<strong>City</strong> <strong>of</strong> <strong>Downey</strong><br />

development standard modifications, streamlined processing for applications<br />

related to the creation <strong>of</strong> affordable housing, and will <strong>of</strong>fer fee modifications for<br />

projects proposing affordable units that are required to apply for variations to<br />

the existing development standards. Incentives for extremely low income<br />

housing will be encouraged to prioritize the development <strong>of</strong> units for this income<br />

group.<br />

Program Objective: On an annual basis, the <strong>City</strong> will review development<br />

standards, to ensure that the development <strong>of</strong> lower income housing can occur.<br />

Revise the development code to address all constraints identified in Section 5 <strong>of</strong><br />

the Housing Element. Staff will continue to use flexible development standards to<br />

facilitate the development <strong>of</strong> affordable housing through promotion <strong>of</strong><br />

maximum development densities.<br />

Program 12 - Density Bonus<br />

To facilitate development, the <strong>City</strong> <strong>of</strong>fers developers the opportunity <strong>of</strong> a Density<br />

Bonus Program which is a density increase <strong>of</strong> 35 percent plus development<br />

incentives for qualified affordable projects. To be eligible for the Program, the<br />

affordable project must contain: (1) at least 10 percent <strong>of</strong> the units reserved for<br />

low income households; or (2) at least 5 percent reserved for very low income<br />

households; or (3) at least 50 percent reserved for senior households. The units<br />

must remain affordable for at least 30 years if both the density bonus and<br />

development incentives are granted, and 10 years if only the density bonus is<br />

granted. Additional incentives are available with planned unit developments.<br />

Developers are informed <strong>of</strong> the Density Bonus Program through contact with<br />

Community Development Department staff members and handouts.<br />

Program Objective: Inform and encourage developers to utilize the density<br />

program by promoting the program on the <strong>City</strong>’s website and by <strong>of</strong>fering Staff<br />

assistance at <strong>City</strong> Hall.<br />
