Nominated Supervising Consultant: The nominated supervising Consultant is<br />
Dr Ryan O’Neill, Consultant Psychiatrist or another Consultant Psychiatrist<br />
working with inpatients.<br />
Introduction:<br />
The post is for a full-time Trust Grade Psychiatrist (Specialty Doctor level) in<br />
General Adult Psychiatry. This post has been created to assist the Northern<br />
Health and Social Care Trust (Causeway Locality) to provide a service to adults<br />
between the ages of 18-64.<br />
The post holder will provide a Specialty Doctor level of service. The appointment<br />
will be on a whole time or maximum part time basis. Practitioners who for<br />
personal reasons are able to contract for only a limited number of half days are<br />
also eligible to apply.<br />
It is an exciting opportunity for an enthusiastic doctor to work in an already wellestablished<br />
service, and make a major contribution to its further development.<br />
<strong>Job</strong> Summary:<br />
The post-holder will provide:<br />
Service for adults with mental illness aged between 18-64 admitted to the Ross<br />
Thomson Unit, Causeway Hospital.<br />
Assist in provision of liaison service in Causeway Hospital.<br />
Assist with ECT service under supervision of Dr Leeman, Consultant Psychiatrist.<br />
The Area:<br />
The Northern Health and Social Care Trust (Causeway Locality) has a population<br />
of approximately 110,000 with just under 14,000 over the age of 65 (2001<br />
Census). The post holder will aid the delivery of General Adult Psychiatry Service<br />
with consultant colleagues.

The Northern Health and Social Care Trust (Causeway Locality) reserves the right<br />
to monitor the service provision in Causeway and to alter the localities to which<br />
services may be provided.<br />
Services<br />
The directorate provides mental health and disability services to the NHSCT area.<br />
Inpatient facilities are currently based on 3 sites; Holywell, Whiteabbey and<br />
Coleraine hospitals. There are a total of 134 acute inpatient beds across the three<br />
sites. This number will be kept under review as new services develop. On the<br />
Holywell site, there is also rehabilitation, psychiatric intensive care, challenging<br />
behaviour, addictions, dementia assessment and continuing care beds which<br />
provide an area-wide service.<br />
Adult mental health services are staffed by a total of 17 consultant psychiatrists<br />
(15 WTE), including specialists in addictions, psychotherapy, rehabilitation,<br />
assertive outreach, forensic psychiatry and liaison psychiatry.<br />
There are a total of 6 consultants in psychiatry of old age (5 WTE).<br />
Psychiatric services in the directorate are in the process of reform and<br />
modernisation. Crisis Response and assertive outreach teams became<br />
operational in 2003. Within the past year, community mental health teams have<br />
been reorganised, with the appointment of team managers and the development<br />
of new referral pathways.<br />
General Information:<br />
Northern Health and Social Care Trust (Causeway Locality) provides Mental<br />
Health Services through Acute Admission Beds at the Ross Thomson Unit (see<br />
below) and a range of community services delivered through Consultant-led<br />
Multidisciplinary Teams. There are Mental Health Resource Centres in Coleraine,<br />
Ballycastle and Ballymoney. Out Patient Clinics are held at various locations<br />
throughout the Trust. Multidisciplinary Teams have input from Psychiatry, Social<br />
work, Nursing, Occupational Therapy and Clinical Psychology (which is provided<br />
through an Area Psychology Service). Within the integrated service, team<br />
members have links both in hospital and community settings.<br />
There is a Child and Adolescent Team based in Ballymoney.<br />
There is a specialist Dementia Team based in the Community which supports the<br />
Consultants in Psychiatry of Old Age.<br />
There are regular meetings with Assistant Director Children’s Services and the<br />
Probation Service to enhance inter-agency communication.<br />
There is an in house Multi-Disciplinary Education Programme including audit and<br />
links are also maintained with Homefirst in respect of Post-graduate activities,<br />
audit, CME etc.<br />
Further information on staffing levels in the in-patient unit and in the Community<br />
Mental Health Teams is included.<br />
Northern Health and Social Care Trust Management Structure:<br />
A new Medical Management Structure is in place, which includes a number of<br />
Divisions, each with a Consultant Divisional Director, who have time dedicated to<br />
management duties. Old Age Psychiatry and General Adult Psychiatry are both<br />
represented by the appropriate Clinical Director.

Northern Health and Social Care Trust (Causeway Locality) Adult Mental<br />
Health Services:<br />
In-patients are admitted to Ross Thomson Unit, Coleraine which is a 31 bedded<br />
acute admission unit and is part of Northern Health and Social Care Trust<br />
(Causeway Locality).<br />
Management Arrangements:<br />
Overall responsibility for management and development of General Adult<br />
Psychiatry Service rests with the Director of Mental Health and Disability Services.<br />
Regional Specialities:<br />
There is a medium secure unit for Northern Ireland which is to be located in<br />
Belfast and there is a Regional Eating Disorder service and limited forensic<br />
service.<br />
Psychiatric In-Patient Unit:<br />
The Ross Thomson Unit is a 24 bedded acute admission Unit on the Causeway<br />
Hospital Site in Coleraine. From August 2010 Dr O’Neill has been an Inpatient<br />
Consultant. The Old Age Psychiatry Team also has access to beds in the Ross<br />
Thomson Unit.<br />
Duties and Responsibilities:<br />
• Provision with Consultant Supervisor of a General Adult Psychiatry Service,<br />
with responsibility for the diagnosis and treatment of illness and the proper<br />
functioning of the service including providing medical care on in-patient unit<br />
including clerking, assessment, monitoring and treatment.<br />
• Participation with others in the future development of a comprehensive<br />
General Adult Psychiatry Service to the population of the Causeway locality<br />
• Continuing responsibility for patients in his/her charge, and undertaking of<br />
appropriate administrative duties.<br />
• Collaboration with Consultant colleagues in the medical contribution to<br />
management and sharing in the proper functioning of Northern Health &<br />
Social Care Trust (NHSCT) General Adult Psychiatry Service and the Mental<br />
Heath Service overall.<br />
• Contribute to the multi-disciplinary assessment and treatment functions of the<br />
team. This will include giving advice to other team members and the primary<br />
care and social services regarding team patients when this is clinically<br />
indicated.<br />
• Provide cover (in conjunction with training grades) when a training grade is<br />
on leave.<br />
• Take an overall view of team priorities.<br />
• Deputise for Consultants at Mental Health Tribunals and Case Conferences,<br />
including providing reports.<br />
• Co-ordinate with colleagues’ plans of annual, study, professional/examination<br />
leave and compensatory rest and adhere to the Trust Leave Policy in respect<br />
of notice. Ensure all periods of sickness are notified to the Trust in
accordance with the Managing Sickness Absence Policy.<br />

• Participation in under-graduate and post-graduate medical education locally<br />
and nationally including carrying out teaching, examination and accreditation<br />
duties.<br />
• Participation in medical audit, multi-disciplinary audit and in the clinical<br />
governance process.<br />
• Supervision of medical students.<br />
• Developing departmental protocols in conjunction with other clinicians and<br />
professionals within the Trust and with other health care providers including<br />
as a result of audit, national guidelines etc.<br />
• Maintain clinical skills and participate as appropriate in research and<br />
continuing medical education in relevant subjects.<br />
• Further training will be provided – both informally ‘on the job’ by Consultant<br />
Psychiatrists and access to any formal training courses will be encouraged<br />
and supported.<br />
• Maintain professional standards and obligations as set out from time to time<br />
by the General Medical Council (GMC) and comply in particular with the<br />
GMC’s guidance on ‘Good Medical Practice’ as amended or substituted from<br />
time to time.<br />
• Undertake administrative duties associated with the cover of patients and the<br />
efficient running of the service.<br />
• To admit patients to the inpatient unit, clerking them in including<br />
physical examination and appropriate physical tests.<br />
• To obtain old notes and relevant additional information such as<br />
collateral histories for the inpatients.<br />
• To monitor mental state and progress of inpatients.<br />
• To ensure Inpatient Integrated Care Pathway notes are up to date.<br />
• To respond to nursing requests and concerns with regard to inpatients.<br />
• To liaise with other service professionals relating to the care of<br />
inpatients.<br />
• To liaise with appropriate external agencies, carers and families with<br />
regard of care of inpatients.<br />
• To discharge patients and to complete discharge paperwork and letters.<br />
• To prepare reports for Tribunals.<br />
• To prepare reports for Comprehensive Risk Assessment meetings and<br />
to attend such meetings.<br />
• To support and advise other members of the inpatient multidisciplinary<br />
team in the absence of the Consultant.<br />
• Provide liaison service to Causeway Hospital under Consultant<br />
supervision.<br />
• Assist with ECT service, including administration of ECT under<br />
Consultant supervision.<br />
• Hold the Ward pager when cover required.<br />
• Attend multidisciplinary meetings.
• Complete case summaries.<br />
• Provision of inpatient service as directed by supervising Consultant.<br />

CPD/Teaching/Training:<br />
The post-holder is expected to participate fully in the weekly Educational<br />
Programme at the Ross Thomson Unit. He/she will be expected to undertake<br />
regular audit projects and research under consultant supervision.<br />
Othe Information:<br />
1. Office accommodation and secretarial support will be provided.<br />
2. The post holder will be a member of the Directorate Medical Staff meeting.<br />
3. The post-holder will be required to agree a <strong>Job</strong> Plan based on this <strong>Job</strong><br />
<strong>Description</strong> within 3 months of appointment and thereafter on a regular basis.<br />
4. Support will be provided by the Multi-Professional Audit Department in respect<br />
of any audit projects being undertaken.<br />
Library:<br />
A comprehensive library containing up-to-date reference books, periodicals and<br />
journals are provided in the Multi-disciplinary Education Centre. Computer<br />
facilities including Microsoft Excel;<br />
Powerpoint and Word packages and CD Roms are available for use by<br />
Medical Staff. Access to the Internet and Databases such as CINAHL,<br />
COCHRANE and MEDLINE are available. Books may also be requested from the<br />
Library at Queens University, Belfast via the Queens catalogue.<br />
General Management responsibilities<br />
Adhere to the Code of Conduct for HPSS managers which states that<br />
managers will be expected to work with integrity, honesty and openness,<br />
probity, accountability and respect, available on www.dhsspsni.gov.uk or in<br />
the HR Policies and Procedures Handbooks held in Directorates;<br />
Ensure the appropriate governance and risk management arrangements are<br />
in place for the services you are responsible for and take appropriate action to<br />
identify and manage risk and to maintain safety of users, staff and others in<br />
accordance with relevant regulations, policies and procedures;<br />
It is essential to ensure that the highest standards of infection prevention and<br />
control are maintained to ensure patient and client safety and maintain<br />
confidence in the Trust. As a Manager, you must ensure that you implement<br />
all instructions/ policy in this area and that all staff are made aware of and fully<br />
comply with these.<br />
Promote a culture of continuous service improvement amongst your staff,<br />
encouraging their participation and that of service users in reviewing and<br />
modernising current services and in service development;<br />
Make sure you are trained and competent in the relevant policies and<br />
procedures which apply to the management of staff and other resources and<br />
abide by these policies; seeking advice as necessary from senior<br />
management or specialist staff as necessary;<br />

relationships amongst your staff and with others;

performance of their duties. Where training is in accordance with relevant<br />
standards make sure you have the relevant competences in order to carry out<br />

Associated Duties and Responsibilities (Schedule 3 T&C)<br />
Whilst on duty a doctor has clinical and professional responsibility for their patients<br />
or, for a local population. It is also the duty of a doctor to:<br />
Keep patients (and/or their carers if appropriate) informed about their condition;<br />
Involve patients (and/or their carers if appropriate) in decision making about their<br />
treatment;<br />
Maintain professional standards and obligations as set out from time to time by the<br />
GMC and comply in particular with the GMCs guidance on ‘Good Medical Practice’<br />
as amended or substituted from time to time.<br />
A doctor is responsible for carrying out any work related to and<br />
reasonably incidental to the duties set out in their job plan such as:<br />
The keeping of records and the provision of reports;<br />
The proper delegation of tasks;<br />
Maintaining skills and knowledge.<br />
Doctors will be expected to be flexible and to co-operate with reasonable<br />
requests to cover for their colleagues’ absences where they are safe and<br />
competent and where it is practicable to do so. Where doctors undertake<br />
duties in accordance with this paragraph and such duties take place outside of<br />
their contracted hours they will receive either an equivalent off duty period or<br />
remuneration.<br />

Records Management<br />
All employees of the Trust are legally responsible for all records held, created or<br />
used as part of their business within the Trust including patient/client, corporate<br />
and administrative records whether paper-based or electronic and also including<br />
emails. All such records are public records and are accessible to the general<br />
public, with limited exceptions, under the Freedom of Information Act 2000, the<br />

Pay and Terms and Conditions – Specialty Doctor<br />
(This post is subject to Specialty Doctor Terms and Conditions of Service<br />
(Northern Ireland) 2008) National Terms and Conditions of Service for Hospital<br />
and Medical Staff apply<br />
Salary:<br />
£36,807- £68, 638<br />
HSC (TC8 3/2011) effective from 1/4/2011<br />
Salary scale as stipulated within the terms of National Terms and Conditions of<br />
Service for Doctors and Dentists in accordance with current salary scale – plus<br />
optional points and all salary uplifts thereafter.<br />
Hours: This appointment is available for 10 PAs per week.<br />

On-Call: To participate in an area-wide non resident 2 nd on-call rota (1:9 or<br />
greater)
Medical: The successful candidate will be required to undergo a medical<br />

Annual Leave: Five weeks per year or Doctors who have completed a minimum<br />
of two year’s service in the specialty doctor grade and/or in equivalent grades or<br />
who had an entitlement to six weeks’ annual leave a year or more in their<br />
immediately previous appointments shall be entitled to annual leave at six weeks<br />
per year.<br />
Public Holidays: Ten public holidays plus two statutory holidays or days in lieu<br />
(July and December). The two statutory days may be converted to a period of<br />
annual leave.<br />
Study Leave: 30 days study leave within 3 year period subject to approval of<br />
consultant.<br />
Pension: The appointment is superannuable unless you opt out of the Scheme<br />
Using Form SD502) and your remuneration will be subject to deduction of<br />
superannuation contributions in accordance with the Northern Ireland Health<br />
Services Superannuation Scheme<br />
Appraisal/<strong>Job</strong> Plan: Participate in annual appraisal and review of job plan,<br />

Liability<br />
