PRESENTERS<br />

Bruce Kelly<br />

Bruce Kelly is the Coalition Coordinator for New Rochelle FOCUS (Families Organized to Curb the Use of Substances),<br />

a drug and alcohol prevention coalition. He worked in law enforcement for 30 years, as a police officer and as<br />

a prosecutor. For 15 years, he was in charge of all community crime prevention efforts for the Westchester County<br />

District Attorney’s Office. He also played a key role in the passage of the beer keg registration law in the State.<br />

Chris Kelley<br />

Lt. Chris Kelley was commissioned as a police officer in 1998 and has worked for the Columbia Police Department<br />

for 12 years. He holds a B.S. in criminal justice from Columbia College and is currently working towards a master’s<br />

degree in criminal justice from the American Military University.<br />

Vicki Knox<br />

Vicki Knox is Vice President of Programs and Field Relations for Mothers Against Drunk Driving (MADD). Before<br />

joining MADD in 2004, Ms. Knox, as Development Director, led a successful $2 million Capital Campaign for<br />

Denver nonprofit Families First. She received her B.A. in psychology and foreign languages from Kansas State<br />

University and her Gerontology Certification from Weber State College. She has significant grassroots experience in<br />

developing community partnerships and programs to meet community needs.<br />

Mike Lacy<br />

Mike Lacy has been Director of the Division of Probation Services for the West Virginia Supreme Court of Appeals<br />

and Administrator-Juvenile Interstate Compact since 2002. He has also been the President of the National<br />

Association of Juvenile Compact Administrators, Commissioner for the Juvenile Interstate Compact Commission,<br />

Chairman for the West Virginia Partnership for Community Well-Being, Commissioner of the Commission to Study<br />

the Residential Placement of Children, member of the Governor’s Commission on Prison Overcrowding, among<br />

other similar activities.<br />

Tom Lampe<br />

Sgt. Thomas Lampe is Assistant to the Administrative Operations Officer. He develops , updates, and monitors<br />

State Patrol Policy. He has more than 25 years of LE background and 23 years with the ISP. He serves as the CA-<br />

LEA Coordinator, Statewide Evidence Coordinator, ISP grant writer, and maintains the statewide scheduling system.<br />

Sgt. Lampe was recently appointed to the Iowa Statewide Interoperability board, representing Iowa DPS.<br />

Clarence Lander<br />

Clarence Lander is a Special Projects Director for the Alliance for Safe Kids Inc, and a Youth Officer for Yorktown<br />

Police. He has been retired for 35 years.<br />

Kath Lenk<br />

Kathleen Lenk has extensive experience and expertise in the research literature pertaining to alcohol use and alcohol<br />

policies. She has done numerous presentations throughout the country on her research. Her master of public<br />

health (University of Minnesota) is in community health education, with an emphasis on community organizing and<br />

research methods.<br />
