Infrastructure and human resource for c<strong>on</strong>ducting research and development especially in the<br />
emerging areas of biodiversity c<strong>on</strong>servati<strong>on</strong> need to be augmented.<br />
Insufficient training programmes for various stakeholders.<br />
Need to focus research and capacity building <strong>on</strong> new and emerging issues such as biosafety,<br />
climate change and biofuels. Towards this, the audio, visual and the print media could be more<br />
effectively used.<br />
There is a need to strengthen the in-service training and orientati<strong>on</strong> courses for pers<strong>on</strong>nel engaged<br />
in c<strong>on</strong>servati<strong>on</strong> programmes.<br />
<str<strong>on</strong>g>Part</str<strong>on</strong>g>icipati<strong>on</strong> of private sector in R&D also needs to be further encouraged.<br />
2.3.10 Use of ec<strong>on</strong>omic instruments/valuati<strong>on</strong> in biodiversity related decisi<strong>on</strong>- making processes<br />

In India, natural resource accounting systems are still evolving and c<strong>on</strong>certed efforts are being made<br />
to incorporate costs associated with the degradati<strong>on</strong> and depleti<strong>on</strong> of natural resources into decisi<strong>on</strong>making.<br />
This is vital to reverse the tendency of treating these resources as free goods.<br />
The costs and benefits associated with various activities as outlined above need to be factored in<br />
decisi<strong>on</strong>-making.<br />
Challenges and c<strong>on</strong>straints<br />
Need to build capacities <strong>on</strong> different protocols of valuati<strong>on</strong> techniques and tools.<br />
A judicial mix of incentives and regulatory instruments need to be developed<br />
A system of natural resource accounting at macro level is required to assess the swings in natural<br />
resource capital and ec<strong>on</strong>omic growth<br />
There is a need to integrate natural resource accounting results into micro level planning.<br />
2.3.11 Internati<strong>on</strong>al cooperati<strong>on</strong> (Article 5)<br />
India has participated in major internati<strong>on</strong>al events <strong>on</strong> envir<strong>on</strong>ment and biodiversity c<strong>on</strong>servati<strong>on</strong><br />
since 1972. India has also c<strong>on</strong>tributed to developing the agreed texts, ratified, and complied with the<br />
commitments in various internati<strong>on</strong>al c<strong>on</strong>venti<strong>on</strong>s relating to biodiversity. These agreements are: CBD,<br />
CITES, Ramsar <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> Wetlands, World Heritage <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, and the B<strong>on</strong>n <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong><br />
CMS. Some other internati<strong>on</strong>al agreements which have bearing <strong>on</strong> biodiversity to which India is a <str<strong>on</strong>g>Part</str<strong>on</strong>g>y<br />
include UNFCCC, UNCCD, UN Commissi<strong>on</strong> <strong>on</strong> Sustainable Development (UNCSD), World Trade<br />
Organizati<strong>on</strong> (WTO), Internati<strong>on</strong>al Treaty <strong>on</strong> Plant Genetic Resources (ITPGR) for food and agriculture<br />
and UN Law of the Seas.<br />
GEF is the designated financial mechanism for the CBD, and India is both a d<strong>on</strong>or and recipient of<br />
the GEF grant. It provides grants to developing countries for meeting the objectives of the CBD.<br />
India has also actively supported numerous regi<strong>on</strong>al and bilateral programmes <strong>on</strong> biodiversity. MoEF,<br />
the nodal Ministry for the CBD and other biodiversity related c<strong>on</strong>venti<strong>on</strong>s, is also the nodal agency in
