<strong>City</strong> <strong>of</strong> <strong>Downey</strong><br />
1.5 – General Plan Consistency<br />
The <strong>Downey</strong> Vision 2025 General Plan is comprised <strong>of</strong> the following nine elements: 1)<br />
Land Use; 2) Economic Development; 3) Circulation; 4) Housing; 5) Open Space; 6)<br />
Conservation; 7) Safety; 8) Noise; and 9) Design. The Housing Element builds upon the<br />
other General Plan elements and is entirely consistent with the policies and proposals<br />
set forth by the Plan. As portions <strong>of</strong> the General Plan are amended in the future, the<br />
<strong>Downey</strong> Vision 2025 General Plan (including the Housing Element) will be reviewed to<br />
ensure internal consistency is maintained.<br />
1.6 – Organization <strong>of</strong> the Element<br />
The Housing Element sets forth housing goals and policies for <strong>Downey</strong> to address the<br />
<strong>City</strong>’s existing and projected housing needs. Specific housing programs to implement<br />
these goals and policies are identified in the Section 2, Housing Plan. The updated<br />
<strong>Downey</strong> Housing Element is comprised <strong>of</strong> the following major components:<br />
1. Preparation <strong>of</strong> a Housing Plan to address <strong>Downey</strong>'s identified housing needs,<br />
including housing goals, policies and programs.<br />
2. An analysis <strong>of</strong> the <strong>City</strong>'s population, household and employment base, and the<br />
characteristics <strong>of</strong> the housing stock.<br />
3. An updated evaluation <strong>of</strong> housing need, including the housing needs <strong>of</strong> very<br />
low-income households and the disabled.<br />
4. An examination <strong>of</strong> governmental and non-governmental constraints on the<br />
production, maintenance, and affordability <strong>of</strong> housing.<br />
5. Preparation <strong>of</strong> an inventory <strong>of</strong> housing resources including potential housing sites<br />
in the community to accommodate and facilitate housing development.<br />
6. An assessment <strong>of</strong> past housing element accomplishments.<br />
