Program 6 - Second Unit Zoning<br />
The <strong>City</strong> has many large lots (7,500 square feet and above) that are underutilized<br />
and that can accommodate additional housing. To facilitate affordable rental<br />
units for families, the <strong>City</strong> allows second unit developments. There are 24<br />
designated second unit development areas, 17 <strong>of</strong> which have potential to<br />
accommodate new development. In the R-1 zone, the second unit must be a<br />
detached structure; otherwise, it can be attached to the primary unit. In all<br />
cases, however, the secondary units cannot be sold separately from the primary<br />
unit and the owner must live in one <strong>of</strong> the units.<br />
Recently adopted amendments to the second unit zoning program (November<br />
2008) included allowing second units administerally and permitting a reduction<br />
in the required lot size (from 10,000 sq. ft. to 7,500 sq. ft.) to qualify for a second<br />
unit, thus increasing opportunities to construct second units in the <strong>City</strong>. Second<br />
units, also known as “granny flats,” are a practical method for a family to<br />
maximize the available land on their own lot. By utilizing land and utilities, a<br />
family minimizes construction costs. The <strong>City</strong> is capitalizing on the Zoning Code by<br />
increasing the stock <strong>of</strong> affordable units while maintain the existing single-family<br />
neighborhoods.<br />
Development <strong>of</strong> second unit housing provides lower-income households an<br />
affordable housing opportunity typically within a single-family neighborhood<br />
setting. Therefore, the <strong>City</strong> will continue to allow for second units to be<br />
constructed within the Second Unit Overlay.<br />
To ensure greater participation on behalf <strong>of</strong> <strong>Downey</strong> residents in the program,<br />
the <strong>City</strong> is committing to a public outreach program to encourage second unit<br />
development, including advertising second unit development opportunities on<br />
the <strong>City</strong>’s website, in local newspapers, in local utility bills, and at various<br />
community centers, including the Public Library.<br />
The <strong>City</strong> is also committed to monitoring the effectiveness <strong>of</strong> this program by<br />
conducting annual monitoring to determine the level <strong>of</strong> program participation<br />
