India’s Fourth Nati<strong>on</strong>al Report to the <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong><br />
Living Modified Organisms (LMOs); iv) Biosafety Clearing House (BCH) and enhanced informati<strong>on</strong><br />
sharing and public awareness; v) specialized training <strong>on</strong> spatial referencing of m<strong>on</strong>itoring of illegal killing<br />
of elephants; vi) creati<strong>on</strong> of synergy between commerce and industry; vii) standardizati<strong>on</strong> of applied rates<br />
and import duties of forestry products; viii) collaborative training programmes <strong>on</strong> wetland c<strong>on</strong>servati<strong>on</strong>;<br />
ix) training in plant and animal biosystematics; x) promoti<strong>on</strong> of linkages between NAP with other<br />
developmental programmes to ensure sustainability of JFM; and xi) extensive training and awareness<br />
initiatives through Nati<strong>on</strong>al Green Corps (NGC) and Nati<strong>on</strong>al Envir<strong>on</strong>ment Awareness Campaign<br />
(NEAC), etc.<br />
Major capacity building programmes organized through specialized instituti<strong>on</strong>s and centres of excellence<br />
include: i) advanced forest management and policy and legal issues at Indira Gandhi Nati<strong>on</strong>al Forest<br />
Academy (IGNFA); ii) diploma and vocati<strong>on</strong>al courses for Human Resource Development (HRD) needs<br />
of wood industry, post-graduate programme in forestry management at Indian Plywood Industries Research<br />
and Training Institute (IPIRTI); iii) post-graduate diploma course in wildlife management at Wildlife<br />
Institute of India (WII)); iv) post-graduate diploma in forest management at Indian Institute of Forest<br />
Management (IIFM); v) mountain specific rural technologies for rural communities and c<strong>on</strong>servati<strong>on</strong><br />
science to students and teachers at G. B. Pant Institute of Himalayan Envir<strong>on</strong>ment and Development<br />
(GBPIHED); vi) tax<strong>on</strong>omy of plants and animals (BSI and ZSI); vii) collaborative programmes <strong>on</strong><br />
envir<strong>on</strong>mental educati<strong>on</strong> and awareness [Centre for Envir<strong>on</strong>mental Educati<strong>on</strong> (CEE)]; and vii) green<br />
school initiatives and publicati<strong>on</strong>s <strong>on</strong> sacred animals, water bodies, etc., at CPR Envir<strong>on</strong>mental Educati<strong>on</strong><br />
Centre (CPREEC). Besides, ENVIS, a comprehensive network of envir<strong>on</strong>mental informati<strong>on</strong> and<br />
disseminati<strong>on</strong> with 76 network partners for variety of users is making a huge difference in India’s<br />
outreach and mainstreaming. Likewise, Informati<strong>on</strong> Facilitati<strong>on</strong> Counter (IFC) of the Ministry updates<br />
the database <strong>on</strong> NGOs working <strong>on</strong> envir<strong>on</strong>ment problems and provides a unique interface between the<br />
Government and civil society.<br />
Presently, various cross-cutting initiatives of Department of Agriculture and Cooperati<strong>on</strong>, Ministry of<br />
Agriculture (MOA) provide appropriate envir<strong>on</strong>ment for sectoral and cross-sectoral integrati<strong>on</strong> of land<br />
use. These am<strong>on</strong>g others, include: i) scheme <strong>on</strong> macro management of agriculture being implemented in<br />
states through State Land Use Board; ii) scheme <strong>on</strong> All India Soil and Land Use Survey; iii) preparati<strong>on</strong><br />
of land use policies and perspective plan for optimum utilizati<strong>on</strong> of land resources through Nati<strong>on</strong>al<br />
Land Use and C<strong>on</strong>servati<strong>on</strong> Board; iv) Watershed Development Project in Shifting Cultivati<strong>on</strong> Areas of<br />
Northeastern States, etc.<br />
In India, research and technology upgradati<strong>on</strong> and diversificati<strong>on</strong> across sectors is proving immensely<br />
valuable in addressing and promoting cross-sectoral integrati<strong>on</strong> of biodiversity related issues. This is<br />
achieved through various interdisciplinary programmes/projects of various Ministries, departments,<br />
instituti<strong>on</strong>s and collaborative mechanisms. Some major initiatives in this directi<strong>on</strong> are: i) green channel<br />
project to seek public support <strong>on</strong> c<strong>on</strong>servati<strong>on</strong> of endangered species [Department of Science and Technoogy<br />
(DST)]; ii) scientific methodology evolved and mainstreamed for estimating tiger populati<strong>on</strong>; iii) new<br />
projects <strong>on</strong> snow and glaciers, mapping of WLSs, NPs, coastal areas, wetlands, etc., through Nati<strong>on</strong>al<br />
Natural Resource Management System (NNRMS); iv) Eco-development Forces (EDF) scheme implemented<br />
through the Ministry of Defence (MoD) for ecological restorati<strong>on</strong> of difficult and degraded terrains; v)<br />
seven regi<strong>on</strong>al centres of the NAEB promote sustainability of JFM bey<strong>on</strong>d NAP scheme; vi) setting up<br />
of dem<strong>on</strong>strati<strong>on</strong> units for bamboo mat manufacture in Public Private <str<strong>on</strong>g>Part</str<strong>on</strong>g>nership (PPP) mode; vii)<br />
design of solar heated kiln developed and standardized for accelerated seas<strong>on</strong>ing; viii) evaluati<strong>on</strong> of<br />
