<strong>City</strong> <strong>of</strong> <strong>Downey</strong><br />
Safety Element shall identify information regarding flood hazards, including, but<br />
not limited to flood hazard zones, National Flood Insurance Program maps<br />
published by FEMA, information about flood hazards, designated floodway<br />
maps, dam failure inundation maps, areas subject to inundation in the event <strong>of</strong><br />
the failure <strong>of</strong> levees or floodwalls, etc. as listed in Section 65302(g)(2) and<br />
establish a set <strong>of</strong> comprehensive goals, policies, and objectives for the<br />
protection <strong>of</strong> the community from the unreasonable risks <strong>of</strong> flooding.<br />

decisions.<br />

Program 19 - Lot Consolidation<br />
Parcels identified as part <strong>of</strong> the Downtown <strong>Downey</strong> Specific Plan zone range in<br />
size from approximately 0.5 acres to 2.5 acres and in some cases are narrow or<br />
shallow in size, which could be seen as an additional constraint to the<br />
development <strong>of</strong> housing. To encourage the development <strong>of</strong> residential and<br />
mixed-use projects, the <strong>City</strong> <strong>of</strong>fers incentives to encourage lot consolidation<br />
including: a reduction in the minimum lot size/dimensions. Also, when feasible<br />
Staff encourages applicants to utilize the Lot Line Adjustment process to<br />
consolidate parcels, which is an administrative process with lower fees. To<br />
encourage lot consolidation and to promote more intense residential and mixed<br />
use development on vacant and underutilized sites within the Downtown<br />
<strong>Downey</strong> Specific Plan area, the <strong>City</strong> may also <strong>of</strong>fer to subsidize a portion <strong>of</strong><br />
development fees. The <strong>City</strong> will promote the program at <strong>City</strong> Hall, on its website<br />
and will evaluate requests for funding on a case by case basis.<br />
Program Objective: Encourage lot consolidation <strong>of</strong> smaller parcels to<br />
accommodate projects including a minimum <strong>of</strong> 16 units at a density <strong>of</strong> at least<br />
30 dwelling units per acre or higher.<br />
