Article 60 of the Act of 2 August 2005 on SMEs recognised fair trade in legislation for the<br />

fi rst time. It states that fair trade is within the scope of the national strategy for sustainable<br />

development. It promotes the exchange of goods <strong>and</strong> services between developed countries<br />

<strong>and</strong> disadvantaged producers in developing countries in the areas of trade, craftsmanship<br />

<strong>and</strong> services. It also aims to create sustainable relationships that lead to economic <strong>and</strong> social<br />

progress for these manufacturers.<br />

The ”AVE Sector” Model brought together large clothing retailers in order to develop a<br />

common code of conduct for the supply chain <strong>and</strong> an auditing scheme. The government<br />

acted as a lender of credibility <strong>and</strong> played a central role in setting up <strong>and</strong> supporting local<br />

roundtables in developing countries. The code is based on ILO labour norms <strong>and</strong> the SA8000<br />

st<strong>and</strong>ard. In 2001, a “<strong>Co</strong>des of <strong>Co</strong>nduct Roundtable” was established as a forum in which<br />

different stakeholders could discuss supply-chain issues. In 2003, the AVE’s European branch,<br />

the Foreign Trade Association, launched the Business Social <strong>Co</strong>mpliance Initiative (BSCI),<br />

now comprising more than 900 companies. Although the AVE Sector Model was phased out<br />

in late 2006, the BSCI continues to pursue its goals.<br />

Home Improvement Sector <strong>Co</strong>mmitment<br />

This commitment aims to improve the resource effi ciency of home-improvement products<br />

<strong>through</strong>out the UK by reducing packaging <strong>and</strong> waste in the sector. Signatories to the<br />

commitment account for almost half of all UK home-improvement retail sales. As part of the<br />

commitment, signatories are working together in three areas: (1) reducing packaging by 15<br />

per cent by the end of 2012; (2) cutting waste to l<strong>and</strong>fi ll from their operations by 50 per cent<br />

by the end of 2012 (both measured against a 2007 baseline); <strong>and</strong> (3) helping consumers<br />

recycle more. Between 2007 <strong>and</strong> 2010, packaging usage in the UK was reduced by 12 per<br />

cent <strong>and</strong> waste sent to l<strong>and</strong>fi ll by 64 per cent.<br />

Since 2007, the ICT trade association BITKOM, the Federal Ministry of Environment (BMU)<br />

<strong>and</strong> the Federal Environment Agency (BAU) have hosted the annual “Green IT Forum”. The<br />

forum is jointly sponsored by all three institutions, as well as by the KfW development bank.<br />

It is meant to raise awareness about recent developments in environmentally friendly ICT,<br />

such as the potential of smart cities. The forum targets researchers <strong>and</strong> developers <strong>and</strong> drives<br />

innovation. The thematic focus is on the br<strong>and</strong>-new fi elds of technology “smart buildings”,<br />

“connected living” <strong>and</strong> “smart services”. It is the largest European research network for<br />

information <strong>and</strong> communication technology.<br />
