<strong>City</strong> <strong>of</strong> <strong>Downey</strong><br />
deviations from the Municipal Code to accommodate the needs <strong>of</strong> persons with<br />
disabilities. The <strong>City</strong> anticipates that they will have formal reasonable<br />
accommodations prepared by 2013, however in the instance that formal<br />
procedures are not implemented during the 2008-2014 planning period due to<br />
Staff cutbacks, the <strong>City</strong> would ensure that they are implemented within one year<br />
<strong>of</strong> Housing Element adoption.<br />
Program Objective: Administer the Housing Rebate and Grant Program to assist<br />
disabled households with architectural modifications to their homes and<br />
continue to implement the provisions <strong>of</strong> the Americans with Disabilities Act<br />
(ADA). Provide information in public places regarding the <strong>City</strong>’s reasonable<br />
accommodation ordinance that expands upon the provisions <strong>of</strong> the Housing<br />
Rebate and Grant Program and make information on this program more widely<br />
available to residents. If necessary implement reasonable accommodate<br />
procedures within one year <strong>of</strong><br />

Time Frame: 2014-2021- Provide informational handouts and information on the<br />
<strong>City</strong>’s website about reasonable accommodation procedures and the Housing<br />
Rebate and Grant Program.<br />
Program 21 - Fair Housing<br />
The <strong>City</strong> will continue to contract with a Fair Housing Foundation to provide<br />
residents with fair housing services using Community Development Block Grant<br />
(CDBG) funds. Fair housing services provided by the Fair Housing Foundation<br />
include counseling and mediation between tenants and landlords. The Fair<br />
Housing Foundation also conducts seminars and information activities<br />
throughout the region. The <strong>City</strong> will refer fair housing complaints to the Fair<br />
Housing Foundation as appropriate. The <strong>City</strong> will assist in program outreach<br />
through placement <strong>of</strong> fair housing program multilingual brochures at the public<br />
counter, <strong>City</strong> library, post <strong>of</strong>fice, and other community locations.<br />
Program Objective: Continue to assist households through the Fair Housing<br />
Foundation, and continue to refer fair housing complaints to the Fair Housing<br />
Foundation.<br />
