This report features the accomplishments ofCIDG from July1 – September 

30, 2010 based on the Program Thrust of the Chief, PNP and the 3-Point Agenda 

of the Director, CIDG. 

Several significant accomplishments from the different flagship projects 

are presented in this report as well as those resulting from the anti-criminality 

campaigns which this Group has consistently and religiously implemented and 

monitored. 

Most notable are the neutralization/arrest of several members of notorious 

OCGs/CGs, most wanted persons and other suspects in high profile crimes. 

TheAdministrative, Investigation, Intelligence and PCR accomplishments 

that contributed much to the Group’s success in meeting the expectation of the 

NHQ are also presented in this report. 

MOST SIGNIFICANT ACCOMPLISHMENTS: 

1. NEUTRALIZATION OF MEMBERS OF THE ALFORQUE GROUP 

IN TAGUM CITY 

• On September 23, 2010 at Phoenix Gasoline Station located 

along National highway, Visayan Village, Tagum City, a joint operation was 

conducted by elements of Davao del Norte CIDT-11RCIDU of this Group 

together with the Intelligence operatives of Tagum City Police Office against the 

notorious ALFORQUE Robbery Hold-up Group, that resulted in the neutralization 

and death of alias “JUNJIE”, believed to be a member of said group. 

• The operation was a result of a week-long surveillance after 

a confidential agent tipped off that the ALFORQUE group was planning to rob a 

gasoline station in Tagum City. 

1 Groups’ Accomplishment Report

• At about 2:30 P.M. of September 23, 2010, the team 

positioned strategically at the premises of the above-mentioned gas station when 

an unidentified male person who was later known as Alias “JUNJE” on board a 

Honda Bravo Motorcycle arrived and 

parked his motorcycle near the cashier’s 

booth. He then alighted therefrom and 

walked directly towards the cashier booth 

and poked a caliber .45 pistol to the 

cashier and announced a hold-up. At this 

juncture, one of the operatives shouted to 

stop and introduced himself as police 

officer.The suspect aimed his gun 

towards the operative but another police 

officer at the scene, shot the suspect that 

caused his instantaneous death. 

• After the incident, City Prosecutor NOEL S. PALMA of 

Tagum City Prosecutor’s Office was invited to conduct ocular inquest while the 

SOCO Provincial Office personnel, Tagum City processed the scene of the 

incident. 

• Recovered from the possession of the slain suspect and at 

the scene of the incident were the following items, to wit: 

- One(1) unit cal.45 pistol COLT MKIV SERIES 80 

bearing SN 7512110; 

- Two(2) pieces empty cartridge of Caliber .45; 

- Four(4) live ammunitions of Caliber .45; 

- One(1) unit magazine; 

- One(1) plastic transparent sachet of white 

crystalline substance believed to be SHABU; and 

- One(1) unit HONDA Bravo motorcycle color white 

with plate number 7090 LI. 

• All recovered items were turned over to the custody of the 

SOCO Provincial Office, Tagum City. 

• Investigation disclosed that the slain suspect, a member of 

the Alforque Robbery Hold-up Group was responsible in the killing of a certain 

RENS ALEXIS LARIOSA, 24 years old, single, habal-habal driver and a resident 

of Brgy. Quezon, Panabo City on September 21, 2010 at the said City. It 

appeared that the motorcycle recovered is the same motorcycle taken away from 

victim LARIOSA. 

• Moreover, the same suspect was positively identified by 

witnesses as among the suspects in a robbery with frustrated homicide case that 

occurred on September 16, 2010 at about 12:10 PM at Purok 8, Curbada, Brgy. 

Magdum, Tagum City, victimizing a certain THELMA PONIO. 

• Meanwhile, follow-up operation is being conducted by this 

office against other members of the Alforque robbery hold-up group. 


2. ARREST OF JI FACILITATOR AND FINANCIER OF THE MILF 

• Arrest of Eduardo Uy GUERRA with Aliases @ 

Abdulgafor,@ Abraham Yap Alonto,@ Abdulgafor Mohandis and @ Mohandis 

Adnan for Murder, Destructive Arson, 

Arson, Robbery with Violence Against 

and or Intimidation of Persons. 

• Subject was arrested 

at around 6:30 in the afternoon of 

September 22, 2010 at Davao 

International Airport, Sasa, Davao City by 

combined elements of 12RCIDU led by 

PINSP SAGUISAG L MIRAS, ISG and 

other Intel Community in coordination 

with 11 th Police Center for Aviation 

Security (PCAS) Davao City by virtue 

of a Warrant of Arrest issued by Hon. 

Judge Oscar P Noel, Jr. of RTC Branch 

38, Justice on Wheels, Sarangani Province, 11 

th Judicial Region, docketed under 

CC Nr 30-42-08 to 3047-08 for the above-mentioned cases. Arrested person 

was brought to 12RCIDU Office for proper documentation and was turned over to 

the Intelligence Service Group (ISG), Philippine Army, Fort Bonifacio, Taguig 

City, Metro Manila on September 23, 2010 by virtue of the Court Order issued by 

Hon. Judge Noel, dated September 22, 2010 as the said accused is a high profile 

detainee, being a major Jemaah Islamiyal (JI) Facilitator and Financier for the 

MILF in purchasing and smuggling large quantities of weapons and ammunitions 

from North Korea and other parts of East Asia. 

3. ENCOUNTER WITH OCG INVOLVED IN THE GUN-FOR-HIRE 

AND ROBBERY/HOLD-UP ACTIVITIES 

• On September 10, 2010 at about 4:00 A.M. at Sitio Culo, 

Brgy. Kahumayan, Danao City, elements of 

7RCIDU of this Group encountered with 

members of Villanueva Group who were 

involved in the gun for hire and robbery hold-up 

activities operating in southern part of Cebu 

Province. 

• The group leader identified 

as Gelacio P. VILLANUEVA @ “Boboy” who 

has been a subject of an intensive manhunt 

operation is an escapee of Carmen Police 

Station sometime in March 2008, and has a 

standing Warrant of Arrest in CC No. DNO- 

3955 issued by RTC Branch 28, Danao City for 

the crime of Murder. Subject person and his 

members are the remnants of Joshua Paring Group that was also encountered 

by elements of 7RCIDU sometime in May 2010 in Carmen, Cebu. 

• After intelligence build-up conducted by personnel of 

7RCIDU on September 9, 2010 at the hideout of the group situated at the remote 

area of Sitio Culo, Brgy. Kahumayan, Danao City, an operational plan was 

conceptualized to neutralize the group. 


• On September 10, 2010 at about 4:00 A.M., the operating 

team coordinated with Carmen Police Station then proceeded to the place where 

the group leader Gelacio VILLANUEVA @ “Boboy” and his members were 

sighted. While approaching the hide out of the group, the operating team was 

fired upon by the suspects prompting the law enforcers to return fire that started 

the running gun battle. 

• As a result, Gelacio P. VILLANUEVA, single, jobless and a 

resident of Barangay Corte, Carmen, Cebu sustained gunshot wounds and was 

brought to Danao City General Hospital for medical treatment but died after an 

hour. During the said encounter, the other two (2) armed members of the group 

managed to escape towards the hilly portion of the area taking advantage of the 

darkness. 

• Recovered pieces of evidence from the place of the 

encounter by the SOCO Team headed by PCI DAVID ALEXANDER T. 

PATRIANA were one (1) colt caliber .45 pistol without serial number with one (1) 

magazine, caliber .38 revolver with four (4) spent shells, seven (7) pieces of 

spent shells of caliber .45, two (2) spent shells of caliber .9mm and one (1) empty 

shell of caliber 5.56. All confiscated items are now under the custody of PNP 

Crime Laboratory Office 7, for technical examination and evidentiary purposes. 

4. ENCOUNTER WITH ROBBERY/HOLD-UP SUSPECTS RIDING 

IN TANDEM 

• On September 1, 2010, elements of Bulacan CIDT-3RCIDU 

of this Group together with PIB Bulacan PPO and Marilao Police Station 

encountered two (2) suspected hold-uppers riding in tandem on a black 

Kawasaki Bajaj motorcycle with 

Plate No. 2442 RS along McArthur 

Highway, Brgy. Abangan Sur, 

Marilao, Bulacan that resulted in 

the killing of one (1) of the 

suspects while other managed to 

elude arrest. 

• Prior to the 

incident, spouses Manchito Cruz y 

Payno, 28 years old, salesman 

and Michelle Cruz y Canoza, 27 

years old, and residents of T. 

Mendoza Street, Brgy. Saog, Marilao, Bulacan were on board a motorcycle on 

their home when the two (2) unidentified suspects riding in tandem blocked their 

path and at gun point forcibly took the handbag of Michelle Cruz containing one 

(1) LG cellular phone, SSS ID, ATM cards, driver’s license and other personal 

items. 

• Upon receipt of the information, joint elements of Bulacan 

CIDT, PIB Bulacan PPO and Marilao Police Station were immediately dispatched 

and conducted operation which resulted in the neutralization of one (1) of the 

suspects during an exchange of gunfire when the latter fired shots at the 

approaching police operatives. 


• Soco Team from Bulacan Provincial Crime Laboratory Office 

led by PCINSP RONALD YUSI processed the crime scene and recovered one 

(1) homemade cal .38 revolver without serial number loaded with three (3) 

rounds of live ammunition and three (3) pieces spent shells, one (1) black 

Kawasaki Bajaj motorcycle with Plate No. 2442 RS and the handbag of the 

victim. 

• The slain suspect was identified as Jeffrey LITAB y 

Dalindaan, 19 years old, single, native of Zamboanga del Sur and a resident of 

Block 3, Kadima, Tonsuya, Malabon City. His cadaver which was brought to the 

Flavel Funeral Parlor, Marilao, Bulacan was claimed by his cousin named Lito 

LITAB of Block 40, Welfareville Compound, Addition Hills, Mandaluyong City and 

his former employer named June Diwa of Block 3, Kadima, Tonsuya, Malabon 

City on September 5, 2010. 

• In addition, the black Kawasaki Bajaj motorcycle with Plate 

No. 2442 which was used by the two (2) suspected robbers has been released 

by Marilao Police Station to its rightful owner identified as Dennis Manalaysay of 

Block 4, Lot 70, Northville 5, Batia, Bocaue, Bulacan after presenting pertinent 

documents of its ownership and photocopy of Bocaue Police Station blotter with 

Entry No. 10-395 stating therein that said motorcycle was stolen on September 1, 

2010 at about 7:30 P.M. in Bocaue, Bulacan. 

5. ARREST OF ROBBERY SUSPECTS IN SARIAYA, QUEZON 

• Operation stemmed from the request for police assistance of 

Engr. Hanson Yu in connection regarding a robbery incident that transpired at 

Sitio Mahabang Tanaw, Brgy. Tiawe, Lucban, Quezon on June 16 and 24, 2010 

wherein forty (40) fighting cocks were taken amounting to MOL Php 600,000.00. 

• Thorough investigation by Quezon CIDT-4ARCIDU of this 

Group resulted in the identification of the group of Jay-R Roxas of Brgy. 

Nagsinamo, Lucban, Quezon as behind the criminal act. The group was also the 

main suspect in the robbery/hold-up incidents at Lotto outlet and rice retailer 

likewise in Lucban, Quezon sometimes in May 2010. 

• The same team was dispatched and tapped the BINs to 

locate the group for possible operation and on July 9, 2010 an information was 

received by personnel of Quezon CIDT informing that three (3) malefactors 

armed with short handguns were sighted in Tiaong, Quezon riding in one (1) 

black Honda motorcycle with Plate No. FP-1418 heading towards the direction of 

Lucena City. Further, the informant gave the suspects’ identification. One was 

carrying back pack while the driver was wearing blue and red helmet and the 

plate number of the motorcycle was placed in the left portion of the motorcycle. 

• The team immediately conducted chokepoint in coordination 

with the members of Police Assistance Center (PAC) at Brgy. Calumpang, 

Tayabas City and at the same time dispatched another team for operation to 

locate the suspects along Maharlika Highway. 

• The suspects were spotted traversing along Maharlika 

Highway at Poblacion, Sariaya, Quezon were eventually arrested, to wit: 

- Bobby BAGASALA y Natanio 

Brgy. Nagsinamo, Lucban, Quezon 


– One (1) cal .45 Colt MK 4 pistol with SN: 972831 

loaded with seven (7) live ammos. 

- Frederick MARASIGAN y Plandis 

Brgy. Nagsinamo, Lucban, Quezon 

– One (1) cal .357 Smith and Wesson revolver with 

defaced serial number loaded with five (5) live 

ammos. 

- Jay-Ar ROXAS y Buena 

Brgy. Tinamnan, Lucban, Quezon 

– One (1) piece rifle grenade with SN: AVA-0057-85 

– One (1) Honda motorcycle with Plate No. FP- 

1418 registered in the name of Jaime D. Guden of 

No. 25 Sunrise drive, 4 th Estate Subdivision, 

Paranaque City. 

• Cases for violation of PD 1866 as amended by RA 8294 

(Illegal Possession of Firearms and Ammunitions) and RA 9156 (Illegal 

Possession of Explosives) were filed against the arrested suspects before the 

Provincial Prosecutor’s Office, Lucena City, Quezon docketed under IS No. IV- 

09-INV-10G-00199 with no bail recommended. 

• In the other hand, witnesses of Engr. Hanson Yu positively 

identified the trio as the persons who robbed and took the fighting cocks from 

their farm and they executed their affidavits to support the filing of a case for 

Robbery. Further, this office is coordinating with the Lucban MPS to get 

witnesses in the robbery/hold-up of Lotto outlet and rice retailer store in Lucban, 

Quezon for them to positively identify the three suspects.

Significant accomplishments under CIDG OPLAN “Salikop”: 

1. ARREST OF MEMBERS OF AKYAT-BAHAY MEMBERS 

• On September 23, 2010, elements of NMMCIDT-NCRCIDU 

of this Group conducted operation at Macopa Street corner Santolan, Brgy. Gen. 

T. De Leon, Valenzuela City that resulted to the arrest of two (2) active members 

of the dreaded Robbery/Hold-up and Akyat-Bahay gang identified as follows: 

- Alfie MENTES y Pano @ Alfie, 20 years old, 

single, tricycle driver; and 

- Jerome LAVAPIE y Pontillas, 20 years old, single, 

jobless. 

• Investigation disclosed that the suspects have been involved 

in the series of robbery perpetrated at CAMANAVA area. Notably the group was 

linked in the robbery with homicide committed against a 19 years old medical 

student who was killed when resisted. The group has been the subject of 

COPLAN “Sudden Strike” and that the operation was prompted by information 

provided by tipster Elmer Yandoc of Brgy. Diam. Valenzuela City. Suspect 

together with their cohorts were identified only as “Jong-Jong” and Marlon, and 

has targeted and planned to rob the residence of spouses Reynaldo and Elena 

Lustrado located at No. 5290 Macopa Street corner Santolan, Brgy. Gen. T. De 

Leon, Valenzuela City. 

• Accordingly, suspects surreptitiously managed to gain entry 

into the victim’s residence thru the adjacent roof. While therein, suspects were 

scouring for possible loot, however, police operatives who earlier concealed 

themselves inside the house came out to effect the arrest. Suspect @ Marlon 

suddenly drew a cal .38 revolver and fired while on his way to escape that 

prompted PO2 Rogie Pinili to retaliate. In the ensuing firefight, Elmer YANDOC 

was caught in the crossfire and was hit in the belly. Suspects JONGJONG and 

MARLON managed to elude arrest while suspects MENTES and LAVAPIE were 

arrested. 

• Recovered from the arrested suspects were bladed weapon 

and their getaway vehicle, a motorized tricycle with markings SQ TODA 031 


earing Plate No. TV-7218. Elmer YANDOC was rushed to the Valenzuela 

Emergency Hospital for medical treatment while the arrested suspects together 

with the recovered pieces of evidence were brought to NMMCIDT Office for 

documentation and proper disposition. Follow-up operation is on progress to 

ascertain the identities and present whereabouts of the suspects who eluded 

arrest. 

• Cases for Robbery, Assault and Violation of BP Blg 6 

(Concealing Deadly Weapon) are being readied against the suspects. 

2. ARREST OF ROBBERY/HOLD-UP SUSPECTS 

IN EAST SERVICE ROAD, PARANAQUE CITY 

• On September 23, 2010 at about 7:30 P.M., elements of 

AOCD of this Group conducted operation at East Service Road, Paranaque City 

against members of a robbery/hold-up group who are responsible in the series of 

robbery/hold-up incidents in the areas of Taguig and Paranaque City that 

resulted to the arrest of the following suspects, namely: 

- Felix BERIDA JR y Boco, 38 years old, single, a 

native of Leyte and a resident of Purok 6-C, 

Bagong-Tanyag, Taguig City; 

- Marlon MONTELLANO y Ditan, 19 years old, 

married and a resident of Purok 6, Creekside, 

Taguig City; and 

- Rolly MELLOZA y Magbutay, 16 years old, single 

and a resident of Purok 14, Bagong Tanyag, 

Taguig City. 

• The operation conducted was based on the complaint 

received that robbery/hold-up incidents are rampant in Taguig and Parañaque 

area especially during rush hours victimizing jeepney commuters. It was further 

gathered that robbers usually use East Service Road and SM Bicutan as their 

escape route. 

• During the operation, while the team was positioned at the 

vicinity of East Service Road, Parañaque, they noticed a suspicious looking 

person with a gun tucked on his waist and slowly alighting from a jeepney.One of 

the operatives of AOCD approached the suspect and introduced himself but the 

latter ran away towards the direction of another members of the team and was 

eventually arrested. Two (2) other suspects attacked one of the team members 

but were likewise subdued with the help of back up operatives. Recovered from 

the suspects were the following pieces of evidence: 

- One(1) cal.38 Smith and Wesson revolver with 

SN: 285601; 

- One(1) cal.38 revolver loaded with five (5) rounds 

of live ammunition; and 

- one 1) kitchen knife. 

• On September 24, 2010, the above-named accused were 

brought for inquest before 1 st Asst. City Prosecutor Oliver C. Hernandez of 

Paranaque Porsecutor’s Office for violation of PD 1866 as amended by RA 8294 


and PD 9 (Illegal Possession of Bladed Weapon) as amended by BP 6 docketed 

under No. XV12-INQ-10I-02369. 

3. ARREST OF LEADER OF THE “ANGAS” GROUP 

IN NASUGBU, BATANGAS 

• This pertains to the illegal activities of “ANGAS GROUP” 

engaged in robbery/hold-up, 

carnapping and gun-for-hire activities 

operating in Lian, Calatagan and 

Nasugbu, all in Batangas which 

resulted to the neutralization of its gang 

leader, Lucas SALAS III and Roberto 

VILLAJIN. 

• After careful 

evaluation and investigation on the 

alleged illegal activities of the group, it 

was established during intelligence build-up that its leader is the infamous Lucas 

SALAS III @ Luther, a resident of Roxaco Subd., Brgy Poblacion 2, Nasugbu, 

Batangas with active members as follows: 

- Boy SALANGUIT; 

- Marlon VILLEVEZA; 

- Edgar BAYONA @ Jan-jan 

- Rene SALES @ Bakla; 

- @ Babet SAMBAT; and 

- @ Abiad 

• On September 24, 2010 at about 4:00 PM, elements of 

Batangas CIDT-4ARCIDU of this Grouptogether with Nasugbu MPS in 

coordination with Batangas Provincial Highway Patrol Team swooped down on 

the reported safehouse of the group located at said address by virtue of Search 

Warrant No. 10-107 for violation of PD 1866 as amended by RA 8294 (Illegal 

Possession of Firearms and Ammunition) issued by Hon. Cynthia Ricablanca, 

Judge of RTC Branch 27, Sta. Cruz, Laguna that resulted to the arrest of Lucas 

SALAS III y Avendaño @ Luther, 24 years old, single, jobless and the 

confiscation of one (1) caliber 38 revolver bearing SN: 18339. 

• Based on the account of the subject person upon his arrest, 

he voluntarily pinpointed one of his members identified as @ Papert, also of 

Nasugbu, Batangas. He further pinpointed the locations of the alleged stolen 

motorcycles in Nasugbu and Balayan, Batangas which led to the series of followup 

operations as follows, to wit: 

- On same date at about 5:00 PM, same team conducted followup 

operation at ACM Subdivision, Brgy. 12, Nasugbu, Batangas 

that resulted in the recovery of one (1) Yamaha Mio motorcycle 

colored blue with plate number 2548 WA; 

- At about 6:00 PM of same date, said team also conducted 

follow-up operation at Paradise Subd., Brgy Talangan, 

Nasugbu, Batangas that resulted in the arrest of Roberto 

VILLAJIN y Ramos @ Papert, 30 years old, single, jobless and 

a resident of Brgy 10, Nasugbu, Batangas while in the 


possession of one (1) Yamaha Mio colored blue/silver without 

plate number; 

- Likewise, on same date at about 9:30 PM, a follow-up operation 

conducted in coordination with Balayan MPS at Brgy Ermita, 

Balayan, Batangas that resulted in the recovery of one (1) 

Yamaha motorcycle (skeleton) colored yellow with plate number 

DS 8718 and one (1) Suzuki Raider (tricolor) with plate number 

DI 3678; 

• The arrested suspects to include the confiscated firearm and 

the four (4) recovered motorcycles were brought to Batangas CIDT Office for 

safekeeping and evidentiary value. 

• On September 27, 2010, separate cases for Violation of PD 

1866 as amended by RA 8294 (Illegal Possession of Firearms and Ammunition) 

against Lucas SALAS y Avendaño III @ Luther and Violation of RA 6539 (Anti- 

Carnapping Act of 1972) against Roberto VILLAJIN y Ramos @ Papert were filed 

before the Batangas Provincial Prosecutor’s Office and docketed under NPS 

Numbers IV-INQ-10I-00466 and IV-02-INV-10I-00849, respectively. 

4. NEUTRALIZATION OF ANASCO ROBBERY GROUP ALONG 

MARCOS HIGHWAY, BRGY. SAN LUIS, ANTIPOLO CITY 

• On August 20, 2010, elements of Rizal CIDT-4ARCIDU of 

this Group conducted operation along Marcos Highway, Sitio Kaybagsik, Brgy. 

San Luis, Antipolo City against ANASCO Robbery Group that resulted in the 

arrest of the following suspects: 

- Maximo ANASCO y Lucas, 34 years old, married 

(alleged gang leader); 

- Marilyn Agub ANASCO, 33 years old (wife of 

Maximo); 

- Juvy BALSAMO y Ragay, 31 years old; and 

- Jay VISPERAS y Chico, 22 years old (both gang 

members). 

• Confiscated and recovered from the suspects was an Isuzu 

Elf dropside truck colored white with Plate No. XCT-305 loaded with MOL Php 

681,046.00 worth of stolen items, to wit: 

- One (1) Postmix machine cover; 

- One (1) water curtain; 

- One (1) genset socket; 

- One (1) various parts of acu 5-ton; 


- One (1) miller welding machine; 

- One (1) acualenaire filter cover; 

- One (1) fluorescent holder and fixture; 

- One (1) chiller covers; 

- One (1) chopped compressor; 

- One (1) pressure tank; 

- One (1) control board box; 

- One (1) condensing fan motor; 

- One (1) evaporator fan motor; 

- One (1) chopped unit with capacitor; 

- One (1) fire extinguisher; 

- One (1) bin motor; 

- One (1) dispensing valve; 

- One (1) motor compressor parts; 

- One (1) acu body case; 

- One (1) postmix machine case; 

- One (1) walk-in chiller shelving; 

- One (1) capacitor/relay; 

- One (1) water filter; 

- One (1) fcb face plate; 

- One (1) table with ecn; and 

- One (1) motor blower. 

• Investigation disclosed that the said group specializes in 

breaking entry into uninhabited warehouses to steal expensive equipment and 

machineries. They usually have one of their members apply as employee to their 

prospective victim, then strike at the right opportunity. According to complainant 

Michael ESTEBAN y Fuego, 22 years old, president of 7Mate Technologies and 

Services, Incorporation located at No. 1 Techno Street, corner Marcos Highway, 

Dela Paz, Antipolo City, they had been storing air-conditioning and refrigeration 

equipment in the total estimated amount of Php 4,050,000.00 inside their 

warehouse in Sition Upper Tulaken, Brgy. Bagong Nayon, Antipolo City. On 

August 18, 2010, they discovered that these equipment were missing and they 

found out from witness Socorro Collado, President of Local Homeowners 

Association, that she saw suspect Juvy BALSAMO, who was newly- hired 

company driver at that time, together with undetermined number of unidentified 

male companions, robbed their warehouse three (3) times during the first week of 

August 2010. The complainant told witness Socorro Collado to watch over their 

warehouse and inform them immediately if ever the suspects will return. 

• On August 20, 2010, at around 6:00 A.M., witness Bembe 

Esteban, Operations Manager of 7Mates who to resides near their warehouse, 

saw suspects Maximo ANASCO, Juvy BALSAMO, Jay VISPERAS and one (1) 

unidentified male person broke in the said warehouse and again robbed the said 

establishment and boarded an Elf dropside truck color white with Plate No. XCT- 

305. He could not do anything to stop the suspects as they were many so he 

contacted the management and informed them about the robbery then left to 

meet with the owners of 7Mates. Meanwhile, witness SOCORRO who likewise 

saw the incident also informed the ESTEBAN through text message. When 

witness Bembe ESTEBAN, together with other staff members of 7Mates, arrived 

at their warehouse at around 7:30 A.M., same day, the suspects were already 

gone. They sought assistance from Rizal CIDT Office, and a hot pursuit was 

immediately conducted. 

• During follow-up operations, the truck of the suspects was 

spotted along Marcos Highway, Sitio Kaybagsik, Brgy. San Luis, Antipolo City, 


Suspects were tending the vehicle and were positively identified by witness 

Bembe ESTEBAN. During inspection, it was discovered that said vehicle was 

loaded with the stolen items except for the welding machine, which was 

confiscated while inside the compound of suspect Marilyn ANASCO, after said 

machine was positively identified by the complainants. The suspects were 

immediately placed under arrest and brought to Rizal CIDT Office together with 

vehicle and items confiscated for proper disposition. 

• Separate cases for Robbery against Maximo ANASCO, Juvy 

BALSAMO and Jay VISPERAS under IS No. 01-INQ-10H-00559, Qualified Theft 

(3 counts) against Juvy BALSAMO, Jhil Rey HERNANDEZ @ Buchol and Alex 

PRONTO (both at-large) under IS Nos. 01-INQ-10H-00556 to 00558 and PD 

1612 (Anti-Fencing Law) against Marilyn ANASCO under IS No. 01-INQ-10H- 

00560 were all filed before City Prosecutor’s Office, Antipolo City. 

5. NEUTRALIZATION OF SIX (6) MEMBERS OF 

ROBBERY/HOLD-UP GROUP IN BIÑAN CITY, LAGUNA 

• On August 18, 2010, elements of Laguna CIDT-4ARCIDU of 

this Group together with Biñan CPS encountered six (6) members of 

Robbery/hold-up group operating in Biñan City, Laguna and adjacent 

municipalities that resulted in the killing of all suspects at Irene Ville Subdivision, 

Brgy. San Francisco, Biñan City, Laguna. 

• Investigation disclosed that while PO3 Antonio and PO1 

Webster Cruz, night shift 

motorcycle cops, were on their 

routine patrol along the National 

Hi-way of Brgy. San Antonio, 

Biñan City, Laguna, a commuter 

informed them that five (5) 

unidentified armed men on 

board a tricycle without plate 

staged a hold-up at the 

passengers waiting for a ride in 

a dimly lit portion along Morales 

Commercial Establishment at 

said barangay. After divesting 

their victims their cellular phones and undetermined amount of money, the armed 

suspects sped away towards San Pedro, Laguna. 

• Upon receipt 

of said information, the said 

motorcycle cops informed the 

Biñan TOC while giving chase to 

the reported unidentified armed 

suspects. PSUPT JOEL C 

PERNITO, COP Biñan Police 

Station immediately activated the 

city dragnet operation including 

its neighboring cities and nearby 

municipalities to conduct 

blocking operation for the 

possible arrest of the fleeing 

suspects. 


• Mobile Crew of 149 under SPO1 Tolentino and PO2 Anthony 

Manabat while conducting roving patrol along the National Hi-ways of Brgy. San 

Francisco and Brgy. Canlalay, spotted the fleeing suspects towards Brgy. San 

Francisco and negotiated the road leading to Irene Ville Subdivision. While being 

tailed by the motor cops together with Laguna CIDT led by SPO3 Danilo 

Cerdeña, suspects fired at PO3 Antonio and PO1 Ortiz when they disembarked 

from their respective motorcycle hitting PO2 ORTIZ on his left and right thigh and 

likewise hitting the right door and tire of the mobile. 

• Responding police elements were forced to retaliate and 

engaged the suspects in a gun battle that resulted in the death of the six (6) 

unidentified armed men wherein the leader was later identified as Joel LLAGAS y 

Almazora, 25 years old, truck driver, and a resident of No. 25 Dimaranan 

Subdivision, Brgy. Dela Paz, Biñan City, Laguna. His cohorts were identified as 

Severino ABOTOK y Lauriano, Jaime SEGUNDO JR y Sista while three (3) other 

suspects are still unidentified. The group was believed to be involved in the string 

of carnapping and robbery incidents in Biñan and neighboring cities and 

municipalities. 

• Recovered from the suspects were two (2) cal .38 revolvers, 

one (1) shotgun, one (1) hand grenade, one (1) cal .22 revolver, one (1) cal .22 

pistol and several rounds of ammunition in difference calibers. 

• Killed suspects were brought to Asuncion Parlor in Biñan 

City, Laguna for autopsy. On the other hand, PO1 ORTIZ was brought to 

Perpetual Help Hospital for medical treatment. 

6. ENCOUNTER WITH A ROBBERY/HOLD-UP GROUP 

IN LAS PIÑAS CITY WHO ROBBED STARBUCKS CAFÉ 

• On August 16, 2010, elements of SMMCIDT-NCRCIDU of 

this Group while travelling in the vicinity of 

Alabang-Zapote Road, Las Piñas City, 

they chanced upon a male person carrying 

a handgun who is being followed by 

another male person carrying laptop bag 

hurriedly leaving Starbucks Café. The 

operatives introduced themselves to the 

suspects as police officers but instead of 

yielding to the law enforcers, one suspect 

pointed his gun towards the direction of 

law enforcers that prompted them to immediately 

alight from their vehicle and simultaneously shot the 

suspect hitting him in the chest portion of his body. 

• Said suspect was immediately 

brought to Perpetual Help Medical Center where it 

was declared dead on arrival by attending physician, 

Dr. Geoffrey CORPUS. The dead suspect was later 

identified as Dennis SIGUA from Bacoor, Cavite and 

his companion was identified as Raymark 

DAGUMON y Asierto from Zapote, Las Piñas City. 

Recovered from SIGUA was a cal .38 pistol loaded 

with five (5) rounds of ammunition. 


• During inquiry from DAGUMON, he admitted that they just 

robbed the Starbucks Café together with two (2) other male persons which he 

identified as @ Nog-Nog and @ Algie. 

• Sensing that the other two (2) mentioned suspects was still 

inside the said establishment, the team immediately coordinated with SPD, Las 

Piñas City Police to apprehend the duo. The combined team gained entry inside 

Starbucks Café and saw the security guard Gharry G. Oquindo and the 

Starbucks Café manager Alexander A. Angeles both hogtied at the back of the 

office of said business establishment. Victims were immediately freed and 

narrated the robbery incident. 

• ANGELES and OQUINTO positively identified the cadaver of 

SIGUA and the arrested person DAGUMAN as the same person who robbed 

them with an estimated amount of MOL Php 40,000.00. 

• Cases for Robbery/Hold-up and violation of PD 1866 as 

amended by RA 8294 were filed against DAGUMAN, SIGUA and the two (2) atlarge 

suspects before the City Prosecutor’s Office, Las Piñas City docketed 

under IS No. 10H-00353. 

7. ARREST OF ROBBERY SUSPECT IN NEGROS OCCIDENTAL 

• On July 7, 2010, a Robbery incident transpired at Boy 

Grocery Store located at Public Market, Brgy. Aguisan, Himalayan City, Negros 

Occidental owned sisters Emily and Gillian Sarucam y Lumanog wherein the 

aforesaid store was robbed by four (4) armed men. 

• Immediately upon receipt of the information, a team from 

Negros Occidental CIDT-8RCIDU of this Group responded to the aforementioned 

incident and encountered the armed robbers that resulted in the wounding and 

apprehension of Joel ELEUTERIO y Gregory and the confiscation from the 

suspect one (1) cal .357 revolver with live ammunition, while other members of 

the group managed to elude arrest. 

• Cases for Robbery with Frustrated Homicide/Attempted 

Homicide and Direct Assault Upon Agent of Person in Authority with Attempted 

Homicide were filed against the arrested suspect and his three (3) at-large

• This pertains to the voluntary surrender to DSOD of this 

Group of PO1 Narkouk Duloan MASCUD, formerly assigned with 1508 th 

Maguindanao PPMG, one of the accused in the Maguindanao Massacre for 

Murder (56 counts). 

• Sometime on March 2010, subject accused while under the 

custody of HSS Camp Crame, Quezon City allegedly asked permission to visit 

his family at Poblacion, Midsayap, North Cotabato in order to attend to his ailing 

wife but failed to return for custody to HSS. 

• Allegedly, on the 2 nd week of August 2010, after learning that 

he has already a bounty on his head, his father, Mr. Mongang Duloan contacted 

a relative in the person of MAJOR DANTE D. ANGAGAO (INF) PA, Assistant 

Commandant of the Civil Military Operations School, Fort Bonifacio, Taguig City 

who could help facilitate his surrender to authorities. 

• In turn, MAJOR ANGAGAO contacted his former student at 

the CMO School in the person of PCINSP ELY F LUMBAO who was assigned at 

PNP-PCRG and the latter informed PCSUPT CIPRIANO E QUEROL, AL HAJ, 

Director, PCRG on the intention of PO1 MASCUD to surrender. 

• On August 31, 2010 at about 9:30 A.M., PO1 Narkouk

Abuyog, Leyte for the crime of Rape, which resulted in the arrest of Bonifacio

• On July 16, 2010, elements of Camarines Norte CIDT- 

5RCIDU of this Group together with Labo PMS implemented Warrant of Arrest in 

in CC Nos. 2010-1857 and 2010-1858 issued by Hon. Rolando De Lemios Bobis, 

Judge of RTC Branch 64, Labo Camarines Norte for the crime of Frustrated 

Homicide, which resulted in the arrest of Jerry YAGO y Acacio @ Bong, 32 years 

old at Brgy. Gumamela, Labo, Camarines Norte. Suspect is listed as No. 10 Most

INVESTIGATION OF HEINOUS AND

For the period in review, the different operating units of the Group took 

cognizance of 595 cases, 187 or 31.43% of which are Index Crimes while 408 or 

68.57% are Non-Index Crimes. Five hundred eighty-four (584) cases were filed in 

court, while eleven(11) are under investigation. The Group has a Case Solution 

Efficiency(CSE) of 98.15%. 

On the investigation of heinous crimes, the Group investigated sixty-one 

(61) heinous crimes, fifty-two (52) of which were filed and solved, while nine (9) 

cases are still under investigation, registering a Crime Solution Efficiency 

(CSE) of 85.24%. Likewise, on the investigation of sensational cases, twenty(20) 

cases were investigated, eighteen (18) of which were filed/solved while two (2)

1. ARREST OF SPO2 NESTOR FORES 

• On September 2, 2010, elements of South Cotabato CIDT- 

12RCIDU of this Group in coordination with Buluan MPS implemented Warrant of 

Arrest in CC No. 5257 issued by Hon. Roberto L. Ayco, Judge of RTC Branch 26, 

Surallah, South Cotabato for the crime of Multiple Attempted Murder, which 

resulted in the arrest of SPO2 Nestor FORES, 41 years old at Buluan MPS, 

Maguindanao Province. 

• However, accused presented an Order of Release after 

posting the required bail bond amounting to Php 120,000.00 dated August 31, 


2010 signed by Judge Roberto L. Ayco, Acting Presiding Judge, RTC Branch 19, 

Isulan, Sultan Kudarat. 

2. ARREST OF PO3 SONNY DELA CRUZ 

• On July 9, 2010, elements of AFCCD of this Group together 

with crews of ABS-CBN TV Program “XXX” conducted entrapment operation 

inside a Convenience Store located at Boni Serrano Avenue, Camp Crame, 

Quezon City, which resulted in the arrest of PO3 Sonny DELA CRUZ, 35 years 

old, assigned at PRO-4B MIMAROPA for violation of Article 315 (Estafa). 

• Suspect was involved in the fixing of Ombudsman Clearance 

as reported by the complainant SPO3 Jose Dela Vega Fabrique (Ret.) by 

collecting certain amount of money in exchange of said clearance so as the latter 

could avail his retirement. 

3. FILING OF ARTICLE 294 OF THE RPC AGAINST 

PO2 ROBERT BAUTISTA AND PO2 ROLANDO ISIDRO 

• On July 2, 2010, Adelaida Tabamo and Aden Joy Aliangan 

personally reported to Pampanga CIDT Office complaining about the alleged 

Robbery/Extortion committed by members of Angeles CPO. 

• Initial investigation conducted disclosed that at about 7:30 

P.M. of July 1, 2010, while ALIANGAN was in their saloon (Hairclusive Saloon), a 

tricycle driver identified as @ Pak texted her if she want to buy shabu for 

Php 2,000.00 and she replied that she has no money. At about 8:00 P.M. of 

same date, she went home together with Renwic John Benito on board a black 

Honda Civic bearing Plate No. THY-597. When she goes to a nearby store to buy 

cigarettes, @ Pak who was then beside a mango tree called her and without any 

reason, handed one (1) small plastic sachet to her when suddenly two (2) 

unidentified persons emerged from behind and poked a gun on her side. While 

she was in captivity of the suspects, she was brought to Shell Gasoline Station 

near La Pieta cemetery where she was intimidated by the two (2) male suspects 

that she will be jailed if she will not shell out money and be killed if they will 

inform the police authorities about the matter. 

• PO2 Robert BAUTISTA proceeded inside the house of 

Adelaida Tabamo, mother of Aden Joy when moments later, Adelaida Tabamo 

along with PO2 BAUTISTA boarded a car (Honda Civic with Plate No. TJD-184) 

with a certain Sgt. REYES and accordingly at about 9:00 P.M., they parked in 

front of a convenience store of a Caltex Gasoline Station where the negotiation 

took place. The negotiation ended with Php 200,000.00 demand from the 

suspects who continued intimidating both Adelaida and Aden Joy. 

• The victims who were then cowering in fear, compromised 

their computers, car (Honda Civic with Plate No. THY-597) and other valuables. 

The suspects settled the car of the victims upon the advice of their Boss who was 

giving them instruction over the phone. While they were inside the car of the 

victims, they proceeded to a nearby internet shop where PO2 BAUTISTA 

prepared a computerized document and forced them to sign. At around 11:00 

P.M. of June 2, 2010, the suspects and the victims returned to the TABAMO’s 

residence on board the car driven by one (1) of the suspects. Four (4) motor 

vehicle including the car of TABAMO were seen roaming around Pulung-Bulu 


area looking for drug pushers as alleged victim. It was at that time (11:45 P.M. of 

July 1, 2010) when the suspects decided to free the victims. 

• On July 2, 2010 at about 9:30 P.M., operatives of Pampanga 

CIDT-3RCIDU of this Group deployed and waited along the vicinity of the 

TABAMO residence expecting for the arrival of the suspects who insinuated to 

the complainants that they will get the Php 200,000.00 from them but proved 

futile. 

• On July 3, 2010 at about 11:35 A.M., operatives of 

Pampanga CIDT pre-positioned themselves in the vicinity of the place of 

occurrence where the supposed pay-off shall take place. Adelaida TABAMO 

approached and handed the marked money amounting to Php 2,000.00 with 

boodle money to Christopher Ryan VERGARA and Calixto Aban CASTILLO who 

in turn gave the plastic bag containing the divested items confirming that the 

extortion activity was consummated that resulted to the immediate arrest of the 

suspects. 

• While the police operation is still going on, the operatives 

noticed a motorcycle driven by PO2 BAUTISTA and a Honda Civic car with Plate 

No. TJD-184, the same vehicle identified to be the vehicle of the suspects 

hurriedly leaving the area, applying the hot pursuit dictum, a car chase ensued 

and was able to recover the said car at Zamora Street, Lourdes Sur, Angeles 

City which was left behind by the suspects. The operatives recovered the helmet 

of PO2 BAUTISTA at Caltex Marisol, McArthur Highway, Angeles City. 

• A case for violation of Article 294 of the RPC (Robbery with 

Violence against/or Intimidation of Person/Robbery Extortion) was filed against 

the arrested suspects , PO2 Robert BAUTISTA, PO2 Rolando Isidro @ Sgt. 

Reyes, @ Manoy, Jing and Capt. Vargas, Clint VERGARA @ Pak and John 

Does before City Prosecutor’s Office, Angeles City, Pampanga docketed under

and Murder, respectively, which arrested Gemma CARAG y Maggay @ Ka 

Morgan/Ka Zedy/Ka Siera, 37 years old, single, 2 nd Secretary of SPN “Hagibis” 

and Vergie BAAO @ Ka Aira/Ka Hazel/Ka Flotie/Ka GP/Ka RBKU at the vicinity 


of Brgy. Fili, Sariaya, Quezon and the confiscation of the following pieces of 

evidence, to wit: 

- One (1) cal . 45 pistol with SN: 1387704; 

- One (1) cartridge loaded with two (2) rounds of

• Investigation revealed that Gemma CARAG was an escape 

and a high ranking DTs/NPA member operating in Quezon Province who was 

forcibly taken by his fellow DTs/NPA members along with six (6) other Political 

Detainees while they were confined at Quezon Provincial Jail, Lucena City 

sometimes in October 25, 2008. 

• Cases for violation of PD 1866 as amended by RA 8294 and 

violation of RA 9516 (Illegal Possession of Firearms, Ammunition and Explosive) 

were filed against the arrested suspects before the Provincial Prosecutor’s 

Office, Lucena City, Quezon Province docketed under NPS Nos. IV-09-INQ-10I- 

00295 to 00297.

• On July 29, 2010, elements of NCRCIDU of this Group 

together with MIG-24 of the Philippine Army implemented Warrant of Arrest in 

CC No. H-15081 issued by Hon. Ephrem S. Abando, Executive Judge of RTC 

Branch 18, Hilongos, Leyte for the crime of Multiple Murder (15 counts), which 

resulted in the arrest of Dario TOMADA y Bation @ Dar/Dong, 50 years old, 

doorman and stay-in at Discovery Beerhouse located at Areza Compound, Brgy. 

Canlalay, Biñan, Laguna. 

• Arrested suspect is listed as No. 161 in the CPP/NPA/NDF 

personalities Order of Battle issued by DND and DILG Joint Order No. 10-2009 

dated April 23, 2009 with a monetary reward of Php 150,000.00 and tagged as 

the leader of Kilusang Magbubukid ng Pilipinas (KMP) Eastern Visayas Chapter 

and was responsible in the mass killing at the Province of Leyte way back in 

1985, wherein their victims who were discovered and exhumed in a mass grave 

at Sitio Mt. Sapang Dako, Brgy. Kaulisihan, Inopacan, Leyte.

• DIN CHENG SHIAN KFR 

Group was involved in the kidnapping of 

Taiwanese National identified as Kou-HIS LIU 

and Hodun CHIN LIU last February 19, 2006 

at Ninoy Aquino International Airport (NAIA) 

Pasay City. The group was charged for the crime of Kidnapping-for-Ransom on 

May 25, 2006 before the NCJR Branch 108, Pasay City under CC No. 06-0859 

CFM. Subsequently, Hon. Judge Maria Rosario B. Ragasa issued a warrant of 

arrest against them with no bail recommended. 

• The group was listed in the Most Wanted Person (MWP) in 

the National Capital Region with Php200,000.00 monetary reward under DILG 

Memorandum Circular No. 2010-54 dated June 29, 2010. 

2. RESCUE OF A 17-YEAR OLD STUDENT 

IN ZAMBOANGA DEL NORTE 


conducted operation at Brgy. Manganese, Gutalac, Zamboanga del Norte that 

resulted in the rescue of Shendy May C. Parcon, 17 years old, 4 th year high 

school student and the arrest of Jackly Sampigan PIAGAL @ Lando/Dando, the 

alleged abductor. 

• The operation was based on the complaint lodged by MAJ. 

EDUARDO T. PARCON, PAF before the Office of 9RCIDU of this Group that her 

daughter Shendy May was missing since July 8, 2010. Based on the information 

received by complainant, victim was sighted and seen at Brgy. Manganese, 

Gutalac, Zamboanga del Norte, where she was rescued. 

• A case for Consented Abduction under Article 343 of the 

RPC was filed against the arrested suspect before the City Prosecutor’s Office, 

Sta. Barbara, Zamboanga City docketed under IS No. IX-06-INQ-10G-00217.

1. RECOVERY OF HYUNDAI GRAND STAREX GL VAN 

IN ANGELES CITY, PAMPANGA 

• Recovery of one (1) silver Hyundai Grand Starex GL van 

with plate no. NIY-101 at the parking lot of Garcia Hospital located along Rizal 

St., Angeles City at about 4:30 in the afternoon of September 08, 2010 during a 

police operation conducted by elements of Pampanga CIDT led by PCINSP 

DANILO G. MENDOZA. 

• Initial investigation conducted by probers of Pampanga CIDT 

disclosed that said motor vehicle was pawned to Dr. Ramon KATIGBAK y Ampil 

of Nr. 36-22 Avenue of 1976 Carmenville Subd., Angeles City by Dr. Oliver 

TABUJARA of Casa Milan, Quezon City for Php 40,000.00. Dr. KATIGBAK 

voluntarily surrendered said motor vehicle. Examination of the photocopy of the 

OR and CR described that said motor vehicle was registered under the name of 

Mr. Raymundo CANCIO y Viceral. Subject motor vehicle was brought to 

Pampanga CIDT Office for record and verification after being photographed. LTO 

verification will be made to determine the rightful owner of said motor vehicle. 

2. NEUTRALIZATION OF ALLEGED CARNAPPER 

IN HAGONOY, BULACAN 

• Neutralization/Killing ofReynaldo VIRAY @ Terong at about 

3:05 in the afternoon of September 20, 2010 during an entrapment operation 

conducted by joint elements of Bulacan CIDT, PPSC, Bulacan PPO and 

Hagonoy PS under the over-all supervision of PCINSP MARLON R SANTOS at 

Purok 2, Brgy. San Agustin, Hagonoy, Bulacan against said person who will 

sell/deliver for Php6,000.00 a suspected stolen motorcycle to Bulacan CIDT 

poseur-buyer. 

• During the transaction, the suspect sensed the presence of 

the police authorities and immediately ran in a small alley. During a brief chase, 

suspect drew a cal. 45 pistol and aimed at the pursuing police officers prompting 

the officers to shoot the suspect hitting him in the different parts of his body. 

Subject was rushed to Emilio Perez District Hospital, Hagonoy, Bulacan but was 

pronounced dead on arrival by the attending physician. SOCO team led by PSI 

GINA C LEDESMA processed the crime scene and recovered one (1) cal. 45 

pistol with magazine and ammunitions, one (1) Suzuki Shogun R motorcycle 

without plate number and personal property/belongings of Reynaldo VIRAY. 


3. CONFISCATION OF ALLEGED CARNAPPED MOTORCYCLES 

IN TANUAN CITY, BATANGAS 

• On August 27, 2010, an information was received by 

personnel of Batangas CIDT Office from a civilian informant that a certain 

@Edward of Brgy Bilog-bilog, Tanauan City, Batangas is allegedly trading 

suspected stolen motorcycles in said locality. Further information revealed that 

three (3) units of motorcycles were spotted in the compound of subject person. 

• On August 28, 2010, a team from Batangas CIDT-4ARCIDU 

of this Group proceeded to Brgy. Bilog-bilog, Tanauan City, Batangas to verify 

the veracity of the information. Upon arrival thereat, operatives saw in plain view 

three (3) motorcycles parked in a vacant lot near the house of a certain Severino 

GONZALES, with the following descriptions: 

- One (1) Honda Wave 100cc colored black without 

plate number (in running condition); 

- One (1) Honda Dio Scooter 50cc colored black 

without plate number (in running condition); and 

- One (1) Mitsokoshi SYM Scooter 100cc colored 

green bearing plate number UB3893 with Plate 

Sticker No. 4375051 CY-2006 (in running 

condition). 

• On query, Edward MANZON y Malong, 30 years old, single, 

mechanic, native of Kias PMA, Baguio City, presently residing in Brgy Bilogbilog, 

Tanauan City, Batangas and son-in-law of Severino Gonzales told the 

operatives that said motorcycles were entrust to him for repair/modification. The 

above-cited motorcycles were brought to Batangas CIDT Office for verification 

and proper disposition.

Other significant accomplishments under CIDGOPLAN “Clean 

Sweep”: 

1. OPERATION AGAINST HIJACKING INCIDENT VICTIMIZING 

UNILEVER COMPANY 

• On September 6, 2010 at about 8:00 A.M., a telephone call 

was received from PSUPT BAZAR informing NMMCIDT office that there is 

ongoing hijacking incident in the 

boundary of Caloocan and Quezon 

City. The hijacked truck owned by 

UNILEVER was first monitored thru its 

GPS heading towards the direction of 


Gen Luis, Nagkaisang Nayon, Quezon City. 

• Immediately, a team was formed and while on way to the 

area coordinated to PSSUPT RONALD ESTILLES, Chief, AOCD and PCI 

JEROME BALBONTIN, Chief, CMMCIDT who at that time was also instructed to 

proceed thereat. A text message was received informing that the truck was 

monitored at the vicinity of Llano Road corner Del Mundo Village Caloocan City 

and moving towards Brgy. San Bartolome, Quezon City. 

• At about 9:30 AM, of same date, the truck bearing plate 

number TXE-568 spotted along Kalayaan Avenue, Nagkaisang Nayon, Quezon 

City. The team swiftly assaulted the truck and discovered to be abandoned. 

Three (3) persons were invited by the AOCD for inquiry. At about 3:00 PM, of 

same date, the driver and helper of the truck were found at Dasmarinas, Cavite 

and the Chief, AOCD is now coordinating with the COP of Dasmarinas Police 

Station for invitation of the abovementioned persons for some clarificatory 

questions. 

• Cases for violation of Anti-Highway Robbery and Serious 

Illegal Detention docketed under IS No. 10-I-07084-1085 were filed before the 

City Prosecutor’s Office, Pampanga against the suspects: Mario TAYAO y Dela 

Cruz @ Marlon, Aris SAPNU y Naluz, and Diosdado PANLAQUI u Perez. 

2. RECOVERY OF NISSAN CEFIRO 

• On September 9, 2010 at about 8:00 A.M., complainant Lee 

Young MOK, 43 years old, married, Korean National and resident of No. 2409 A, 

Wack Wack Twin Towers Condo, Mandaluyong City appeared before NCRCIDU 

of this Group, requesting for police assistance re: entrapment plan against a 

certain Kim Young GI, a Korean National for Estafa, Swindling and Carnapping. 

• Accordingly, said suspect contacted the complainant asking 

for Php 300,000.00 in exchange for the return of the said motor vehicle in 

question. Acting on the foregoing request, at about 3:00 PM, of same date, 

elements of this Unitwentto the vicinity of BIZ Café located at Friendship Village 

Korean Town, Dau, Pampanga, for the entrapment operation. However, the 

suspect did not show up. 

• Through the help of some members of Korean organization, 

the said motor vehicle was voluntarily surrendered by one Lee Chong RYONG, 

32 years old, single, Korean National and resident of No. 6-7 Taguete Avenue, 

Carmenville Subd., Angeles City. When investigated, said driver alleged that he 

was only instructed by the Korean organization members to drive the car to BIZ 

Café. Subsequently, the driver, Lee Chong RYONG together with the recovered 

motor vehicle a Nissan Cefiro were brought to this Unit for investigation and 

proper disposition. Coordination was made with Highway Patrol Group (HPG) for 

the lifting of the alarm of the said motor vehicle.

Peras, Judge of RTC Branch 10, Cebu City, which resulted to the arrest of Nolan 

GORRE y Tuyco, 52 years old at Tupaz Street, Brgy. Suba, Danao City and 

seizures of the following pieces of evidence: 

- Php 3,135.00 cash bets in different 

denominations; 

- Two hundred forty-nine (249) pieces of tally sheets 

with number combination; 

- Fifteen (15) pieces Jai-alai tip sheet; 

- Five (5) ballpen; 

- Two (2) stabile; and 

- One (1) stapler. 

• A case for violation of PD 1602 as amended by RA 9287 

was filed against the arrested suspect before the Prosecutor’s Office docketed

holder in Bataan Province) conducted operation at Brgy. Tenejero, Orani, Bataan 

that resulted to the arrest of Ronald PARTO y Nagrampa, 38 years old and three 

(3) others and confiscation of Php 2,120 cash bets in different denominations and 

assorted gambling paraphernalia intended for STL.

1. CONFISCATION OF HOMEMADE FIREARMS DURING THE 

IMPLEMENTATION OF WARRANT OF ARREST IN CAPIZ 

• On September 24, 2010 at about 8:30 AM, elements of 

Capiz CIDT led by SPO4 Rito O Delos Santos served that Warrant of Arrest of 

one TEDDY VENUS y AREVALO of Sitio Tag-aw, Brgy. Bungsu-an, Dumarao, 

Capiz issued and signed by Hon Judge Esperanza Isabel Poco-Deslate, RTC, 

Branch 19, Roxas City for Murder dated August 24, 2010 in coordination with the 

Dumarao PNP. 


• However, upon arriving on the subject’s residence at about 

12:00 PM, the latter was not around. In the process, said team was able to arrest 

Tobias VENUS y Arevalo, 33 years old, single and a resident of aforementioned 

place, elder brother of the wanted person, for having in his possession and 

control one (1) complete assembly of 12 gauge (homemade) shotgun loaded with 

one (1) live cartridge of same caliber, two (2) incomplete/damaged 12 gauge 

(homemade) shotgun, four (4) live cartridges of same caliber and eight (8) 

pieces sling shot arrows. 

• Arrest person was brought to Dumarao PNP Station for 

proper documentation pending filing of formal complaint before the Provincial 

Prosecutors Office, Roxas City. 

• On September 27, 2010 a case for violation of RA 8294 was 

filed against the above named arrested person at the Provincial Prosecutors 

Office, Roxas City docketed under NPS No. VI-06-INQ-00065. 

2. ENTRAPMENT OPERATION BESIDE FIRE STATION 

IN CALOOCAN CITY AGAINST POLICE ASSET 

• On September 9, 2010, elements of NMMCIDT-NCRCIDU of 

this Group together with the staff of TV Program BITAG, conducted entrapment 

operation beside the Caloocan Fire Station, Caloocan City which resulted in the 

arrest of Ruben VITUG JR y Calasicas @Tisoy, 34 years old, a police asset, 

married and resident of No. 34 Tirad Pass Street, Bagong Barrio, Caloocan City 

after he took hold of the entrapment money of two (2) pcs of Php 500.00 bills. 

• The operation was prompted by the complaint of Mrs. Elena 

FERNANDEZ y Tenorio of 171 Gen. Malvar Street, Bagong Barrio, Caloocan 

City and referred to Mr. BEN TULFO of the TV Program BITAG that unidentified 

policemen from Caloocan City Police Station arrested her daughter Mariliz 

TENORIO on suspicion of being a drug peddler and demanded the amount of 

Php 100,000.00 for her release which subsequently lowered to Php 5,000.00. 

• Complainant further alleged that @TISOY, a police asset 

was the intermediary in the extortion activity and had been under instruction by 

the police officers to receive the money, which was given beside the Caloocan 

Fire Station. Upon his arrest, @TISOY was further found to be in possession, 

control and custody of one (1) Cal .22 Revolver (Paltik) defaced without 

ammunitions. 

• The arrested suspect and confiscated items were brought to 

NMMCIDT office for investigation and proper disposition. Cases for Robbery 

(Extortion) and Violation of PD 1866 as amended by RA 8294 were filed against 

the arrested suspect before the Prosecutors Office of Caloocan City thru Inquest 

Prosecutor Manuel Guiyab under IS#XV-02-INQ-10-1-01411-12 who 

recommended the suspect’s further detention in lieu of Php 100,000.00 for 

Robbery and Php 60,000.00 for Violation of PD 1866. 


3. IMPLEMENTATION OF SEARCH WARRANT 

AT SITIO PAGAWAN, BRGY. BUDAC, TAYUM, ABRA 

• On August 13, 2010, elements of Ilocos Sur CIDT-1RCIDU

Station implemented Search Warrant No. 10-SW-001 issued by Hon. Loreto L.

resulted in the seizure and confiscation of the following pieces of evidence:

• On August 1, 2010, elements of Bacolod and Negros 

Occidental CIDTs-6RCIDU of this Group together with Murcia MPS implemented 

Search Warrant Nos. 41-10-049 and 41-10-048 issued by Hon. Ray Alan T. 

Drilon, Executive Judge RTC, 6 th Judicial Region, Bacolod City at the residences 

of Brgy. Chairman Benjamin PAREÑO JR and his brother Benton PAREÑO 

located at Brgy. Sta. Rosa, Murcia, Negros Occidental that resulted in the seizure 

and confiscation of the following pieces of evidence: 

- At the residence of BENJAMIN JR: 

• One (1) cal . 38 revolver with four (4) 

rounds of ammunition. 

- At the residence BENTON:

properly apprised of his constitutional rights to remain silent and to counsel. 

• On August 2, 2010, inquest proceedings for violation of PD 

1866 as amended by RA 8294 (Illegal Possession of Firearms and Ammunition) 

was filed against Benton PAREÑO y Arca @ Benton PAREÑO y Roxas before 

the Provincial Prosecutor’s Office, Negros Occidental, Bacolod City docketed 

under NPS No. VI-14-INQ-10G-00155. 

• After finding probable cause, Inquest Prosecutor Edgar B. 

Baylin resolved that an Information for the offense charged be immediately filed 

in court and ordered the further detention of the respondent while the required 

bail for his provisional liberty is yet to be fixed by the court. 

• On the other hand, documents and the physical evidence 

seized from the residence of Brgy. Chaiman BENJAMIN JR were transmitted for 

regular filing at the same office. The case under NPS Docket No. VI-14-INV-10H- 

00373 was set for regular preliminary investigation.

Loyola Heights, Quezon City for Violation of Section 11, Article II of RA 9165 

known as the Comprehensive Dangerous Drug Act of 2002 that resulted to the 

confiscation of twenty-four (24) kilos of suspected Methamphetamine 

Hydrochloride containing white crystalline (shabu). 

• No arrest was made since the subject person/respondents 

were not around during the implementation of the search warrant. Confiscated 

items were brought to PDEA for documentation and proper disposition. Case is 

being readied for filing against Joshua TAN (at-large) before the proper court. 

3. CONFISCATION OF 3 KILOS OF MARIJUANA FRUITING 

TOPS IN PANABO CITY 

• On August 15, 2010, elements of Davao del Norte CIDT- 

11RCIDU of this Group in coordination with PDEA XI conducted buy-bust 

operation along National Highway, in front of Panabo Overland Transport 

Terminal, Brgy. Gredu, Panabo City, which resulted in the arrest of Lemuel 

SANTIAGO y Plaza @ Nonoy and the confiscation of three (3) kilos of dried 

Marijuana Fruiting tops after receiving marked money from poseur buyer. 

• A case for violation of Section 5 of RA 9165 (Comprehensive 

Dangerous Drugs Act of 2002) was filed against the arrested suspect before the 

Provincial Prosecutor’s Office, Panabo City, Davao del Norte docketed under 

NPS No. XI-08-INQ-10H-00086. 

4. ERADICATION OF MARIJUANA PLANTATION 

AT BRGY. PATONG, BADIAN, CEBU 

• On August 11, 2010, elements of 7RCIDU of this Group 

together with 303 rd Air Intelligence Security Squadron of the PAF, 308 th CIS - 

300 th AISG, OD2-2 nd AD in coordination with PDEA 7 conducted Marijuana 

eradication at the mountainous area of Brgy. Patong, Badian, Cebu that resulted 

in the uprooting of 15,000 stalks of Fully Grown Marijuana Plants in eight (8) 

different areas with an estimated DDB value of Php 3,000,000.00. 


• The alleged Marijuana plant owner was not around and 

nowhere to be found during the said operation and the 10,000 stalks of the 

uprooted Marijuana plants were burned in the area. The remaining 5,000 stalks 

were brought and turned-over to PDEA 7 and witnessed by GMA 7 Cebu for 

evidence and sample. 

5. CONFISCATION OF 20 GRAMS OF SHABU 

IN SAN CARLOS CITY, NEGROS OCCIDENTAL 

• On August 5, 2010, elements of Negros Occidental CIDT- 

6RCIDU of this Group together with San Carlos CPO in coordination with PDEA 

6 and 7 conducted buy-bust operation at Eco-Tourism Hi-way, Brgy. Rizal, San 

Carlos City, Negros Occidental particularly at the vehicle of the suspects, a 

Sportage colored dark green with Plate No. GBX-811, which resulted in the 

arrest of Lorenzo Larry Cara-at SALEM and Enezer C. SALEM. 

• However, when the aforesaid operatives effecting arrest to 

the duo, Lorenzo Larry Cara-at SALEM resisted and drew his cal .45 pistol 

prompting the operatives to neutralize him by shooting latter, hitting him at the 

left thigh. Confiscated from the possession of the suspects were two (2) plastic 

sachets containing crystalline substance believe to be shabu weighing MOL 

twenty (20) grams. 

• A case for violation of Section 26 in relation to Section 5, 

Article 11 of RA 9165 (Comprehensive Dangerous Drugs Act of 2002) was filed 

against the arrested suspects before the Provincial Prosecutor’s Office, Negros 

Occidental docketed under IS No. VI-18-INQ-10H-L0032. 

6. IMPLEMENTATION SEARCH WARRANTS IN DAVAO CITY

• On July 10, 2010, elements of Cavite CIDT-4ARCIDU of this 

Group together with PIB Cavite PPO, ISAFP, 330 th AISG and PAF conducted 

operation at Brgy. Amaya 3, Tanza, Cavite, which resulted in the seizure of one 

(1) kilogram of suspected cocaine sealed and wrapped in packaging brown tape 

with marking “Peligro” from the following arrested suspects: 

- Joel MORALLOS y Alcantara, 35 years old, a 

resident of Brgy. Amaya 3, Tanza, Cavite; and 

- Renato EVASCO y Zapanta, 43 years old, a 

resident of PuloniEba, Brgy.Daang Amaya 3, 

Tanza, Cavite. 

• On July 11, 2010,a follow-up operation conducted by the 

same team at the residence of MORALLOS, which resulted in the arrest of 

Celistino BONGGA y Morallos and two (2) others and the confiscation of the 

following pieces of evidence: 

- 420 grams of suspected Cocaine; 

- One(1) Fuji weighing scale; and 

- Empty plastic sachets. 

• Arrested persons together with the confiscated suspected 

Cocaine were subsequently brought to PNP Crime Laboratory Office for 

appropriate laboratory examinations.

1. INTERCEPTION OF A FUSO CANTER TRUCK 

AT NATIONAL HIGHWAY, COMPOSTELA VALLEY 

• On September 15, 2010, elements of COMVAL CIDT- 

11RCIDU of this Group together with Maco Police Station in coordination with 

CENRO Maco, COMVAL Province conducted operation along National Highway, 

Maco, Compostela Valley Province, which resultedin the interception of one (1) 

unit Maroon Fuzo Canter bearing Plate No. GFX-295 driven by Jonathan Subito 

GONZALES, 37 years old, and the confiscation of undetermined volume of forest 

products “200 Saplings/50 Poles” with estimated market value of Php 14,000.00. 

Further verification revealed that the said cargo was transported without valid 

documents and clearances. 

• Meanwhile, abovementioned seized cargo and its 

conveyance was properly turned-over to CENRO XI-1B, Maco, COMVAL, 

Province for custody and examination to determine its exact volume and species 

under Admin Case No. 091510. 

2. OPERATION AGAINST ILLEGAL FISHING IN THE SHORELINES 

OF BRGY. LUCANIN, MARIVELES, BATAAN 

• On September 15, 2010, elements of Bataan CIDT-3RCIDU 

of this Group together with Mariveles MPS conducted operation on the reported 

illegal fishing at the shorelines of Brgy. Lucanin, Mariveles, Bataan, which 

resulted in the arrest of Dante MASBANG y Dadizon and Alfredo ARRANCHADO 

y Orriesga and the confiscation of one (1) fishing boat marked “Pahublot” with 

property identification F/B Angie 05 and loaded with five (5) 

containers/”banyeras” of assorted fishes weighing MOL seventy (70) kilos with an 

estimated value of Php 4,200.00. 

• Cases for violation of Section 89 (Fine Mesh Net) and 

Section 90 (Active Fishing Gear) of RA 8550 were filed against the arrested 


suspects before the Provincial Prosecutor’s Office, Bataan docketed under NPS 

No. III-03-INQ-10I-00315. 

3. INTERCEPTION OF A SADAM TRUCK 

AT NATIONAL HIGHWAY, BRGY. BOSO, MATI, 

DAVAO ORIENTAL LOADED WITH LAUAN SPECIES 

• On August 1, 2010, elements of Davao Oriental CIDT- 

11RCIDU of this Group conducted operation at National Highway, Brgy. Boso, 

Mati, Davao Oriental, which resulted in the interception of one (1) Unit Sadam 

truck colored dark gray without plate number nor copies of LTO registrations, 

loaded with 15.74 cubic meters of Lauan species. 

• The truck driver was identified as Eduardo AMBASAN y 

Macasasan and being escorted Mark Anthony GOFREDO y Saldua and five (5) 

other truck helpers, failed to present pertinent documents for shipment, hence 

the truck together with all the occupants was brought to Davao Oriental CIDT 

Office for proper disposition and documentation. Initial investigation revealed that 

the owner of the shipment was a certain @ Sixto as averred by the truck driver. 

• Personnel from CENRO-DENR of Mati, Davao Oriental who 

conducted technical examination/inspection of the above forest products valued 

the seized items amounting to MOL Php 75,000.00. 

• A case for violation of PD 705 was filed against the arrested 

suspects together with @ Sixto before the Provincial Prosecutor’s Office, Mati 

City, Davao Oriental docketed under NPS No.XI-10-INV-10G-0075. 

4. CONFISCATION OF 2,223.49 BOARD FEET OF 

NARRA LUMBERS IN ILAGAN, ISABELA 

• On July 25, 2010, elements of Isabela CIDT-2RCIDU of this 

Group together with IPPSMC, Ilagan PS in coordination with CENRO Operatives, 

PENRO and MEMRO Task Forces responded to a report from concerned citizen 

that allegedly an illegal logs and timbers are being drowned along Pinacuan river 

located at Alinguigan 2 nd , Ilagan, Isabela. 

• Upon arrival of the operating team, suspects scampered to 

different direction and abandoned the seventeen (17) pieces of Narra flitches that 

when scaled have an aggregate volume of 2,223.49 board feet. 

• Confiscated logs were hauled and deposited to CENRO 

Isabela for safekeeping and conduct of administrative confiscation adjudication 

proceeding as provided under DAO 97-32. 

5. RECOVERY OF ILLEGALLY CUT LOGS 

IN AGUSAN RIVER, BUTUAN CITY 


conducted operation at Agusan River, Butuan City, which resulted in the 

interception of undetermined volume and sizes of round logs, believed to be 

illegal species, with an estimated market value of Php 700.000.00, transported 


through “REMO”. The said logs were escorted by Alberto N. LOPEZ JR. and ten 

(10) others and allegedly owned by a certain Carlos TANJAY. 

• The arrested escorts and confiscated logs were brought to 

13RCIDU Office for proper documentation and subsequently they were released 

pending investigation while coordination is made with DENR-CENRO for final 

scaling to determine the exact volume of confiscated logs, prior to the filing of 

criminal charge against the alleged owner for violation to the provision of 

Presidential Decree 705.

1. RESCUE OF A 15-YEAR OLD 2 ND YEAR HIGH SCHOOL 

STUDENT OF CAMAMAN-AN NATIONAL HIGH SCHOOL 

• On September 12, 2010 at 7:00 P.M. at Purok 4-A, Brgy. 

Gusa, Cagayan de Oro City, elements of Cagayan de Oro City CIDT-10RCIDU 

of this Group arrested one Orlando AGBALOG y Pilesco, 22 years old, married, 

jobless and a resident of above-mentioned place in connection with the complaint 

of Ms. Lois Ann UDARBE y Garcia, 15 years old, second year high school 

student of Camaman-an National High School, Cagayan de Oro City who was 

allegedly raped by the above named suspect at about 5:00 P.M. of September 

12, 2010 at Purok 4-A, Brgy. Gusa, Cagayan de Oro City. 

• A case for Rape was referred before the City Prosecutor’s 

Office, Cagaayn de Oro City on September 13, 2010 docketed under IS No. INQ- 

101-602 thru inquest proceedings and subsequently filed in Court on September 

14, 2010 in FC Case Nr 2010-352. 

2. RESCUE OF NINETEEN (19) MINORS FROM DIFFERENT 

ESTABLISHMENTS AND NIGHTCLUBS IN PAMPANGA 

• Arrest of thirty-nine (39) managers, floor managers and 

cashiers and rescue of two hundred eighty-six (286) dancers/GROs and 

waitresses including nineteen (19) minors during a simultaneous operation 

conducted by joint elements of Pampanga CIDT-3RCIDU of this Group, NBI 

Region 3, Office of SILG, PNP Legal Service and Special Action Force in 

coordination with the DSWD and Angeles City Police Office at about 11:00 in the 

evening of September 15, 2010 at Forbidden City Club, Camelot Club and Dirty 

Duck Club- all located at Fields Avenue, Balibago, Angeles City, Pampanga. 


• During the operation, female dancers/GROS of said 

establishments were caught while in the act of having sexual intercourse with 

male civilian assets used in the said operation. Arrested and rescued persons 

were brought to PNP Training Service School for Values and Leadership Annex 

Building, 7372 Gil Puyat Avenue, CFZ, Clarkfield, Pampanga for documentation 

and proper disposition. 

• Inquest case for Violation of RA 9208 (Human Trafficking 

acts of 2008) against the forty (40) arrested personnel of Camelot Club docketed 

under IS No. XVI-INQ10I-00051; Dirty Duck Club docketed under IS No. XVI- 

INQ10I-00052 and Forbidden City Club docketed under IS No. XVI-INQ10I- 

00053 through Department of Justice Prosecutors at the PNP Training Service 

School for Values and Leadership Annex Building, 7372 Gil Puyat Avenue, CFZ, 

Clarkfield, Pampanga. 

3. RESCUE OF A 6-YEAR OLD BOY IN LUCENA CITY, QUEZON 

• On August 17, 2010 at about 11:00 A.M., a group of 

teachers from Brgy. Gulang-gulang Elementary School headed by Ms. Mariba O. 

Arela appeared before the Quezon CIDT Office and requested assistance 

regarding her student Mike Bobis y Tan, 6 years old who was allegedly 

maltreated/assaulted by his step-father Jonald ZUÑIGA in their rented apartment 

located at Aregon Street, Saint Michael Subdivision, Brgy. Gulang-gulang, 

Lucena City. 

• Investigation disclosed that prior to the incident, the victim 

was inside the house preparing to go to school with his mother Mrs. Cindy T. 

Bobis, when the suspect mauled him and maltreated using a blunt instrument. 

After the incident, the suspect angrily ordered the victim to leave despite of the 

injuries he sustained. While the victim attended classes inside the room, Ms. 

ARELA noticed that his eyes were teary. When asked what happened, the victim 

replied that he was maltreated by his step-father. At this juncture, Ms. ARELA 

reported the incident to his immediate school principal, who personally appeared 

before the Quezon CIDT Office seeking for assistance. 

• Immediately thereafter, the team coordinated with DSWD 

headed by Mrs. Emelinda S. Quinsanos and Ermelinda Garcia and brought the 

victim to Quezon Medical Center, Lucena City for treatment. Finding on records 

of Medical Examination by the attending physician showed that the victim 

sustained injuries due to mauling, particularly a Hematoma on his Occipital right, 

upper right Arm, right shoulder, left forearm, wrist and right arm. 

• At about 3:30 P.M. of same day, based on the complaint a 

follow-up operation was conducted that resulted to the arrest of Jonald A. 

ZUÑIGA. When investigated further, respondent opted to remain silent. 

• Cases for violation of RA 9262 (Anti-Violence Against 

Women and their Children) and violation of RA 7610 (Child Abuse) were filed 

against the arrested suspect before the City Prosecutor’s Office, Lucena City, 

Quezon docketed under IS No. IV-16-INQ-10H-00281. 


4. RESCUE OF TWO (2) FEMALE MINORS IN TUBURAN, CEBU 

• On August 12, 2010, elements of 7RCIDU of this Group 

conducted operation at Brgy. Dos, Tuburan, Cebu, which resulted in the rescue 

of two (2) female minors identified as Leonie Laurente y Bazaran, 17 years old, a 

3 rd High School student and her sister Leonita Laurente y Bazaran, 12 years old, 

a grade 5 pupil and the arrest of the suspect Leonardo LAURENTE y Esdrillon, 

50 years old, father of the victims. 

• The operation was conducted based on the formal complaint 

of Norma Barazan, mother of the victims who personally appeared before 

7RCIDU Office accompanied by members of Crusade Against Crimes, Cebu City 

headed by Mrs. Thelma Chiong at about 3:00 P.M. and sought assistance for the 

rescue of her two (2) minor daughters. The evil acts were allegedly committed by 

their father, while they were under his custody in his house at Brgy. Dos, 

Tuburan, Cebu. The said complaint was also supported by a letter of one (1) of 

the victims Leonie, stating therein the lascivious conduct of their father. 

• After a thorough evaluation of the report, a team from 

7RCIDU proceeded to the residence of the suspect where the victims were 

reportedly sexually abused at Brgy. Dos, Tuburan, Cebu and conducted rescue 

operation. As the result thereof, the said two (2) minor victims were rescued from 

the hands of their father, and positively identified their own father as the person 

who raped them on several occasions. The suspect initially resisted arrest but 

was subdued by the lawmen. 

• During the course of further investigation, victim Leonie 

stated that the evil acts of their own father started sometime in the year 2002 

until the month of July 2010. She was first raped by her own father when she was 

9 years old and in grade 2, while Leonita averred that, she was raped when she 

was 10 years old and a grade 3 pupil in August 5, 2005 until 2008. Accordingly, 

the victims were being coerced and threatened by their father that they will be 

killed if they will tell to anybody or report the matter to the authority regarding his 

evil act. 

• On August 16, 2010, a case for violation under Article 266-A 

(Rape) of the RPC, in relation to RA 7610 (Child Abuse) was filed against the 

arrested suspect before the Provincial Prosecutor’s Office, Cebu City docketed 

under IS No. VII-03-INQ-10H-0648. 

5. RESCUE OF A 4-YEAR OLD GIRL IN MANDAUE CITY, CEBU 


accompanied with the victim/complainant Edelyn Avenido, 29 years old, 

conducted operation at Brgy. Basak, Mandaue City, which resulted in the arrest 

of Julito Catipay MANCAO, 40 years old, live-in partner of the victim and the 

rescue of Judelyn Joy Mancao, 4 years old, daughter of Edelyn and Julito. 

• The operation was based on the complaint of the victim, 

EDELYN who appeared before 7RCIDU Office and requesting for assistance 

regarding her live-in partner JULITO who inflicted physical and psychological 

violence in several occasions against her, taking custody and depriving her to 

visit their 4-year old child JUDELYN JOY. 


• A case for violation of Sections 3(a) and 5(e) para 1 of RA 

9262 (Anti-Violence Against Women and their Children Act of 2004) was filed 

against the arrested suspect before the City Prosecutor’s Office, Mandaue City, 

Cebu docketed under IS No. VII-13-INQ-10G-386. 

6. ARREST OF A SAN BEDA COLLEGE, ALABANG TEACHER 


conducted operation at Blue Wave Commercial Complex, Pasay City that 

resulted in the arrest of Jose Albert NAROMA y Bicol, 38 years old, Teacher of 

San Beda College, Alabang for alleged Sexual Abuse in relation to RA 7610. 

• The operation was based on the complaint of Mrs. Veronica 

Estomo y Medel against the above suspect who is the tutor of her minor son @ 

CJ for alleged sexual abuse, which transpired on June 16, 2010. 

• A case for violation of RA 7610 (Child Abuse Law) was filed 

against the arrested suspect before the City Prosecutor’s Office, Paranaque City 

docketed under IS No. XV-INQ-10G01560.

Significant accomplishments under CIDGOPLAN “Nena”: 

1. OPERATION AGAINST PERSEUS SPA 

IN BRGY. STO. DOMINGO, QUEZON CITY 

• On September 14, 2010 at about 11:00 P.M., elements of 

CMMCIDT-NCRCIDU of this Group conducted operation at PERSEUS SPA 

located at No. 528-A Banawe Street, Brgy. Sto. Domingo, Quezon City after 

confirming through an undercover policeman that it was being used as 

prostitution den. The operation resulted in the arrest of Mark SANTOS y 

Manumbas, 21 years old, cashier/ manager/ caretaker of said SPA who offered a 

young lady/ SPA personnel for sexual gratification for fee and accepted payment/ 

marked money in the amount of Php 3,000.00 from the policeman who acts as 

poseur client. 

• Rescued in the operation were ten (10) female workers who 

were confirming that their employer was sexually catering them for fee to male 

clients. On September 15, 2010, the arrested suspect was brought to Quezon 


City Prosecutor’s Office for inquest before Duty Asst. Prosecutor Reynaldo A 

Garcia for Violation of RA 9208 (Anti-Trafficking in Persons Act of 2003 with 

nobail recommended. 

2. OPERATION AGAINST CREEK SIDE GRILLED 

AND RESTAURANT IN MEYCAUAYAN, BULACAN. 

• On September 7, 2010 at about 1:00 A.M., elements of 

Bulacan CIDT-3RCIDU of this Group conducted operation at Creek Side Grilled 

and Restaurant located at Brgy. Saluysoy, Meycauayan, Bulacan, which resulted 

in the arrest of Ariane FERNANDEZ y Agustin while in the act of having sexual 

activity inside the VIP room of said bar with Group’s poseur-customer for a fee of 

Php 1,000.00. 

• The operation was in response to the information provided 

by a concerned citizenthat the said establishment is being used as front of 

prostitution and that GROs/entertainers thereat are working without the 

necessary Health Permit from concerned government agencies. 

• Also arrested were Eric GONZALES y Besin, OIC, Manager 

of said establishment and and nine (9) other entertainers/GROs. The owner of 

the establishment identified as Marry M Francisco of Metro Gate. Brgy. 

Pandayan, Meycauayan, Bulacan was not around during the said operation. 

Arrested persons were apprised of their constitutional rights and were brought to 

Bulacan CIDT Office for documentation and proper disposition. 

• Inquest cases for Violation of RA 9208 (Anti-Trafficking in 

Person Act of 2003) and Violation of Section 57, PD 856 (Sanitation Code of the 

Philippines) were filed on September 7, 2010 against the above-named 

respondents before the City Prosecutors Office, City of Meycauayan, Bulacan 

under NPS Docket No. III-08-INQ-10I-00125. 

3. ARREST OF A GRO IN A KTV BAR 

LOCATED AT BAGONG SILANG, CALOOCAN CITY 

• On August 9, 2010, elements of NMMCIDT-NCRCIDU of this 

Group conducted operation at El Marineros KTV Bar located at Phase 4, Bagong 

Silang, Caloocan City, which resulted in the arrest of Irene FERNANDEZ y 

Operio, 29 years old, GRO, while in the act of having sexual intercourse with an 

unidentified customer who eluded arrest during the commotion. 

• The Operation stemmed from an information received from 

unidentified caller that said bar allegedly engaged in prostitution and other 

indecent sexual acts to customer for a fee. 

• A case for violation of Article 202 (Prostitution) was filed 

against the arrested suspect before Assistant City Prosecutor, Caloocan City 

Prosecutor’s Office docketed under IS No. XV-02-INQ-10H-01229. 

4. RESCUE OF A MINOR IN A BAR AT TAYABAS, QUEZON 

• On August 3, 2010, acting on the tip-off given by concerned 

citizen of Tayabas, Quezon, personnel of Quezon CIDT-4ARCIDU of this Group 


conducted raid at Velfare Bar located along Maharlika Highway, Brgy. Isabang, 

Tayabas, Quezon, which resulted to the arrest of Lovely BERNAL y Zoleta, GRO 

and native of Negros Occidental and residing at Purok Matahimik, Brgy. Cotta, 

Lucena City while in the act of dancing nude in front of customers. 

• Investigation revealed that the owner of said establishment 

was a certain Welson ANG of Lucena City who was not around during the 

operation. Arrested person was brought to Quezon CIDT Office for proper 

disposition and was subsequently released after confirming that she was a minor 

and duly acknowledged by Bong Sajor, her direct custodian. 

• A case for Violation of Article 201 of the RPC and violation of 

RA 7610 (Child Abuse) was filed against Welson ANG, et. al. before the 

Provincial Prosecutor’s Office, Lucena City, Quezon docketed under IS No. NPC- 

IV-09-INV-10H-00416. 

5. ARREST OF CHINESE NATIONALS IN A RESTO BAR 

AT ANGELES CITY, PAMPANGA 

• On July 27, 2010, elements of Pampanga CIDT-3RCIDU of 

this Group conducted operation at Shades of China Resto Bar located at 

Bagumbayan Subdivision, Angeles City, Pampanga, which resulted in the arrest 

of the following suspects: 

- Marie Danica PIONES y Palo, 18 years old 

(alleged prostitute); 

- Vincent GOUN y Padilla, 29 years old, Fil-Chinese 

(owner); 

- Yang HONG, 23 years old, Fil-Chinese (Cashier); 

- Xiang YANG y Jun, 33 years old, Fil-Chinese; and 

- Yu YAN y Ting, 29 years old, Fil-Chinese. 

• The operation was based on the information by concerned 

citizen that said establishment is a front for prostitution. 

• Cases for violation of Article 202 of the RPC and PD 969 

were filed against the arrested suspects before the City Prosecutor’s Office, 

Angeles City, Pampanga docketed under NPS No. III-01-INQ-10G-00383. 

6. ARREST OF A FLOOR MANAGER AT BABILON BAR AND 

RESTAURANT IN PINAMALAYAN, ORIENTAL MINDORO 

• On July 19, 2010, elements of Oriental Mindoro CIDT- 

4BRCIDU of this Group in coordination with the Business Permit and Licensing 

Office of Pinamalayan, Oriental Mindoro conducted operation at Babilon Bar and 

Restaurant located at Pinamalayan, Oriental Mindoro, which resulted in the 

arrest of Minda CONCEPCION y Jayme, 48 years old, floor manager of said bar 

while rendering her duty and approached, offered and negotiated with the poseur 

agent of Oriental Mindoro CIDT for the sexual services of their GROs in the 

amount of Php 1,500.00. 

• A case for violation of RA 9208 (Anti-Trafficking in Persons 

Act of 2003) was filed against the arrested suspect before the Pinamalayan 

Prosecutor’s Office docketed under NPS No. IV-079-INV-10G-000237.

Significant accomplishments under CIDGOPLAN “Magdalena”: 

1. ARREST OF SUSPECT SELLING IN PUBLIC DISPLAY 

OF PORNOGRAPHIC DVD IN BORONGAN, EASTERN SAMAR 

• On September 16, 2010, elements of Eastern Samar CIDT- 

8RCIDU of this Group conducted operation at the vicinity of DUPTORS Terminal 

located in Brgy. Songco, Borongan, Eastern Samar, that resulted in the arrest of 

Makalintal MUAB y Ali, 27 years old, single, native of Cotabato City and the 

confiscation of seventeen (17) pieces of pornographic DVD’s and eighty-nine 

(89) pieces of pirated DVD’s/CD’s. 

• A case for violation of Article 201 (Obscene Publication) was 

filed against the arrested suspect. 

2. IMPLEMENTATION OF SEARCH WARRANT AGAINST JAYPEE 

CARPO PALALON CALL CENTER IN IMUS, CAVITE 

• On September 10, 2010 at about 2:30 P.M.,elements of 

Cavite CIDT-4ARCIDU of this Group implemented Search Warrant Nos. 1785-10 

and 1786-10 issued by Hon. Cesar A Mangrobang, Judge of RTC Branch 22, 

Imus, Cavite against Jaypee C. PALALON and Mr. Henry GOSS, American 

National of Jaypee Carpo Palalon Call Center, 4 th Floor, DCR Building, Bayan 

Luma II, Imus, Cavite for violation of Article 201 of the Revised Penal Code in 

relation to Republic Act 8792 (Electronic Commerce Law). 

• The search was conducted in an orderly manner and in the 

presence of Jaypee C. PALALON and Brgy.Kagawad Librada Reyes of Brgy. 

Bayan Luma II, Imus, Cavite. Unfortunately, Mr. Henry GOSS was not present 

during the operation. The search resulted in the confiscation of the following 

pieces of evidence: 

- Fourteen (14) sets of desktop computers (mouse, 

keyboard, CPU) 

- One(1) internet router; 

- Two(2) network hubs; 


- One(1) logbook; 

- Two(2) notebooks; and 

- Several related documents 

• Corollary, incidental to a lawful search, nine (9) employees 

were chanced upon in the act of advertising/selling pornographic websites and 

materials through the internet which is in Violation of Article 201 of the RPC in 

relation to RA 8792 (E-Commerce Law). The employees were identified as the 

following: 

- Christian Avila ZAMORA, 19 years old, GRS 

Pasong Camachile, Gen. Trias, Cavite; 

- Klan Sungahid ALISON, 19 years old, Block 1, Lot 

11, Phase 2, Cita Italia, Bacoor, Cavite; 

- Annalie Paculan NARAVAL, 31 years old, 84 B 

Maliksi 2, Bacoor, Cavite 

- Celeste Contreras IGNACIO, 32 years old, Amaya 

3, Tanza, Cavite; 

- Omar Garcia DUMAOP, 32 years old, 275 Biak na 

Bato Street, Rosario, Cavite; 

- Allan Anastacio ABALOS, 23 years old, Block 18, 

Lot 8, Lanzones Street, Golden Acres, Talon Las 

Piñas; 

- Daryl Ballan SANGALANG, 23 years old, Molino 

4, Bacoor, Cavite; 

- Mark Febryan Medregia JUNIO, 21 years old, B3, 

L23. Pili Street, Phase 1, West Camella Homes, 

Molino, Bacoor, Cavite; and 

- Joel Manalo MEDINA, 37 years old, 609 San 

Rafael III, Noveleta, Cavite. 

• Mr. PALALON and the above-mentioned employees were 

apprised of their constitutional rights and the cases imputed against them. The 

confiscated pieces of evidence were brought to Cavite CIDT Office for proper 

disposition and documentation. 

• Subsequently, a case for of Violation of Article 201 of the 

Revised Penal Code in relation to RA 8792 (E-Commerce Law) against Christian 

Avila ZAMORA, et. al. (arrested) and Mr. Henry GOSS (at-large) was filed before 

the Office of the Provincial Prosecutor, Imus, Cavite and docketed under IS No. 

IV-03-INQ-10I-3645. 

3. ARREST OF SUSPECTS SELLING IN PUBLIC DISPLAY 

OF PORNOGRAPHIC DVD IN STA. CRUZ, DAVAO DEL SUR 

• On August 25, 2010, elements of Davao del Sur CIDT- 

11RCIDU of this Group conducted operation at Sta. Cruz Public Market, Sta. 

Cruz, Davao del Sur against the proliferation of pornographic DVDs in public 

display for sale, which resulted in the arrest and the confiscation from their of the 

following suspects pieces of evidence: 

• Abdullah MALASIPOT y Bantuas, 35 years old. 

- Eighteen (18) pieces of assorted 

pornographic DVDs; and 


- Thirty (30) pieces of assorted pirated DVDs. 

• Anwar AMEN y Sarip, 33 years old. 

- Thirty-three (33) pieces of assorted 

pornographic DVDs; and 

- One hundred twenty (120) pieces of 

assorted pirated DVDs. 

• A case for violation of Article 201 was filed against the 

arrested suspects before the Provincial Prosecutor’s Office, Digos City docketed 

under IS No. XI-04-INV-10H-166 to 167, respectively. 

4. OPERATION AGAINST PORNOGRAPHIC MATERIALS 

IN CABANATUAN CITY, NUEVA ECIJA 

• On August 21, 2010, elements of Nueva Ecija CIDT-3RCIDU 

of this Group conducted operation at the vicinity of Paco Roma, Cabanatuan 

City, Nueva Ecija, which resulted in the arrest of Marlyn CHUA and the 

confiscation of seven hundred (700) pieces of pornographic DVDs being 

displayed and offer for sale by the suspect. 

• A case for violation of Article 201 of the RPC was filed 

against the arrested suspect before the City Prosecutor’s Office, Cabanatuan 

City, Nueva Ecija docketed under CC No. 10305-AF. 

5. OPERATION AGAINST PORNOGRAPHIC MATERIALS 

IN ATIMONAN, QUEZON 

• On July 26, 2010, elements of Quezon CIDT-4ARCIDU of 

this Group together with Atimonan MPS conducted operation after receiving a 

telephone call from a concerned citizen informing that pornographic and pirated 

CDs/VCDs/DVDs are being sold at Atimonan Public Market. 

• The operation resulted in the confiscation of three hundred 

nine (309) assorted pornographic and pirated VCDs and DVDs with estimated 

street value of Php15,450.00. However, stall owners managed to elude arrest 

during the raid upon sensing the arrival of the raiding team. Confiscated items 

were brought to Quezon CIDT Office for proper disposition thereby later 

identifying the stall owner as Nasser SALIM y Golag of Bel-Air Subdivision, Brgy. 

10, Lucena City. 

• Cases for violation of RA 9239 and violation of Article 201 of 

the RPC was filed against SALIM before the Provincial Prosecutor’s Office, 

Gumaca, Quezon docketed under IS No. IV-09B-INV-10G-00221. 

CAMPAIGN AGAINST ILLEGAL RECRUITMENT AND 

TRAFFICKING OF MIGRANT WORKERS

Significant accomplishments under CIDGOPLAN “Pagsisikap”: 

1. TURNOVER OF SUSPECT WHO WAS ARRESTED 

AT NAIA, PASAY CITY BY IACAT 

• On September 11, 2010, the office of Inter-Agency Council 

against Trafficking, based in Ninoy Aquino International Airport, Pasay City 

turned-over a respondent Levi Asser A. IGNACIO, 22 years old, single and 

resident of Evangelista Street, Corner Looban 4, Talaba Uno, Bacoor, Cavite 

together with his complainant ANALIE M. ABRAHAM, 26 years old, single and 

resident of Mercedes View Highland, Zamboanga City. 

• Investigation conducted disclosed that on September 1, 

2010, herein complainant in her hometown in Zamboanga City received a call 

from a certain Mildred MILANAO from Manila askingher if she is Analie M. 

ABRAHAM. She answered that she is Analie M. ABRAHAM who is talking now 

with her, afterwards, the caller introduced herself as a legal recruiter and 

currently recruiting applicants to work abroad particularly in Lebanon as domestic 

helper. Ms. ABRAHAM offered him as Domestic helper in Lebanon with a 

monthly salary in the amount of US$ 400.00 thru direct hiring scheme.Payment 

of placement fee will be deducted thru salary, she promised also of easy 

deployment and if interested in the offer, Ms. ABRAHAM will spend only in 

Medical Examination fee and plane ticket in Going to Manila. The said recruiter 

told Ms. ABRAHAM that if she is willing to accept the offer, she just contact him 

on the said number. As a result of enticement, Ms. ABRAHAM accepted the offer 

and undergone medical Examination in Zamboanga City per adviseof Mildred 

MILANAO. 

• On September 8, 2010, herein complainant received another 

call from her recruiter informing her schedule of deployment which was set on 

September 10, 2010 and there is a need for her presence at the NAIA Airport in 

Pasay City on the said date. Ms. Analie M. ABRAHAM arrived at Domestic 

Terminal at about 7:50 in the evening September 10, 2010 and was fetched and 

accompanied by her cousin and brother-in-law in the name of Rodelio CUPO and 

Alvie ADRIASsince this is her first to go to Manila. After this, they proceededto 

NAIA Terminal 1, Pasay City. Upon reaching the said place, Ms. ABRAHAM, 

received a call from her recruiter Mildred advising her to cooperate with them and 

promised that she will in the evening. Afterwards, she was instructed again to 

proceed to Jollibee located at the ground floor near the arrival area of NAIA to 

meet her staff named Levi. Upon meeting with LEVI, Levi confirmed her 

departure on that night and assured her deploymentin Lebanon to work as 

Domestic helper. Afterwards, recruiter Mildred called again and instructed Ms. 

Abraham to wait his Staff named Olga who will give her plane ticket. During the 

conversation with Olga, Ms. ABRAHAM asked the legality of her deployment but 

they cannot answer properly. At that juncture, sensing that she is a victim of 

Illegal Recruitment, she asked the help of Airport Police duty at the said vicinity 

and hold the recruiter Levi Asser A. IGNACIO and brought him to the office of 

Inter-Agency Council against Trafficking, NAIA Task Force against Trafficking in 

Persons for investigation. While at the said office, the above-named suspect 

failed to show appropriate documents regarding her attempt to deploy Ms 


Abraham to Lebanon as Domestic helper. Subsequently, he was turned-over to 

this office to include seized ítems for proper investigation and documentation. 

• The respondent did there and then, unlawfully, willfully, 

deceitfully enticed, enlisted, recruited and promised the complainants of an 

overseas job abroad for a fee knowing fully well that she don’t have authority or 

license to recruit which is a gross violation of Republic Act No. 8042 (Migrants 

Workers and Overseas Filipinos Act of 1995). 

2. RE-ARREST OF SUSPECT INVOLVED 

IN LARGE SCALE ILLEGAL RECRUITMENT, SWINDLING 

AND TRAFFICKING OF MIGRANT WORKERS 

• On August 28, 2010 at about 5:50 P.M., Joel V. ESTABILLO 

@ Michael Velasco ESTABILLO/Venus Velasco ESTABILLO/Johnny 

MARFIL/Jonathan TORRES/Danilo TORRES, 40 years old, a resident of No. 20 

Don Francisco Street, Villa Beatriz, Quezon City and/or Brgy. Kalaw, Villaverde, 

Nueva Ecija was turned-over to TFAIR-ATCD of this Group after his arrest at the 

vicinity of Ermita Manila on or about 3:30 P.M. of same day by his nine (9) 

victims/complainants thru citizen arrest. 

• Based on the sworn affidavit of the complainants, they were 

recruited by suspect Joel ESTABILLO who identified himself as an employee of 

J2M International Agency and who has a legal capacity to recruit and deploy 

overseas workers to Israel and Malaysia. The complainants were promised a job 

such as domestic helper, houseboy and factory worker with a high salary and 

collected monies ranging from Php 4,350.00 to Php 380,000.00 as 

placement/processing fees. They, however, were deployed in Israel but there 

were no available jobs thereat and they were jailed for two (2) days and were 

repatriated here back. 

• Complainants after arrival in our country verified the 

recruitment agency of Joel ESTABILLO and they found out that there is no such 

agency and they called up the suspect regarding their situation wherein the latter 

agreed to meet them on August 28, 2010 at the parking area vicinity of Jed 

Diagnostic Center along Arroceros Street, Ermita, Manila on the ground for their 

redeployment together with the suspect’s new applicants. 

• At about 3:30 P.M. of same day, the respondent requested 

for the change of venue and they agreed to meet at the vicinity of Royal Wings 

Travel Agency, Ermita, Manila. During said meeting, the complainants 

immediately held the suspect and brought him at the Office of TFAIR of this 

Group together with the pieces evidence used by the suspect in defrauding. 

• Cases for violation of RA 8042 (Migrant Workers and 

Overseas Filipinos Act of 1995) as amended, RA 9208 (Anti-Trafficking in 

Persons Act of 2003) and Article 315 (Swindling) – all in Large Scale were 

referred for Inquest Proceedings before the duty City Prosecutor Lanie Ramos 

and the latter affirmed the commitment of the respondent. 


3. ARREST OF ROMANIAN NATIONAL IN FRONT OF 

US EMBASSY, ROXAS BOULEVARD, ERMITA, MANILA 

• On August 19, 2010, elements of TFAIR-ATCD of this Group 

conducted operation in front of the United States Embassy located at Roxas 

Boulevard, Ermita, Manila that resulted to the arrest of Matei RAZVAN OCTAVIA, 

a Romanian National with Passport No. 15095092 and a holder of US Permanent 

Resident Card No. A#096-777-162 with Philippine Address at Room 603 Grand 

Prix Hotel, Mabini Street, Ermita, Manila while in the act of recruiting, enlisting, 

contracting, canvassing, hiring and promising the complainants of a non-existing 

job in the US using fraudulently obtained job order. 

• The operation stemmed from the request of Regional 

Security Office, Criminal Investigation for US Embassy Manila through Special 

Agent Douglas Carter requesting for investigation relative to the complaints of 

Shaneth Razon Pueblo and six (6) others against the suspect for illegal 

recruitment. 

• Investigation conducted disclosed that the suspect recruited 

the complainants to work as housekeeper in resorts such as Mayan Inn, 

Mainsail, Plaza Resort and Spa, Makai, La Playa and the Comfort and Quality 

Inn in the United States of America. The suspect claimed that he was the Vice- 

President of the Resort Staffing Agency (RSA) located at 290B US Highway 1, 

Suite 103 Ormond Beach, FL 32174 and the direct person of contact in Manila. 

• However, an investigation conducted by the American 

Embassy in Manila revealed that the suspect has fraudulently obtained US Job 

Orders for 392 Philippine workers, when in fact the petitioned jobs do not exist. 

Moreover, the suspect referred his recruited applicants to the following local 

recruitment agency to facilitate the processing of their documents, to wit: 

- Speed Continental Employment Agency, 

Incorporation located at DR.-1 2 nd Floor SBL 

Building, General Maxilon Avenue Extension, 

Cebu City; 

- SHFIA International Manpower Services located at 

Ground Floor, 2 nd Floor, 3 rd Floor, 1856 España 

Street, Sampaloc, Manila; 

- RRT Consultancy Assessment Services 

Corporation located at Aurora Boulevard, Quezon 

City; and 

- Mission Way Manpower Services Incorporation 

located at Ground Floor Units A and B (2 nd Floor) 

and 3B, 1828 San Marcelino Street, Malate, 

Manila. 

• The applicants were denied of the visas applied for due to 

fraudulent Job Orders and Non-Existent jobs in the US when verified by the US 

Embassy, Manila with the Inner Circle Management, a company that deploys 

overseas workers for Mayan Inn, Mainsail, Plaza Resort and Spa, Makai, La 

Playa and the Comfort and Quality Inn. Likewise, the Inner Circle Management 

certified that they did not enter into any contract with the Resort Staffing nor have 


solicited Resort Staffing to place any of their workers from the Philippines at any 

of the locations that they manage. 

• Verification made by ATCD Office of this Group with the 

POEA revealed that RRT Consultancy Assessment Services Corporation and 

Matei RAZVAN OCTAVIAN is not authorized to recruit and deploy OFWs abroad. 

Likewise, verification with the Bureau of Immigration revealed that suspect was 

here in the Philippines on a temporary visitor’s status. 

• Seized and recovered from the possession and control of 

Matei RAZVAN OCTAVIAN were the following items, to wit: 

- Job Order from Resort Staffing Agency for 

Housekeeping; 

- Resort Staffing Agency letter to US Embassy 

Manila signed by the name of Bogdan Dragos, 

President of Resort Staffing Agency; 

- Contract between Resort Staffing Agency 

Incorporation (RSA) and Speed Continental (Local 

Agency) for prospective seasonal worker to USA; 


Incorporation (RSA) and SHFIA International 

Manpower Services (Local Agency) for 

prospective seasonal worker to USA; 


Incorporation (RSA) and RRT Skill Consultancy 

Assessment Services Corporation (Local Agency) 

for prospective seasonal worker to USA; 


Incorporation (RSA) and Mission Way Manpower 

Services (Local Agency) for prospective seasonal 

worker to USA; 


Incorporation (RSA) and Seaside Inn, Makai, 

Comfort Inn, Conch House, Bermuda House and 

The Islander Resort for twenty (20) housekeepers 

with letters from Seaside Inn, Makai, Comfort Inn, 

Conch House, Bermuda House and The Islander 

Resort;

• Immediately after the arrest, the suspect was apprised of his 

rights as provided for under the Constitution of the Republic of the Philippines 

and was brought to TFAIR-ATCD Office of this Group for investigation together 

with the seized items. 


Overseas Filipinos Act of 1995) as amended and Article 315 (Swindling) of the 

RPC both in Large Scale were filed against the arrested suspect. 

• On September 6, 2010, an RTC Information dated August 

26, 2010 was received by TFAIR-ATCD of this Group charging accused Razvam 

MATEI y Octavian for illegal recruitment in large scale docketed under CC No. 

10-278056 with no bail recommended. 

• On September 7, 2010 at about 8:30 A.M., said accused 

was presented before Judge Teresa P. Soriano, RTC Branch 27, Manila for 

Arraignment by virtue of the Procedure Order dated September 3, 2010 but was 

reset on September 22, 2010 at 8:30 A.M. due to Motion to Quash by his 

counsel, Atty. Carmelo B. Culvera. 

• Likewise on same day, said accused was transferred to 

Manila City Jail for confinement by virtue of the Commitment Order dated 

September 6, 2010 issued by Judge Teresa P. Soriano pending the termination 

of above criminal case for illegal recruitment. 

4. ARREST OF ILLEGAL RECRUITER IN LAL-LO, CAGAYAN 

• On July 12, 2010, elements of Aparri CIDT-2RCIDU of this 

Group accompanied with the victims/complainants conducted entrapment 

operation at Brgy. Magapit, Lal-lo, Cagayan, which resulted in the arrest of 

Tessie Aggalut Vda. De Cabang after receiving Php 1,500.00 marked money. 

• The operation was based on complaints lodged by Dennis 

Pungtilan Manuel and three (3) others against the suspect who identified herself 

to them as Ginalyn BUGARIN, a resident of Centro, Pagudpud, Ilocos Norte. In 

the joint sworn complaint-affidavit of the victims, they averred that they were 

recruited by the suspect on February 3, 2010 to work as overseas contract 

worker as fruit picker in Norway. As part of the recruitment process, suspect 

obliged the complainant to pay the required fees of their travel documents which 

was readily paid in equal and installment basis by the complainants in the total 

amount of Php 60,000.00 each. Suspect demanded again Php 5,000.00 each as 


additional payment for placement fees, that caused them to doubt that suspect is 

an illegal recruiter. 

• During the arrest, the team identified the suspect as the one 

they previously arrested for three (3) counts of Illegal Recruitment and Estafa, 

but the cases were ordered dismissed by the court after suspect entered into a 

compromise agreement with the victims/complainants. 

• Cases for violation of RA 8042 (Large Scale Illegal 

Recruitment) and violation of Article 178 (Using Fictitious Name and Concealing 

True Name) of the RPC were filed against the arrested suspect before the 

Provincial Prosecutor’s Office, Appari, Cagayan docketed under NPS No. II-02a- 

INQ-10F-00066. 

5. ENTRAPMENT OPERATION AT MHEYMAN MANPOWER 

INTERNATIONAL IN SAN FERNANDO, PAMPANGA 

• On July 5, 2010, elements of ATCD of this Group conducted 

entrapment operation inside the Mheyman Manpower International located in 

front of Ford Pampanga, Gapan-Olongapo Road, San Fernando, Pampanga 

and/or Building 1, Lot 4, Jose Abad Santos Avenue, Brgy. Dolores, City of San 

Fernando, Pampanga that resulted to the arrest of the following suspects, to wit: 

- Artemio RACIMO y Dumlao, 58 years old; 

- Noel OLIVEROS y Lugtu, 46 years old; 

- Joan CASTRO y Bulanadi, 31 years old; 

- Rosel SALONGA y Dizon, 31 years old; 

- Dolly URQUICO y Castro, 43 years old; and 

- Rhysa MANGUNE y Guzun, 29 years old. 

• The case stemmed from the complaints of Eden B. Gil and 

fifteen (15) others of San Fernando, Pampanga. Investigation conducted 

disclosed that complainants were recruited by the above suspects to work in 

Cyprus and Greece as farmers, apple picker with a salary of US$ 23.00 per hour, 

and will be working for eight hours a day for a three (3) years contract. 

Complainants were required to pay an amount of Php 53,500.00 for airline ticket, 

transmittal fee, and processing. After paying said amount, the promised jot to the 

complainants never materialize. 

• Seized and recovered from the possession and control of the 

suspects were the following:

1. BUY-BUST OPERATION AGAINST SUSPECTS SELLING 

OF FAKE WINES IN MABALACAT, PAMPANGA 

• Arrest of Rosita ESTABILLO y Dungca and three (3) others 

while in the act of receiving the marked money in the amount of Php 1,000.00 as 

payment of several fake wines at about 12:10 in the afternoon of September 22, 

2010 during a buy-bust operation conducted by elements of Pampanga CIDT led 

by PCINSP DANILO G MENDOZA at KFC Dau Branch, Dau, Mabalcat, 

Pampanga. 

• Confiscated from the arrested suspects were three (3) 

bottles Jack Daniel Whisky, three (3) pieces Chivas Regal, twelve (12) pieces 

Chivas Regal 750 ml, thirteen (13) pieces Jim Beam and thirteen (13) pieces 

Black Label Whisky loaded on a tricycle being driven by Juanito REYES. 


Arrested person were apprised of their constitutional rights immediately upon 

arrest. 

• Arrested suspects and the confiscated pieces of evidence 

were brought to Pampanga CIDT Office for documentation and proper disposition 

while Jessica ESTABILLO y Dungca, being a minor was turned-over to the 

custody of DSWD in Angeles City. A case for Violation of IPR Law against the 

respondents was filed before the Pampanga Provincial Prosecutor’s Office under 

NPS Docket No. III-12-INQ-10I-00703. 

2. SEIZURES OF MAGGI MAGIC SARAP PRODUCTS 

IN DAVAO CITY 

• On September 16, 2010, elements of AFCCD and 11RCIDU 

of this Group together with Davao CPO implemented Search Warrant Nos. 10- 

16406 to 16414 issued by Hon. Amor A. Reyes, Executive Judge of RTC Branch 

21, Manila against the following establishments/stores in Bankerohan Public 

Market, Davao City: 

- Geraldine Store; 

- Rivson Store;; 

- Store-cum-Warehouse; 

- Vicky Store; 

- Janelle Store; 

- Lyn Store; 

- Ading Store; 

- Elly’s Store; and 

- Easter’s Store. 

• The operation that resulted to the seizures of four thousand 

eighty-seven (4,087) pieces/ sachets of MAGGI MAGIC SARAP all in one food 

seasoning with an estimated amount of Php 15,100.00 was conducted in orderly 

manner and witnessed by Barangay officials and other witnesses/ representative 

of Nestle Phils Incorporate. 

• The seized items were stored at Carepark Moving and 

Storage Warehouse, a third party bonded warehouse located at No. 1234 

Villongco Drive, Sucat Road, Paranaque City, Metro Manila for temporary 

custody and safekeeping. 

3. SEIZURE OF COUNTERFEIT CIRCUIT BREAKERS 

IN CALOOCAN CITY 

• On August 12, 2010, elements of WMMCIDT-NCRCIDU of 

this Group implemented Search Warrant No. 10-16035 issued by Hon. Antonio 

M. Eugenio, Judge of RTC Branch 24, Manila against Wilson TAN and Yao WEI 

CHEN of Best Power Trading located at No. 35, Agno Street, 6 th Avenue, 

Caloocan City, which resulted in the arrest of Peter DY y Chua, 23 years old 

Sales Agent of said establishment and the seizures of four (4) pieces of KOTEN 

Molded Case Circuit Breaker and one (1) KOTEN Safety Breaker KS6. 

• A case for violation of Section 155 in relation to Section 

155.1 and Section 155.2 of RA 8293 was filed against the arrested suspect 


efore the City Prosecutor’s Office, Caloocan City docketed under IS No. XV-02-

implemented twenty-four (24) search warrants issued by Hon. Teresa P. Soriaso, 

2 nd Vice-Executive Judge, RTC Branch 27, Manila at the premises of Harrison 

Shoe Plaza located at Agtarap Street, Pasay City and in a warehouse located at 

Mayuga Extension, Parañaque City that resulted in the seizures and confiscation 

of four hundred (400) boxes of assorted counterfeit Havaianas footwear with an 


estimated value of Php 2 Million. Likewise, three (3) persons who were found 

manning/managing the above premises during the operations were put under 

arrest, namely: 

- Philip CHUA; 

- Allen SHI; and 

- Johnson SY – all at legal age and Chinese 

Nationals. 

• Cases for violation of Section 155 (Trademark Infringement) 

and Section 168 (Unfair Competition) in relation to Section 170 of RA 8293

Significant accomplishments under CIDGOPLAN “Ligas”: 

1. OPERATION AGAINST ILLEGAL TRADING 

OF PETROLEUM PRODUCTS IN MALASIQUE, PANGASINAN 

• On September 7, 2010, elements of Pangasinan CIDT- 

1RCIDU of this Group conducted operation against rampant illegal fuel trading at 

Asin East, Malasique, Pangasinan that resulted to the confiscation of one (1) 

gallon of Premium Gasoline containing MOL twenty (20) liters. Jesus NICOLAS 

who was not around during the operation allegedly owned said item. 

• A case for violation of BP 33 as amended by PD 1865 was 

filed against NICOLAS before the Municipal Trial Court of Malasique, 

Pangasinan docketed under CC No. 6885. 

2. CONFISCATION OF ONE (1) GALLON OF PREMIUM GASOLINE 

IN STA. BARBARA, PANGASINAN 

• On September 7, 2010, elements of Pangasinan CIDT- 

1RCIDU of this Group conducted operation against rampant illegal fuel trading at 

Minien East, Sta. Barbara, Pangasinan that resulted to the confiscation of one (1) 

Gallon of Premium Gasoline containing MOL twenty (20) liters being abandoned 

by Eunice PARAGAS after sensing the arrival of the operating team. 

• Confiscated item was brought to Pangasinan CIDT Office for 

proper documentation and disposition while a case for violation of BP 33 as 

amended by PD 1865 is being readied against the suspect. Investigator-on-case 

SPO1 Maximo C. Javonillo. 



OF PETROLEUM PRODUCTS IN LABRADOR, PANGASINAN 

• On August 19, 2010, elements of Pangasinan CIDT-1RCIDU 

of this Group conducted operation at the Seashore of Brgy. Tobuan, Labrador, 

Pangasinan, which resulted in the confiscation of twenty-eight (28) gallons of 

Diesel Fuel. However, upon sensing the arrival of the raiding team, suspects 

escaped and eluded arrest leaving the confiscated items behind. 


OF PETROLEUM PRODUCTS 

• On July 29, 2010, elements of Pangasinan CIDT-1RCIDU of 

this Group together with San Manuel Police Station conducted operation on 

rampant illegal fuel trading at Brgy. Poblacion Guest, San Manuel, Pangasinan 

that resulted in the confiscation of the following pieces of evidence: 

- Two (2) drums containing Premium Gasoline; 

- Two (2) plastic containers; and 

- Twelve (12) empty bottles of Coke litro. 

• The owner/maintainer identified as Frederick CAMPOS y 

Landigin was not around during the conduct of operation. 

• A case for violation of BP 33 as amended by PD 1865 was 

filed against the suspect before the Provincial Prosecutor’s Office, Urdaneta City, 

Pangasinan docketed under NPS No. 1-01e-INV-706-00358. 

OTHER LAW ENFORCEMENT ACTIVITIES 




Significant accomplishments on CIDG Other Law Enforcement 

Activities: 

1. SEIZURES OF FIVE (5) TONS OF ASSORTED BARE COPPER 

WIRES IN CARMONA, CAVITE 

• On September 18, 2010 at around 11:10 AM, personnel of 

Cavite CIDT led by PCINSP REYNALDO A MAGDALUYO, Field Officer together 

with Manila Electric Company (MERALCO) represented by Eduardo Dela Cruz, 

Reynaldo Decena and Joe Chimenia conducted search at the business 

establishment owned by Alberto Ogalinola and Luviana Maglaya located at B1, 

Golden Miles Business Park, Brgy Maduya, Carmona, Cavite by virtue of Search 

Warrant Numbers 1791-10 and 1792-10 for Violation of RA 7832 as amended 

(Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994). 


• The search resulted in the arrest of Alberto OGALINOLA and 

the confiscation of more or less five (5) tons of assorted bare copper wires worth 

Php500,000.00. Unfortunately, Luviana MAGLAYA was not present during the 

search. It was done in an orderly manner with the presence of Alberto 

OGALINOLA and was witnessed by Atty. Arman Laurito, Legal Counsel of the 

subject person and Brgy Kagawad Virgilio Purificacion of said barangay. Arrested 

person and the confiscated copper wires were brought to Cavite CIDT Office for 

proper disposition. 

2. ARREST OF SUSPECT INVOLVED THE GRUESOME 

KILLING OF A CARETAKER IN PALAWAN 

• On September 11, 2010 at about 11:00 o’clock in the 

morning of at National Highway, Brgy Tiniguiban, Puerto Princesa City, Palawan 

joint elements from Palawan CIDT led by PINSP IVAN R IBAÑEZ and Puerto 

Princesa City Police Office conducted police operation which resulted to the 

arrest of Elizar AGUILOS y Decena alias “Elizar LAGUILOS y Decena” alias 

“BONBON, 28 years old, married, jobless and resident of Manalo street corner 

Valencia Street, PPCity and a native of Brgy Ponong, Carigara, Province of Leyte 

after he was identified by the witness and complainant Fernando AGULIOS y 

Lucero, State Auditor II, Commission on Audit as the one who robbed his house 

and perpetrated the gruesome killing of his caretaker identified as Justino 

AGUILOS y Narteaaka “Mang Tino” 62 years old, single and resident of Purok 

Maligaya, Rodriguez Road, Brgy. San Jose, Puerto Princesa City, carted away 

the two (2) gold metals bars, color yellow and cash money amounting to Php 

10,000.00. 

• OnSeptember 13, 2010 at about 11:49 in the morning a case 

for Robbery with Homicide, docketed under NPS No. IV-INV-10I-00602 was filed 

at Puerto Princesa City Prosecutors Office. 

3. ARREST OF SUSPECTS INVOLVED IN BUTCHERING 

OF DOGS IN TONDO, MANILA 

• At about 10:00 

AM, Sep 02, 2010, Mr. Greg SALIDO 

and Mr. Luis BUENAFLOR, Corporate 

Secretaries of Animal Kingdom 

Foundation, Inc assisted by staff and 

crew of ABS-CBN XXX Channel 2 

personally appeared before WMMCIDT 

office and sought for police assistance. 


• Investigation disclosed that the complainant had a video 

footage of actual butchering of dogs intended for sale to interested customer at 

Capulong Bridge, Brgy 93, Zone 8, District 1, Tondo, Manila. 

• Based on the information, team from this office together 

ABS-CBN XXX staff and crew proceeded at the said area to conduct test buy of 

dog meal. Upon arrival thereat, the dog was already slaughtered as evidenced 

by the traces of blood and remaining dog. One suspect identified as Emmanuel 

TUAZON, 20 years old, single, jobless and resident of No. 14 Capulong St, 

Tondo, Manila was caught while in the act of butchering dogs. 

• At about 10:30 AM, of same date, follow-up operation was 

conducted at Toco St, Tondo, Manila, where another suspect identified as 

Rodolfo DIONISIO , 44 years old, single and resident of No. 1888 Toco St, 

Tondo, Manila was caught while in the act of butchering dogs. 

• Recovered from the suspect possession was one (1) unit of 

weighing scale; one (1) pc Butchers knife; one (1) pc of kitchen knife; wooden 

chopped board and dog meats. Suspects and confiscated items were brought to 

WMMCIDT office for investigation and proper disposition. 

• Cases for Violation of Section 11 (7) of RA 9482 (An Act 

Providing for the Control and Elimination of Human and Animal Rabies) and 

Violation of Section 6, RA 8495 (Otherwise known as “The Animal Welfare Act of 

1998) was filed before ACP Agnes A Lopez of Manila Prosecutors Office. 

4. ARREST OF 4 SUSPECTS FOR VIOLATION OF ARTICLE 310 

• This pertains to the complaint of Carlos Mariñas Garcia that 

he lodged before STG “Maverick” Office of this Group against Lloyd 

IMMACULATA y Tolentino, 29 years old, married and three (3) others for 

violation of Article 310 (Qualified Theft) of the RPC. 

• GARCIA is owner of Forex + Money Changer located at Dela 

Paz corner Masangkay Street, Antipolo City, wherein IMMACULATA is employed 

thereat as Messenger. At about 3:20 P.M. of August 17, 2010, the former 

instructed IMMACULATA to withdraw the amount of Php 950,000.00 in the bank 

account of their company at Banco De Oro, ML Quezon Street, Antipolo City 

branch. 

• At about 5:00 P.M. of same day, GARCIA received a call 

from IMMACULATA informing him that the latter was held-up by two (2) armed 

men who managed to took away from him the money which he had withdrawn 

from the company’s bank account. IMMACULATA was then brought by the holduppers 

in Mahabang Parang, Angono, Rizal, and left him thereat. 

• GARCIA immediately proceeded to Mahabang Parang Brgy. 

Hall where IMMACULATA is currently reporting the incident. After which, 

GARCIA and IMMACULATA left said barangay hall to proceed to STG 

“Maverick” Office to report the incident but GARCIA was surprised when 

IMMACULATA cried and confessed that he was not held-up, instead he and his 

friends (Eugene DESIPIDA y Villegas and Joker GERALDEZ y Marquez) 

conspired with one another in making up the story and kept the money for 

themselves. 


• In lieu thereof, elements of STG “Maverick” conducted 

follow-up operation that resulted in the arrest of Eugene DESIPIDA y Villegas, 26 

years old, single, at ML Quezon Street, Brgy. San Roque, Antipolo City at about 

3:00 A.M. of August 18, 2010, and the recovery from his possession the amount 

of Php 523,000.00 as part of the loot money. 

• DESIPIDA averred that Paolo AGCAOILI and Joker Marquez 

Geraldez have the rest of the money. Thus, the arresting team proceeded to the 

residence of AGCAOILI at Lores Country Homes, San Roque, Antipolo City. 

However, upon arrival thereat, the latter is not around, only his parents are 

present, so the CIDG personnel informed them of the incident and they called-up 

their son to come home and surrender the money. At about 4:00 A.M. of same 

day, AGCAOILI arrived and he voluntarily returned the money amounting to 

Php 300,000.00 together with the passbook of GARCIA. 

• DESIPIDA further informed the police officers that the 

remaining money is in the possession of Joker GERALDZ y Marquez, 27 years 

old, single. On the other hand, AGCAOILI sent a text message to GERALDEZ to 

proceed to his residence and bring with him the money, which is in his 

possession. After an hour, GERALDEZ arrived thereat and handed the money 

amounting to Php 14,000.00. IMMACULATA also identified GERALDEZ as the 

one who handed over said amount and a certain JOKER as his other cohort. 

AGCAOILI and GERALDEZ were then arrested and brought before STG 

“Maverick” Office for documentation. 

• On August 19, 2010, arrested suspects were referred before 

the Prosecutor’s Office of Anitpolo City for inquest proceedings for Qualified 

Theft, which was docketed under IS No. XV-01-INQ-10 00549. 

5. ARREST OF FAKE DENTIST IN NASUGBU, BATANGAS 

• On August 13, 2010, elements of Batangas CIDT-4ARCIDU 

of this Group together with members of Philippine Dental Association (PDA) and 

crews of TV Program 24-Oras of GMA 7 conducted entrapment operation, which 

resulted in the arrest of Ricardo NAVARRO and Perla Rosales NAVARRO inside 

their dental clinic located at Brgy. 2, Nasugbu, Batangas after performing an 

impression of denture from poseur customer and the confiscation of the following 

pieces of evidence: 

- Five (5) pieces Forceps; 

- One (1) piece model upper and lower with 

retainer; 

- One (1) piece scaler; 

- Two (2) pieces upper and lower impression tray; 

- Fifteen (15) pieces explorer; 

- Five (5) pieces cotton plier; 

- Three (3) pieces syringes; 

- Five (5) pieces elevator; 

- Eight (8) pieces mouth mirror; 

- One (1) piece lite cure; 

- Four (4) pieces scalpel; and 

- Three (3) pieces hemostatic forceps. 

• A case for violation of Section 33, Article V of RA 9484 

(Illegal Practice of Dentistry) was filed against the arrested suspects before the 


Provincial Prosecutor’s Office, Batangas docketed under NPS No. IV-02-INQ- 

10H-00375 

6. ARREST OF TWO (2) KOREAN NATIONALS 

FOR VIOLATION OF RA 8484 

• On August 3, 2010, elements of NCRCIDU of this Group 

assisted complainant Ms. Brenda Tuliao y Pagauisan of Baculud, Iguig, Cagayan 

who appeared before said Office and reported that she was victimized by Mr. 

Choi SEUNGYEL and some of his Korean friends who illegally used her four (4) 

Globe lines and twenty-six (26) Smart Goldlite accounts, which they got from her 

through concerted and manipulated acts during their transaction in 2008 at Strata 

2000 Building in Pasay City, thus making her monetary accountable with the 

aforesaid telephone companies in the aggregate amount of Php 1,138,571.61. 

• Victims claimed that she just saw two (2) of the Koreans, 

who victimized her at the 21 st Floor of the Strata 2000 building located along 

Ortigas Jr. Avenue, Pasig City. Relatively, the two (2) Korean suspects were 

arrested while in the act of operating/accepting international calls from mobile 

gateway machines and while in possession of thirteen (13) Globe Sim cards. 

• The arrested suspects, who identified themselves as Nam 

MINNOO of Sungbokgu, Jung Ung 4 Dong 822-17, Seoul Korea and billeted at 

Unit 18 Parc Chateau, Ortigas, Pasig Cityand Choi CHANGGI of Keongju City, 

Dong Chun Dong, Sung Hwa Apartment No. 406 South Korea and residing at 

No. 51 Osorio Sector 10, BF Homes, Paranaque City, failed to present necessary 

documents when queried relating to their business operation of mobile gateway 

machines as well as their true status in the Philippines as aliens. 

• A case for violation of para c, Section 9 of RA 8484 (Access 

Devices Regulation Act) for 13 counts was filed against the arrested suspects 

before the City Prosecutor’s Office, Pasig City docketed under IS No. XV-14- 

INQ-10H-00720. 

7. ARREST OF TWO (2) AFP PERSONNEL 

• On July 29, 2010 at about 2:00 A.M., elements of Pampanga 

CIDT-3RCIDU of this Group together with crews from TV Program “Imbestigador” 

of GMA 7 conducted entrapment operation at Fields Avenue, Brgy. Balibago, 

Angeles City, Pampanga, which resulted in the arrest of SSgt. Luisito 

GUMABON, PAF after receiving from victim/complainant a Php 4,000.00 marked 

money placed on top of the boodle money. 

• The operation stemmed from the complaint of Mr. Noli 

Tundayag who personally appeared before Pampanga CIDT Office against a 

certain CAPT. ARMANDO LARANANG, @ TSgt. RED, SSgt. Luisito GUMABON 

and other John Does who are intimidating, threatening and extorting money from 

him in the total amount of Php 1 Million since May 5 to July 28, 2010. 

• Complainant further stated that thru the employment of 

deception and coercion by the group of Yeong Dae AHN @ Joseph and Cho 

Young MAN (both Korean Nationals) and CAPT. LARANANG, he was forced to 

sign a prepared un-notarized MOA dated April 30, 2010 while inside the office of 

@ JOSEPH located at Friendship Avenue, Brgy. Anonas, Angeles City. 


• At about 9:18 A.M. of same date, TSgt. Armando Q. 

REDELICA @ Red personally came to the Office of Pampanga CIDT inquiring 

the status of the arrest of SSgt. GUMABON. While thereat, he intently intervened 

and obstructed the investigation against the arrested person which caused his 

arrest. 

• A case for violation of Article 294 (Robbery with Violence 

against/or Intimidation of Person/Robbery Extortion) against the suspects and 

separate case for Article 177 (Usurpation of Authority, Rank, Title, and Improper 

Use of Names, Uniforms and Insignia) against SSgt. Luisito GUMABON and 

violation of PD 1829 (Obstruction of Justice) against TSgt. Armando REDELICA 

– all were filed before the City Prosecutor’s Office, Angeles City docketed under 

CC No. 10-6423. 

8. ARREST OF LTO PERSONNEL IN CAGAYAN DE ORO CITY 

• On July 15, 2010, elements of Cagayan de Oro and Misamis 

Oriental CIDTs together with HPG 10 conducted entrapment operation at the 

vicinity of Brgy. Baloy, Cagayan de Oro City, which resulted in the arrest of 

personnel assigned at LTO Region 10 with office located at Brgy. Balua, 

Cagayan de Oro City; namely: 

- Edgardo ARAFOL y Fabria, 49 years old; 

- Nappie Jun MORALDE y Uy, 29 years old; 

- Michael MONTAJOS y Fernandez, 22 years old; 

- Roger EPONIA y Lapora, 47 years old; and 

- Rogelio SALAS y Malinguran, 18 years old. 

• Suspects were arrested after they have accepted the 

marked money used by decoys when they were asked by the suspects a certain 

amount in exchange for the release of their supposed impounded motor vehicles. 

• A case for violation of Robbery Extortion was filed against 

the arrested suspects before the City Prosecutor’s Office, Cagayan de Oro City 

docketed under IS No. X-06-INQ-106-473. 

9. ARREST OF BFP PERSONNEL FOR EXTORTION 

• On July 12, 2010, elements of CARCIDU of this Group 

conducted entrapment operation at Room 107, Otek Business Center, Otek 

Street, Baguio City, which resulted in the arrest of two (2) personnel from Bureau 

of Fire Protection (BFP) after receiving marked money, namely: 

- FINSP WILFREDO SISON FRANCO, 54 years 

old, a resident of No. 34 GEFA Lower QM, Baguio 

City; and 

- SFO2 Jose Sotiangco ESTOESTA, 54 years old, a 

resident of Garcia, Tuba, La Union. 

• The operation was in response to the complaint of Mr. Efren 

Julian Gamboa, owner of Dan-Wel Marketing located at Otek Street, Baguio City 


against BFP personnel assigned at Baguio City Fire Station for extorting money 

in a form of commission for selling of fire extinguisher. 

• A case for Robbery Extortion was filed against the arrested 

suspects before the Provincial Prosecutors Office, Baguio City docketed under 

NPS No. INQ-10-01580. 

ADMINISTRATIVE ACCOMPLISHMENTS: 

PERSONNEL MANAGEMENT 

As of September 30, 2010, the Group has an actual strength of 1,254; 

registering a 65.18%, fill-up out of a 1,924 authorized strength. Of this number, 

263 are Police Commissioned Officers (PCOs), 898 are Police Non- 

Commissioned Officers (PNCOs) and 93 are Non-Uniformed Personnel (NUP). 

Likewise, 8.27% of the uniformed personnel are assigned at HCIDG while 

91.73% at the Regional Criminal Investigation and Detection Units and Special 

Operating Divisions. Based on the authorized strength of 1,924, CIDG has a 

percentage fill-up of 84.84% for PCOs, 60.27% for PNCOs and 75.0% for NUP. 

With the end in view of enhancing the accountability and responsibility of 

all Regional Chiefs, Chiefs of Offices and field operating units, HCIDG took the 

following courses of action: 

a. Conduct of Staff and Group conferences at the 

Headquarters, CIDG attended by all Chiefs, RCIDUs, SOD’s, Divisional and 

Special Staffs and Section Chiefs; 

b. Conducted Mindanao Group Conference at 11RCIDU Office, 

Camp Leonor, San Pedro Street, Davao City and attended by Director, DDA and 

all Mindanao base RCIDUs; and 

c. Relief/Rotation of divisional staffs, regional chiefs, section 

chiefs, several provincial officers, and chiefs of field operating divisions; 

d. Visit and inspection of Regional Criminal Investigation and 

Detection Units (RCIDU’s) and Criminal Investigation Detection Teams (CIDT’s); 

and 

e. Approved, recommended to NHQ-PNP, and/or caused the 

issuance of orders for the following:

REVIEW OF POLICE DOCTRINE 

To improve the efficiency and performance of personnel and check 

violations of regulations and Police Operational Procedures, the following 

reforms were introduced: 

a. Maintained and proper dissemination to personnel of 

Headquarters, RCIDU’s and SOD’s of the Group, the directives, memoranda and 

circulars emanating from higher headquarters; 

b. Reiteration and dissemination of copies of the Police 

Operational Procedures and Commanders Manual to be used as guidance in the 

conduct of any police operation in regional/provincial units and divisions; 

c. Conduct of Monthly Ranks Inspection, PI & E and Physical 

Fitness Sports Development to all personnel of the Group; and 

d. Review of the existing SOP’s to improve coordination with 

PNP territorial units and other law enforcement/government agencies. 

INTELLIGENCE ACCOMPLISHMENTS: 

The Group conducted eleven (11)Security Survey Inspections (SSI’s), 

recorded 341Summaries of Information (SOI’s), provided six (6) VIP security 

operations and intelligence coverage and prepared nine(9) COPLAN’s against 

Organized Crime Groups, Criminal Gangs and Most Wanted Persons. 


On the implementation of OPLAN MAGIC EYE II, the Group identified and 

investigated one hundred twenty-one (121) PNP misfits. 

The Group also prepared 175 periodic intelligence reports (WIR/MIR) and 

intelligence summaries. Twenty-five (25) cases involving foreign nationals were 

also investigated, eighty (80)intelligence conferences/meetings/seminars were 

attended.

CONCLUSION: 

The above data showed the CIDG’s success in the implementation of the 

different flagship projects which this Group was primarily tasked to implement. A 

significant number of arrest of members of OCGs/CGs was recorded in our 

pursuit to crackdown the proliferating criminal gangs and crime groups whose 

nefarious activities are very detrimental to our economy. 

Our operations againstMost Wanted Persons which resulted in the arrest 

of quite a high number of personalities is very notable and this includesarrest of 

several suspects in the Maguindanao massacre who carried a monetary rewards 

on their heads. 

The recent directive of the CPNP to intensify our operations against 

“Jueteng” and other illegal gambling activities nationwide likewise resulted in the 

increase of our statistics onarrests of gambling operators/financiers, bettors, 

collectors and the confiscation of gambling paraphernalia. Corresponding cases 

were filed against the suspects and with this development, this Group is 

optimistic that the PNP in coordination with other concerned units would 

eventually eradicate if not lessen the proliferation of illegal gambling operations 

across the country.
