>Enforcement</strong> Task Force Coordinator for Topeka, Kansas. He graduated from Washburn University with a B.S. in<br />

criminal justice.<br />

Chris Spera<br />

Chris Spera, Ph.D., as an expert in applied survey research and program evaluation, has focused his ICF International<br />

work on military and veteran health, community, family, and manpower issues. He is a leading expert<br />

in measuring sensitive issues in the military. He is the principal investigator on two large health surveys for the<br />

U.S. Air Force and, in another study, is assessing the impact of an environmental strategies-based intervention to<br />

reduce UAD within the Air Force.<br />

Ronald Szoc<br />

Dr. Ronald Szoc is a Senior Scientist at ICF International. His focus is on research and evaluation involving veterans,<br />

military personnel and their families, persons with disabilities, and on methodological and statistical methods<br />

that can help researchers interpret data more efficiently and completely. For the past 4 years, he has been involved<br />

in data collection and evaluation activities related to EUDL demonstration programs with the Air Force bases<br />

and surrounding civilian communities.<br />

Donna Tall Bear<br />

Dr. Donna Tall Bear is a full-time Faculty for Department of Health and Exercise Science at the University of<br />

Oklahoma. She also represents the Tribal Youth for the State of Oklahoma. She has had extensive experience in<br />

John Underwood<br />

John Underwood is Director/ Founder of the American Athletic Institute and is a Human Performance Consultant<br />

for the U.S. Navy SEALS. He has coached or advised more than two dozen Olympians including World and Olympic<br />

Champions. He holds three International Olympic Solidarity diplomas for coaching and crusades for drug-free<br />

sports. His innovative program, “Life of an Athlete,” has gained international prominence. He has been a guest<br />

commentator for ABC Wide World of Sports for Olympic Drug Scandals.<br />

Judi Vining<br />

Judi Vining is the Coordinator of the Long Beach Medical Center’s Coalition to Prevent UAD, and the Community<br />

Coordinator for the Prevention First! NY SPF-SIG subgrant awarded to Long Beach Medical Center in 2011. She<br />

graduated magna cum laude from Adelphi University and is a CASAC-(g). She is a member of UDETC’s Class of<br />

2010 Leadership Institute, is co-chair of the New York State Environmental Task Force, and is active in several<br />

other local groups.<br />

Kimberly Wagoner<br />

Dr. Kimberly Wagoner is a Senior Research Associate in the Department of Social Sciences and Health Policy<br />

at Wake Forest University School of Medicine. Her focus is on using community-based participatory research<br />

principles to design practice-informed interventions to prevent substance abuse among adolescents and young<br />

adults. Dr. Wagoner has extensive experience working with community coalitions and evaluating their efforts to<br />

address substance abuse in their respective communities.<br />

Jaci Walrath<br />

Jaci Walrath is the Project Director for the Sherman County Prevention Coalition. Ms. Walrath has spent many<br />

years inspiring youth to live up to their greatest potential. Through community networking and youth empowerment,<br />

she is striving to change political views and community norms.<br />

Lisa Walter<br />

Lisa Walter is the Chief of Police at the University of Wisconsin-Stout. She has worked in a university setting<br />

for 19 years and has been a certified police officer for 25 years. Chief Walter was instrumental in creating the<br />

multiagency Dunn County Alcohol Task Force to increase enforcement options within the community. She is a<br />

member of various campus and community youth and alcohol coalitions.<br />

David Watts<br />

Appointed in 2001, W. David Watts is the fifth president of the University of Texas of the Permian Basin in<br />

Odessa, TX. UT Permian Basin is a 4,000 student university with a combination of resident and commuter<br />

students, located in the West Texas ranch lands and oil fields. Previously serving as a vice president, dean and<br />

department chair at other universities, Dr. Watts is a sociologist specializing in drug and alcohol abuse preven-<br />

tion. He has published on correlates of drug and alcohol abuse among youth, teachers, and university faculty. He<br />

has directed community drug abuse prevention programs, working closely with community coalitions as well as<br />

helping to establish and work with university drug and alcohol abuse prevention programs.<br />

As president, Watts has direct responsibility for his campus and has taken a number of steps to control underage<br />

drinking, using known research findings. Dr. Watts holds a bachelor’s degree in sociology and English from UT<br />

Austin. Both his master’s and doctorate in sociology are from the State University of New York at Buffalo.<br />

Katie Weaks<br />

Katie Weaks is a therapist and regional trainer with the National Counseling Group, specializing in addiction,<br />

trauma, and at-risk families. Mrs. Weaks became involved with YADAPP in 1999 as a high school student where<br />

she attended the conference as a participant. She went on to become a Youth Leader, Junior Staff, and Conference<br />

Intern at YADAPP. Mrs. Weaks is responsible for overseeing Conference Intern training and leadership of<br />

Youth Staff.<br />

Heather Webb<br />

Dr. Heather K. Webb has been the Director of Student Standards at Eastern Illinois University since fall 2006. In<br />

this capacity, Dr. Webb oversees the daily operation of the Office of Student Standards, as well as long-term projects<br />

and educational initiatives. She is a graduate of Purdue University.<br />

Howaida M. Werfelli<br />

Howaida M. Werfelli, MPH, CHES, is the Assistant Director of Health Education and Administration, Coordinator of<br />

Women’s Resource Center, and Director of UTSA peer educators. She is the Director of the R.E.A.L. Alcohol Coalition,<br />

which was created through funding from the Department of Educations’ Grants for Coalitions to Prevent and<br />

Reduce Alcohol Abuse at Institutions of Higher Education.<br />

Willie Williams<br />

Willie Williams is the current Interim Police of Chief of the Seminole Nation Lighthorse Police Deparment. He has<br />

worked with the Seminole Naiton since March 2008. Before becoming the Interim Chief of Police, he was appointed<br />

as a Captain.<br />

Adriannah Willis<br />

Adriannah Brooke Willis, age 13, is a 7th grade student at Foley Middle School in Berea, Kentucky. She was a part<br />

of the youth delegation who visited Frankfort, Kentucky, to speak with legislators regarding their sponsorship of a<br />

bill to properly tax alcopops. She was recently recognized for her participation in a public service announcement<br />

that won an Oscar for “People’s Choice Award” at the 2011 Keep it Real Video Awards Contest.<br />

Jim Wilson<br />

Lt. James M. Wilson has been in law enforcement for 19 years. As the Commander of Field Operations for the<br />

New Hampshire State Liquor Commission’s Division of <strong>Enforcement</strong>, he manages field enforcement, licensing,<br />

Ken Winters<br />

Ken Winters, Ph.D., is a Professor in the Department of Psychiatry at the University of Minnesota, Director of the<br />

Center for Adolescent Substance Abuse Research, and a Senior Scientist with the Treatment Research Institute.<br />

His primary research interests are the assessment and treatment of addictions, including adolescent drug abuse<br />

and problem gambling. He is on the editorial boards of two peer-review journals and is the recipient of numerous<br />

research grants from NIH and various foundations.<br />

Mary Beth Wolfe<br />

Mary Beth Wolfe has been an educator, a counselor, and a coordinator of alcohol-focused programs for 30<br />

years. She coordinates trainings, conducts presentations, provides educational materials and technical assistance<br />

on alcohol-related issues to communities, organizations, and professionals nationwide. She is a<br />

coordinator, grants manager, and technical advisor for State and nationally funded grant projects. She created<br />

and coordinates a statewide Law <strong>Enforcement</strong> <strong>Training</strong> Team, which presents multiple courses on enforcement<br />

tactics dealing with alcohol-related violations and the law.<br />

Mark Wolfson<br />

Dr. Mark Wolfson is Professor in the Department of Social Sciences and Health Policy at Wake Forest University<br />

School of Medicine. His research centers on two areas: one is on the effects of policies and programs addressing<br />

tobacco, alcohol, and illicit drug use by youth and young adults; and the other involves the interaction of<br />

nonprofit and government organizations in shaping public policy on alcohol, tobacco, and drug use. He is the<br />

Principal Investigator of several studies funded by NIH and NHTSA.<br />

Sally Zellers<br />

Sally Zellers is the Director of the Safe Streets Coalition. She has led the coalition since its inception in 1995.<br />

Ms. Zellers has a diverse background that includes being a Licensed Practical Nurse, working for a local school<br />

district, and volunteering as a neighborhood and community mobilizer. She is a trainer for the Crime Free Multi-<br />

Housing Program. Ms. Zellers also serves as a national trainer for CADCA (Community Anti-Drug Coalitions of<br />
