4.2 – Housing Characteristics<br />

An analysis <strong>of</strong> household characteristics provides important information on the housing<br />

needs <strong>of</strong> the community. Income and affordability are best measured at the<br />

household level, as are the special needs <strong>of</strong> certain groups, such as large families,<br />

female-headed households or very low-income households. For example, if a <strong>City</strong> has<br />

a substantial number <strong>of</strong> young families whose incomes preclude the option <strong>of</strong> buying a<br />

home due to local housing costs; it may wish to initiate a homebuyer assistance<br />

program.<br />

4.2.1 - Household Composition and Size<br />

The Bureau <strong>of</strong> the Census defines a "household" as all persons who occupy a housing<br />

unit, which may include single persons living alone, families related through marriage or<br />
