Dear Readers,<br />

Thanks! For your overwhelming response to our first issue.<br />

We are featuring yet another interesting & informative<br />

reading material for you in this issue. As you are aware that<br />

generally, the first hour of a sitting of our Lok Sabha is devoted<br />

to the Questions and this hour is called the Question Hour. It<br />

has a special significance in the proceedings of the Parliament.<br />

Asking of questions is an inherent and unfettered parliamentary<br />

right of members. It is during the Question Hour that the<br />

members can ask questions on every aspect of administration<br />

and Governmental activity. Government policies in national<br />

as well as international spheres come into sharp focus as the<br />

members try to elicit pertinent information during the Question<br />

Hour.<br />

Through the Question Hour the Government is able to quickly<br />

feel the pulse of the nation and adapt its policies and actions<br />

accordingly. It is through questions in the Parliament that the<br />

Government remains in touch with the people in as much as<br />

members are enabled thereby to ventilate the grievances of the<br />

public in matters concerning the administration.<br />

In this feature we have selected a few questions & answers that<br />

were addressed in Fifteenth Lok Sabha with the Ministry of<br />

Health & family welfare which can be specifically interest all<br />

our fellow members.<br />

In continuation to our series of information in our last issue<br />

of newsletter, we are once again sharing the Pharmacopoeial<br />

Standards of yet another very famous ayurvedic formulation<br />

called Ashokarishta. This piece of information has been derived<br />

from API part II. We have also included a few herbs with its<br />

standards, as a part of raw material in the manufacturing of<br />

Ashokarishta for the benefit of manufacturers of the same.<br />

Besides this, an important Government order, for maintaining<br />

the records of raw material used by manufacturing units is<br />

given for your perusal, information & compliance please. Hope<br />

you will find it useful too. A few glimpses from Centenary<br />

Celebrations of All India Ayurvedic Congress is also enclosed<br />

for your viewing.<br />

Questions & Answers in Lok Sabha<br />

Generally, the first hour of a sitting of our Lok Sabha is devoted to the Questions and this hour is called the Question Hour. It has a special significance in the proceedings<br />

of the Parliament. Questions enable Ministries to gauge the popular reaction to their policy and administration. Questions bring to the notice of the Ministers many<br />

loopholes which otherwise would have gone unnoticed. Sometimes questions may lead to the appointment of a Commission, a Court of Enquiry or even Legislation<br />

when matters raised by members are grave enough to agitate the public mind and are of wide public importance.<br />

The Question Hour is an interesting part of the Parliamentary proceedings. Although a question mainly seeks information and tries to elicit facts on a particular subject,<br />

there are many a time lively and quicksilver repartees between the Members asking the questions and the Ministers answering them. These repartees are sometimes<br />

coupled with flashes of wit and humour. That is why the public galleries and the press galleries are packed to the capacity during the Question Hour.<br />

Given below are a few selected questions & answers addressed in 15th Lok Sabha with the Ministry of Health & family welfare.<br />

OVER EXPLOITATION OF MEDICINAL PLANTS<br />

Question: Will the Minister of Health And Family Welfare be pleased to<br />

state: -<br />

a. Whether the medicinal plants used in the traditional drugs for<br />

combating diseases like cancer and malaria are being over-exploited<br />

as reported in the Times of India dated, 11th January, 2009;<br />

b. if so, the details thereof; and<br />

c. the steps being taken by the Government in this regard?<br />

Answer: The minister of state for health & family welfare (Smt. Panabaka<br />

Lakshmi)<br />

(a ) to (c): - Medicinal plants constitute the main raw material for the<br />

majority of the traditional drugs of Ayurveda, Sidha and Unani systems<br />

of medicine. As per a nationwide study done by the National Medicinal<br />

Plants Board (NMPB), 77% of the production of medicinal plants in the<br />

country is sourced from the forests and wastelands. Due to open access<br />

nature of the forest resources, over-exploitation of certain medicinal plants<br />

cannot be ruled out.<br />

The Ministry of Environment & Forests is responsible for implementation<br />

of the Indian Forest Act, 1927 and the Wild Life (Protection) Act, 1972 which<br />

have provisions for protection of forests and wildlife, including medicinal<br />

plants. The National Biodiversity Act, 2002 regulates the access to forest<br />

resources, including medicinal plants. The Ministry of Environment &<br />

Forests is also supporting a number of projects on conservation by setting<br />

up Medicinal Plants Conservation Areas (MPCAs) that are primarily<br />

located in forest areas. Plantation of medicinal plants in degraded forest<br />

lands is also supported through schemes of the National Afforestation &<br />

Eco-development Board (NAEB), Ministry of Environment & Forests.<br />

Government has also set up Medicinal Plants Board to coordinate matters<br />

relating to medicinal plants with Ministries/ Departments and other<br />

stakeholders for ensuring availability of medicinal plants of quality to the<br />

industry on a sustained basis.<br />

The Board also supports schemes for conservation and resource<br />

augmentation of rare, endangered and threatened species of medicinal<br />

plants under its Central Sector Scheme of conservation, development and<br />

sustainable management of medicinal plants which has an outlay of Rs.<br />

320 crores during the 11th Plan<br />

HEAVY METALS CONTENTS IN AYURVEDIC<br />

PRODUCTS<br />

Question: Will the Minister of Health And Family Welfare be pleased to<br />

state: -<br />

(a) Whether the level of lead, mercury and arsenic in some of the ayurvedic<br />

products exported by the Indian manufacturers has been found beyond<br />

the permissible limit;<br />

(b) if so, the details thereof and the response of the Government thereto;<br />

and<br />

(c) the steps taken by the Government in this regard?<br />

Answer: The Minister Of State For Health & Family Welfare (Smt.<br />

Panabaka Lakshmi)<br />

(a), to (c) The permissible level of lead, mercury and arsenic in Ayurvedic<br />

products as per WHO standards, which has been acceptable by the<br />

Department is 10 ppm, 1 ppm and 3 ppm respectively.<br />

As per the article published in Journal of American Medical Association<br />

(JAMA) dated 27th August 2008, one fifth of the Indian manufactured<br />

Ayurvedic products bought on the Internet contain detectable levels of lead,<br />

mercury and arsenic. After the report is published, Government has taken<br />

immediate steps to test the reports appearing in JAMA article by reputed<br />

and accredited laboratories. Central Council for Research in Ayurveda and<br />

Siddha (CCRAS) has also undertaken a study to test the toxicity/safety<br />

profile of metal-based bhasmas. The study is jointly being carried out with<br />

the Industrial Toxicology Research Center (ITRC), Council for Scientific<br />

and Industrial Research (CSIR), Lucknow. Pharmacopoeial Laboratory of<br />

Indian Medicine (PLIM), Ghaziabad has also been directed to procure<br />

samples of all the products mentioned in JAMA article and send them<br />

to Indian Institute of Chemical Technology (IICT), Hyderabad for heavy<br />

metal analysis by electron spectroscopic chemical analysis as well as<br />

X-ray flourescence spectroscopy.<br />

The manufacturers of Ayurvedic medicines have been directed to get safety/<br />

toxicity studies carried out for their products by National Accreditation<br />

Board for Testing and Calibration Laboratories / Good Laboratories<br />

Practices (NABL/GLP accredited laboratories and send their report in<br />

respect of acute, sub acute and chronic safety/toxicity drugs studies.<br />

After examination it is found that no exported herbal ayurvedic medicine<br />

from India contain heavy metals beyond the permissible limit. As far as<br />

purely herbal Ayurvedic formulations are concerned presence of heavy<br />

metals is not detected. As regard herbo-mineral and herbo- metallic<br />

preparations metals are an essential ingredient of these formulations and<br />

therefore are bound to be present in these, however they are permitted<br />

to be used only after due purification and only in small quantities to act<br />

as catalysts for activation of other herbal ingredients in order to increase<br />

the efficacy of the medicines. The metallic preparations in the form of<br />

compounds of metals triturated in the form of Bhasmas are rendered safe<br />

after purification with herbs and burning in fire for a prescribed number<br />

of times.<br />

# A Press release was issued on 2nd September, 2008 with detailed<br />

comments by the Department of AYUSH, after article published in JAMA<br />

(U.S.) 27th August, 2008 alleging heavy metals in Ayurvedic medicines.<br />

# The following other necessary orders have also been issued by the<br />

Central government to ensure safety and efficacy of AYUSH products in<br />

the country and abroad.<br />

• Government has introduced mandatory testing for heavy metals in all<br />

purely herbal Ayurveda, Siddha and Unani medicines to be exported<br />

with effect from 01.01.06 onwards. This has been done to meet the<br />

regulatory requirements of importing countries.<br />

• State Drug Licensing Authorities have been directed to ensure full<br />

compliance by all ASU drug manufacturers of the provisions of Rule<br />

161 (1) and (2) relating to displaying on the label of the container or in<br />

a leaflet to be inserted in the package of an ASU drug, the true list of<br />

all the ingredients used in the manufacture of the preparation together<br />

with the quantity of each of the ingredients incorporated therein.<br />

• A research project has been sanctioned to various laboratories of<br />

Council of Scientific and Industrial Research (CSIR) under the Golden<br />

Triangle Partnership Project to study the physiochemical characteristics<br />

of 8 most widely use Bhasmas and to carry out their toxicity studies.<br />

• Good Manufacturing Practices have been made mandatory for all<br />

Ayurveda, Siddha and Unani drug manufacturing units in the country.<br />

• Department of AYUSH has discussed with Minister of Commerce to<br />

set up an AYUSH Export Promotion Council under the Department of<br />

AYUSH to take care of critical issues like testing and certification of<br />

Ayurveda, Siddha and Unani medicines for export.<br />

• Govt. have constituted Pharmacopoeia Committees of Ayurveda, Siddha<br />

and Unani systems of medicines for preparation of Pharmacopoeias to<br />

ensure the quality of Ayurveda, Siddha and Unani drugs.<br />

• Captain Shreeniwasmurti Drug Research Institute for Ayurveda,<br />

Chennai, India Toxicology Research Centre (presently IITR, Indian<br />

Institute of Toxicology Research), Lucknow and Sri Ram Institute<br />

for Industrial Research, New Delhi have analyzed about 600 plants<br />

and it was found that lead arsenic and mercury levels were within the<br />

permissible limit.<br />

• State Licensing Authorities have been directed to constitute an Expert<br />

Committee under the provision of Rule 154 (2) of the Drugs and<br />

Cosmetics Rule, 1945 for streamline the system for licensing of patent<br />

and proprietary Ayurveda, Siddha and Unani products.<br />

MEDICINAL PLANTS ON THE VERGE<br />

OF EXTINCTION<br />

Question: Will the Minister of Health And Family Welfare be pleased to<br />

state: -<br />

(a) Whether the Medicinal Plants are on the verge of extinction;<br />

(b) if so, the details thereof and the reasons there for; and<br />

(c) the steps taken by the Government in this regard?<br />

Answer: Minister of State in the Ministry of Health and Family Welfare<br />

(Smt. Panabaka Lakshmi)<br />

(a) & (b): No, Sir. However, the medicinal plants, like other groups of<br />

plants and animals, are threatened largely due to degradation of forests<br />

owing to various anthropogenic factors.<br />

(c): The Ministry of Environment & Forests formulates policies for<br />

protection of forests. The Indian Forest Act, 1927 and the Wild Life<br />

(Protection) Act, 1972 have provisions for protection of forests and<br />

Sustainable Management of Medicinal Plants”<br />

The activities for which assistance is provided are as under:<br />

• Survey, Inventorisation and in-situ conservation of rare, endangered<br />

and threatened species of medicinal plants and setting up Medicinal<br />

Plants Conservation Areas (MPCAs)<br />

• Ex-situ Conservation / Resource augmentation of Rare, Endangered<br />

and Threatened (RET) and prioritized species in high demand<br />

• Support to Joint Forest Management Committees (JFMCs)/ Panchayats<br />

/ Van Panchayats for value addition, warehousing and marketing<br />

• Research, Development, Quality and Certification<br />

• Promotional activities like setting up school herbal gardens, home<br />

herbal gardens<br />

• Capacity building and training programmes for primary collectors,<br />

farmers and other stakeholders<br />

ii) “Centrally Sponsored Scheme of National Mission on Medicinal<br />

Plants”<br />

The activities for which assistance is provided are as under:<br />

• Nursery development<br />

• Cultivation of prioritized plants required by the industry<br />

• Post harvest management<br />

• Marketing<br />

• Setting up quality testing laboratories<br />

• Setting up/ up gradation of herbal mandies<br />

• Crop insurance<br />

• Organic certification<br />

Standards for Ayurvedic Formulation and<br />

Raw Materials<br />

In continuation to our series of information in our last issue of newsletter, we are once again sharing the Pharmacopoeial Standards of yet another formulation called<br />

Ashokarishta from AFI part II. We are also including a few herbs with its standards as per API, being used as a raw material in the manufacturing of Ashokarishta for<br />

the benefit of Ayurvedic Industry.<br />

It is advised that one should test both the raw material & finished product as per the standard test procedure mentioned in the respective pharmacopoeia.<br />

Please do record the data and in case you find any discrepancy in the multiple lots/batches than please share the same either with the Ayurvedic Pharmacopoeia<br />

Committee or with AMAM.<br />

ASHOKA (Stem bark)<br />

Ashoka consists of dried stem bark of Saraca<br />

asoca (Rose.) De. Willd, Syn. Saraca indica<br />

Linn. (Fam. Leguminosae), collected in spring<br />

from mature, wild or cultivated trees, found in<br />

Central and Eastern Himalayas, Western Ghats<br />

and Deccan.<br />

a) Macroscopic<br />

Bark channelled, externally dark green to greenish grey, smooth with<br />

circular lenticels and transversely ridged, sometimes cracked, internally<br />

reddish-brown with fine longitudinal strands and fibers, fracture splintery<br />

exposing striated surface, a thin whitish continuous layer is seen beneath<br />

the cork layer, taste, astringent.<br />

b) Microscopic<br />

Transverse section of stem bark shows periderm consisting of a wide layer<br />

of cork, radially flattened, narrow cork cambium, secondary cortex wide<br />

with one or two continuous layers of stone cells with many patches of<br />

sclereids, parenchymatous tissue contains yellow masses and prismatic<br />

crystals: secondary phloem consists of phloem parenchyma, sieve tubes<br />

with companion cells and phloem fibres occuring in groups, crystal fibres<br />

present.<br />

DESCRIPTION<br />

a) Macroscopic<br />

Fruit nearly spherical to ovoid, 2.5-4.0 cm in diameter, fresh ripe fruits<br />

slightly silvery or with whitish shiny pubescent surface, mature fruits gray<br />

or grayish brown with slightly wrinkled appearance, rind of fruit shows<br />

variation in thickness from 3-5 mm, taste, astringent.<br />

b) Microscopic<br />

Transverse section of fruit shows an outer epicarp consisting of a layer of<br />

epidermis, most of epidermal cells elongate to form hair like protuberance<br />

with swollen base, composed of a zone of parenchymatous cells, slightly<br />

tangentially elongated and irregularly arranged, intermingled with stone<br />

cells of varying shape and size, elongated stone cells found towards<br />

periphery and spherical in the inner zone of mesocarp in groups of 3-10,<br />

mesocarp traversed in various directions by numerous vascular strands,<br />

bundles collateral, endarch, simple starch grains and some stone cells found<br />

in most of mesocarp cells, few peripheral layers devoid of starch grains,<br />

rosettes of calcium oxalate and stone cells present in parenchymatous<br />

cells, endosperm composed of stone cells running longitudinally as well<br />

as transversely.<br />

DESCRIPTION<br />

a) Macroscopic<br />

Flower, about 1.2 cm long, occurs as single or in bunches of 2-15, calyx<br />

1.0-1.6 cm long, ridged and glabrous, bright red when fresh but fades on<br />

drying, with campanulate base and oblique apex having 6 triangular and<br />

acute teeth, each tooth being, 2-2.5 mm long, 6, very minute accessory<br />

sepals attached outside at the juncture of calyx tooth and deeper in colour,<br />

petals 6, attached inside the mouth of calyx-tube, shightly longer than<br />

calyx tooth, alternating with calyx-tooth pale rose or whitish, thin, papery,<br />

lanceolate, acuminate, stamens 12, united at the base, about 1.5-2 cm<br />

long, filament filiform, curved at the apex, keeping anthers inside calyxtube<br />

, anthers dorsifixed brown, almost rounded or broadly ovate, carpels<br />

2, united, ovary superior, style filiform, longe, than ovary and stamens,<br />

taste, astringent.<br />

b) Microscopic<br />

Transverse section of sepal shows, single layered cuticularised epidermis,<br />

provided with both glandular and covering trichomes; glandular<br />

trichomes, multicellular, long, consisting of a stalk and a globose, thinwalled,<br />

multicellular head, covering trichomes, unicellular thick-walled<br />

broad at base and pointed at the apex, ground tissue consisting of thinwalled,<br />

parenchymatous cells surface view of petal shows thin-walled,<br />

parenchymatous cells, provided with very few sparsely distributed covering<br />

trichomes, transverse section of filament shows, epidermis consisting of<br />

single layered tangentially elongated cells, covered with a very thickcuticle,<br />

ground tissue consisting of thin walled parenchymatous cells with<br />

intercellular spaces, surrounding a central. vascular cylinder of spirally<br />

thickened vessels, transverse section of anther shows, single layered<br />

epidermis, covered with cuticle followed by several layers of thickened<br />

cells, surrounding both the pollen-sacs having numerous pollen grains,<br />

pollen grains roughly tetrahedral with three pores, measuring 12-16 μ<br />

approximately, central region consisting of thin-walled cells emboding<br />

vascular bundles.<br />

a) Macroscopic Fruit, a cremocarp, often separated into mericarps,<br />

brown with light coloured ridges ellipsoidal, elongated, about 4-6<br />

mm long, 2 mm wide, tapering at ends and slightly compressed<br />

laterally, mericarps with 5 longitudinal hairy primary ridges from<br />

base to apex, alternating with 4 secondary ridges which are flatter<br />

and bear conspicuous emergences, seeds orthospermous, odour<br />

umbelliferous characteristic, taste, richly spicy.<br />

b) Microscopic Transverse section of fruit shows epidermis consisting of<br />

short polygonal, tabular cells densely covered with short, bristle hairs<br />

on ridges, mesocarp with few layers of parenchyma and five vascular<br />

bundles under five primary ridges, six vittae under secondary ridges,<br />

four on dorsal and two on commissural surface, endocarp consists of<br />

polygonal cells containing fixed oil and aleurone grains carpophore<br />

consists of slender fibres.<br />

All India Ayurvedic Congress Observed Its Centenary<br />

Celebrations<br />

The All India Ayurvedic Congress (AIAC) celebrated its centenary from October 6 to October 8, 2009<br />

Hon’ble President Pratibha Devisingh Patil inaugurated the celebrations in Sri Fort Auditorium, New Delhi on this day.<br />

Also gracing the celebrations were Hon’ble Chief Minister of Delhi Smt. Shiela Dixit, Hon’ble Chief Minister of Bihar Mr. Nitish Kumar,<br />

Hon’ble Chief Minister of Uttarakhand Ramesh Pokhriyal ‘Nishank’, spiritual guru Shri Shri Ravi Shankar and philosopher Deepak<br />

Chopra.<br />

Articles on various aspects of Ayurveda and allied subjects were exhibited at the celebration.<br />

These included articles on herbal plants with medicinal properties, including their derivatives, manufactured medicines with machinery,<br />

equipments and accessory, research work progress besides educational books and manuscripts.<br />

Articles on Ayurveda in foreign countries, utility of computer in Ayurveda, Ayurveda and its utility applied to tourism, Panch-Karma<br />

appliances and equipment were also exhibited.<br />

Established in 1907, the Ayurveda Congress has been working for the protection, propagation and promotion of the eternal science of<br />

Ayurveda since the very beginning of 20th century through branches spread all over India.<br />

G.S.R. 512(E). – Whereas the draft of certain rules further to ammend the<br />

Drugs and Cosmetics Rules, 1945 was published as required by section<br />

33-N of the Drugs and Cosmetics Act, 1940 (23 of 1940), in the Gazette<br />

of India, Extraordinary, dated the 19th October, 2006, vide Number GSR<br />

651 (E) inviting objections and suggestions from persons likely to be<br />

affected thereby and notice was given that the said draft will be taken into<br />

consideration after the expiry of a period of forty-five days from the date<br />

on which copies of the official Gazette containing the said notification<br />

And whereas, the said Gazette was made available to the public on the<br />

18th October, 2006;<br />

And whereas objections and suggestions received from the public on the<br />

said draft rules Drugs & Cosmetics Act, 1940 (23 of 1940) have been<br />

considered by the Central Government;<br />

Now, therefore, in exercise of the powers conferred by section 33-N of the<br />

Drugs & Cosmetics Act, 1940 (23 of 1940) the Central Government,<br />

after consultation with the Ayurveda, Sidha and Unani Drugs Technical<br />

Advisory Board, hereby makes the following rules further to amend<br />

the Drugs and Cosmetics Rules, 1945, namely:-<br />

1) These rules may be called the Drugs and Cosmetics (First Amendment)<br />

Rules, 2008.<br />

2) They shall come into force from the date of their publication in the<br />

Official Gazette.<br />

In the Drug and Cosmetics Rules, 1945 (herein referred to as the said<br />

rules), after rule 157, the following rule shall be inserted, namely:-<br />

“157A. Maintaining of records of raw material used by licensed<br />

manufacturing unit of Ayurveda, Siddha and Unani drugs in the preceding<br />

financial year. Each licensed manufacturing unit of Ayurveda or Siddha<br />

or Unani drugs shall keep a record of raw material used by each licensed<br />

manufacturing unit of Ayurveda, Siddha or Unani drugs the case may be in<br />

the Performa given in Schedule TA in respect of all raw materials utilized<br />

by that unit in the manufacture of Ayurveda or Siddha or Unani drugs in<br />

the preceding financial year, and shall submit the same by the 30th day of<br />

June of the succeeding financial year of State Drug Licensing Authority of<br />

Ayurveda, Siddha and Unani drugs and to the National Medicinal Plants<br />

Board or any agency nominated by the National Medicinal Plant Board<br />

for this purpose”<br />

Please refer to D.O. of even number dated 26.05.2009 regarding maintaining and furnishing of information on raw material consumed by the ASU drug manufacturing<br />

units. In terms of the notification dated 09.07.2008, each of its licensed units in every financial year and submit the same by the 30th June of the succeeding year to the<br />

State Drug Licensing Authority of ASU drugs and th the National Medicinal Plants Board (NMPB) or any agency nominated by the NMPB for this purpose.<br />

Till date, however, we have received only a few returns from the ASU manufacturers though the dead line of June 30th 2009 is long past due. <strong>You</strong> are, therefore, once<br />

again requested to advise the manufacturing units within your jurisdiction to submit the request information immediately by mail or courier without any further delay<br />

considering that it is a legal requirement now.<br />

Towards this end, NMPB has appointed M/s Datamation consultants Private Limited, Delhi as a nodal agency for:<br />

1) Receiving, collecting and compiling the information regarding raw material used by the ASU drug manufacturers and analyze the same for the management<br />

interventions.<br />

2) Development of MIS for online receipt of data, its compilation and analysis.<br />

3) Liase with the State Licensing Authorities and ASU drug manufacturer to collect information.<br />

4) Submission of the Reports on monthly basis or on demand by NMPB/Department of AYUSH.<br />
