Once <strong>planning</strong> obligati<strong>on</strong>s have been agreed, it is important that <strong>the</strong>y are implemented<br />

or en<strong>for</strong>ced in an efficient and transparent way, in order to ensure that c<strong>on</strong>tributi<strong>on</strong>s are<br />

spent <strong>on</strong> <strong>the</strong>ir intended purpose and that <strong>the</strong> associated development c<strong>on</strong>tributes to <strong>the</strong><br />

sustainability <strong>of</strong> <strong>the</strong> area. This will require m<strong>on</strong>itoring by local <strong>planning</strong> authorities, which<br />

in turn may involve joint-working by different parts <strong>of</strong> <strong>the</strong> authority. The <strong>use</strong> <strong>of</strong><br />

standardised systems is recommended, <strong>for</strong> example, IT databases, in order to ensure<br />

that in<strong>for</strong>mati<strong>on</strong> <strong>on</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>planning</strong> obligati<strong>on</strong>s is readily available to <strong>the</strong><br />

local authority, developer and members <strong>of</strong> <strong>the</strong> public. Appendix 5 provides an example<br />

<strong>of</strong> a fully integrated database to manage and m<strong>on</strong>itor <strong>planning</strong> obligati<strong>on</strong>s.<br />

10.4 Some LPAs have found it beneficial to manage <strong>the</strong> implementati<strong>on</strong> <strong>of</strong><br />

obligati<strong>on</strong>s through <strong>the</strong> <strong>use</strong> <strong>of</strong> dedicated S.<str<strong>on</strong>g>106</str<strong>on</strong>g> <strong>of</strong>ficers. A specialist S.<str<strong>on</strong>g>106</str<strong>on</strong>g><br />

<strong>of</strong>ficer is able to focus all his/her attenti<strong>on</strong> <strong>on</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong><br />

obligati<strong>on</strong>s and more able to develop, maintain and be pr<strong>of</strong>icient with<br />

obligati<strong>on</strong>s m<strong>on</strong>itoring systems. A specialised S.<str<strong>on</strong>g>106</str<strong>on</strong>g> <strong>of</strong>ficer who has <strong>the</strong><br />

resp<strong>on</strong>sibility <strong>for</strong> all types <strong>of</strong> obligati<strong>on</strong> across <strong>the</strong> LPA and o<strong>the</strong>r public<br />

bodies is <strong>of</strong>ten more able to ensure that obligati<strong>on</strong>s policies are applied<br />

and en<strong>for</strong>ced c<strong>on</strong>sistently across all developments. In o<strong>the</strong>r cases LPAs<br />

have combined <strong>the</strong> role <strong>of</strong> dealing with <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> obligati<strong>on</strong>s<br />

with a wider <strong>planning</strong> en<strong>for</strong>cement role.<br />

10.5 Some LPAs take a project management approach to <strong>the</strong> processing <strong>of</strong><br />

<strong>planning</strong> obligati<strong>on</strong>s where <strong>for</strong> individual applicati<strong>on</strong>s <strong>the</strong> timetable and<br />

work stages are clearly set out and triggers are established to provide<br />

early warnings <strong>of</strong> approaching work. This approach can help to ensure<br />

that <strong>the</strong> LPA and all <strong>the</strong> relevant public bodies deliver <strong>the</strong>ir obligati<strong>on</strong>s and<br />

that any underper<strong>for</strong>mance in <strong>the</strong> timetable or standards is addressed at<br />

an early stage and resolved.<br />

M<strong>on</strong>itoring <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>planning</strong> obligati<strong>on</strong>s<br />

10.6 The kinds <strong>of</strong> tasks an effective obligati<strong>on</strong>s m<strong>on</strong>itoring system should be<br />

able to support include:<br />

• resp<strong>on</strong>ding to enquiries about <strong>the</strong> current status <strong>of</strong> obligati<strong>on</strong>s;<br />

• providing in<strong>for</strong>mati<strong>on</strong> <strong>on</strong> <strong>the</strong> type and amounts <strong>of</strong> agreed obligati<strong>on</strong>s<br />

compared to what has been implemented and what still needs to be<br />

implemented;<br />

• input <strong>of</strong> new details about obligati<strong>on</strong>s where changes occur over time;<br />

• input <strong>of</strong> in<strong>for</strong>mati<strong>on</strong> by staff from different areas <strong>of</strong> <strong>the</strong> authority;<br />

• access to c<strong>on</strong>tact details <strong>for</strong> all stakeholders involved;<br />

• storage <strong>of</strong> all documents related to <strong>the</strong> development/applicati<strong>on</strong> and<br />

obligati<strong>on</strong> to be accessed;<br />
