PRESENTERS
Bill Patterson
Bill Patterson is a Senior Program Manager for PIRE in Calverton, Maryland, assigned to OJJDP’s Underage
Drinking Enforcement Training Center as a Law Enforcement Specialist. A retired State law enforcement officer
from the North Carolina Department of Crime Control and Public Safety, Alcohol Law Enforcement Division, he
has almost 30 years in the field of alcohol, tobacco, drug, and gambling enforcement. He is a graduate of the
FBI National Academy.
Gordy Pehrson
Gordy Pehrson has been the Minnesota EUDL grant coordinator since 2008. He has worked for the Minnesota
Department of Public Safety (Office of Traffic Safety) since 1984. His current Traffic Safety Program areas
include bicycle and pedestrian, teen drivers, and enforcement grants.
Starrla Penick
Starrla Penick is the National Director of Programs for MADD, leading the underage drinking prevention programs,
including a new community and research-based parent program: Power of Parents, It’s Your Influence.
Her experience spans from non-profit program management to curriculum and training development to educating
and coaching parents and school counselors. She is a graduate of the University of North Texas, with a
Master of Science degree in Development/Family Studies and a minor concentration in Research.
Dianne Perukel
Dianne Perukel oversees Michigan’s impaired-driving and underage-drinking programs for the Office of Highway
Safety Planning. She has been the EUDL coordinator since 2002, and she is the recipient of the SPF-SIG Award
for Excellence and the 2009 Preventionist of the Year Award.
Scott Pestridge
Scott Pestridge, with OJJDP for 10 years, is a State Representative State Relations and Assistance Division
(SRAD). He is responsible for all activities initiated by SRAD with juvenile justice for six State agencies in Indiana,
Mississippi, North Dakota, Oregon, South Dakota and Washington. His assists in the interpretation of agency
statutes, regulations, and policies, and serves as the Federal resource concerning funding and other assistance.
His master’s degree is from the University of Maryland School of Public Policy.
Stacy Potter
Stacy Potter is a Certified Prevention Specialist and Program Director of ROCMND Area Prevention Resource
Center in Vinita, OK. Stacy has been with ROCMND 16 years and works with communities to decrease underage
drinking, tobacco, and drug use as well as abuse and misuse across the lifespan. These activities include
arranging alcohol compliance checks, tobacco reward reminder visits, providing Responsible Beverage Service
and Sales Training, and other education to the community.
Steven Pre’tat
Steve Pre’tat is a retired law enforcement officer, both from the U.S. Air Force and the Great Falls Police Department.
He has held varied positions and has worked in the Middle East, SW Asia, and Europe. Now, he is a
