PRESENTERS
Bruce Kelly
Bruce Kelly is the Coalition Coordinator for New Rochelle FOCUS (Families Organized to Curb the Use of Substances),
a drug and alcohol prevention coalition. He worked in law enforcement for 30 years, as a police officer and as
a prosecutor. For 15 years, he was in charge of all community crime prevention efforts for the Westchester County
District Attorney’s Office. He also played a key role in the passage of the beer keg registration law in the State.
Chris Kelley
Lt. Chris Kelley was commissioned as a police officer in 1998 and has worked for the Columbia Police Department
for 12 years. He holds a B.S. in criminal justice from Columbia College and is currently working towards a master’s
degree in criminal justice from the American Military University.
Vicki Knox
Vicki Knox is Vice President of Programs and Field Relations for Mothers Against Drunk Driving (MADD). Before
joining MADD in 2004, Ms. Knox, as Development Director, led a successful $2 million Capital Campaign for
Denver nonprofit Families First. She received her B.A. in psychology and foreign languages from Kansas State
University and her Gerontology Certification from Weber State College. She has significant grassroots experience in
developing community partnerships and programs to meet community needs.
Mike Lacy
Mike Lacy has been Director of the Division of Probation Services for the West Virginia Supreme Court of Appeals
and Administrator-Juvenile Interstate Compact since 2002. He has also been the President of the National
Association of Juvenile Compact Administrators, Commissioner for the Juvenile Interstate Compact Commission,
Chairman for the West Virginia Partnership for Community Well-Being, Commissioner of the Commission to Study
the Residential Placement of Children, member of the Governor’s Commission on Prison Overcrowding, among
other similar activities.
Tom Lampe
Sgt. Thomas Lampe is Assistant to the Administrative Operations Officer. He develops , updates, and monitors
State Patrol Policy. He has more than 25 years of LE background and 23 years with the ISP. He serves as the CA-
LEA Coordinator, Statewide Evidence Coordinator, ISP grant writer, and maintains the statewide scheduling system.
Sgt. Lampe was recently appointed to the Iowa Statewide Interoperability board, representing Iowa DPS.
Clarence Lander
Clarence Lander is a Special Projects Director for the Alliance for Safe Kids Inc, and a Youth Officer for Yorktown
Police. He has been retired for 35 years.
Kath Lenk
Kathleen Lenk has extensive experience and expertise in the research literature pertaining to alcohol use and alcohol
policies. She has done numerous presentations throughout the country on her research. Her master of public
health (University of Minnesota) is in community health education, with an emphasis on community organizing and
research methods.
