RECORDING DETAILS OF LEAVE SANCTION/REJECTION<br />
The procedure and complete navigation for record<strong>in</strong>g leave details of employees<br />
by competent authority <strong>in</strong> HRMS was conveyed through <strong>PNB</strong> <strong>PARIVAR</strong> Circular<br />
Letter No. 13/2006 dated 17.04.2006, <strong>15</strong>/06 dated 04.05.2006, 35/06 dated<br />
14.12.2006 and 10/07 dated 17.10.2007.<br />
Process for calculat<strong>in</strong>g leave accrual and provid<strong>in</strong>g credit thereof was run at HO<br />
on 10 th <strong>January</strong> and each employee was provided credit of PL/SL based on data<br />
available <strong>in</strong> the system. However, calculation of Leave accruals and credit of the<br />
same depends on correct data entry <strong>in</strong> the system and the follow<strong>in</strong>g po<strong>in</strong>ts need<br />
immediate attention:<br />
‣ All types of leave are submitted and sanctioned on day to day basis<br />
‣ In case sanctioned leave is not availed or extended, necessary modifications<br />
must be recorded <strong>in</strong> the system immediately<br />
‣ Leave encashment at the time of LFC are recorded properly on LFC Details<br />
page<br />
‣ PL denied and extended are properly recorded <strong>in</strong> the system as expla<strong>in</strong>ed <strong>in</strong><br />
<strong>PNB</strong> Parivar Circular Letter No. 35/06 dated 14.12.2006<br />
However, dur<strong>in</strong>g leave calculation process on 10 th <strong>January</strong>’08, it was observed<br />
that more than <strong>15</strong>000 leave were submitted and sanctioned at the last moment,<br />
which means that leaves are not be<strong>in</strong>g submitted/sanctioned on day to day<br />
basis as per extant guidel<strong>in</strong>es. The impact of delayed submission/sanction of<br />
leave is that:<br />
‣ Impact of Leave without pay for more than 3 months old, if any will not be<br />
accounted for <strong>in</strong> salary for <strong>January</strong>’<strong>2008</strong><br />
‣ Impact of Sick leave(on half-pay) for more than 3 months, if any will not be<br />
accounted for<br />
‣ PL denied and extended <strong>in</strong> previous year but debited now, will not be<br />
accounted for and employee will loose the benefit<br />

‣ Any leave availed and not debited or leave debited but not availed will result<br />
<strong>in</strong> wrong credit be<strong>in</strong>g provided to the employee<br />
‣ In some of the cases, it was found that excess leaves were submitted which<br />
could not be debited as there was no balance available. All such leaves are<br />
not accounted for <strong>in</strong> calculation of PL entitlement as on 01.01.<strong>2008</strong>.<br />
In view of the above, it has been decided that:<br />
‣ Leave can be submitted only for the current and previous two months, for<br />
example leave for June/July & August can be submitted <strong>in</strong> the month of<br />
August. However, leave availed/encashed dur<strong>in</strong>g November-December must<br />
be updated <strong>in</strong> the system latest by 5 th <strong>January</strong> of the succeed<strong>in</strong>g year.<br />
‣ As on 1 st of every month a process will be run at HO for the purpose of PL<br />
denied and extended upto a specific date. The process will check the PL<br />
extended and availed upto the previous month and <strong>in</strong> case extended leave are<br />
not availed, the same will lapse. For example, when the process is run on 1 st<br />
May, system will check for all PL extended upto March’<strong>2008</strong>, reduce PL<br />
availed till PL extended date i.e. 31.03.<strong>2008</strong> and unutilized PL, if any will<br />
lapse. Details of such lapsed leave will be available <strong>in</strong> “DENIED LEAVE<br />
DETAIL” <strong>in</strong> Leave Register under salary package.<br />
‣ Modification of sanctioned leave will also be possible for current as well as<br />
previous two months only.<br />
