The purpose of this guide is <strong>to</strong> provide <strong>Townsville</strong> seniors with brief information on the diverse range of<br />
council services and how these services can be accessed by seniors and their families in our community.<br />
It is important that all members of our community have information <strong>to</strong> access council services and this<br />
guide is one strategy that will assist our senior community members <strong>to</strong> access community and council<br />

If the matter is urgent and cannot wait for normal business hours, you can still call 1300 878 001 and your<br />
call will be transferred <strong>to</strong> the After Hours Emergency Service Provider who will record your complaint or<br />
service request and refer it <strong>to</strong> the appropriate council officer.<br />

Cashier hours are 8.30am – 5pm, Monday <strong>to</strong> Friday. Payments can be made during these hours. There<br />
are many payment options available <strong>to</strong> cus<strong>to</strong>mers - these options are outlined on the relevant notice. We<br />
accept cash, cheques, MasterCard or Visa. (Please note that no cash out can be given on credit cards or<br />
cheques). Payment is also available online at the <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> website. Credit Card payments<br />
will attract a surcharge.<br />
Please note: cheques, money orders, postal notes, et cetera must be made payable <strong>to</strong> <strong>Townsville</strong> <strong>City</strong><br />
<strong>Council</strong> and crossed “Not Negotiable”. A receipt will only be posted if specifically requested.<br />

Browsealoud is software that assists people with a disability, visual impairments, low literacy and reading<br />
skills, and English as a second language, <strong>to</strong> read the content on this website.<br />
Once the Browsealoud software is downloaded on<strong>to</strong> personal computers and activated, it works by<br />
speaking the words as a cursor moves over the selected text. Using this software provides opportunities<br />
for people <strong>to</strong> access information and <strong>to</strong> be more involved in council decision making about council<br />
services and programs.<br />
By providing public access <strong>to</strong> Browsealoud on this website, <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> aims <strong>to</strong> provide<br />
a community service and <strong>to</strong> help meet Commonwealth Disability Discrimination Act legislation. The<br />
Browsealoud software is available as a free download and is only active for the <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong><br />

some appropriate and accessible accommodation. It is a valuable <strong>to</strong>ol for everyone with limited mobility<br />
including people with a disability, seniors and parents with strollers.<br />

<strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> is an industry affiliate of the <strong>Queensland</strong> Government Companion Card.<br />
Through this program, a carer or companion accompanying a person with a disability who holds a<br />
companion card is able <strong>to</strong> gain free admission <strong>to</strong> public events, programs and activities which are publicly<br />
funded by council at the following council facilities:<br />

community centres<br />
There are a number of community centres within the <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> area. <strong>Council</strong> operates six<br />
of these community centres. A variety of activities occur at each centre including; recreation activities,<br />
support group meetings and club meetings. Various cultural, dance, sport and hobby groups currently<br />
meet in these centres. Many community centres can be hired for meetings and functions. For details on<br />
hiring a community centre, contact the Cus<strong>to</strong>mer Service Centre on 1300 878 001.<br />
Community Services Business Support (Venues Team) handles bookings for all <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong><br />
controlled spaces for events/functions/ceremonies (excluding Pioneer Park at Riverway which is managed<br />
by Tony Ireland Stadium). Bookings for the open spaces range from small events such as weddings,<br />
naming ceremonies, charity walks and fundraisers through <strong>to</strong> parades and festivals. An application <strong>to</strong><br />
hold an event can be made by phoning the Cus<strong>to</strong>mer Service Centre on 1300 878 001. Two weeks notice is<br />
required for booking minor events and eight weeks notice for major events. Fees and charges apply.<br />

Perc Tucker Regional Gallery, officially opened in 1981 and is named in honour of Alderman Perc Tucker,<br />
Mayor of <strong>Townsville</strong> from 1976 <strong>to</strong> 1980. The gallery is located in an his<strong>to</strong>ric building located in the<br />
<strong>Townsville</strong> CBD. The gallery is owned and managed by <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong>.<br />
The gallery’s mission is <strong>to</strong> “develop the art, artists and arts audience of North <strong>Queensland</strong>”. The gallery<br />
offers a diverse program of local, national and international exhibitions complemented by a dynamic<br />
public program including lectures, performances and workshops.<br />
Due <strong>to</strong> its location, the gallery’s collection is based on the theme of “The Tropics”. The gallery<br />
accommodates over 2,000 artworks, primarily contemporary Australian art, including works in a range of<br />
media by local artists, and a small but significant holding of his<strong>to</strong>rical works and Indigenous fibre art.<br />

Gallery Exhibition Tours<br />
The gallery welcomes group bookings for <strong>to</strong>urs and provides staff who can offer insight in<strong>to</strong> the works on<br />

Volunteering at the Gallery<br />
Perc Tucker Regional Gallery currently has over 60 volunteers from all walks of life. These volunteers<br />
contribute <strong>to</strong> the areas of reception, administration, art classes, guided <strong>to</strong>urs, functions, installation<br />
and many other tasks. They allow the gallery <strong>to</strong> operate at a consistently high standard. The benefits of<br />
the volunteer program are mutual, with volunteers awarded the chance <strong>to</strong> be involved in the ‘behind the<br />
scenes’ operation of <strong>Townsville</strong>’s regional gallery, meet new people, share existing skills or develop a new<br />
area of interest, as well as constantly engage with art.<br />

Leading the way as a contemporary community art space in <strong>Townsville</strong>, Pinnacles Gallery offers a<br />
stimulating range of programs, workshops, artist projects and exhibitions. The gallery promotes local and<br />
regional artists, while also exposing the community <strong>to</strong> cutting edge <strong>to</strong>uring exhibitions. The gallery looks<br />
at creative ways <strong>to</strong> enrich and invigorate its audience and is dedicated <strong>to</strong> the development and nurturing<br />
of the region’s art scene. The gallery’s dynamic exhibition program is run through two spaces, ensuring<br />
there is something for everyone. The focal exhibition space is located at the Riverway Art Centre, while a<br />
community access art gallery called Your Space operates out of the <strong>City</strong>Libraries foyer at the Thuringowa<br />

Mobile Library Service<br />
This library service visits Magnetic Island, the Northern Beaches region and Rollings<strong>to</strong>ne, and travels as<br />
far south as Cungulla Beach and as far west as Woods<strong>to</strong>ck. S<strong>to</strong>ps are located at designated parks and<br />
community centres bringing a small collection of what you will find at the main branches. If an item is<br />
not on the mobile, it can be reserved and placed on the mobile for collection when it becomes available.<br />

Home Service<br />
Our <strong>City</strong>Libraries Home Service visits those who have difficulty accessing other library branches monthly.<br />
People of any age who are frail, disabled, or are carers can use our free personalised service on a<br />
permanent or temporary basis in their own home. The service enables users <strong>to</strong> browse and select their<br />
own materials or have materials selected and delivered <strong>to</strong> them. Bulk loans are also organised for special<br />
care facilities. Please contact <strong>City</strong>Libraries <strong>to</strong> arrange a visit and discuss eligibility and how we may help.<br />

<strong>City</strong>Libraries has a wide collection of various items for loan or reference. There is something for everyone<br />
from the his<strong>to</strong>ry buff <strong>to</strong> the gardening enthusiast. The library has fiction and nonfiction books, large print<br />
books, Hear-A Books for the print impaired, book CDs, DVDs, music CDs, magazines and newspapers.<br />
Local His<strong>to</strong>ry Collection and Thuringowa Collection<br />
Are you interested in family his<strong>to</strong>ry? The Flinders Street branch houses the Local His<strong>to</strong>ry Collection and<br />
Thuringowa Collection which are unique and growing collections of pho<strong>to</strong>graphs, books, oral his<strong>to</strong>ries<br />
pamphlets, maps, CDs, Microfilm, Microfiche and ephemera relating <strong>to</strong> the his<strong>to</strong>ry of <strong>Townsville</strong> and<br />
former Thuringowa region.<br />
Resources for the Print Impaired<br />
<strong>City</strong>Libraries supports a range of resources for residents who are print impaired due <strong>to</strong> vision loss, arthritis,<br />
stroke and so forth. These include Hear-A-Books, plex-talk devices, and portable naviga<strong>to</strong>r players for<br />
listening <strong>to</strong> audio books. Aitkenvale also offers a computer workstation with zoom text and a text magnifier.<br />

World Language Collection<br />
<strong>City</strong>Libraries holds a collection of books in other languages which are updated every six months. If we<br />
don’t have the language you require, items can be ordered from the State Library of <strong>Queensland</strong> <strong>to</strong> meet<br />
your individual needs.<br />
Programmed Reading Collection for Adult Literacy<br />
This collection is available for loan and is designed <strong>to</strong> assist adult students learning <strong>to</strong> read and write or<br />

registrations, health promotion, mosqui<strong>to</strong> control, environmental protection, food safety, and issues<br />
concerning public nuisances.<br />

State laws which came in<strong>to</strong> effect in December 2010 require all dogs and cats <strong>to</strong> be registered with council<br />
and micro-chipped. Micro-chipping can be arranged with your vet.<br />

The first time you register an animal with council you need <strong>to</strong> do so in person at one of the Cus<strong>to</strong>mer<br />
Service Centres. You will need <strong>to</strong> bring your pension card, proof of the animal’s age, (if the animal is under<br />
six months of age), and proof of sterilization if applicable. Payments can be made by cash, cheque, money<br />
order, postal note, EFTPOS, MasterCard, or Visa (Please note that no cash out can be given on credit<br />
cards or cheques and the use of credit cards may incur a fee.). You will be given a lifetime tag that needs<br />
<strong>to</strong> be displayed on the animal’s collar. If this tag is lost at any time, a replacement can be obtained from<br />

Mosqui<strong>to</strong>es can have a significant impact on our region’s tropical outdoor lifestyle and on the health of<br />
the region’s community due <strong>to</strong> their nuisance capabilities and the potential <strong>to</strong> transmit mosqui<strong>to</strong>-borne<br />
diseases.<br />
There are more than 40 species of mosqui<strong>to</strong>es in North <strong>Queensland</strong>, with the council’s Vec<strong>to</strong>r Control<br />
Unit tasked at managing mosqui<strong>to</strong>es <strong>to</strong> acceptable levels and protecting the community from the risk of<br />
mosqui<strong>to</strong>-borne disease transmission. Many of these mosqui<strong>to</strong> species will transmit Ross River Virus and<br />
Barmah Forest Virus (common mosqui<strong>to</strong>-borne diseases in the north) but only one (1) mosqui<strong>to</strong> species,<br />
Aedes aegypti, will transmit the dengue virus which can cause dengue fever, dengue haemorrhagic fever<br />
and dengue shock syndrome.<br />
S<strong>to</strong>p Dengue<br />
The dengue mosqui<strong>to</strong>, Aedes aegypti, is a domestic mosqui<strong>to</strong> (ie. found around your home) and breeds<br />
in containers holding water. The mosqui<strong>to</strong> bites during the day and generally found indoors or around the<br />
patio. It is your responsibility <strong>to</strong> s<strong>to</strong>p the mosqui<strong>to</strong> breeding and <strong>to</strong> prevent getting bitten.<br />

cleanest gardens can have garden ornaments, bird baths, bromeliads, pot plant bases and self-watering<br />
pots, striking buckets and fallen palm fronds which will all breed the dengue mosqui<strong>to</strong>.<br />

Integrated Sustainability Services (ISS) has a number of different sustainability initiatives that promote,<br />
educate and support the <strong>Townsville</strong> community. These initiatives include; Creek <strong>to</strong> Coral Program<br />
(waterway management), <strong>City</strong>solar Program (energy management), Dry Tropics Water Smart Program<br />
(residential water use management), and Greening Program (natural resource management). Using an<br />
integrated approach, ISS manages the city’s natural and built environment for the future prosperity of<br />
<strong>Townsville</strong> and its community.<br />
Integrated Sustainability Services is also responsible for researching and collating Integrated<br />

A concession is offered <strong>to</strong> approved pensioner’s equivalent <strong>to</strong> 85 per cent of the general rate, up <strong>to</strong> a<br />
maximum of $800 per annum. This will apply only if all rates and charges levied for the current financial<br />
year are paid in full by May. A remission will also be extended on a pro-rata basis <strong>to</strong> eligible pensioners<br />
receiving less than a maximum qualifying pension.<br />
The remission does not apply <strong>to</strong> rates on property other than the pensioners’ principal place of residence.<br />
The continuing eligibility status of approved pensioners will be verified by using updated Centrelink and<br />
Veterans’ Affairs records. Those pensioners whose records don’t match will be contacted <strong>to</strong> verify their<br />
status.<br />
queensland government pensioner rate subsidy scheme<br />
In addition <strong>to</strong> the council concession, the <strong>Queensland</strong> Government provides a subsidy <strong>to</strong> approved<br />
pensioners. This is equivalent <strong>to</strong> 20 per cent of the gross rates and charges levied by Local Government,<br />
up <strong>to</strong> a maximum amount of $200 per annum, as determined by the Department of Human Services.<br />
This subsidy is paid by the <strong>Queensland</strong> Government <strong>to</strong> the Local Government <strong>to</strong> be passed on <strong>to</strong> approved<br />
pensioner ratepayers.<br />
Under no circumstances is an approved pensioner <strong>to</strong> receive a subsidy for more than one property,<br />
designated as his/her principle place of residence, in the same rating period. This applies within or<br />
outside of <strong>Queensland</strong>.<br />
An approved pensioner is someone who meets the following criteria:<br />
a) Is and remains an eligible holder of a <strong>Queensland</strong> Pensioner Concession Card issued by Centrelink or<br />
the Department of Veterans’ Affairs; or a <strong>Queensland</strong> Repatriation Health Card – For All Conditions<br />
issued by the Department of Veterans’ Affairs;<br />

The home maintenance service provides assistance, advice and information on minor home repairs and<br />
maintenance, minor modifications and home security <strong>to</strong> eligible older people and people with a disability,<br />
who are home owners or live in private rental housing and are in receipt of an Australian Government<br />
pension.<br />
The Home Modifications service undertakes significant structural changes <strong>to</strong> the home of eligible older<br />
people or people with a disability, in order <strong>to</strong> maintain a person’s safety, health and independent living<br />
skills.<br />

lawn mowing service<br />
The <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> lawn mowing service assists eligible residents with the basic maintenance<br />
of their lawns and yards and <strong>to</strong> keep the immediate surrounds of their home in a safe and habitable<br />
condition. The area <strong>to</strong> be mown is limited <strong>to</strong> the size of an average suburban yard, inlcuding the footpath.<br />
All applicants must be assessed <strong>to</strong> determine their eligibility for this service. To access the lawn mowing<br />
service, a resident must:<br />
>> Be in receipt of a relevant Australian pension.<br />
>> The property must be within the <strong>City</strong> of <strong>Townsville</strong> and the applicant’s principal place of residence.<br />

pensioner transport subsidy scheme (ptss)<br />
This subsidy is provided <strong>to</strong> residents in the <strong>Townsville</strong> local government area who receive a<br />
Commonwealth Government Pension (either through Centrelink or Veterans Affairs).<br />
The recipients of the PTSS card are eligible for a 30 per cent discount on local bus fares. This is in addition<br />
<strong>to</strong> their 50 per cent pensioner’s discount provided by the State Government, bringing the <strong>to</strong>tal discount <strong>to</strong><br />
80 per cent. Both the PTSS card and pension card must be shown <strong>to</strong> the driver for the discount <strong>to</strong> be given.<br />
In addition, all eligible PTSS recipients who permanently reside on Magnetic Island are eligible <strong>to</strong> receive<br />
20, $3.00 discount ferry vouchers per annum. When purchasing ferry tickets both the voucher and pension<br />

seniors music day on magnetic island<br />
Each year in August, <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> hosts two major events as part of <strong>Townsville</strong>’s <strong>Seniors</strong> Week.<br />
These include; <strong>Seniors</strong> Picnic in the Park and Lifestyle Expo and <strong>Seniors</strong> Music Day on Magnetic Island.<br />
These annual community events serve <strong>to</strong> acknowledge and thank local seniors for their contributions <strong>to</strong><br />
the community.<br />
The <strong>Seniors</strong> Picnic in the Park and Lifestyle Expo includes morning tea, lunch and an entertaining program<br />
for <strong>Townsville</strong> residents over 60 years of age. It also includes the Lifestyle Expo which features information<br />
and displays from service groups and community organisations relevant <strong>to</strong> senior’s lifestyles as well as<br />
providing a social outing for many isolated seniors.<br />
The <strong>Seniors</strong> Music Day on Magnetic Island allows seniors <strong>to</strong> enjoy a relaxed afternoon of free musical<br />
entertainment and afternoon tea in a natural tropical setting.<br />

pioneers party<br />
Pioneers’ Party is an annual celebration hosted by the <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> <strong>to</strong> honour the city’s<br />
senior citizens of our community (70 years and over). The city’s oldest male and female are formally<br />
acknowledged.<br />

<strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> <strong>Seniors</strong> Awards recognise our senior residents (60 years and over) for their<br />
outstanding voluntary contributions <strong>to</strong> the community. Nominations are called from the community in June<br />
each year and awards are presented during the <strong>Seniors</strong> Picnic in the Park and Amcal Lifestyle Expo.<br />

veterans sports awards<br />
The <strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> annual Sports Awards include the Veteran Sportsperson of the year award for<br />
nominated persons (50 years and over). This award recognises the efforts of individual amateur <strong>Townsville</strong><br />
sports people who have represented <strong>Queensland</strong> or Australia in a recognised sporting activity.<br />
Only residents of <strong>Townsville</strong> are eligible for this individual award. Nominations are called each calendar<br />
year.<br />

<strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> Community Grants Scheme provides financial assistance <strong>to</strong> not-for-profit<br />
community organisations that offer local services and initiatives that enhance community wellbeing and<br />
opportunity.<br />
The Community Grants Scheme has five key priorities:<br />

disasters and emergencies >><br />
Disasters and emergencies can strike at anytime and in many forms. The <strong>Townsville</strong> region’s natural<br />
disaster risks include; cyclones, s<strong>to</strong>rm surges, floods and bushfires. Natural disasters can cause severe<br />
disruption <strong>to</strong> daily life and damage community infrastructure and services.<br />
<strong>Townsville</strong> <strong>City</strong> <strong>Council</strong> works through the <strong>Townsville</strong> Local Disaster Management Group, with emergency<br />
services agencies, state government and local volunteer groups, <strong>to</strong> improve the safety and the resilience<br />
of the community due <strong>to</strong> disasters and emergencies.<br />
