6.9 One significant area of disagreement where judgement is required<br />

relates to <strong>the</strong> impact from <strong>the</strong> future ban on tobacco advertising that<br />

will be mandated by <strong>the</strong> Tobacco Display Act (TDA) from 2015. This<br />

will mean that cigarettes cannot be openly displayed and will have to<br />

be kept in a separate room or cupboard. Point of sale displays will be<br />

limited to simple price lists with no brand images or o<strong>the</strong>r promotions.<br />

An impact (size of adjustment) of 40% decline in sales proposed by<br />

HAL but was not accepted by airlines (figure 6.1). There was also<br />

disagreement on whe<strong>the</strong>r a total ban on duty free tobacco in 2018,<br />

due to pressure from <strong>the</strong> World Health Organization (WHO), will<br />

actually occur.<br />
