This report features the accomplishments of<strong>CIDG</strong> from July1 – September<br />

30, <strong>2010</strong> based on the Program Thrust of the Chief, PNP and the 3-Point Agenda<br />

of the Director, <strong>CIDG</strong>.<br />

Several significant accomplishments from the different flagship projects<br />

are presented in this report as well as those resulting from the anti-criminality<br />

campaigns which this Group has consistently and religiously implemented and<br />

monitored.<br />

Most notable are the neutralization/arrest of several members of notorious<br />

OCGs/CGs, most wanted persons and other suspects in high profile crimes.<br />

TheAdministrative, Investigation, Intelligence and PCR accomplishments<br />

that contributed much to the Group’s success in meeting the expectation of the<br />

NHQ are also presented in this report.<br />

MOST SIGNIFICANT ACCOMPLISHMENTS:<br />

1. NEUTRALIZATION OF MEMBERS OF THE ALFORQUE GROUP<br />

IN TAGUM CITY<br />

• On September 23, <strong>2010</strong> at Phoenix Gasoline Station located<br />

along <strong>National</strong> highway, Visayan Village, Tagum City, a joint operation was<br />

conducted by elements of Davao del Norte CIDT-11RCIDU of this Group<br />

together with the Intelligence operatives of Tagum City <strong>Police</strong> Office against the<br />

notorious ALFORQUE Robbery Hold-up Group, that resulted in the neutralization<br />

and death of alias “JUNJIE”, believed to be a member of said group.<br />

• The operation was a result of a week-long surveillance after<br />

a confidential agent tipped off that the ALFORQUE group was planning to rob a<br />

gasoline station in Tagum City.<br />

• At about 2:30 P.M. of September 23, <strong>2010</strong>, the team<br />

positioned strategically at the premises of the above-mentioned gas station when<br />

an unidentified male person who was later known as Alias “JUNJE” on board a<br />

Honda Bravo Motorcycle arrived and<br />

parked his motorcycle near the cashier’s<br />

booth. He then alighted therefrom and<br />

walked directly towards the cashier booth<br />

and poked a caliber .45 pistol to the<br />

cashier and announced a hold-up. At this<br />

juncture, one of the operatives shouted to<br />

stop and introduced himself as police<br />

officer.The suspect aimed his gun<br />

towards the operative but another police<br />

officer at the scene, shot the suspect that<br />

caused his instantaneous death.<br />

• After the incident, City Prosecutor NOEL S. PALMA of<br />

Tagum City Prosecutor’s Office was invited to conduct ocular inquest while the<br />

SOCO Provincial Office personnel, Tagum City processed the scene of the<br />

incident.<br />

• Recovered from the possession of the slain suspect and at<br />

the scene of the incident were the following items, to wit:<br />

- One(1) unit cal.45 pistol COLT MKIV SERIES 80<br />

bearing SN 7512110;<br />

- Two(2) pieces empty cartridge of Caliber .45;<br />

- Four(4) live ammunitions of Caliber .45;<br />

- One(1) unit magazine;<br />

- One(1) plastic transparent sachet of white<br />

crystalline substance believed to be SHABU; and<br />

- One(1) unit HONDA Bravo motorcycle color white<br />

with plate number 7090 LI.<br />

• All recovered items were turned over to the custody of the<br />

SOCO Provincial Office, Tagum City.<br />

• Investigation disclosed that the slain suspect, a member of<br />

the Alforque Robbery Hold-up Group was responsible in the killing of a certain<br />

RENS ALEXIS LARIOSA, 24 years old, single, habal-habal driver and a resident<br />

of Brgy. Quezon, Panabo City on September 21, <strong>2010</strong> at the said City. It<br />

appeared that the motorcycle recovered is the same motorcycle taken away from<br />

victim LARIOSA.<br />

• Moreover, the same suspect was positively identified by<br />

witnesses as among the suspects in a robbery with frustrated homicide case that<br />

occurred on September 16, <strong>2010</strong> at about 12:10 PM at Purok 8, Curbada, Brgy.<br />

Magdum, Tagum City, victimizing a certain THELMA PONIO.<br />

• Meanwhile, follow-up operation is being conducted by this<br />

office against other members of the Alforque robbery hold-up group.<br />

2. ARREST OF JI FACILITATOR AND FINANCIER OF THE MILF<br />

• Arrest of Eduardo Uy GUERRA with Aliases @<br />

Abdulgafor,@ Abraham Yap Alonto,@ Abdulgafor Mohandis and @ Mohandis<br />

Adnan for Murder, Destructive Arson,<br />

Arson, Robbery with Violence Against<br />

and or Intimidation of Persons.<br />

• Subject was arrested<br />

at around 6:30 in the afternoon of<br />

September 22, <strong>2010</strong> at Davao<br />

International Airport, Sasa, Davao City by<br />

combined elements of 12RCIDU led by<br />

PINSP SAGUISAG L MIRAS, ISG and<br />

other Intel Community in coordination<br />

with 11 th <strong>Police</strong> Center for Aviation<br />

Security (PCAS) Davao City by virtue<br />

of a Warrant of Arrest issued by Hon.<br />

Judge Oscar P Noel, Jr. of RTC Branch<br />

38, Justice on Wheels, Sarangani Province, 11<br />

th Judicial Region, docketed under<br />

CC Nr 30-42-08 to 3047-08 for the above-mentioned cases. Arrested person<br />

was brought to 12RCIDU Office for proper documentation and was turned over to<br />

the Intelligence Service Group (ISG), <strong>Philippine</strong> Army, Fort Bonifacio, Taguig<br />

City, Metro Manila on September 23, <strong>2010</strong> by virtue of the Court Order issued by<br />

Hon. Judge Noel, dated September 22, <strong>2010</strong> as the said accused is a high profile<br />

detainee, being a major Jemaah Islamiyal (JI) Facilitator and Financier for the<br />

MILF in purchasing and smuggling large quantities of weapons and ammunitions<br />

from North Korea and other parts of East Asia.<br />

3. ENCOUNTER WITH OCG INVOLVED IN THE GUN-FOR-HIRE<br />

AND ROBBERY/HOLD-UP ACTIVITIES<br />

• On September 10, <strong>2010</strong> at about 4:00 A.M. at Sitio Culo,<br />

Brgy. Kahumayan, Danao City, elements of<br />

7RCIDU of this Group encountered with<br />

members of Villanueva Group who were<br />

involved in the gun for hire and robbery hold-up<br />

activities operating in southern part of Cebu<br />

Province.<br />

• The group leader identified<br />

as Gelacio P. VILLANUEVA @ “Boboy” who<br />

has been a subject of an intensive manhunt<br />

operation is an escapee of Carmen <strong>Police</strong><br />

Station sometime in March 2008, and has a<br />

standing Warrant of Arrest in CC No. DNO-<br />

3955 issued by RTC Branch 28, Danao City for<br />

the crime of Murder. Subject person and his<br />

members are the remnants of Joshua Paring Group that was also encountered<br />

by elements of 7RCIDU sometime in May <strong>2010</strong> in Carmen, Cebu.<br />

• After intelligence build-up conducted by personnel of<br />

7RCIDU on September 9, <strong>2010</strong> at the hideout of the group situated at the remote<br />

area of Sitio Culo, Brgy. Kahumayan, Danao City, an operational plan was<br />

conceptualized to neutralize the group.<br />

• On September 10, <strong>2010</strong> at about 4:00 A.M., the operating<br />

team coordinated with Carmen <strong>Police</strong> Station then proceeded to the place where<br />

the group leader Gelacio VILLANUEVA @ “Boboy” and his members were<br />

sighted. While approaching the hide out of the group, the operating team was<br />

fired upon by the suspects prompting the law enforcers to return fire that started<br />

the running gun battle.<br />

• As a result, Gelacio P. VILLANUEVA, single, jobless and a<br />

resident of Barangay Corte, Carmen, Cebu sustained gunshot wounds and was<br />

brought to Danao City General Hospital for medical treatment but died after an<br />

hour. During the said encounter, the other two (2) armed members of the group<br />

managed to escape towards the hilly portion of the area taking advantage of the<br />

darkness.<br />

• Recovered pieces of evidence from the place of the<br />

encounter by the SOCO Team headed by PCI DAVID ALEXANDER T.<br />

PATRIANA were one (1) colt caliber .45 pistol without serial number with one (1)<br />

magazine, caliber .38 revolver with four (4) spent shells, seven (7) pieces of<br />

spent shells of caliber .45, two (2) spent shells of caliber .9mm and one (1) empty<br />

shell of caliber 5.56. All confiscated items are now under the custody of PNP<br />

Crime Laboratory Office 7, for technical examination and evidentiary purposes.<br />

4. ENCOUNTER WITH ROBBERY/HOLD-UP SUSPECTS RIDING<br />

IN TANDEM<br />

• On September 1, <strong>2010</strong>, elements of Bulacan CIDT-3RCIDU<br />

of this Group together with PIB Bulacan PPO and Marilao <strong>Police</strong> Station<br />

encountered two (2) suspected hold-uppers riding in tandem on a black<br />

Kawasaki Bajaj motorcycle with<br />

Plate No. 2442 RS along McArthur<br />

Highway, Brgy. Abangan Sur,<br />

Marilao, Bulacan that resulted in<br />

the killing of one (1) of the<br />

suspects while other managed to<br />

elude arrest.<br />

• Prior to the<br />

incident, spouses Manchito Cruz y<br />

Payno, 28 years old, salesman<br />

and Michelle Cruz y Canoza, 27<br />

years old, and residents of T.<br />

Mendoza Street, Brgy. Saog, Marilao, Bulacan were on board a motorcycle on<br />

their home when the two (2) unidentified suspects riding in tandem blocked their<br />

path and at gun point forcibly took the handbag of Michelle Cruz containing one<br />

(1) LG cellular phone, SSS ID, ATM cards, driver’s license and other personal<br />

items.<br />

• Upon receipt of the information, joint elements of Bulacan<br />

CIDT, PIB Bulacan PPO and Marilao <strong>Police</strong> Station were immediately dispatched<br />

and conducted operation which resulted in the neutralization of one (1) of the<br />

suspects during an exchange of gunfire when the latter fired shots at the<br />

approaching police operatives.<br />

• Soco Team from Bulacan Provincial Crime Laboratory Office<br />

led by PCINSP RONALD YUSI processed the crime scene and recovered one<br />

(1) homemade cal .38 revolver without serial number loaded with three (3)<br />

rounds of live ammunition and three (3) pieces spent shells, one (1) black<br />

Kawasaki Bajaj motorcycle with Plate No. 2442 RS and the handbag of the<br />

victim.<br />

• The slain suspect was identified as Jeffrey LITAB y<br />

Dalindaan, 19 years old, single, native of Zamboanga del Sur and a resident of<br />

Block 3, Kadima, Tonsuya, Malabon City. His cadaver which was brought to the<br />

Flavel Funeral Parlor, Marilao, Bulacan was claimed by his cousin named Lito<br />

LITAB of Block 40, Welfareville Compound, Addition Hills, Mandaluyong City and<br />

his former employer named June Diwa of Block 3, Kadima, Tonsuya, Malabon<br />

City on September 5, <strong>2010</strong>.<br />

• In addition, the black Kawasaki Bajaj motorcycle with Plate<br />

No. 2442 which was used by the two (2) suspected robbers has been released<br />

by Marilao <strong>Police</strong> Station to its rightful owner identified as Dennis Manalaysay of<br />

Block 4, Lot 70, Northville 5, Batia, Bocaue, Bulacan after presenting pertinent<br />

documents of its ownership and photocopy of Bocaue <strong>Police</strong> Station blotter with<br />

Entry No. 10-395 stating therein that said motorcycle was stolen on September 1,<br />

<strong>2010</strong> at about 7:30 P.M. in Bocaue, Bulacan.<br />

5. ARREST OF ROBBERY SUSPECTS IN SARIAYA, QUEZON<br />

• Operation stemmed from the request for police assistance of<br />

Engr. Hanson Yu in connection regarding a robbery incident that transpired at<br />

Sitio Mahabang Tanaw, Brgy. Tiawe, Lucban, Quezon on June 16 and 24, <strong>2010</strong><br />

wherein forty (40) fighting cocks were taken amounting to MOL Php 600,000.00.<br />

• Thorough investigation by Quezon CIDT-4ARCIDU of this<br />

Group resulted in the identification of the group of Jay-R Roxas of Brgy.<br />

Nagsinamo, Lucban, Quezon as behind the criminal act. The group was also the<br />

main suspect in the robbery/hold-up incidents at Lotto outlet and rice retailer<br />

likewise in Lucban, Quezon sometimes in May <strong>2010</strong>.<br />

• The same team was dispatched and tapped the BINs to<br />

locate the group for possible operation and on July 9, <strong>2010</strong> an information was<br />

received by personnel of Quezon CIDT informing that three (3) malefactors<br />

armed with short handguns were sighted in Tiaong, Quezon riding in one (1)<br />

black Honda motorcycle with Plate No. FP-1418 heading towards the direction of<br />

Lucena City. Further, the informant gave the suspects’ identification. One was<br />

carrying back pack while the driver was wearing blue and red helmet and the<br />

plate number of the motorcycle was placed in the left portion of the motorcycle.<br />

• The team immediately conducted chokepoint in coordination<br />

with the members of <strong>Police</strong> Assistance Center (PAC) at Brgy. Calumpang,<br />

Tayabas City and at the same time dispatched another team for operation to<br />

locate the suspects along Maharlika Highway.<br />

• The suspects were spotted traversing along Maharlika<br />

Highway at Poblacion, Sariaya, Quezon were eventually arrested, to wit:<br />

- Bobby BAGASALA y Natanio<br />

Brgy. Nagsinamo, Lucban, Quezon<br />

– One (1) cal .45 Colt MK 4 pistol with SN: 972831<br />

loaded with seven (7) live ammos.<br />

- Frederick MARASIGAN y Plandis<br />

Brgy. Nagsinamo, Lucban, Quezon<br />

– One (1) cal .357 Smith and Wesson revolver with<br />

defaced serial number loaded with five (5) live<br />

ammos.<br />

- Jay-Ar ROXAS y Buena<br />

Brgy. Tinamnan, Lucban, Quezon<br />

– One (1) piece rifle grenade with SN: AVA-0057-85<br />

– One (1) Honda motorcycle with Plate No. FP-<br />

1418 registered in the name of Jaime D. Guden of<br />

No. 25 Sunrise drive, 4 th Estate Subdivision,<br />

Paranaque City.<br />

• Cases for violation of PD 1866 as amended by RA 8294<br />

(Illegal Possession of Firearms and Ammunitions) and RA 9156 (Illegal<br />

Possession of Explosives) were filed against the arrested suspects before the<br />

Provincial Prosecutor’s Office, Lucena City, Quezon docketed under IS No. IV-<br />

09-INV-10G-00199 with no bail recommended.<br />

• In the other hand, witnesses of Engr. Hanson Yu positively<br />

identified the trio as the persons who robbed and took the fighting cocks from<br />

their farm and they executed their affidavits to support the filing of a case for<br />

Robbery. Further, this office is coordinating with the Lucban MPS to get<br />

witnesses in the robbery/hold-up of Lotto outlet and rice retailer store in Lucban,<br />

Quezon for them to positively identify the three suspects.<br />

Significant accomplishments under <strong>CIDG</strong> OPLAN “Salikop”:<br />

1. ARREST OF MEMBERS OF AKYAT-BAHAY MEMBERS<br />

• On September 23, <strong>2010</strong>, elements of NMMCIDT-NCRCIDU<br />

of this Group conducted operation at Macopa Street corner Santolan, Brgy. Gen.<br />

T. De Leon, Valenzuela City that resulted to the arrest of two (2) active members<br />

of the dreaded Robbery/Hold-up and Akyat-Bahay gang identified as follows:<br />

- Alfie MENTES y Pano @ Alfie, 20 years old,<br />

single, tricycle driver; and<br />

- Jerome LAVAPIE y Pontillas, 20 years old, single,<br />

jobless.<br />

• Investigation disclosed that the suspects have been involved<br />

in the series of robbery perpetrated at CAMANAVA area. Notably the group was<br />

linked in the robbery with homicide committed against a 19 years old medical<br />

student who was killed when resisted. The group has been the subject of<br />

COPLAN “Sudden Strike” and that the operation was prompted by information<br />

provided by tipster Elmer Yandoc of Brgy. Diam. Valenzuela City. Suspect<br />

together with their cohorts were identified only as “Jong-Jong” and Marlon, and<br />

has targeted and planned to rob the residence of spouses Reynaldo and Elena<br />

Lustrado located at No. 5290 Macopa Street corner Santolan, Brgy. Gen. T. De<br />

Leon, Valenzuela City.<br />

• Accordingly, suspects surreptitiously managed to gain entry<br />

into the victim’s residence thru the adjacent roof. While therein, suspects were<br />

scouring for possible loot, however, police operatives who earlier concealed<br />

themselves inside the house came out to effect the arrest. Suspect @ Marlon<br />

suddenly drew a cal .38 revolver and fired while on his way to escape that<br />

prompted PO2 Rogie Pinili to retaliate. In the ensuing firefight, Elmer YANDOC<br />

was caught in the crossfire and was hit in the belly. Suspects JONGJONG and<br />

MARLON managed to elude arrest while suspects MENTES and LAVAPIE were<br />

arrested.<br />

• Recovered from the arrested suspects were bladed weapon<br />

and their getaway vehicle, a motorized tricycle with markings SQ TODA 031<br />

earing Plate No. TV-7218. Elmer YANDOC was rushed to the Valenzuela<br />

Emergency Hospital for medical treatment while the arrested suspects together<br />

with the recovered pieces of evidence were brought to NMMCIDT Office for<br />

documentation and proper disposition. Follow-up operation is on progress to<br />

ascertain the identities and present whereabouts of the suspects who eluded<br />

arrest.<br />

• Cases for Robbery, Assault and Violation of BP Blg 6<br />

(Concealing Deadly Weapon) are being readied against the suspects.<br />

2. ARREST OF ROBBERY/HOLD-UP SUSPECTS<br />

IN EAST SERVICE ROAD, PARANAQUE CITY<br />

• On September 23, <strong>2010</strong> at about 7:30 P.M., elements of<br />

AOCD of this Group conducted operation at East Service Road, Paranaque City<br />

against members of a robbery/hold-up group who are responsible in the series of<br />

robbery/hold-up incidents in the areas of Taguig and Paranaque City that<br />

resulted to the arrest of the following suspects, namely:<br />

- Felix BERIDA JR y Boco, 38 years old, single, a<br />

native of Leyte and a resident of Purok 6-C,<br />

Bagong-Tanyag, Taguig City;<br />

- Marlon MONTELLANO y Ditan, 19 years old,<br />

married and a resident of Purok 6, Creekside,<br />

Taguig City; and<br />

- Rolly MELLOZA y Magbutay, 16 years old, single<br />

and a resident of Purok 14, Bagong Tanyag,<br />

Taguig City.<br />

• The operation conducted was based on the complaint<br />

received that robbery/hold-up incidents are rampant in Taguig and Parañaque<br />

area especially during rush hours victimizing jeepney commuters. It was further<br />

gathered that robbers usually use East Service Road and SM Bicutan as their<br />

escape route.<br />

• During the operation, while the team was positioned at the<br />

vicinity of East Service Road, Parañaque, they noticed a suspicious looking<br />

person with a gun tucked on his waist and slowly alighting from a jeepney.One of<br />

the operatives of AOCD approached the suspect and introduced himself but the<br />

latter ran away towards the direction of another members of the team and was<br />

eventually arrested. Two (2) other suspects attacked one of the team members<br />

but were likewise subdued with the help of back up operatives. Recovered from<br />

the suspects were the following pieces of evidence:<br />

- One(1) cal.38 Smith and Wesson revolver with<br />

SN: 285601;<br />

- One(1) cal.38 revolver loaded with five (5) rounds<br />

of live ammunition; and<br />

- one 1) kitchen knife.<br />

• On September 24, <strong>2010</strong>, the above-named accused were<br />

brought for inquest before 1 st Asst. City Prosecutor Oliver C. Hernandez of<br />

Paranaque Porsecutor’s Office for violation of PD 1866 as amended by RA 8294<br />

and PD 9 (Illegal Possession of Bladed Weapon) as amended by BP 6 docketed<br />

under No. XV12-INQ-10I-02369.<br />

3. ARREST OF LEADER OF THE “ANGAS” GROUP<br />

IN NASUGBU, BATANGAS<br />

• This pertains to the illegal activities of “ANGAS GROUP”<br />

engaged in robbery/hold-up,<br />

carnapping and gun-for-hire activities<br />

operating in Lian, Calatagan and<br />

Nasugbu, all in Batangas which<br />

resulted to the neutralization of its gang<br />

leader, Lucas SALAS III and Roberto<br />

VILLAJIN.<br />

• After careful<br />

evaluation and investigation on the<br />

alleged illegal activities of the group, it<br />

was established during intelligence build-up that its leader is the infamous Lucas<br />

SALAS III @ Luther, a resident of Roxaco Subd., Brgy Poblacion 2, Nasugbu,<br />

Batangas with active members as follows:<br />

- Boy SALANGUIT;<br />

- Marlon VILLEVEZA;<br />

- Edgar BAYONA @ Jan-jan<br />

- Rene SALES @ Bakla;<br />

- @ Babet SAMBAT; and<br />

- @ Abiad<br />

• On September 24, <strong>2010</strong> at about 4:00 PM, elements of<br />

Batangas CIDT-4ARCIDU of this Grouptogether with Nasugbu MPS in<br />

coordination with Batangas Provincial Highway Patrol Team swooped down on<br />

the reported safehouse of the group located at said address by virtue of Search<br />

Warrant No. 10-107 for violation of PD 1866 as amended by RA 8294 (Illegal<br />

Possession of Firearms and Ammunition) issued by Hon. Cynthia Ricablanca,<br />

Judge of RTC Branch 27, Sta. Cruz, Laguna that resulted to the arrest of Lucas<br />

SALAS III y Avendaño @ Luther, 24 years old, single, jobless and the<br />

confiscation of one (1) caliber 38 revolver bearing SN: 18339.<br />

• Based on the account of the subject person upon his arrest,<br />

he voluntarily pinpointed one of his members identified as @ Papert, also of<br />

Nasugbu, Batangas. He further pinpointed the locations of the alleged stolen<br />

motorcycles in Nasugbu and Balayan, Batangas which led to the series of followup<br />

operations as follows, to wit:<br />

- On same date at about 5:00 PM, same team conducted followup<br />

operation at ACM Subdivision, Brgy. 12, Nasugbu, Batangas<br />

that resulted in the recovery of one (1) Yamaha Mio motorcycle<br />

colored blue with plate number 2548 WA;<br />

- At about 6:00 PM of same date, said team also conducted<br />

follow-up operation at Paradise Subd., Brgy Talangan,<br />

Nasugbu, Batangas that resulted in the arrest of Roberto<br />

VILLAJIN y Ramos @ Papert, 30 years old, single, jobless and<br />

a resident of Brgy 10, Nasugbu, Batangas while in the<br />

possession of one (1) Yamaha Mio colored blue/silver without<br />

plate number;<br />

- Likewise, on same date at about 9:30 PM, a follow-up operation<br />

conducted in coordination with Balayan MPS at Brgy Ermita,<br />

Balayan, Batangas that resulted in the recovery of one (1)<br />

1866 as amended by RA 8294 (Illegal Possession of Firearms and Ammunition)<br />

against Lucas SALAS y Avendaño III @ Luther and Violation of RA 6539 (Anti-<br />

Carnapping Act of 1972) against Roberto VILLAJIN y Ramos @ Papert were filed<br />

before the Batangas Provincial Prosecutor’s Office and docketed under NPS<br />

Numbers IV-INQ-10I-00466 and IV-02-INV-10I-00849, respectively.<br />

4. NEUTRALIZATION OF ANASCO ROBBERY GROUP ALONG<br />

MARCOS HIGHWAY, BRGY. SAN LUIS, ANTIPOLO CITY<br />

• On August 20, <strong>2010</strong>, elements of Rizal CIDT-4ARCIDU of<br />

this Group conducted operation along Marcos Highway, Sitio Kaybagsik, Brgy.<br />

San Luis, Antipolo City against ANASCO Robbery Group that resulted in the<br />

arrest of the following suspects:<br />

- Maximo ANASCO y Lucas, 34 years old, married<br />

(alleged gang leader);<br />

- Marilyn Agub ANASCO, 33 years old (wife of<br />

Maximo);<br />

- Juvy BALSAMO y Ragay, 31 years old; and<br />

- Jay VISPERAS y Chico, 22 years old (both gang<br />

members).<br />

• Confiscated and recovered from the suspects was an Isuzu<br />

Elf dropside truck colored white with Plate No. XCT-305 loaded with MOL Php<br />

681,046.00 worth of stolen items, to wit:<br />

- One (1) Postmix machine cover;<br />

- One (1) water curtain;<br />

- One (1) genset socket;<br />

• Investigation disclosed that the said group specializes in<br />

breaking entry into uninhabited warehouses to steal expensive equipment and<br />

machineries. They usually have one of their members apply as employee to their<br />

prospective victim, then strike at the right opportunity. According to complainant<br />

Michael ESTEBAN y Fuego, 22 years old, president of 7Mate Technologies and<br />

Services, Incorporation located at No. 1 Techno Street, corner Marcos Highway,<br />

Dela Paz, Antipolo City, they had been storing air-conditioning and refrigeration<br />

equipment in the total estimated amount of Php 4,050,000.00 inside their<br />

warehouse in Sition Upper Tulaken, Brgy. Bagong Nayon, Antipolo City. On<br />

August 18, <strong>2010</strong>, they discovered that these equipment were missing and they<br />

found out from witness Socorro Collado, President of Local Homeowners<br />

Association, that she saw suspect Juvy BALSAMO, who was newly- hired<br />

company driver at that time, together with undetermined number of unidentified<br />

male companions, robbed their warehouse three (3) times during the first week of<br />

August <strong>2010</strong>. The complainant told witness Socorro Collado to watch over their<br />

warehouse and inform them immediately if ever the suspects will return.<br />

• On August 20, <strong>2010</strong>, at around 6:00 A.M., witness Bembe<br />

Esteban, Operations Manager of 7Mates who to resides near their warehouse,<br />

saw suspects Maximo ANASCO, Juvy BALSAMO, Jay VISPERAS and one (1)<br />

unidentified male person broke in the said warehouse and again robbed the said<br />

establishment and boarded an Elf dropside truck color white with Plate No. XCT-<br />

305. He could not do anything to stop the suspects as they were many so he<br />

contacted the management and informed them about the robbery then left to<br />

meet with the owners of 7Mates. Meanwhile, witness SOCORRO who likewise<br />

saw the incident also informed the ESTEBAN through text message. When<br />

witness Bembe ESTEBAN, together with other staff members of 7Mates, arrived<br />

at their warehouse at around 7:30 A.M., same day, the suspects were already<br />

gone. They sought assistance from Rizal CIDT Office, and a hot pursuit was<br />

immediately conducted.<br />

• During follow-up operations, the truck of the suspects was<br />

spotted along Marcos Highway, Sitio Kaybagsik, Brgy. San Luis, Antipolo City,<br />

Suspects were tending the vehicle and were positively identified by witness<br />

Bembe ESTEBAN. During inspection, it was discovered that said vehicle was<br />

loaded with the stolen items except for the welding machine, which was<br />

confiscated while inside the compound of suspect Marilyn ANASCO, after said<br />

machine was positively identified by the complainants. The suspects were<br />

immediately placed under arrest and brought to Rizal CIDT Office together with<br />

vehicle and items confiscated for proper disposition.<br />

• Separate cases for Robbery against Maximo ANASCO, Juvy<br />

BALSAMO and Jay VISPERAS under IS No. 01-INQ-10H-00559, Qualified Theft<br />

(3 counts) against Juvy BALSAMO, Jhil Rey HERNANDEZ @ Buchol and Alex<br />

PRONTO (both at-large) under IS Nos. 01-INQ-10H-00556 to 00558 and PD<br />

1612 (Anti-Fencing Law) against Marilyn ANASCO under IS No. 01-INQ-10H-<br />

00560 were all filed before City Prosecutor’s Office, Antipolo City.<br />

5. NEUTRALIZATION OF SIX (6) MEMBERS OF<br />

ROBBERY/HOLD-UP GROUP IN BIÑAN CITY, LAGUNA<br />

• On August 18, <strong>2010</strong>, elements of Laguna CIDT-4ARCIDU of<br />

this Group together with Biñan CPS encountered six (6) members of<br />

Robbery/hold-up group operating in Biñan City, Laguna and adjacent<br />

municipalities that resulted in the killing of all suspects at Irene Ville Subdivision,<br />

Brgy. San Francisco, Biñan City, Laguna.<br />

• Investigation disclosed that while PO3 Antonio and PO1<br />

Webster Cruz, night shift<br />

motorcycle cops, were on their<br />

routine patrol along the <strong>National</strong><br />

Hi-way of Brgy. San Antonio,<br />

Biñan City, Laguna, a commuter<br />

informed them that five (5)<br />

unidentified armed men on<br />

board a tricycle without plate<br />

staged a hold-up at the<br />

passengers waiting for a ride in<br />

a dimly lit portion along Morales<br />

Commercial Establishment at<br />

said barangay. After divesting<br />

their victims their cellular phones and undetermined amount of money, the armed<br />

suspects sped away towards San Pedro, Laguna.<br />

• Upon receipt<br />

of said information, the said<br />

motorcycle cops informed the<br />

Biñan TOC while giving chase to<br />

the reported unidentified armed<br />

• Mobile Crew of 149 under SPO1 Tolentino and PO2 Anthony<br />

Manabat while conducting roving patrol along the <strong>National</strong> Hi-ways of Brgy. San<br />

Francisco and Brgy. Canlalay, spotted the fleeing suspects towards Brgy. San<br />

Francisco and negotiated the road leading to Irene Ville Subdivision. While being<br />

tailed by the motor cops together with Laguna CIDT led by SPO3 Danilo<br />

Cerdeña, suspects fired at PO3 Antonio and PO1 Ortiz when they disembarked<br />

from their respective motorcycle hitting PO2 ORTIZ on his left and right thigh and<br />

likewise hitting the right door and tire of the mobile.<br />

• Responding police elements were forced to retaliate and<br />

engaged the suspects in a gun battle that resulted in the death of the six (6)<br />

unidentified armed men wherein the leader was later identified as Joel LLAGAS y<br />

Almazora, 25 years old, truck driver, and a resident of No. 25 Dimaranan<br />

Subdivision, Brgy. Dela Paz, Biñan City, Laguna. His cohorts were identified as<br />

Severino ABOTOK y Lauriano, Jaime SEGUNDO JR y Sista while three (3) other<br />

suspects are still unidentified. The group was believed to be involved in the string<br />

of carnapping and robbery incidents in Biñan and neighboring cities and<br />

municipalities.<br />

• Recovered from the suspects were two (2) cal .38 revolvers,<br />

one (1) shotgun, one (1) hand grenade, one (1) cal .22 revolver, one (1) cal .22<br />

pistol and several rounds of ammunition in difference calibers.<br />

• Killed suspects were brought to Asuncion Parlor in Biñan<br />

City, Laguna for autopsy. On the other hand, PO1 ORTIZ was brought to<br />

Perpetual Help Hospital for medical treatment.<br />

6. ENCOUNTER WITH A ROBBERY/HOLD-UP GROUP<br />

IN LAS PIÑAS CITY WHO ROBBED STARBUCKS CAFÉ<br />

• On August 16, <strong>2010</strong>, elements of SMMCIDT-NCRCIDU of<br />

this Group while travelling in the vicinity of<br />

Alabang-Zapote Road, Las Piñas City,<br />

they chanced upon a male person carrying<br />

a handgun who is being followed by<br />

another male person carrying laptop bag<br />

hurriedly leaving Starbucks Café. The<br />

operatives introduced themselves to the<br />

suspects as police officers but instead of<br />

yielding to the law enforcers, one suspect<br />

pointed his gun towards the direction of<br />

law enforcers that prompted them to immediately<br />

alight from their vehicle and simultaneously shot the<br />

suspect hitting him in the chest portion of his body.<br />

• Said suspect was immediately<br />

brought to Perpetual Help Medical Center where it<br />

was declared dead on arrival by attending physician,<br />

Dr. Geoffrey CORPUS. The dead suspect was later<br />

identified as Dennis SIGUA from Bacoor, Cavite and<br />

his companion was identified as Raymark<br />

DAGUMON y Asierto from Zapote, Las Piñas City.<br />

Recovered from SIGUA was a cal .38 pistol loaded<br />

with five (5) rounds of ammunition.<br />

• During inquiry from DAGUMON, he admitted that they just<br />

robbed the Starbucks Café together with two (2) other male persons which he<br />

identified as @ Nog-Nog and @ Algie.<br />

• Sensing that the other two (2) mentioned suspects was still<br />

inside the said establishment, the team immediately coordinated with SPD, Las<br />

Piñas City <strong>Police</strong> to apprehend the duo. The combined team gained entry inside<br />

Starbucks Café and saw the security guard Gharry G. Oquindo and the<br />

Starbucks Café manager Alexander A. Angeles both hogtied at the back of the<br />

office of said business establishment. Victims were immediately freed and<br />

narrated the robbery incident.<br />

• ANGELES and OQUINTO positively identified the cadaver of<br />

SIGUA and the arrested person DAGUMAN as the same person who robbed<br />

them with an estimated amount of MOL Php 40,000.00.<br />

• Cases for Robbery/Hold-up and violation of PD 1866 as<br />

amended by RA 8294 were filed against DAGUMAN, SIGUA and the two (2) atlarge<br />

suspects before the City Prosecutor’s Office, Las Piñas City docketed<br />

under IS No. 10H-00353.<br />

7. ARREST OF ROBBERY SUSPECT IN NEGROS OCCIDENTAL<br />

• On July 7, <strong>2010</strong>, a Robbery incident transpired at Boy<br />

Grocery Store located at Public Market, Brgy. Aguisan, Himalayan City, Negros<br />

Occidental owned sisters Emily and Gillian Sarucam y Lumanog wherein the<br />

aforesaid store was robbed by four (4) armed men.<br />

• Immediately upon receipt of the information, a team from<br />

Negros Occidental CIDT-8RCIDU of this Group responded to the aforementioned<br />

incident and encountered the armed robbers that resulted in the wounding and<br />

apprehension of Joel ELEUTERIO y Gregory and the confiscation from the<br />

suspect one (1) cal .357 revolver with live ammunition, while other members of<br />

the group managed to elude arrest.<br />

• Cases for Robbery with Frustrated Homicide/Attempted<br />

Homicide and Direct Assault Upon Agent of Person in Authority with Attempted<br />

Homicide were filed against the arrested suspect and his three (3) at-large<br />

8. SURRENDER OF MAGUINDANAO MASSACRE SUSPECT<br />

• This pertains to the voluntary surrender to DSOD of this<br />

Group of PO1 Narkouk Duloan MASCUD, formerly assigned with 1508 th<br />

Maguindanao PPMG, one of the accused in the Maguindanao Massacre for<br />

Murder (56 counts).<br />

• Sometime on March <strong>2010</strong>, subject accused while under the<br />

custody of HSS Camp Crame, Quezon City allegedly asked permission to visit<br />

his family at Poblacion, Midsayap, North Cotabato in order to attend to his ailing<br />

wife but failed to return for custody to HSS.<br />

• Allegedly, on the 2 nd week of August <strong>2010</strong>, after learning that<br />

he has already a bounty on his head, his father, Mr. Mongang Duloan contacted<br />

a relative in the person of MAJOR DANTE D. ANGAGAO (INF) PA, Assistant<br />

Commandant of the Civil Military Operations School, Fort Bonifacio, Taguig City<br />

who could help facilitate his surrender to authorities.<br />

• In turn, MAJOR ANGAGAO contacted his former student at<br />

the CMO School in the person of PCINSP ELY F LUMBAO who was assigned at<br />

PNP-PCRG and the latter informed PCSUPT CIPRIANO E QUEROL, AL HAJ,<br />

Director, PCRG on the intention of PO1 MASCUD to surrender.<br />

• On August 31, <strong>2010</strong> at about 9:30 A.M., PO1 Narkouk<br />

2. ARREST OF PO3 SONNY DELA CRUZ<br />

• On July 9, <strong>2010</strong>, elements of AFCCD of this Group together<br />

with crews of ABS-CBN TV Program “XXX” conducted entrapment operation<br />

inside a Convenience Store located at Boni Serrano Avenue, Camp Crame,<br />

Quezon City, which resulted in the arrest of PO3 Sonny DELA CRUZ, 35 years<br />

old, assigned at PRO-4B MIMAROPA for violation of Article 315 (Estafa).<br />

• Suspect was involved in the fixing of Ombudsman Clearance<br />

as reported by the complainant SPO3 Jose Dela Vega Fabrique (Ret.) by<br />

collecting certain amount of money in exchange of said clearance so as the latter<br />

could avail his retirement.<br />

3. FILING OF ARTICLE 294 OF THE RPC AGAINST<br />

PO2 ROBERT BAUTISTA AND PO2 ROLANDO ISIDRO<br />

• On July 2, <strong>2010</strong>, Adelaida Tabamo and Aden Joy Aliangan<br />

personally reported to Pampanga CIDT Office complaining about the alleged<br />

Robbery/Extortion committed by members of Angeles CPO.<br />

• Initial investigation conducted disclosed that at about 7:30<br />

P.M. of July 1, <strong>2010</strong>, while ALIANGAN was in their saloon (Hairclusive Saloon), a<br />

tricycle driver identified as @ Pak texted her if she want to buy shabu for<br />

Php 2,000.00 and she replied that she has no money. At about 8:00 P.M. of<br />

same date, she went home together with Renwic John Benito on board a black<br />

Honda Civic bearing Plate No. THY-597. When she goes to a nearby store to buy<br />

cigarettes, @ Pak who was then beside a mango tree called her and without any<br />

reason, handed one (1) small plastic sachet to her when suddenly two (2)<br />

unidentified persons emerged from behind and poked a gun on her side. While<br />

she was in captivity of the suspects, she was brought to Shell Gasoline Station<br />

near La Pieta cemetery where she was intimidated by the two (2) male suspects<br />

that she will be jailed if she will not shell out money and be killed if they will<br />

inform the police authorities about the matter.<br />

• PO2 Robert BAUTISTA proceeded inside the house of<br />

Adelaida Tabamo, mother of Aden Joy when moments later, Adelaida Tabamo<br />

along with PO2 BAUTISTA boarded a car (Honda Civic with Plate No. TJD-184)<br />

with a certain Sgt. REYES and accordingly at about 9:00 P.M., they parked in<br />

front of a convenience store of a Caltex Gasoline Station where the negotiation<br />

took place. The negotiation ended with Php 200,000.00 demand from the<br />

suspects who continued intimidating both Adelaida and Aden Joy.<br />

• The victims who were then cowering in fear, compromised<br />

their computers, car (Honda Civic with Plate No. THY-597) and other valuables.<br />

The suspects settled the car of the victims upon the advice of their Boss who was<br />

giving them instruction over the phone. While they were inside the car of the<br />

victims, they proceeded to a nearby internet shop where PO2 BAUTISTA<br />

prepared a computerized document and forced them to sign. At around 11:00<br />

P.M. of June 2, <strong>2010</strong>, the suspects and the victims returned to the TABAMO’s<br />

residence on board the car driven by one (1) of the suspects. Four (4) motor<br />

vehicle including the car of TABAMO were seen roaming around Pulung-Bulu<br />

area looking for drug pushers as alleged victim. It was at that time (11:45 P.M. of<br />

July 1, <strong>2010</strong>) when the suspects decided to free the victims.<br />

• On July 2, <strong>2010</strong> at about 9:30 P.M., operatives of Pampanga<br />

CIDT-3RCIDU of this Group deployed and waited along the vicinity of the<br />

TABAMO residence expecting for the arrival of the suspects who insinuated to<br />

the complainants that they will get the Php 200,000.00 from them but proved<br />

futile.<br />

• On July 3, <strong>2010</strong> at about 11:35 A.M., operatives of<br />

Pampanga CIDT pre-positioned themselves in the vicinity of the place of<br />

occurrence where the supposed pay-off shall take place. Adelaida TABAMO<br />

approached and handed the marked money amounting to Php 2,000.00 with<br />

boodle money to Christopher Ryan VERGARA and Calixto Aban CASTILLO who<br />

in turn gave the plastic bag containing the divested items confirming that the<br />

extortion activity was consummated that resulted to the immediate arrest of the<br />

suspects.<br />

• While the police operation is still going on, the operatives<br />

noticed a motorcycle driven by PO2 BAUTISTA and a Honda Civic car with Plate<br />

No. TJD-184, the same vehicle identified to be the vehicle of the suspects<br />

hurriedly leaving the area, applying the hot pursuit dictum, a car chase ensued<br />

and was able to recover the said car at Zamora Street, Lourdes Sur, Angeles<br />

City which was left behind by the suspects. The operatives recovered the helmet<br />

of PO2 BAUTISTA at Caltex Marisol, McArthur Highway, Angeles City.<br />

• A case for violation of Article 294 of the RPC (Robbery with<br />

Violence against/or Intimidation of Person/Robbery Extortion) was filed against<br />

resulted in the rescue of Shendy May C. Parcon, 17 years old, 4 th year high<br />

school student and the arrest of Jackly Sampigan PIAGAL @ Lando/Dando, the<br />

alleged abductor.<br />

• The operation was based on the complaint lodged by MAJ.<br />

EDUARDO T. PARCON, PAF before the Office of 9RCIDU of this Group that her<br />

daughter Shendy May was missing since July 8, <strong>2010</strong>. Based on the information<br />

received by complainant, victim was sighted and seen at Brgy. Manganese,<br />

Gutalac, Zamboanga del Norte, where she was rescued.<br />

IN ANGELES CITY, PAMPANGA<br />

• Recovery of one (1) silver Hyundai Grand Starex GL van<br />

with plate no. NIY-101 at the parking lot of Garcia Hospital located along Rizal<br />

St., Angeles City at about 4:30 in the afternoon of September 08, <strong>2010</strong> during a<br />

police operation conducted by elements of Pampanga CIDT led by PCINSP<br />

DANILO G. MENDOZA.<br />

• Initial investigation conducted by probers of Pampanga CIDT<br />

disclosed that said motor vehicle was pawned to Dr. Ramon KATIGBAK y Ampil<br />

of Nr. 36-22 Avenue of 1976 Carmenville Subd., Angeles City by Dr. Oliver<br />

TABUJARA of Casa Milan, Quezon City for Php 40,000.00. Dr. KATIGBAK<br />

voluntarily surrendered said motor vehicle. Examination of the photocopy of the<br />

OR and CR described that said motor vehicle was registered under the name of<br />

Mr. Raymundo CANCIO y Viceral. Subject motor vehicle was brought to<br />

Pampanga CIDT Office for record and verification after being photographed. LTO<br />

verification will be made to determine the rightful owner of said motor vehicle.<br />

2. NEUTRALIZATION OF ALLEGED CARNAPPER<br />

IN HAGONOY, BULACAN<br />

• Neutralization/Killing ofReynaldo VIRAY @ Terong at about<br />

3:05 in the afternoon of September 20, <strong>2010</strong> during an entrapment operation<br />

conducted by joint elements of Bulacan CIDT, PPSC, Bulacan PPO and<br />

Hagonoy PS under the over-all supervision of PCINSP MARLON R SANTOS at<br />

Purok 2, Brgy. San Agustin, Hagonoy, Bulacan against said person who will<br />

sell/deliver for Php6,000.00 a suspected stolen motorcycle to Bulacan CIDT<br />

poseur-buyer.<br />

• During the transaction, the suspect sensed the presence of<br />

the police authorities and immediately ran in a small alley. During a brief chase,<br />

suspect drew a cal. 45 pistol and aimed at the pursuing police officers prompting<br />

the officers to shoot the suspect hitting him in the different parts of his body.<br />

Subject was rushed to Emilio Perez District Hospital, Hagonoy, Bulacan but was<br />

pronounced dead on arrival by the attending physician. SOCO team led by PSI<br />

GINA C LEDESMA processed the crime scene and recovered one (1) cal. 45<br />

pistol with magazine and ammunitions, one (1) Suzuki Shogun R motorcycle<br />

without plate number and personal property/belongings of Reynaldo VIRAY.<br />

3. CONFISCATION OF ALLEGED CARNAPPED MOTORCYCLES<br />

IN TANUAN CITY, BATANGAS<br />

• On August 27, <strong>2010</strong>, an information was received by<br />

personnel of Batangas CIDT Office from a civilian informant that a certain<br />

@Edward of Brgy Bilog-bilog, Tanauan City, Batangas is allegedly trading<br />

suspected stolen motorcycles in said locality. Further information revealed that<br />

three (3) units of motorcycles were spotted in the compound of subject person.<br />

• On August 28, <strong>2010</strong>, a team from Batangas CIDT-4ARCIDU<br />

of this Group proceeded to Brgy. Bilog-bilog, Tanauan City, Batangas to verify<br />

the veracity of the information. Upon arrival thereat, operatives saw in plain view<br />

three (3) motorcycles parked in a vacant lot near the house of a certain Severino<br />

GONZALES, with the following descriptions:<br />

- One (1) Honda Wave 100cc colored black without<br />

plate number (in running condition);<br />

- One (1) Honda Dio Scooter 50cc colored black<br />

without plate number (in running condition); and<br />

- One (1) Mitsokoshi SYM Scooter 100cc colored<br />

green bearing plate number UB3893 with Plate<br />

Sticker No. 4375051 CY-2006 (in running<br />

• On query, Edward MANZON y Malong, 30 years old, single,<br />

mechanic, native of Kias PMA, Baguio City, presently residing in Brgy Bilogbilog,<br />

Tanauan City, Batangas and son-in-law of Severino Gonzales told the<br />

operatives that said motorcycles were entrust to him for repair/modification. The<br />

above-cited motorcycles were brought to Batangas CIDT Office for verification<br />

and proper disposition.<br />

• On September 6, <strong>2010</strong> at about 8:00 A.M., a telephone call<br />

was received from PSUPT BAZAR informing NMMCIDT office that there is<br />

ongoing hijacking incident in the<br />

boundary of Caloocan and Quezon<br />

City. The hijacked truck owned by<br />

UNILEVER was first monitored thru its<br />

GPS heading towards the direction of<br />

• Immediately, a team was formed and while on way to the<br />

area coordinated to PSSUPT RONALD ESTILLES, Chief, AOCD and PCI<br />

JEROME BALBONTIN, Chief, CMMCIDT who at that time was also instructed to<br />

proceed thereat. A text message was received informing that the truck was<br />

monitored at the vicinity of Llano Road corner Del Mundo Village Caloocan City<br />

and moving towards Brgy. San Bartolome, Quezon City.<br />

• At about 9:30 AM, of same date, the truck bearing plate<br />

number TXE-568 spotted along Kalayaan Avenue, Nagkaisang Nayon, Quezon<br />

City. The team swiftly assaulted the truck and discovered to be abandoned.<br />

Three (3) persons were invited by the AOCD for inquiry. At about 3:00 PM, of<br />

same date, the driver and helper of the truck were found at Dasmarinas, Cavite<br />

and the Chief, AOCD is now coordinating with the COP of Dasmarinas <strong>Police</strong><br />

Station for invitation of the abovementioned persons for some clarificatory<br />

questions.<br />

2. RECOVERY OF NISSAN CEFIRO<br />

• On September 9, <strong>2010</strong> at about 8:00 A.M., complainant Lee<br />

Young MOK, 43 years old, married, Korean <strong>National</strong> and resident of No. 2409 A,<br />

Wack Wack Twin Towers Condo, Mandaluyong City appeared before NCRCIDU<br />

of this Group, requesting for police assistance re: entrapment plan against a<br />

certain Kim Young GI, a Korean <strong>National</strong> for Estafa, Swindling and Carnapping.<br />

• Accordingly, said suspect contacted the complainant asking<br />

for Php 300,000.00 in exchange for the return of the said motor vehicle in<br />

question. Acting on the foregoing request, at about 3:00 PM, of same date,<br />

elements of this Unitwentto the vicinity of BIZ Café located at Friendship Village<br />

Korean Town, Dau, Pampanga, for the entrapment operation. However, the<br />

suspect did not show up.<br />

• Through the help of some members of Korean organization,<br />

the said motor vehicle was voluntarily surrendered by one Lee Chong RYONG,<br />

32 years old, single, Korean <strong>National</strong> and resident of No. 6-7 Taguete Avenue,<br />

Carmenville Subd., Angeles City. When investigated, said driver alleged that he<br />

was only instructed by the Korean organization members to drive the car to BIZ<br />

Café. Subsequently, the driver, Lee Chong RYONG together with the recovered<br />

motor vehicle a Nissan Cefiro were brought to this Unit for investigation and<br />

proper disposition. Coordination was made with Highway Patrol Group (HPG) for<br />

the lifting of the alarm of the said motor vehicle.<br />

Capiz CIDT led by SPO4 Rito O Delos Santos served that Warrant of Arrest of<br />

one TEDDY VENUS y AREVALO of Sitio Tag-aw, Brgy. Bungsu-an, Dumarao,<br />

Capiz issued and signed by Hon Judge Esperanza Isabel Poco-Deslate, RTC,<br />

Branch 19, Roxas City for Murder dated August 24, <strong>2010</strong> in coordination with the<br />

Dumarao PNP.<br />

12:00 PM, the latter was not around. In the process, said team was able to arrest<br />

control one (1) complete assembly of 12 gauge (homemade) shotgun loaded with<br />

one (1) live cartridge of same caliber, two (2) incomplete/damaged 12 gauge<br />

(homemade) shotgun, four (4) live cartridges of same caliber and eight (8)<br />

pieces sling shot arrows.<br />

arrest of Ruben VITUG JR y Calasicas @Tisoy, 34 years old, a police asset,<br />

married and resident of No. 34 Tirad Pass Street, Bagong Barrio, Caloocan City<br />

after he took hold of the entrapment money of two (2) pcs of Php 500.00 bills.<br />

• The operation was prompted by the complaint of Mrs. Elena<br />

FERNANDEZ y Tenorio of 171 Gen. Malvar Street, Bagong Barrio, Caloocan<br />

City and referred to Mr. BEN TULFO of the TV Program BITAG that unidentified<br />

policemen from Caloocan City <strong>Police</strong> Station arrested her daughter Mariliz<br />

TENORIO on suspicion of being a drug peddler and demanded the amount of<br />

Php 100,000.00 for her release which subsequently lowered to Php 5,000.00.<br />

• Complainant further alleged that @TISOY, a police asset<br />

was the intermediary in the extortion activity and had been under instruction by<br />

the police officers to receive the money, which was given beside the Caloocan<br />

Fire Station. Upon his arrest, @TISOY was further found to be in possession,<br />

control and custody of one (1) Cal .22 Revolver (Paltik) defaced without<br />

ammunitions.<br />

• The arrested suspect and confiscated items were brought to<br />

NMMCIDT office for investigation and proper disposition. Cases for Robbery<br />

(Extortion) and Violation of PD 1866 as amended by RA 8294 were filed against<br />

the arrested suspect before the Prosecutors Office of Caloocan City thru Inquest<br />

Prosecutor Manuel Guiyab under IS#XV-02-INQ-10-1-01411-12 who<br />

recommended the suspect’s further detention in lieu of Php 100,000.00 for<br />

Robbery and Php 60,000.00 for Violation of PD 1866.<br />

the Provincial Prosecutor’s Office, Negros Occidental, Bacolod City docketed<br />

under NPS No. VI-14-INQ-10G-00155.<br />

• After finding probable cause, Inquest Prosecutor Edgar B.<br />

Baylin resolved that an Information for the offense charged be immediately filed<br />

in court and ordered the further detention of the respondent while the required<br />

bail for his provisional liberty is yet to be fixed by the court.<br />

• On the other hand, documents and the physical evidence<br />

Trafalgar Manor located at No. 127 Esteban Abada Street, Varsity Hills, Brgy.<br />

Loyola Heights, Quezon City for Violation of Section 11, Article II of RA 9165<br />

known as the Comprehensive Dangerous Drug Act of 2002 that resulted to the<br />

confiscation of twenty-four (24) kilos of suspected Methamphetamine<br />

Hydrochloride containing white crystalline (shabu).<br />

• No arrest was made since the subject person/respondents<br />

were not around during the implementation of the search warrant. Confiscated<br />

items were brought to PDEA for documentation and proper disposition. Case is<br />

being readied for filing against Joshua TAN (at-large) before the proper court.<br />

3. CONFISCATION OF 3 KILOS OF MARIJUANA FRUITING<br />

TOPS IN PANABO CITY<br />

• On August 15, <strong>2010</strong>, elements of Davao del Norte CIDT-<br />

operation along <strong>National</strong> Highway, in front of Panabo Overland Transport<br />

Terminal, Brgy. Gredu, Panabo City, which resulted in the arrest of Lemuel<br />

SANTIAGO y Plaza @ Nonoy and the confiscation of three (3) kilos of dried<br />

Marijuana Fruiting tops after receiving marked money from poseur buyer.<br />

• A case for violation of Section 5 of RA 9165 (Comprehensive<br />

Dangerous Drugs Act of 2002) was filed against the arrested suspect before the<br />

Provincial Prosecutor’s Office, Panabo City, Davao del Norte docketed under<br />

NPS No. XI-08-INQ-10H-00086.<br />

4. ERADICATION OF MARIJUANA PLANTATION<br />

AT BRGY. PATONG, BADIAN, CEBU<br />

• On August 11, <strong>2010</strong>, elements of 7RCIDU of this Group<br />

together with 303 rd Air Intelligence Security Squadron of the PAF, 308 th CIS -<br />

300 th AISG, OD2-2 nd AD in coordination with PDEA 7 conducted Marijuana<br />

eradication at the mountainous area of Brgy. Patong, Badian, Cebu that resulted<br />

in the uprooting of 15,000 stalks of Fully Grown Marijuana Plants in eight (8)<br />

different areas with an estimated DDB value of Php 3,000,000.00.<br />

• The alleged Marijuana plant owner was not around and<br />

nowhere to be found during the said operation and the 10,000 stalks of the<br />

uprooted Marijuana plants were burned in the area. The remaining 5,000 stalks<br />

were brought and turned-over to PDEA 7 and witnessed by GMA 7 Cebu for<br />

evidence and sample.<br />

5. CONFISCATION OF 20 GRAMS OF SHABU<br />

IN SAN CARLOS CITY, NEGROS OCCIDENTAL<br />

• On August 5, <strong>2010</strong>, elements of Negros Occidental CIDT-<br />

6RCIDU of this Group together with San Carlos CPO in coordination with PDEA<br />

6 and 7 conducted buy-bust operation at Eco-Tourism Hi-way, Brgy. Rizal, San<br />

Carlos City, Negros Occidental particularly at the vehicle of the suspects, a<br />

Sportage colored dark green with Plate No. GBX-811, which resulted in the<br />

arrest of Lorenzo Larry Cara-at SALEM and Enezer C. SALEM.<br />

• However, when the aforesaid operatives effecting arrest to<br />

the duo, Lorenzo Larry Cara-at SALEM resisted and drew his cal .45 pistol<br />

prompting the operatives to neutralize him by shooting latter, hitting him at the<br />

left thigh. Confiscated from the possession of the suspects were two (2) plastic<br />

sachets containing crystalline substance believe to be shabu weighing MOL<br />

twenty (20) grams.<br />

• A case for violation of Section 26 in relation to Section 5,<br />

Article 11 of RA 9165 (Comprehensive Dangerous Drugs Act of 2002) was filed<br />

• On September 15, <strong>2010</strong>, elements of COMVAL CIDT-<br />

11RCIDU of this Group together with Maco <strong>Police</strong> Station in coordination with<br />

CENRO Maco, COMVAL Province conducted operation along <strong>National</strong> Highway,<br />

Maco, Compostela Valley Province, which resultedin the interception of one (1)<br />

unit Maroon Fuzo Canter bearing Plate No. GFX-295 driven by Jonathan Subito<br />

GONZALES, 37 years old, and the confiscation of undetermined volume of forest<br />

products “200 Saplings/50 Poles” with estimated market value of Php 14,000.00.<br />

Further verification revealed that the said cargo was transported without valid<br />

documents and clearances.<br />

• Meanwhile, abovementioned seized cargo and its<br />

conveyance was properly turned-over to CENRO XI-1B, Maco, COMVAL,<br />

Province for custody and examination to determine its exact volume and species<br />

2. OPERATION AGAINST ILLEGAL FISHING IN THE SHORELINES<br />

• On September 15, <strong>2010</strong>, elements of Bataan CIDT-3RCIDU<br />

of this Group together with Mariveles MPS conducted operation on the reported<br />

illegal fishing at the shorelines of Brgy. Lucanin, Mariveles, Bataan, which<br />

resulted in the arrest of Dante MASBANG y Dadizon and Alfredo ARRANCHADO<br />

y Orriesga and the confiscation of one (1) fishing boat marked “Pahublot” with<br />

property identification F/B Angie 05 and loaded with five (5)<br />

containers/”banyeras” of assorted fishes weighing MOL seventy (70) kilos with an<br />

3. INTERCEPTION OF A SADAM TRUCK<br />

AT NATIONAL HIGHWAY, BRGY. BOSO, MATI,<br />

DAVAO ORIENTAL LOADED WITH LAUAN SPECIES<br />

• On August 1, <strong>2010</strong>, elements of Davao Oriental CIDT-<br />

11RCIDU of this Group conducted operation at <strong>National</strong> Highway, Brgy. Boso,<br />

Mati, Davao Oriental, which resulted in the interception of one (1) Unit Sadam<br />

truck colored dark gray without plate number nor copies of LTO registrations,<br />

loaded with 15.74 cubic meters of Lauan species.<br />

• The truck driver was identified as Eduardo AMBASAN y<br />

Macasasan and being escorted Mark Anthony GOFREDO y Saldua and five (5)<br />

other truck helpers, failed to present pertinent documents for shipment, hence<br />

the truck together with all the occupants was brought to Davao Oriental CIDT<br />

Office for proper disposition and documentation. Initial investigation revealed that<br />

the owner of the shipment was a certain @ Sixto as averred by the truck driver.<br />

• Personnel from CENRO-DENR of Mati, Davao Oriental who<br />

conducted technical examination/inspection of the above forest products valued<br />

the seized items amounting to MOL Php 75,000.00.<br />

• A case for violation of PD 705 was filed against the arrested<br />

suspects together with @ Sixto before the Provincial Prosecutor’s Office, Mati<br />

City, Davao Oriental docketed under NPS No.XI-10-INV-10G-0075.<br />

4. CONFISCATION OF 2,223.49 BOARD FEET OF<br />

NARRA LUMBERS IN ILAGAN, ISABELA<br />

• On July 25, <strong>2010</strong>, elements of Isabela CIDT-2RCIDU of this<br />

Group together with IPPSMC, Ilagan PS in coordination with CENRO Operatives,<br />

PENRO and MEMRO Task Forces responded to a report from concerned citizen<br />

that allegedly an illegal logs and timbers are being drowned along Pinacuan river<br />

located at Alinguigan 2 nd , Ilagan, Isabela.<br />

• Upon arrival of the operating team, suspects scampered to<br />

different direction and abandoned the seventeen (17) pieces of Narra flitches that<br />

when scaled have an aggregate volume of 2,223.49 board feet.<br />

• Confiscated logs were hauled and deposited to CENRO<br />

Isabela for safekeeping and conduct of administrative confiscation adjudication<br />

proceeding as provided under DAO 97-32.<br />

5. RECOVERY OF ILLEGALLY CUT LOGS<br />

IN AGUSAN RIVER, BUTUAN CITY<br />

• On July 12, <strong>2010</strong>, elements of 13RCIDU of this Group<br />

conducted operation at Agusan River, Butuan City, which resulted in the<br />

interception of undetermined volume and sizes of round logs, believed to be<br />

illegal species, with an estimated market value of Php 700.000.00, transported<br />

(10) others and allegedly owned by a certain Carlos TANJAY.<br />

• The arrested escorts and confiscated logs were brought to<br />

pending investigation while coordination is made with DENR-CENRO for final<br />

scaling to determine the exact volume of confiscated logs, prior to the filing of<br />

criminal charge against the alleged owner for violation to the provision of<br />

of this Group arrested one Orlando AGBALOG y Pilesco, 22 years old, married,<br />

jobless and a resident of above-mentioned place in connection with the complaint<br />

of Ms. Lois Ann UDARBE y Garcia, 15 years old, second year high school<br />

student of Camaman-an <strong>National</strong> High School, Cagayan de Oro City who was<br />

allegedly raped by the above named suspect at about 5:00 P.M. of September<br />

12, <strong>2010</strong> at Purok 4-A, Brgy. Gusa, Cagayan de Oro City.<br />

• A case for Rape was referred before the City Prosecutor’s<br />

Office, Cagaayn de Oro City on September 13, <strong>2010</strong> docketed under IS No. INQ-<br />

101-602 thru inquest proceedings and subsequently filed in Court on September<br />

14, <strong>2010</strong> in FC Case Nr <strong>2010</strong>-352.<br />

2. RESCUE OF NINETEEN (19) MINORS FROM DIFFERENT<br />

ESTABLISHMENTS AND NIGHTCLUBS IN PAMPANGA<br />

• Arrest of thirty-nine (39) managers, floor managers and<br />

cashiers and rescue of two hundred eighty-six (286) dancers/GROs and<br />

waitresses including nineteen (19) minors during a simultaneous operation<br />

conducted by joint elements of Pampanga CIDT-3RCIDU of this Group, NBI<br />

Region 3, Office of SILG, PNP Legal Service and Special Action Force in<br />

coordination with the DSWD and Angeles City <strong>Police</strong> Office at about 11:00 in the<br />

evening of September 15, <strong>2010</strong> at Forbidden City Club, Camelot Club and Dirty<br />

Duck Club- all located at Fields Avenue, Balibago, Angeles City, Pampanga.<br />

• During the operation, female dancers/GROS of said<br />

establishments were caught while in the act of having sexual intercourse with<br />

male civilian assets used in the said operation. Arrested and rescued persons<br />

were brought to PNP Training Service School for Values and Leadership Annex<br />

Building, 7372 Gil Puyat Avenue, CFZ, Clarkfield, Pampanga for documentation<br />

and proper disposition.<br />

• Inquest case for Violation of RA 9208 (Human Trafficking<br />

acts of 2008) against the forty (40) arrested personnel of Camelot Club docketed<br />

under IS No. XVI-INQ10I-00051; Dirty Duck Club docketed under IS No. XVI-<br />

INQ10I-00052 and Forbidden City Club docketed under IS No. XVI-INQ10I-<br />

00053 through Department of Justice Prosecutors at the PNP Training Service<br />

3. RESCUE OF A 6-YEAR OLD BOY IN LUCENA CITY, QUEZON<br />

• On August 17, <strong>2010</strong> at about 11:00 A.M., a group of<br />

teachers from Brgy. Gulang-gulang Elementary School headed by Ms. Mariba O.<br />

Arela appeared before the Quezon CIDT Office and requested assistance<br />

regarding her student Mike Bobis y Tan, 6 years old who was allegedly<br />

maltreated/assaulted by his step-father Jonald ZUÑIGA in their rented apartment<br />

located at Aregon Street, Saint Michael Subdivision, Brgy. Gulang-gulang,<br />

Lucena City.<br />

• Investigation disclosed that prior to the incident, the victim<br />

was inside the house preparing to go to school with his mother Mrs. Cindy T.<br />

Bobis, when the suspect mauled him and maltreated using a blunt instrument.<br />

After the incident, the suspect angrily ordered the victim to leave despite of the<br />

injuries he sustained. While the victim attended classes inside the room, Ms.<br />

ARELA noticed that his eyes were teary. When asked what happened, the victim<br />

replied that he was maltreated by his step-father. At this juncture, Ms. ARELA<br />

reported the incident to his immediate school principal, who personally appeared<br />

before the Quezon CIDT Office seeking for assistance.<br />

• Immediately thereafter, the team coordinated with DSWD<br />

headed by Mrs. Emelinda S. Quinsanos and Ermelinda Garcia and brought the<br />

victim to Quezon Medical Center, Lucena City for treatment. Finding on records<br />

of Medical Examination by the attending physician showed that the victim<br />

sustained injuries due to mauling, particularly a Hematoma on his Occipital right,<br />

upper right Arm, right shoulder, left forearm, wrist and right arm.<br />

• At about 3:30 P.M. of same day, based on the complaint a<br />

follow-up operation was conducted that resulted to the arrest of Jonald A.<br />

ZUÑIGA. When investigated further, respondent opted to remain silent.<br />

• Cases for violation of RA 9262 (Anti-Violence Against<br />

Women and their Children) and violation of RA 7610 (Child Abuse) were filed<br />

against the arrested suspect before the City Prosecutor’s Office, Lucena City,<br />

Quezon docketed under IS No. IV-16-INQ-10H-00281.<br />

4. RESCUE OF TWO (2) FEMALE MINORS IN TUBURAN, CEBU<br />

• On August 12, <strong>2010</strong>, elements of 7RCIDU of this Group<br />

conducted operation at Brgy. Dos, Tuburan, Cebu, which resulted in the rescue<br />

of two (2) female minors identified as Leonie Laurente y Bazaran, 17 years old, a<br />

3 rd High School student and her sister Leonita Laurente y Bazaran, 12 years old,<br />

a grade 5 pupil and the arrest of the suspect Leonardo LAURENTE y Esdrillon,<br />

50 years old, father of the victims.<br />

• The operation was conducted based on the formal complaint<br />

of Norma Barazan, mother of the victims who personally appeared before<br />

7RCIDU Office accompanied by members of Crusade Against Crimes, Cebu City<br />

headed by Mrs. Thelma Chiong at about 3:00 P.M. and sought assistance for the<br />

rescue of her two (2) minor daughters. The evil acts were allegedly committed by<br />

their father, while they were under his custody in his house at Brgy. Dos,<br />

Tuburan, Cebu. The said complaint was also supported by a letter of one (1) of<br />

the victims Leonie, stating therein the lascivious conduct of their father.<br />

• After a thorough evaluation of the report, a team from<br />

7RCIDU proceeded to the residence of the suspect where the victims were<br />

reportedly sexually abused at Brgy. Dos, Tuburan, Cebu and conducted rescue<br />

operation. As the result thereof, the said two (2) minor victims were rescued from<br />

the hands of their father, and positively identified their own father as the person<br />

who raped them on several occasions. The suspect initially resisted arrest but<br />

was subdued by the lawmen.<br />

• During the course of further investigation, victim Leonie<br />

stated that the evil acts of their own father started sometime in the year 2002<br />

until the month of July <strong>2010</strong>. She was first raped by her own father when she was<br />

9 years old and in grade 2, while Leonita averred that, she was raped when she<br />

was 10 years old and a grade 3 pupil in August 5, 2005 until 2008. Accordingly,<br />

the victims were being coerced and threatened by their father that they will be<br />

killed if they will tell to anybody or report the matter to the authority regarding his<br />

evil act.<br />

• On August 16, <strong>2010</strong>, a case for violation under Article 266-A<br />

(Rape) of the RPC, in relation to RA 7610 (Child Abuse) was filed against the<br />

arrested suspect before the Provincial Prosecutor’s Office, Cebu City docketed<br />

under IS No. VII-03-INQ-10H-0648.<br />

5. RESCUE OF A 4-YEAR OLD GIRL IN MANDAUE CITY, CEBU<br />

• On July 20, <strong>2010</strong>, elements of 7RCIDU of this Group<br />

accompanied with the victim/complainant Edelyn Avenido, 29 years old,<br />

conducted operation at Brgy. Basak, Mandaue City, which resulted in the arrest<br />

of Julito Catipay MANCAO, 40 years old, live-in partner of the victim and the<br />

rescue of Judelyn Joy Mancao, 4 years old, daughter of Edelyn and Julito.<br />

• The operation was based on the complaint of the victim,<br />

EDELYN who appeared before 7RCIDU Office and requesting for assistance<br />

regarding her live-in partner JULITO who inflicted physical and psychological<br />

violence in several occasions against her, taking custody and depriving her to<br />

visit their 4-year old child JUDELYN JOY.<br />

IN BRGY. STO. DOMINGO, QUEZON CITY<br />

• On September 14, <strong>2010</strong> at about 11:00 P.M., elements of<br />

CMMCIDT-NCRCIDU of this Group conducted operation at PERSEUS SPA<br />

located at No. 528-A Banawe Street, Brgy. Sto. Domingo, Quezon City after<br />

confirming through an undercover policeman that it was being used as<br />

prostitution den. The operation resulted in the arrest of Mark SANTOS y<br />

Manumbas, 21 years old, cashier/ manager/ caretaker of said SPA who offered a<br />

young lady/ SPA personnel for sexual gratification for fee and accepted payment/<br />

marked money in the amount of Php 3,000.00 from the policeman who acts as<br />

poseur client.<br />

• Rescued in the operation were ten (10) female workers who<br />

were confirming that their employer was sexually catering them for fee to male<br />

clients. On September 15, <strong>2010</strong>, the arrested suspect was brought to Quezon<br />

2. OPERATION AGAINST CREEK SIDE GRILLED<br />

AND RESTAURANT IN MEYCAUAYAN, BULACAN.<br />

• On September 7, <strong>2010</strong> at about 1:00 A.M., elements of<br />

Bulacan CIDT-3RCIDU of this Group conducted operation at Creek Side Grilled<br />

and Restaurant located at Brgy. Saluysoy, Meycauayan, Bulacan, which resulted<br />

in the arrest of Ariane FERNANDEZ y Agustin while in the act of having sexual<br />

activity inside the VIP room of said bar with Group’s poseur-customer for a fee of<br />

Php 1,000.00.<br />

• The operation was in response to the information provided<br />

by a concerned citizenthat the said establishment is being used as front of<br />

prostitution and that GROs/entertainers thereat are working without the<br />

necessary Health Permit from concerned government agencies.<br />

• Also arrested were Eric GONZALES y Besin, OIC, Manager<br />

of said establishment and and nine (9) other entertainers/GROs. The owner of<br />

the establishment identified as Marry M Francisco of Metro Gate. Brgy.<br />

Pandayan, Meycauayan, Bulacan was not around during the said operation.<br />

Arrested persons were apprised of their constitutional rights and were brought to<br />

Bulacan CIDT Office for documentation and proper disposition.<br />

• Inquest cases for Violation of RA 9208 (Anti-Trafficking in<br />

Person Act of 2003) and Violation of Section 57, PD 856 (Sanitation Code of the<br />

<strong>Philippine</strong>s) were filed on September 7, <strong>2010</strong> against the above-named<br />

respondents before the City Prosecutors Office, City of Meycauayan, Bulacan<br />

under NPS Docket No. III-08-INQ-10I-00125.<br />

3. ARREST OF A GRO IN A KTV BAR<br />

LOCATED AT BAGONG SILANG, CALOOCAN CITY<br />

• On August 9, <strong>2010</strong>, elements of NMMCIDT-NCRCIDU of this<br />

Group conducted operation at El Marineros KTV Bar located at Phase 4, Bagong<br />

Silang, Caloocan City, which resulted in the arrest of Irene FERNANDEZ y<br />

Operio, 29 years old, GRO, while in the act of having sexual intercourse with an<br />

unidentified customer who eluded arrest during the commotion.<br />

• The Operation stemmed from an information received from<br />

unidentified caller that said bar allegedly engaged in prostitution and other<br />

indecent sexual acts to customer for a fee.<br />

• A case for violation of Article 202 (Prostitution) was filed<br />

against the arrested suspect before Assistant City Prosecutor, Caloocan City<br />

• On August 3, <strong>2010</strong>, acting on the tip-off given by concerned<br />

citizen of Tayabas, Quezon, personnel of Quezon CIDT-4ARCIDU of this Group<br />

conducted raid at Velfare Bar located along Maharlika Highway, Brgy. Isabang,<br />

Tayabas, Quezon, which resulted to the arrest of Lovely BERNAL y Zoleta, GRO<br />

and native of Negros Occidental and residing at Purok Matahimik, Brgy. Cotta,<br />

Lucena City while in the act of dancing nude in front of customers.<br />

• Investigation revealed that the owner of said establishment<br />

was a certain Welson ANG of Lucena City who was not around during the<br />

operation. Arrested person was brought to Quezon CIDT Office for proper<br />

disposition and was subsequently released after confirming that she was a minor<br />

and duly acknowledged by Bong Sajor, her direct custodian.<br />

• A case for Violation of Article 201 of the RPC and violation of<br />

RA 7610 (Child Abuse) was filed against Welson ANG, et. al. before the<br />

Provincial Prosecutor’s Office, Lucena City, Quezon docketed under IS No. NPC-<br />

IV-09-INV-10H-00416.<br />

5. ARREST OF CHINESE NATIONALS IN A RESTO BAR<br />

AT ANGELES CITY, PAMPANGA<br />

• On July 27, <strong>2010</strong>, elements of Pampanga CIDT-3RCIDU of<br />

this Group conducted operation at Shades of China Resto Bar located at<br />

Bagumbayan Subdivision, Angeles City, Pampanga, which resulted in the arrest<br />

of the following suspects:<br />

- Marie Danica PIONES y Palo, 18 years old<br />

(alleged prostitute);<br />

- Vincent GOUN y Padilla, 29 years old, Fil-Chinese<br />

(owner);<br />

- Yang HONG, 23 years old, Fil-Chinese (Cashier);<br />

- Xiang YANG y Jun, 33 years old, Fil-Chinese; and<br />

- Yu YAN y Ting, 29 years old, Fil-Chinese.<br />

• The operation was based on the information by concerned<br />

citizen that said establishment is a front for prostitution.<br />

• Cases for violation of Article 202 of the RPC and PD 969<br />

were filed against the arrested suspects before the City Prosecutor’s Office,<br />

6. ARREST OF A FLOOR MANAGER AT BABILON BAR AND<br />

RESTAURANT IN PINAMALAYAN, ORIENTAL MINDORO<br />

• On July 19, <strong>2010</strong>, elements of Oriental Mindoro CIDT-<br />

4BRCIDU of this Group in coordination with the Business Permit and Licensing<br />

Office of Pinamalayan, Oriental Mindoro conducted operation at Babilon Bar and<br />

Restaurant located at Pinamalayan, Oriental Mindoro, which resulted in the<br />

arrest of Minda CONCEPCION y Jayme, 48 years old, floor manager of said bar<br />

while rendering her duty and approached, offered and negotiated with the poseur<br />

agent of Oriental Mindoro CIDT for the sexual services of their GROs in the<br />

amount of Php 1,500.00.<br />

• A case for violation of RA 9208 (Anti-Trafficking in Persons<br />

Act of 2003) was filed against the arrested suspect before the Pinamalayan<br />

• On September 16, <strong>2010</strong>, elements of Eastern Samar CIDT-<br />

8RCIDU of this Group conducted operation at the vicinity of DUPTORS Terminal<br />

located in Brgy. Songco, Borongan, Eastern Samar, that resulted in the arrest of<br />

Makalintal MUAB y Ali, 27 years old, single, native of Cotabato City and the<br />

confiscation of seventeen (17) pieces of pornographic DVD’s and eighty-nine<br />

(89) pieces of pirated DVD’s/CD’s.<br />

• A case for violation of Article 201 (Obscene Publication) was<br />

filed against the arrested suspect.<br />

2. IMPLEMENTATION OF SEARCH WARRANT AGAINST JAYPEE<br />

CARPO PALALON CALL CENTER IN IMUS, CAVITE<br />

• On September 10, <strong>2010</strong> at about 2:30 P.M.,elements of<br />

Cavite CIDT-4ARCIDU of this Group implemented Search Warrant Nos. 1785-10<br />

and 1786-10 issued by Hon. Cesar A Mangrobang, Judge of RTC Branch 22,<br />

Imus, Cavite against Jaypee C. PALALON and Mr. Henry GOSS, American<br />

<strong>National</strong> of Jaypee Carpo Palalon Call Center, 4 th Floor, DCR Building, Bayan<br />

Luma II, Imus, Cavite for violation of Article 201 of the Revised Penal Code in<br />

relation to Republic Act 8792 (Electronic Commerce Law).<br />

• The search was conducted in an orderly manner and in the<br />

presence of Jaypee C. PALALON and Brgy.Kagawad Librada Reyes of Brgy.<br />

Bayan Luma II, Imus, Cavite. Unfortunately, Mr. Henry GOSS was not present<br />

during the operation. The search resulted in the confiscation of the following<br />

3. ARREST OF SUSPECTS SELLING IN PUBLIC DISPLAY<br />

OF PORNOGRAPHIC DVD IN STA. CRUZ, DAVAO DEL SUR<br />

• On August 25, <strong>2010</strong>, elements of Davao del Sur CIDT-<br />

11RCIDU of this Group conducted operation at Sta. Cruz Public Market, Sta.<br />

Cruz, Davao del Sur against the proliferation of pornographic DVDs in public<br />

display for sale, which resulted in the arrest and the confiscation from their of the<br />

following suspects pieces of evidence:<br />

pornographic DVDs; and<br />

4. OPERATION AGAINST PORNOGRAPHIC MATERIALS<br />

IN CABANATUAN CITY, NUEVA ECIJA<br />

• On August 21, <strong>2010</strong>, elements of Nueva Ecija CIDT-3RCIDU<br />

of this Group conducted operation at the vicinity of Paco Roma, Cabanatuan<br />

City, Nueva Ecija, which resulted in the arrest of Marlyn CHUA and the<br />

confiscation of seven hundred (700) pieces of pornographic DVDs being<br />

displayed and offer for sale by the suspect.<br />

• A case for violation of Article 201 of the RPC was filed<br />

against the arrested suspect before the City Prosecutor’s Office, Cabanatuan<br />

City, Nueva Ecija docketed under CC No. 10305-AF.<br />

5. OPERATION AGAINST PORNOGRAPHIC MATERIALS<br />

IN ATIMONAN, QUEZON<br />

• On July 26, <strong>2010</strong>, elements of Quezon CIDT-4ARCIDU of<br />

this Group together with Atimonan MPS conducted operation after receiving a<br />

telephone call from a concerned citizen informing that pornographic and pirated<br />

CDs/VCDs/DVDs are being sold at Atimonan Public Market.<br />

• The operation resulted in the confiscation of three hundred<br />

nine (309) assorted pornographic and pirated VCDs and DVDs with estimated<br />

street value of Php15,450.00. However, stall owners managed to elude arrest<br />

during the raid upon sensing the arrival of the raiding team. Confiscated items<br />

were brought to Quezon CIDT Office for proper disposition thereby later<br />

identifying the stall owner as Nasser SALIM y Golag of Bel-Air Subdivision, Brgy.<br />

10, Lucena City.<br />

• Cases for violation of RA 9239 and violation of Article 201 of<br />

the RPC was filed against SALIM before the Provincial Prosecutor’s Office,<br />

AT NAIA, PASAY CITY BY IACAT<br />

• On September 11, <strong>2010</strong>, the office of Inter-Agency Council<br />

against Trafficking, based in Ninoy Aquino International Airport, Pasay City<br />

turned-over a respondent Levi Asser A. IGNACIO, 22 years old, single and<br />

resident of Evangelista Street, Corner Looban 4, Talaba Uno, Bacoor, Cavite<br />

together with his complainant ANALIE M. ABRAHAM, 26 years old, single and<br />

resident of Mercedes View Highland, Zamboanga City.<br />

• Investigation conducted disclosed that on September 1,<br />

<strong>2010</strong>, herein complainant in her hometown in Zamboanga City received a call<br />

from a certain Mildred MILANAO from Manila askingher if she is Analie M.<br />

ABRAHAM. She answered that she is Analie M. ABRAHAM who is talking now<br />

with her, afterwards, the caller introduced herself as a legal recruiter and<br />

currently recruiting applicants to work abroad particularly in Lebanon as domestic<br />

helper. Ms. ABRAHAM offered him as Domestic helper in Lebanon with a<br />

monthly salary in the amount of US$ 400.00 thru direct hiring scheme.Payment<br />

of placement fee will be deducted thru salary, she promised also of easy<br />

deployment and if interested in the offer, Ms. ABRAHAM will spend only in<br />

Medical Examination fee and plane ticket in Going to Manila. The said recruiter<br />

told Ms. ABRAHAM that if she is willing to accept the offer, she just contact him<br />

on the said number. As a result of enticement, Ms. ABRAHAM accepted the offer<br />

and undergone medical Examination in Zamboanga City per adviseof Mildred<br />

MILANAO.<br />

• On September 8, <strong>2010</strong>, herein complainant received another<br />

call from her recruiter informing her schedule of deployment which was set on<br />

September 10, <strong>2010</strong> and there is a need for her presence at the NAIA Airport in<br />

Pasay City on the said date. Ms. Analie M. ABRAHAM arrived at Domestic<br />

Terminal at about 7:50 in the evening September 10, <strong>2010</strong> and was fetched and<br />

accompanied by her cousin and brother-in-law in the name of Rodelio CUPO and<br />

Alvie ADRIASsince this is her first to go to Manila. After this, they proceededto<br />

NAIA Terminal 1, Pasay City. Upon reaching the said place, Ms. ABRAHAM,<br />

received a call from her recruiter Mildred advising her to cooperate with them and<br />

promised that she will in the evening. Afterwards, she was instructed again to<br />

proceed to Jollibee located at the ground floor near the arrival area of NAIA to<br />

meet her staff named Levi. Upon meeting with LEVI, Levi confirmed her<br />

departure on that night and assured her deploymentin Lebanon to work as<br />

Domestic helper. Afterwards, recruiter Mildred called again and instructed Ms.<br />

Abraham to wait his Staff named Olga who will give her plane ticket. During the<br />

conversation with Olga, Ms. ABRAHAM asked the legality of her deployment but<br />

they cannot answer properly. At that juncture, sensing that she is a victim of<br />

Illegal Recruitment, she asked the help of Airport <strong>Police</strong> duty at the said vicinity<br />

and hold the recruiter Levi Asser A. IGNACIO and brought him to the office of<br />

Inter-Agency Council against Trafficking, NAIA Task Force against Trafficking in<br />

Persons for investigation. While at the said office, the above-named suspect<br />

failed to show appropriate documents regarding her attempt to deploy Ms<br />

Abraham to Lebanon as Domestic helper. Subsequently, he was turned-over to<br />

this office to include seized ítems for proper investigation and documentation.<br />

• The respondent did there and then, unlawfully, willfully,<br />

deceitfully enticed, enlisted, recruited and promised the complainants of an<br />

overseas job abroad for a fee knowing fully well that she don’t have authority or<br />

license to recruit which is a gross violation of Republic Act No. 8042 (Migrants<br />

Workers and Overseas Filipinos Act of 1995).<br />

2. RE-ARREST OF SUSPECT INVOLVED<br />

IN LARGE SCALE ILLEGAL RECRUITMENT, SWINDLING<br />

AND TRAFFICKING OF MIGRANT WORKERS<br />

• On August 28, <strong>2010</strong> at about 5:50 P.M., Joel V. ESTABILLO<br />

@ Michael Velasco ESTABILLO/Venus Velasco ESTABILLO/Johnny<br />

MARFIL/Jonathan TORRES/Danilo TORRES, 40 years old, a resident of No. 20<br />

Don Francisco Street, Villa Beatriz, Quezon City and/or Brgy. Kalaw, Villaverde,<br />

Nueva Ecija was turned-over to TFAIR-ATCD of this Group after his arrest at the<br />

vicinity of Ermita Manila on or about 3:30 P.M. of same day by his nine (9)<br />

victims/complainants thru citizen arrest.<br />

• Based on the sworn affidavit of the complainants, they were<br />

recruited by suspect Joel ESTABILLO who identified himself as an employee of<br />

J2M International Agency and who has a legal capacity to recruit and deploy<br />

overseas workers to Israel and Malaysia. The complainants were promised a job<br />

such as domestic helper, houseboy and factory worker with a high salary and<br />

collected monies ranging from Php 4,350.00 to Php 380,000.00 as<br />

placement/processing fees. They, however, were deployed in Israel but there<br />

were no available jobs thereat and they were jailed for two (2) days and were<br />

repatriated here back.<br />

• Complainants after arrival in our country verified the<br />

recruitment agency of Joel ESTABILLO and they found out that there is no such<br />

agency and they called up the suspect regarding their situation wherein the latter<br />

agreed to meet them on August 28, <strong>2010</strong> at the parking area vicinity of Jed<br />

Diagnostic Center along Arroceros Street, Ermita, Manila on the ground for their<br />

redeployment together with the suspect’s new applicants.<br />

• At about 3:30 P.M. of same day, the respondent requested<br />

for the change of venue and they agreed to meet at the vicinity of Royal Wings<br />

Travel Agency, Ermita, Manila. During said meeting, the complainants<br />

immediately held the suspect and brought him at the Office of TFAIR of this<br />

Group together with the pieces evidence used by the suspect in defrauding.<br />

• Cases for violation of RA 8042 (Migrant Workers and<br />

Overseas Filipinos Act of 1995) as amended, RA 9208 (Anti-Trafficking in<br />

Persons Act of 2003) and Article 315 (Swindling) – all in Large Scale were<br />

referred for Inquest Proceedings before the duty City Prosecutor Lanie Ramos<br />

and the latter affirmed the commitment of the respondent.<br />

3. ARREST OF ROMANIAN NATIONAL IN FRONT OF<br />

US EMBASSY, ROXAS BOULEVARD, ERMITA, MANILA<br />

• On August 19, <strong>2010</strong>, elements of TFAIR-ATCD of this Group<br />

conducted operation in front of the United States Embassy located at Roxas<br />

Boulevard, Ermita, Manila that resulted to the arrest of Matei RAZVAN OCTAVIA,<br />

a Romanian <strong>National</strong> with Passport No. 15095092 and a holder of US Permanent<br />

Resident Card No. A#096-777-162 with <strong>Philippine</strong> Address at Room 603 Grand<br />

Prix Hotel, Mabini Street, Ermita, Manila while in the act of recruiting, enlisting,<br />

contracting, canvassing, hiring and promising the complainants of a non-existing<br />

job in the US using fraudulently obtained job order.<br />

• The operation stemmed from the request of Regional<br />

Security Office, Criminal Investigation for US Embassy Manila through Special<br />

Agent Douglas Carter requesting for investigation relative to the complaints of<br />

Shaneth Razon Pueblo and six (6) others against the suspect for illegal<br />

recruitment.<br />

• Investigation conducted disclosed that the suspect recruited<br />

the complainants to work as housekeeper in resorts such as Mayan Inn,<br />

Mainsail, Plaza Resort and Spa, Makai, La Playa and the Comfort and Quality<br />

Inn in the United States of America. The suspect claimed that he was the Vice-<br />

President of the Resort Staffing Agency (RSA) located at 290B US Highway 1,<br />

Suite 103 Ormond Beach, FL 32174 and the direct person of contact in Manila.<br />

• However, an investigation conducted by the American<br />

Embassy in Manila revealed that the suspect has fraudulently obtained US Job<br />

Orders for 392 <strong>Philippine</strong> workers, when in fact the petitioned jobs do not exist.<br />

Moreover, the suspect referred his recruited applicants to the following local<br />

recruitment agency to facilitate the processing of their documents, to wit:<br />

- Speed Continental Employment Agency,<br />

Incorporation located at DR.-1 2 nd Floor SBL<br />

Building, General Maxilon Avenue Extension,<br />

Cebu City;<br />

- SHFIA International Manpower Services located at<br />

Ground Floor, 2 nd Floor, 3 rd Floor, 1856 España<br />

Street, Sampaloc, Manila;<br />

- RRT Consultancy Assessment Services<br />

Corporation located at Aurora Boulevard, Quezon<br />

City; and<br />

- Mission Way Manpower Services Incorporation<br />

located at Ground Floor Units A and B (2 nd Floor)<br />

and 3B, 1828 San Marcelino Street, Malate,<br />

Manila.<br />

• The applicants were denied of the visas applied for due to<br />

fraudulent Job Orders and Non-Existent jobs in the US when verified by the US<br />

Embassy, Manila with the Inner Circle Management, a company that deploys<br />

overseas workers for Mayan Inn, Mainsail, Plaza Resort and Spa, Makai, La<br />

Playa and the Comfort and Quality Inn. Likewise, the Inner Circle Management<br />

certified that they did not enter into any contract with the Resort Staffing nor have<br />

solicited Resort Staffing to place any of their workers from the <strong>Philippine</strong>s at any<br />

of the locations that they manage.<br />

• Verification made by ATCD Office of this Group with the<br />

POEA revealed that RRT Consultancy Assessment Services Corporation and<br />

Matei RAZVAN OCTAVIAN is not authorized to recruit and deploy OFWs abroad.<br />

Likewise, verification with the Bureau of Immigration revealed that suspect was<br />

here in the <strong>Philippine</strong>s on a temporary visitor’s status.<br />

• Seized and recovered from the possession and control of<br />

Matei RAZVAN OCTAVIAN were the following items, to wit:<br />

• Immediately after the arrest, the suspect was apprised of his<br />

rights as provided for under the Constitution of the Republic of the <strong>Philippine</strong>s<br />

and was brought to TFAIR-ATCD Office of this Group for investigation together<br />

with the seized items.<br />

• Cases for violation of RA 8042 (Migrant Workers and<br />

Overseas Filipinos Act of 1995) as amended and Article 315 (Swindling) of the<br />

RPC both in Large Scale were filed against the arrested suspect.<br />

• On September 6, <strong>2010</strong>, an RTC Information dated August<br />

26, <strong>2010</strong> was received by TFAIR-ATCD of this Group charging accused Razvam<br />

MATEI y Octavian for illegal recruitment in large scale docketed under CC No.<br />

10-278056 with no bail recommended.<br />

• On September 7, <strong>2010</strong> at about 8:30 A.M., said accused<br />

was presented before Judge Teresa P. Soriano, RTC Branch 27, Manila for<br />

Arraignment by virtue of the Procedure Order dated September 3, <strong>2010</strong> but was<br />

reset on September 22, <strong>2010</strong> at 8:30 A.M. due to Motion to Quash by his<br />

counsel, Atty. Carmelo B. Culvera.<br />

• Likewise on same day, said accused was transferred to<br />

Manila City Jail for confinement by virtue of the Commitment Order dated<br />

September 6, <strong>2010</strong> issued by Judge Teresa P. Soriano pending the termination<br />

of above criminal case for illegal recruitment.<br />

4. ARREST OF ILLEGAL RECRUITER IN LAL-LO, CAGAYAN<br />

• On July 12, <strong>2010</strong>, elements of Aparri CIDT-2RCIDU of this<br />

Group accompanied with the victims/complainants conducted entrapment<br />

operation at Brgy. Magapit, Lal-lo, Cagayan, which resulted in the arrest of<br />

Tessie Aggalut Vda. De Cabang after receiving Php 1,500.00 marked money.<br />

• The operation was based on complaints lodged by Dennis<br />

Pungtilan Manuel and three (3) others against the suspect who identified herself<br />

to them as Ginalyn BUGARIN, a resident of Centro, Pagudpud, Ilocos Norte. In<br />

the joint sworn complaint-affidavit of the victims, they averred that they were<br />

recruited by the suspect on February 3, <strong>2010</strong> to work as overseas contract<br />

worker as fruit picker in Norway. As part of the recruitment process, suspect<br />

obliged the complainant to pay the required fees of their travel documents which<br />

was readily paid in equal and installment basis by the complainants in the total<br />

amount of Php 60,000.00 each. Suspect demanded again Php 5,000.00 each as<br />

additional payment for placement fees, that caused them to doubt that suspect is<br />

an illegal recruiter.<br />

• During the arrest, the team identified the suspect as the one<br />

they previously arrested for three (3) counts of Illegal Recruitment and Estafa,<br />

but the cases were ordered dismissed by the court after suspect entered into a<br />

compromise agreement with the victims/complainants.<br />

• Cases for violation of RA 8042 (Large Scale Illegal<br />

Recruitment) and violation of Article 178 (Using Fictitious Name and Concealing<br />

True Name) of the RPC were filed against the arrested suspect before the<br />

Provincial Prosecutor’s Office, Appari, Cagayan docketed under NPS No. II-02a-<br />

INQ-10F-00066.<br />

5. ENTRAPMENT OPERATION AT MHEYMAN MANPOWER<br />

INTERNATIONAL IN SAN FERNANDO, PAMPANGA<br />

• On July 5, <strong>2010</strong>, elements of ATCD of this Group conducted<br />

entrapment operation inside the Mheyman Manpower International located in<br />

front of Ford Pampanga, Gapan-Olongapo Road, San Fernando, Pampanga<br />

and/or Building 1, Lot 4, Jose Abad Santos Avenue, Brgy. Dolores, City of San<br />

Fernando, Pampanga that resulted to the arrest of the following suspects, to wit:<br />

- Artemio RACIMO y Dumlao, 58 years old;<br />

- Noel OLIVEROS y Lugtu, 46 years old;<br />

- Joan CASTRO y Bulanadi, 31 years old;<br />

- Rosel SALONGA y Dizon, 31 years old;<br />

• The case stemmed from the complaints of Eden B. Gil and<br />

fifteen (15) others of San Fernando, Pampanga. Investigation conducted<br />

disclosed that complainants were recruited by the above suspects to work in<br />

Cyprus and Greece as farmers, apple picker with a salary of US$ 23.00 per hour,<br />

and will be working for eight hours a day for a three (3) years contract.<br />

Complainants were required to pay an amount of Php 53,500.00 for airline ticket,<br />

transmittal fee, and processing. After paying said amount, the promised jot to the<br />

complainants never materialize.<br />

1RCIDU of this Group conducted operation against rampant illegal fuel trading at<br />

Asin East, Malasique, Pangasinan that resulted to the confiscation of one (1)<br />

gallon of Premium Gasoline containing MOL twenty (20) liters. Jesus NICOLAS<br />

who was not around during the operation allegedly owned said item.<br />

• A case for violation of BP 33 as amended by PD 1865 was<br />

filed against NICOLAS before the Municipal Trial Court of Malasique,<br />

Pangasinan docketed under CC No. 6885.<br />

2. CONFISCATION OF ONE (1) GALLON OF PREMIUM GASOLINE<br />

IN STA. BARBARA, PANGASINAN<br />

• On September 7, <strong>2010</strong>, elements of Pangasinan CIDT-<br />

1RCIDU of this Group conducted operation against rampant illegal fuel trading at<br />

Minien East, Sta. Barbara, Pangasinan that resulted to the confiscation of one (1)<br />

Gallon of Premium Gasoline containing MOL twenty (20) liters being abandoned<br />

by Eunice PARAGAS after sensing the arrival of the operating team.<br />

• Confiscated item was brought to Pangasinan CIDT Office for<br />

proper documentation and disposition while a case for violation of BP 33 as<br />

amended by PD 1865 is being readied against the suspect. Investigator-on-case<br />

OF PETROLEUM PRODUCTS IN LABRADOR, PANGASINAN<br />

• On August 19, <strong>2010</strong>, elements of Pangasinan CIDT-1RCIDU<br />

of this Group conducted operation at the Seashore of Brgy. Tobuan, Labrador,<br />

Pangasinan, which resulted in the confiscation of twenty-eight (28) gallons of<br />

Diesel Fuel. However, upon sensing the arrival of the raiding team, suspects<br />

escaped and eluded arrest leaving the confiscated items behind.<br />

• On July 29, <strong>2010</strong>, elements of Pangasinan CIDT-1RCIDU of<br />

this Group together with San Manuel <strong>Police</strong> Station conducted operation on<br />

rampant illegal fuel trading at Brgy. Poblacion Guest, San Manuel, Pangasinan<br />

that resulted in the confiscation of the following pieces of evidence:<br />

- Twelve (12) empty bottles of Coke litro.<br />

• The owner/maintainer identified as Frederick CAMPOS y<br />

with Manila Electric Company (MERALCO) represented by Eduardo Dela Cruz,<br />

Reynaldo Decena and Joe Chimenia conducted search at the business<br />

establishment owned by Alberto Ogalinola and Luviana Maglaya located at B1,<br />

Golden Miles Business Park, Brgy Maduya, Carmona, Cavite by virtue of Search<br />

Warrant Numbers 1791-10 and 1792-10 for Violation of RA 7832 as amended<br />

(Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994).<br />

• The search resulted in the arrest of Alberto OGALINOLA and<br />

the confiscation of more or less five (5) tons of assorted bare copper wires worth<br />

Php500,000.00. Unfortunately, Luviana MAGLAYA was not present during the<br />

search. It was done in an orderly manner with the presence of Alberto<br />

OGALINOLA and was witnessed by Atty. Arman Laurito, Legal Counsel of the<br />

subject person and Brgy Kagawad Virgilio Purificacion of said barangay. Arrested<br />

person and the confiscated copper wires were brought to Cavite CIDT Office for<br />

proper disposition.<br />

2. ARREST OF SUSPECT INVOLVED THE GRUESOME<br />

KILLING OF A CARETAKER IN PALAWAN<br />

• On September 11, <strong>2010</strong> at about 11:00 o’clock in the<br />

morning of at <strong>National</strong> Highway, Brgy Tiniguiban, Puerto Princesa City, Palawan<br />

joint elements from Palawan CIDT led by PINSP IVAN R IBAÑEZ and Puerto<br />

after he was identified by the witness and complainant Fernando AGULIOS y<br />

Lucero, State Auditor II, Commission on Audit as the one who robbed his house<br />

and perpetrated the gruesome killing of his caretaker identified as Justino<br />

AGUILOS y Narteaaka “Mang Tino” 62 years old, single and resident of Purok<br />

Maligaya, Rodriguez Road, Brgy. San Jose, Puerto Princesa City, carted away<br />

the two (2) gold metals bars, color yellow and cash money amounting to Php<br />

10,000.00.<br />

• OnSeptember 13, <strong>2010</strong> at about 11:49 in the morning a case<br />

for Robbery with Homicide, docketed under NPS No. IV-INV-10I-00602 was filed<br />

at Puerto Princesa City Prosecutors Office.<br />

3. ARREST OF SUSPECTS INVOLVED IN BUTCHERING<br />

OF DOGS IN TONDO, MANILA<br />

• At about 10:00<br />

Foundation, Inc assisted by staff and<br />

crew of ABS-CBN XXX Channel 2<br />

personally appeared before WMMCIDT<br />

office and sought for police assistance.<br />

• Investigation disclosed that the complainant had a video<br />

footage of actual butchering of dogs intended for sale to interested customer at<br />

Capulong Bridge, Brgy 93, Zone 8, District 1, Tondo, Manila.<br />

• Based on the information, team from this office together<br />

ABS-CBN XXX staff and crew proceeded at the said area to conduct test buy of<br />

dog meal. Upon arrival thereat, the dog was already slaughtered as evidenced<br />

by the traces of blood and remaining dog. One suspect identified as Emmanuel<br />

TUAZON, 20 years old, single, jobless and resident of No. 14 Capulong St,<br />

Tondo, Manila was caught while in the act of butchering dogs.<br />

• At about 10:30 AM, of same date, follow-up operation was<br />

conducted at Toco St, Tondo, Manila, where another suspect identified as<br />

Rodolfo DIONISIO , 44 years old, single and resident of No. 1888 Toco St,<br />

Tondo, Manila was caught while in the act of butchering dogs.<br />

• Recovered from the suspect possession was one (1) unit of<br />

weighing scale; one (1) pc Butchers knife; one (1) pc of kitchen knife; wooden<br />

chopped board and dog meats. Suspects and confiscated items were brought to<br />

WMMCIDT office for investigation and proper disposition.<br />

• Cases for Violation of Section 11 (7) of RA 9482 (An Act<br />

Providing for the Control and Elimination of Human and Animal Rabies) and<br />

Violation of Section 6, RA 8495 (Otherwise known as “The Animal Welfare Act of<br />

1998) was filed before ACP Agnes A Lopez of Manila Prosecutors Office.<br />

4. ARREST OF 4 SUSPECTS FOR VIOLATION OF ARTICLE 310<br />

• This pertains to the complaint of Carlos Mariñas Garcia that<br />

he lodged before STG “Maverick” Office of this Group against Lloyd<br />

IMMACULATA y Tolentino, 29 years old, married and three (3) others for<br />

violation of Article 310 (Qualified Theft) of the RPC.<br />

• GARCIA is owner of Forex + Money Changer located at Dela<br />

Paz corner Masangkay Street, Antipolo City, wherein IMMACULATA is employed<br />

thereat as Messenger. At about 3:20 P.M. of August 17, <strong>2010</strong>, the former<br />

instructed IMMACULATA to withdraw the amount of Php 950,000.00 in the bank<br />

account of their company at Banco De Oro, ML Quezon Street, Antipolo City<br />

branch.<br />

• At about 5:00 P.M. of same day, GARCIA received a call<br />

from IMMACULATA informing him that the latter was held-up by two (2) armed<br />

men who managed to took away from him the money which he had withdrawn<br />

from the company’s bank account. IMMACULATA was then brought by the holduppers<br />

in Mahabang Parang, Angono, Rizal, and left him thereat.<br />

• GARCIA immediately proceeded to Mahabang Parang Brgy.<br />

Hall where IMMACULATA is currently reporting the incident. After which,<br />

GARCIA and IMMACULATA left said barangay hall to proceed to STG<br />

“Maverick” Office to report the incident but GARCIA was surprised when<br />

IMMACULATA cried and confessed that he was not held-up, instead he and his<br />

friends (Eugene DESIPIDA y Villegas and Joker GERALDEZ y Marquez)<br />

conspired with one another in making up the story and kept the money for<br />

themselves.<br />

• In lieu thereof, elements of STG “Maverick” conducted<br />

follow-up operation that resulted in the arrest of Eugene DESIPIDA y Villegas, 26<br />

years old, single, at ML Quezon Street, Brgy. San Roque, Antipolo City at about<br />

3:00 A.M. of August 18, <strong>2010</strong>, and the recovery from his possession the amount<br />

of Php 523,000.00 as part of the loot money.<br />

• DESIPIDA averred that Paolo AGCAOILI and Joker Marquez<br />

Geraldez have the rest of the money. Thus, the arresting team proceeded to the<br />

residence of AGCAOILI at Lores Country Homes, San Roque, Antipolo City.<br />

However, upon arrival thereat, the latter is not around, only his parents are<br />

present, so the <strong>CIDG</strong> personnel informed them of the incident and they called-up<br />

their son to come home and surrender the money. At about 4:00 A.M. of same<br />

day, AGCAOILI arrived and he voluntarily returned the money amounting to<br />

Php 300,000.00 together with the passbook of GARCIA.<br />

• DESIPIDA further informed the police officers that the<br />

remaining money is in the possession of Joker GERALDZ y Marquez, 27 years<br />

old, single. On the other hand, AGCAOILI sent a text message to GERALDEZ to<br />

proceed to his residence and bring with him the money, which is in his<br />

possession. After an hour, GERALDEZ arrived thereat and handed the money<br />

amounting to Php 14,000.00. IMMACULATA also identified GERALDEZ as the<br />

one who handed over said amount and a certain JOKER as his other cohort.<br />

AGCAOILI and GERALDEZ were then arrested and brought before STG<br />

“Maverick” Office for documentation.<br />

• On August 19, <strong>2010</strong>, arrested suspects were referred before<br />

the Prosecutor’s Office of Anitpolo City for inquest proceedings for Qualified<br />

Theft, which was docketed under IS No. XV-01-INQ-10 00549.<br />

5. ARREST OF FAKE DENTIST IN NASUGBU, BATANGAS<br />

• On August 13, <strong>2010</strong>, elements of Batangas CIDT-4ARCIDU<br />

of this Group together with members of <strong>Philippine</strong> Dental Association (PDA) and<br />

crews of TV Program 24-Oras of GMA 7 conducted entrapment operation, which<br />

resulted in the arrest of Ricardo NAVARRO and Perla Rosales NAVARRO inside<br />

their dental clinic located at Brgy. 2, Nasugbu, Batangas after performing an<br />

impression of denture from poseur customer and the confiscation of the following<br />

pieces of evidence:<br />

- Five (5) pieces Forceps;<br />

- One (1) piece model upper and lower with<br />

retainer;<br />

- One (1) piece scaler;<br />

- Two (2) pieces upper and lower impression tray;<br />

- Fifteen (15) pieces explorer;<br />

- Five (5) pieces cotton plier;<br />

- Three (3) pieces syringes;<br />

- Five (5) pieces elevator;<br />

- Eight (8) pieces mouth mirror;<br />

- One (1) piece lite cure;<br />

- Four (4) pieces scalpel; and<br />

- Three (3) pieces hemostatic forceps.<br />

• A case for violation of Section 33, Article V of RA 9484<br />

(Illegal Practice of Dentistry) was filed against the arrested suspects before the<br />

6. ARREST OF TWO (2) KOREAN NATIONALS<br />

FOR VIOLATION OF RA 8484<br />

• On August 3, <strong>2010</strong>, elements of NCRCIDU of this Group<br />

assisted complainant Ms. Brenda Tuliao y Pagauisan of Baculud, Iguig, Cagayan<br />

who appeared before said Office and reported that she was victimized by Mr.<br />

Choi SEUNGYEL and some of his Korean friends who illegally used her four (4)<br />

Globe lines and twenty-six (26) Smart Goldlite accounts, which they got from her<br />

through concerted and manipulated acts during their transaction in 2008 at Strata<br />

2000 Building in Pasay City, thus making her monetary accountable with the<br />

aforesaid telephone companies in the aggregate amount of Php 1,138,571.61.<br />

• Victims claimed that she just saw two (2) of the Koreans,<br />

who victimized her at the 21 st Floor of the Strata 2000 building located along<br />

Ortigas Jr. Avenue, Pasig City. Relatively, the two (2) Korean suspects were<br />

arrested while in the act of operating/accepting international calls from mobile<br />

gateway machines and while in possession of thirteen (13) Globe Sim cards.<br />

• The arrested suspects, who identified themselves as Nam<br />

MINNOO of Sungbokgu, Jung Ung 4 Dong 822-17, Seoul Korea and billeted at<br />

Unit 18 Parc Chateau, Ortigas, Pasig Cityand Choi CHANGGI of Keongju City,<br />

Dong Chun Dong, Sung Hwa Apartment No. 406 South Korea and residing at<br />

No. 51 Osorio Sector 10, BF Homes, Paranaque City, failed to present necessary<br />

documents when queried relating to their business operation of mobile gateway<br />

machines as well as their true status in the <strong>Philippine</strong>s as aliens.<br />

• A case for violation of para c, Section 9 of RA 8484 (Access<br />

Devices Regulation Act) for 13 counts was filed against the arrested suspects<br />

before the City Prosecutor’s Office, Pasig City docketed under IS No. XV-14-<br />

INQ-10H-00720.<br />

7. ARREST OF TWO (2) AFP PERSONNEL<br />

• On July 29, <strong>2010</strong> at about 2:00 A.M., elements of Pampanga<br />

CIDT-3RCIDU of this Group together with crews from TV Program “Imbestigador”<br />

of GMA 7 conducted entrapment operation at Fields Avenue, Brgy. Balibago,<br />

Angeles City, Pampanga, which resulted in the arrest of SSgt. Luisito<br />

GUMABON, PAF after receiving from victim/complainant a Php 4,000.00 marked<br />

money placed on top of the boodle money.<br />

• The operation stemmed from the complaint of Mr. Noli<br />

Tundayag who personally appeared before Pampanga CIDT Office against a<br />

certain CAPT. ARMANDO LARANANG, @ TSgt. RED, SSgt. Luisito GUMABON<br />

and other John Does who are intimidating, threatening and extorting money from<br />

him in the total amount of Php 1 Million since May 5 to July 28, <strong>2010</strong>.<br />

• Complainant further stated that thru the employment of<br />

deception and coercion by the group of Yeong Dae AHN @ Joseph and Cho<br />

Young MAN (both Korean <strong>National</strong>s) and CAPT. LARANANG, he was forced to<br />

sign a prepared un-notarized MOA dated April 30, <strong>2010</strong> while inside the office of<br />

@ JOSEPH located at Friendship Avenue, Brgy. Anonas, Angeles City.<br />

• At about 9:18 A.M. of same date, TSgt. Armando Q.<br />

REDELICA @ Red personally came to the Office of Pampanga CIDT inquiring<br />

the status of the arrest of SSgt. GUMABON. While thereat, he intently intervened<br />

and obstructed the investigation against the arrested person which caused his<br />

arrest.<br />

• A case for violation of Article 294 (Robbery with Violence<br />

against/or Intimidation of Person/Robbery Extortion) against the suspects and<br />

separate case for Article 177 (Usurpation of Authority, Rank, Title, and Improper<br />

Use of Names, Uniforms and Insignia) against SSgt. Luisito GUMABON and<br />

violation of PD 1829 (Obstruction of Justice) against TSgt. Armando REDELICA<br />

– all were filed before the City Prosecutor’s Office, Angeles City docketed under<br />

CC No. 10-6423.<br />

8. ARREST OF LTO PERSONNEL IN CAGAYAN DE ORO CITY<br />

• On July 15, <strong>2010</strong>, elements of Cagayan de Oro and Misamis<br />

Oriental CIDTs together with HPG 10 conducted entrapment operation at the<br />

vicinity of Brgy. Baloy, Cagayan de Oro City, which resulted in the arrest of<br />

personnel assigned at LTO Region 10 with office located at Brgy. Balua,<br />

Cagayan de Oro City; namely:<br />

- Edgardo ARAFOL y Fabria, 49 years old;<br />

- Nappie Jun MORALDE y Uy, 29 years old;<br />

- Michael MONTAJOS y Fernandez, 22 years old;<br />

- Roger EPONIA y Lapora, 47 years old; and<br />

- Rogelio SALAS y Malinguran, 18 years old.<br />

• Suspects were arrested after they have accepted the<br />

marked money used by decoys when they were asked by the suspects a certain<br />

amount in exchange for the release of their supposed impounded motor vehicles.<br />

• A case for violation of Robbery Extortion was filed against<br />

the arrested suspects before the City Prosecutor’s Office, Cagayan de Oro City<br />

docketed under IS No. X-06-INQ-106-473.<br />

9. ARREST OF BFP PERSONNEL FOR EXTORTION<br />

• On July 12, <strong>2010</strong>, elements of CARCIDU of this Group<br />

conducted entrapment operation at Room 107, Otek Business Center, Otek<br />

Street, Baguio City, which resulted in the arrest of two (2) personnel from Bureau<br />

of Fire Protection (BFP) after receiving marked money, namely:<br />

- FINSP WILFREDO SISON FRANCO, 54 years<br />

old, a resident of No. 34 GEFA Lower QM, Baguio<br />

City; and<br />

- SFO2 Jose Sotiangco ESTOESTA, 54 years old, a<br />

resident of Garcia, Tuba, La Union.<br />

• The operation was in response to the complaint of Mr. Efren<br />

Julian Gamboa, owner of Dan-Wel Marketing located at Otek Street, Baguio City<br />

against BFP personnel assigned at Baguio City Fire Station for extorting money<br />

in a form of commission for selling of fire extinguisher.<br />

• A case for Robbery Extortion was filed against the arrested<br />

suspects before the Provincial Prosecutors Office, Baguio City docketed under<br />

NPS No. INQ-10-01580.<br />

ADMINISTRATIVE ACCOMPLISHMENTS:<br />

PERSONNEL MANAGEMENT<br />

As of September 30, <strong>2010</strong>, the Group has an actual strength of 1,254;<br />

registering a 65.18%, fill-up out of a 1,924 authorized strength. Of this number,<br />

263 are <strong>Police</strong> Commissioned Officers (PCOs), 898 are <strong>Police</strong> Non-<br />

Commissioned Officers (PNCOs) and 93 are Non-Uniformed Personnel (NUP).<br />

Likewise, 8.27% of the uniformed personnel are assigned at H<strong>CIDG</strong> while<br />

91.73% at the Regional Criminal Investigation and Detection Units and Special<br />

Operating Divisions. Based on the authorized strength of 1,924, <strong>CIDG</strong> has a<br />

percentage fill-up of 84.84% for PCOs, 60.27% for PNCOs and 75.0% for NUP.<br />

With the end in view of enhancing the accountability and responsibility of<br />

all Regional Chiefs, Chiefs of Offices and field operating units, H<strong>CIDG</strong> took the<br />

To improve the efficiency and performance of personnel and check<br />

violations of regulations and <strong>Police</strong> Operational Procedures, the following<br />

reforms were introduced:<br />

circulars emanating from higher headquarters;<br />

CONCLUSION:<br />

The above data showed the <strong>CIDG</strong>’s success in the implementation of the<br />

different flagship projects which this Group was primarily tasked to implement. A<br />

significant number of arrest of members of OCGs/CGs was recorded in our<br />

pursuit to crackdown the proliferating criminal gangs and crime groups whose<br />

nefarious activities are very detrimental to our economy.<br />

Our operations againstMost Wanted Persons which resulted in the arrest<br />

of quite a high number of personalities is very notable and this includesarrest of<br />

several suspects in the Maguindanao massacre who carried a monetary rewards<br />

on their heads.<br />

The recent directive of the CPNP to intensify our operations against<br />

“Jueteng” and other illegal gambling activities nationwide likewise resulted in the<br />

increase of our statistics onarrests of gambling operators/financiers, bettors,<br />

collectors and the confiscation of gambling paraphernalia. Corresponding cases<br />

were filed against the suspects and with this development, this Group is<br />

optimistic that the PNP in coordination with other concerned units would<br />

eventually eradicate if not lessen the proliferation of illegal gambling operations<br />

across the country.<br />
