2.3.3 Regulating introducti<strong>on</strong>s and managing invasive alien species (Article 8 (h))<br />

Some of the measures undertaken for regulating introducti<strong>on</strong> of invasive alien species are given in<br />

India follows internati<strong>on</strong>al quarantine regulati<strong>on</strong>s.<br />

Directorate of Plant Protecti<strong>on</strong>, Quarantine and Storage, Faridabad, Ministry of Agriculture is the nodal agency to<br />

enforce the regulati<strong>on</strong>s; Latest regulati<strong>on</strong>s are ‘Plant Quarantine Order 2003’<br />

Envir<strong>on</strong>mental (Protecti<strong>on</strong>) Act, 1986 (Rules 1989) states ‘ to prohibit or restrict substances having potential to<br />

cause damage to envir<strong>on</strong>ment, plants and animals’.<br />

ICFRE has established a ‘Forest Invasive Speces (FIS) Cell’ in Forest Research Institute (FRI) to deal with various<br />

aspects of management of FIS in the country.<br />

In India, a multi-agency and multi-programme approach, involving several Ministries and agencies, is<br />

being followed for regulating introducti<strong>on</strong>s and managing invasive alien species. Major activities include<br />

regulati<strong>on</strong> of introducti<strong>on</strong> of exotic living materials, their quarantine clearance and release for research<br />

and direct use. In general, MoA deals with cultivated plants, fish and farm livestock including poultry.<br />

It also has projects <strong>on</strong> eradicati<strong>on</strong> and management of invasive weedy plants, pathogens, pests and<br />

harmful fish. The MoEF deals with all forest materials and wild animals. It also supports and coordinates<br />

programmes <strong>on</strong> eradicati<strong>on</strong>/c<strong>on</strong>trol measures/ utilizati<strong>on</strong> of such species in different forest areas and<br />

c<strong>on</strong>ducts nati<strong>on</strong>al surveys <strong>on</strong> their spread, prepares reports <strong>on</strong> damage caused and undertakes restorative<br />

measures. There is, however, a need to develop a unified nati<strong>on</strong>al system for regulati<strong>on</strong> of introducti<strong>on</strong><br />

and management of all IAS across jurisdicti<strong>on</strong> of all c<strong>on</strong>cerned Ministries and relevant sectors.<br />

Challenges and c<strong>on</strong>straints<br />

There is a need to augment the existing capacity for the c<strong>on</strong>trol and regulati<strong>on</strong> of IAS especially<br />

at entry points of the country (at airport and seaports).<br />

Effective site-eradicati<strong>on</strong> procedures require multi-year treatments, c<strong>on</strong>tinued m<strong>on</strong>itoring and<br />

follow-up.<br />

Effective tools to employ early warning, rapid and risk assessments and management methods<br />

need to be further developed.<br />

Mechanisms for the mass removal of IAS from PAs/ forests/ wetlands with the participati<strong>on</strong> of<br />

local communities need to be developed.<br />
