PRESENTERS<br />
Candace Moberly<br />
Candace Moberly, age 20, is a 2009 graduate of Madison Southern High School and a current Eastern Kentucky<br />
University student majoring in communication disorders. She has been active in the Madison County Youth in<br />
Action organization for 5 years and serves as youth leader to the group. In 2008, Ms. Moberly was appointed to<br />
the Kentucky Juvenile Justice Advisory Board by Governor Steve Beshear.<br />
Amy Mogelberg<br />
Officer Amy Mogelberg, a School Resource Officer in the Chicago Police Department, is assigned to the historic<br />
Back of the Yards section of Chicago. The community has more underage (younger than 18) residents than<br />
adults. Neighborhood gangs and 24-hour alcohol outlets pose challenges in controlling underage access to<br />
alcohol. She is active in community organizations and neighboring communities to bring attention and resources<br />
to this issue. She is a member of the 2010 Class of Leadership Institute.<br />
Scott Montegna<br />
Scott Montegna is the Policy and Research Analyst for Texans Standing Tall. He has worked with several nonprofit<br />
organizations, focusing on issues in community development, youth education, public health, and program<br />
and project management. Mr. Montegna has a master’s degree in policy advocacy and analysis from SIT Graduate<br />
Institute and a graduate certificate in geographic information systems from Portland State University.<br />
Aidan Moore<br />
Aidan J. Moore is PIRE’s Program Manager for the Judicial-Probation Outreach Project and is a UDETC team<br />
member. For 25 years, he was the Chief of <strong>Enforcement</strong>, New Hampshire State Liquor Commission, and served<br />
on several special commissions on UAD traffic safety. He is a member of several police associations and Past<br />
President of the NLLEA. He holds a Juris Doctorate from New England Law. He is admitted to the bar in New<br />
Hampshire and Maine.<br />
Mitchell Moore<br />
Mitchell Moore LCDC, ACPS, CCJAP, ADC III, is an accomplished servant in prevention, education, intervention,<br />
recovery, and leadership training. He has a passion for training and helping others develop skills that empower<br />
them to lead better and more fulfilling lives. Mr. Moore is the Executive Director of the Palmer Drug Abuse Program<br />
in Midland, Texas.<br />
Brandon Neudecker<br />
Investigator Brandon Neudecker has 9 years of law enforcement experience in New Hampshire. He came to the<br />
New Hampshire Division of Liquor <strong>Enforcement</strong> in 2007 after serving 5 years as a patrolman for the Concord<br />
Police Department. He was awarded the 2009 NLLEA National Liquor <strong>Enforcement</strong> Agent of the Year for his<br />
extensive work in fraudulent identification investigations. Over the past 2 years, he has worked with numerous<br />
agencies to combat the use and trafficking of fraudulent identification.<br />
