2.3.9 Developing nati<strong>on</strong>al capacities for biodiversity c<strong>on</strong>servati<strong>on</strong> and appropriate use of new<br />

technologies (Article 12, 13)<br />

Over the years, India has developed a robust instituti<strong>on</strong>al structure for promoting human resource<br />

development and capacity building through inter–ministerial arrangements to enrich the understanding<br />

of c<strong>on</strong>cepts, themes and complex inter-linkages <strong>on</strong> biodiversity c<strong>on</strong>servati<strong>on</strong> and sustainable utilizati<strong>on</strong><br />

of bioresouces. These initiatives are further augmented through electr<strong>on</strong>ic and print media for awareness<br />

generati<strong>on</strong> am<strong>on</strong>g the masses.<br />

A number of Ministries/Departments, agencies, and organizati<strong>on</strong>s are supporting research relating to<br />

biodiversity (Chapter III). Coordinati<strong>on</strong> am<strong>on</strong>g these organizati<strong>on</strong>s needs to be enhanced. There is also<br />

a need to effectively integrate findings of research projects into policy-making.<br />

Some initiatives in capacity building in the field of livelihood diversificati<strong>on</strong> opportunities for local<br />

communities to meet their ec<strong>on</strong>omic needs compatible with ecological sustainability have been taken up<br />

by NGOs. An illustrative example (Box 2.3) indicates the potential of involving a large number of<br />

stakeholders, especially women, for enhancing technology-based- livelihood opportunities to reduce their<br />

dependency <strong>on</strong> bio-resources.<br />

Pi<strong>on</strong>eered up-gradati<strong>on</strong> and renovati<strong>on</strong> of watermills comm<strong>on</strong>ly known as ‘Gharats’ for power generati<strong>on</strong> and<br />

improving their efficiency.<br />

As pulses of mountains are in high demand, developed pulse villages and c<strong>on</strong>ducted trials of improved varieties<br />

of seeds and good agricultural practices.<br />

Over 120 village women (25 from each village) were imparted training <strong>on</strong> cultivati<strong>on</strong> practices, grading and<br />

packaging and making value added products.<br />

Activities <strong>on</strong> improved fodder cultivati<strong>on</strong> (12 locati<strong>on</strong>s) to meet the fodder demand in rural areas involving<br />

women.<br />

Development of nursery technology with bio-fertilizer packages using VAM fungi and plant growth promoting<br />

Rhizo-microorganisms (PGPRs) with multi-locati<strong>on</strong>al trials for regenerati<strong>on</strong> of degraded forests and waste lands.<br />
