4.2.4 – Housing Overpayment<br />
State and Federal standards indicate that a household paying more than 30 percent <strong>of</strong><br />
its income for housing is overpaying. Overpayment for housing can cause an<br />
imbalance on the remainder <strong>of</strong> a household’s budget. In 2010, there were 27,917 total<br />
households paying mortgage or rent, <strong>of</strong> those households 55 percent were overpaying<br />
for housing according to the Census. Of these overpaying households, 7,165 (45<br />
percent) were households with a mortgage, while the remaining 8,409 households (55<br />
percent) were in renter-occupied units. Table 4-9 summarizes housing overpayment<br />
statistics by tenure for the <strong>City</strong> <strong>of</strong> <strong>Downey</strong> and also LA County.<br />
