Well, here we are. Easter begins the movement into
summer. Most people don’t realize that moving into
summer, the weather is beautiful, as nice as up North, and
the beaches become uncrowded, and life more laid back.
It doesn’t get much better than that!
So, if you’re wondering what to do, or, if you’re “getting
married,” think about coming down to Vieques.
If you’re looking for a house rental or to advertise your vacation
home, REMEMBER, go to www.Enchanted-Isle.Com
The Vieques National Wildlife Refuge informs
Nuevas Oficinas:
camino a Punta Arenas.
............................................................
............................................
Vivero
Luego de varios años de planificación, estamos
en las etapas finales de la
creación del nuevo vivero
en el Refugio. Este es el
primero que será creado con
el propósito de llevar a cabo
proyectos de reforestación
dentro y fuera del Refugio
de Pesca y Vida Silvestre de
Vieques. Este vivero será
manejado en conjunto con la
Reserva Natural del DRNA en
Vieques y TICATOVE, Grupo
de Conservación de Vieques.
También se esperan llevar a
cabo proyectos de conservación
con grupos como 4H
y Manta del Fideicomiso de
Conservación e Historia de
Vieques.
> > New Headquarters
The new headquarter for the Vieques
National Wildlife Refuge is currently in the process
of construction. This building will house the offices
of the agency, as well as a visitor center featuring
interactive and educational resources. These new
facilities will be completed and opened to the public
by next year.
............................................................
Kiani Lagoon Bridge
For people who enjoy the practice of sport fishing
from the shore, they will be able to do so from
the new small fishing pier built on the Kiani Lagoon
bridge. This small pier was created so people can
practice this sport safely and separate from the
vehicle traffic area. The agency also plans to construct
a second fishing pier on the Arenas Lagoon
bridge, located on the way to Punta Arenas.
............................................................
Kiani Lagoon Boardwalk
Repairs to the Kiani Lagoon Boardwalk will begin
during the month of May. Currently, the area is
closed to the public for safety reasons. The repaired
area will be reopened to the public by June, 2012.
Within the long-term plans for this area, we plan to
extend the platform of the boardwalk to rebuild the
fishing piers and observation platforms that were
destroyed by past storms. We expect that the entire
project will be finished by 2013.
............................................................
La Chiva Lagoon Bridge
Another project being undertaken at the
Refuge is the construction of a new bridge on La
Chiva lagoon that will be replacing the old bridge.
This bridge was damaged by recent storms and
presented safety risks for the public, so funds
were obtained for its construction; it is expected
that this project will be completed before the end
of this year. This bridge will also have a small pier
so that people can fish from the lagoon. Once the
bridge is open to the public, there will be no need
to continue using the current detour to acces La
Chiva, Escondida, La Plata and Platita beaches.
............................................................
Trails
We have good news for those who practice
activities such as hiking and biking. The new
Cerro Playuela trail will soon be open to the
public. This trail is located in the Playuela and
Tres Palmitas area. In this trail you will be able
to observe and enjoy examples of the few dry
forests left in Puerto Rico in their natural state,
as well as other habitats such as mangrove
forests, coastal forests and the small and
beautiful Corcho beach. This trail will be connected
by the end of this summer with another
one for Playuela. Plans for next year include the
development of other bicycle trails within the
Refuge.
............................................................
Greenhouse
After several years of planning, we are in the
final stages of developing the new greenhouse
at the Refuge. This is the first one to be created
with the purpose of carrying out reforestation
projects inside and outside the Vieques National
Wildlife Refuge. This greenhouse will be managed
with the collaboration of the DNER Natural
Reserve in Vieques and TICATOVE, Conservation
Group of Vieques. We also expect to carry out
conservation projects with groups such as 4H
and MANTA from the VCHT.
Ernesto Peña
“Education is the most powerful weapon you
By Cynthia Cruz
could use to change the world”. Nelson Mandela
........................................................................................................
>> This was the theme presented to Ernesto Pena by Mrs. Carmen Delerme,
school principal, to conceptualize a mural for the entrance of the High School. After
seeing the crumbling ceramic tile mosaic that was previously at the entrance,
become an eyesore and a danger to students, Ernesto decided to take action. With
the quote in mind he presented a sketch of his idea to the staff members.
Ernesto was donating his time and talent but the school was lacking in funds
to remove the old mural, plaster and paint to prepare for the new concept. Collaborating
with Greg White, the general manager of the W Retreat & Spa, Ernesto
received a check to carry out the work. Vieques
Air Link donated $300 for the scaffolding to
complete the 13x13 ft. mural.
The mural depicts the evolution of the earth
and man, spanning from the first Paleozoic
Era, to today with supporting images of the
discovery of fire, tools, weapons, writing, and
the printing process, which, in turn, changed
education and progressed toward technology
and the conquering of space.
Felicitamos al Restaurante Duffys por convertirse
moda y lo hacen ser más popular. ¡Consiga uno!
Congratulations to Duffy’s restaurant on turning
linternas, estufas solares, etc.
7. Cambie a luces CFL.
energía, agua y suelos y si, dinero verde.
green your home
The reality is that your house is a huge consumer of energy and it’s the
people who are inside of it who can make it swallow less or more energy.
The time has come to look at the electric and water bill and do more than
say wow.
10 Ten Ways to Turn Your House Green
1. Compost! Food and yard waste can be reused rather than put in a plastic
bag and left in a landfill. Plus, it’s cheaper to make your own compost than
go to a store and buy it. Remember to Recycle too.
2. Plant a vegetable and herb garden. Not only is it rewarding to eat your
chemical-free veggies, but your greens will be saving the earth by reducing
the carbon emissions and waste produced by shipping and packaging
vegetables.
3. Wash your clothes in cold water and let them dry on the line.
4. Unplug unused chargers and appliances. About 8% of our annual electrical
bills are spent by keeping chargers plugged in when they are not in use.
5. Use the sun! We have plenty of it in Vieques. Many items for your home
can run on solar power. Garden lights, chargers, flashlights, solar cookers.
6. Control the water use and collect the rainwater. Use it to water your
garden and indoor plants or even to wash your car.
7. Make the switch to CFL light bulbs. They use about 75% less energy
than a traditional incandescent bulb and lasts at least 6 times longer.
8. Build and retrofit to include the use of natural wind and light
9. Turn off all the lights when you leave a
room or your home. And open the curtains!
Enjoy natural light and wind as much as
possible.
10. Learn about the new opportunities in
solar and wind power and all the new toys and
tools to save energy, water and land and yes,
green money.
the quality of life of people
under poverty levels. The
activity was held on May
13, 2012, at the residence
of Mrs. Ana Sonia Ventura,
President and founder
of the organization. This
organization relays on public and private donations. We are all volunteers, and to continue doing
our work, we need your monetary donations and time. Our organization was legally registered 4
years ago, but has been working for 9 years in our community. Corefi encourages the municipal
administration to support them, because in the past 4 years have not received any support from
them. We are currently helping around 100 clients. It is a hard and strong battle because every day
we have more people needing help. Without money to solve, it becomes more difficult to carry out
our mission. Mrs. Evelyn Delerme Camacho, you are aware of the work we are doing, we encourage
you to evaluate whether Corefi must receive municipal support. You can make the difference. Corefi
receives legislative funds, but since there are so many needs, the funds do not last more than
three months. But we must thank God for receiving these funds.
>> Tom Demenkoff, dramaturgo, actor y director
A pesar
verano. Entre las personas favoritas de Nelson
se encuentran Cher, Cristina Aguilera, Will Smith
exciting time for the kids
at Reach for Success.
>>Tom Demenkoff, a playwright, actor and director
from New York will be coming to Vieques to donate
his talent and time to produce a play. The students
enrolled in this program will be doing everything from
writing the script, gathering the props, acting, making
the costumes and scenery to marketing the tickets.
In fact, they will be doing whatever it takes to put on
a real play! The play will be shown to Vieques residents
and guests on Thursday
night, July 19th, at the W Hotel.
Tickets will be sold at the door
prior to the performance on a
first come first serve basis, and
are $15.00 for residents and
$25.00 for guests. The show will
start promptly at 6:00PM, and
the proceeds will go to Reach
for Success, a non for profit
organization which enriches the
lives of the youth of Vieques.
One of the students who
will be participating in a big
way is Nelson Timothy Santoni
Nieves. He is 16 years old and
currently an 11th grade student
at the German Rieckehoff High
School in Vieques. Although his
passions include singing, acting and music, Nelson
has also written poetry, created videos and has developed
into a natural leader within the group. Nelson
says, “ Reach for Success has given me a chance to
share my talents with the community. I thank them
for building my self esteem.” He is currently directing,
acting and producing a movie that he has written,
which is scheduled to be shown this summer. Among
Nelson’s favorite role models such as Cher, Christinia
Aguilera, Will Smith and John Travolta, Nelson cites
his grandfather, grandmother and mother as having
influenced him the most. His plans include studying
theatrical art in New York after graduation next year
and after that, who knows?
Other students who deserve kudos and congratulations
are the 13 seniors who are graduates of Reach
For Success and who will be going on to study this fall
at schools throughout Puerto Rico. For many of them,
the scholarships they receive from RFS are enough to
make their dreams come true. We congratulate them
comercial.
50 galones y veinticuatro paneles solares fotovoltaicos
Building a Gentler
Future for our Planet
>> Hix Island House is a recipient of the U.S. EPA
Environmental Quality Award and has been voted
internationally as one of the top ten Green Hotels in
the World by several travel associations.
Particularly proud of the newest building, Casa
Solaris, architect John Hix believes that it is the first
all solar hotel building in the Caribbean that is entirely
removed from the commercial electrical grid. Casa
Solaris requires no burning of coal or oil or atomic
energy that in one way or another pollute our environment
and our planet. In this respect a retreat in Casa
Solaris is perfectly “green”.
The three story property features the latest in
light emitting diode (LED) lighting, energy and water
efficient appliances, fans, and plumbing, two 50-gallon
hot water panels and twenty four solar photo
voltaic panels on the roof, a set of large batteries in
the engine room and an inverter that converts the
solar panels’ direct current electricity to our normal
ac electricity. Our guests can safely charge their
Ipads, Ipods, and computers directly from the Sun.
The hotel swimming-pool’s fountains and pumps also
run directly from the Sun, requiring no commercial
electricity.
a New Menace to Vieques
Una nueva amenaza en Vieques
the la rana
Cuban Tree de arbol
Frog cubana
Usualmente poseen piel áspera o verrugosa, a menudo
>> Vieques is under attack by yet another alien invader; and its name is Osteopilus
septentrionalis, the Cuban tree frog. To begin my report, here is a personal anecdote:
My partner Bill and I have sold our house in Pilón and are now living in Villa
Borinquen. Several months before we moved I began to hear a strange nocturnal
call I had never heard before. Now when it comes to nature, I consider myself rather
observant, but I could not figure out what animal was making a cry that sounded
like a rapidly sqeaking screen door. Simultaneously, I noticed that we were not hearing
any more coquis or other native tree frogs. I was baffled. When a friend on St.
Croix complained of an inundation of Cuban tree frogs at her home and the immediate
dissapearance of what the Cruzans call “rain frogs”I thought I should investigate
our situation. And just the other morning I could have sworn I heard that creaking
call here in Villa Borinquen!
Originally a native to Cuba, the Cayman Islands, and the Bahamas, the Cuban
tree frog became an introduced species in Florida, and the earliest confirmed records
date to the 1920s in the Florida Keys. The first Cuban tree frogs likely arrived
as stowaways in shipping crates originating from the Caribbean. By the mid-1970s,
they had dispersed throughout most of southern Florida. As of 2010, there appeared
established breeding populations throughout the entire state. This species certainly
has the potential to expand its range and is only limited by temperature. They
spread by hitchhiking on containerized landscape plants, packaging, motorized
vehicles and boats. The fact that they can withstand brackish water does not help
the situation, and this aggressive alien species is now found throughout Puerto
Rico, both the United States and British Virgin Islands, the Lesser Antilles as well as
the Hawaiian island of Oahu.
Cuban tree frogs are the largest species of tree frog in North America, and adult
females may exceed 6-inches in length, but most of them range between 1- to
4-inches. They usually have rough or warty skin, often with a pattern of large markings
on their back, and frequently have stripes on the dorsal surface of their legs.
Their coloration is quite variable; ranging from cream colored to yellow, beige, green,
gray, light to dark brown or any combination of these colors.
To complicate matters, these amphibians produce a sticky skin secretion that is
extremely irritating to the mucous membranes of people: the eyes, mouth and nose.
The secretions cause a burning and itching sensation that can last for more than an
hour. Although a pet may not die from attempting to eat a Cuban tree frog, there are
reports of excessive salivation and even seizures.
The reason for concern is the fact that these frogs are voracious
eaters. In fact they will try to eat anything they can get
into their mouths, and on Vieques that includes insects of every
kind, snails, spiders, scorpions, lizards, fledgling birds and other
frogs, including members of their own species. The potential impact on
Vieques’ population of coquis, their relatives and local reptiles is catastrophic.
Like all frogs they prefer a moist environment and can be encountered nocturnally
near cisterns, in potted plants, on garden shrubbery or attached to windows
and walls using their sticky-padded toes, especially at night near illuminated areas
waiting for insects attracted to the light. Indoors at night, they are frequently found
in the toilet bowl, much to the horror of the discoverer! During daylight hours they
sequester in all manner of nooks and crannies.
How do we control these creatures? Keeping our property free of standing
water – in which females deposit their strands of eggs – is a start. But sadly,
complete eradication is the only answer. The most humane technique is to stun
them using a solution of water and the oral anesthetic Anbesol – you only need a
few drops for 2 cups of water. A water gun is an effective means of administration.
Amazingly, the analgesic simply renders them unconcious. Then, wearing gloves
or using a plastic bag as a glove, place the frog in a bag and put it into the freezer
overnight. Additionall, lengths of 3-inch PVC tubing placed around the garden will
attract the frogs as hiding places and they can be collected that way.
Please Help. There is a cat named buddy
whom i rescued from a vieques beach. He
needs a home. Even more than this, he
needs a ride to Milwaukee, Wisconsin. Buddy
will fit nicely into a soft animal carrier, can be
stowed under your seat. I of course will pay
buddy’s expenses. He is an exceptionally
warm, affectionate soul and willbe a fine member
of any family. He got on splendidly with
my dog while we were on vieques. I could not
bring him back with me due to family illness.
Please, if you can see your way to bringing
buddy to one of these airports............Please
call edith at 413-336-7220. Or you can email
me at edith8237@gmail.Com. Many thanks
in advance. Buddy is orange and white and
will be one year old in july.
To my friends:
Recently undergoing surgery, I have been lucky
enough to realize what it is like to be truly
loved and to be part of a community of
truly loving and caring human beings. What
started out to be a handful of friends that
were able to keep my life together, wound
up being so much more than that. The list
is too long to mention names, though all
have helped me pull through a more extensive
surgery and recovery period than originally
planned on. Thank you all for believing in me
and every part that you played doing your
very best for a friend. Special thanks to
those of you who helped me plan from afar
having to put my best friend Foxy to rest.
Also love for all the donations made in my
name to the Siervas de Maria.
With much love
great historical
significance.
Vieques es el
de gran significado
histórico
>
The word endangered is applied to species
and eco-systems in great peril or near
extinction. Many of our natural resources,
fauna and flora here in Vieques and
in Puerto Rico have been paired
with this adjective. The adjective
provides a heighten awareness and
in most cases such branding has
brought together people willing
to commit resources, do the work,
volunteer hours, disseminate the
necessary information to educate
people in order to rescue what is
endangered. One only wishes that
a similar response (and resources)
were immediately available to rescue sites of incalculable historical and
cultural significance here in Vieques. These sites include the Playa Grande
Central ruins, La Casa del Frances, and the site in Puerto Ferro determined
to have been the sacred burial ground to a civilization dating back thousands
of years. Vieques adds to this “wish list” our two lighthouses.
Puerto Rico’s 16 surviving light stations include 11 historic lighthouses
built by the Spanish government before the Spanish-American war. Some
of these Spanish lighthouses are revered national monuments, but several
others are in precarious shape and in some cases abandoned and in ruins.
Interest in lighthouse preservation has increased greatly in recent years and
major restoration projects have been carried out in Arecibo, Cabo Rojo,
and Las Cabezas de San Juan in Fajardo. But much remains to be done as
five Puerto Rican lighthouses (including the one in Puerto Ferro) remain
on the Lighthouse Digest Doomsday List. With our May/June lighthouse
cover story, we showcase these incandescent giants in an effort to heighten
awareness about these historical buildings.
>
Punta Mulas
Lighthouse (also known as Vieques Lighthouse)
Location: North side of Vieques, in Morropouse. The lighthouse is
located to the east of the port in Isabel II.
Facts: Designed by Francisco de Albacete, the lighthouse’s construction
began in 1893. It started operations in June 1, 1896. It was built by the
Spanish government for the purpose of illuminating the Vieques/San Juan
passage and to guide navigation in and out of what was a very busy and
important port.
Lighthouse specs: Stone foundation. Steel beams with brick and
stone construction. The building measures 53 feet long by 35 feet wide.
At the center of the structure, a 28 feet octagonal cylindrical
brick tower rises from the 1-story brick building. An iron spiral
stairway leads to the lantern, which is cylindrical in shape and
made of forged iron, copper, and glass. The exterior gallery is
made of brick and is surrounded by a forged iron balustrade.
Its original sixth-order Fresnel lens projected a red light that
pulsated every 4 seconds. A reflector imported from Paris,
extended a beam farther than 8 miles. Punta Mulas Lighthouse
was initially painted light gray with white details and baseboard.
The tower was painted black. It closely resembles the lighthouse
in the municipality of Arroyo as both share the patterns of circles
and rectangles in the cornice. It is nearly identical to its sister
lighthouse in Puerto Ferro.
Historical Significance: Punta Mulas Lighthouse’s
historical significance cannot be underestimated. The Vieques
passage is a complex stretch of sea with a chain of reefs known
as the Caballo Blanco, sand bars, strong currents, low and high
tides and constantly shifting winds. Once in operation, The
Punta Mulas Lighthouse was relied upon by dozens of commercial and
passenger vessels traveling to and from Vieques day and night. In the late
1930’s Vieques had a population of nearly 30 thousands residents and was
a key exporter of cattle, sugar cane and other crops. The port in Isabel II
was one of the busiest in all of the Antilles. Boat crews relied exclusively on
the stars, the moon, position of the sun during sunrise and sunset, land,
wind direction and lighthouses for navigation. In its early life, the Punta
Mulas Lighthouse was indispensable.
Through the years: The interior of the lighthouse was renovated in
1940. During the renovation, cement was used to fortify the structure, but
the exterior appearance, the lantern and the brick roof remained original.
The building was closed in 1949 due to advanced deterioration. The light
became automated. From 1961 to 1981 it served as the residence to Mrs.
Gilda Romero, who helped prevent further disrepair. The Vieques municipality
acquired the structure and carefully restored it in 1992. The restored
building included a museum featuring the maritime history of Vieques and
the Americas as well as other historical exhibits. Unfortunately, the building
has deteriorated rapidly and it’s currently closed to the public.
Faro de
Punta Mulas
(también conocido como Faro de Vieques)
Localización: Lado Norte de Vieques, en Bo. Morropouse.
arena, fuertes corrientes, mareas altas y bajas y
Sra.
28
Today: The current automated light is produced by a beacon fed by solar
panels. The grounds appear to be open during weekdays and the building
next to the lighthouse is used for various community events. Punta Mulas
Lighthouse is listed in the U.S. National Register of Historic Places.
Puerto Ferro
Lighthouse
(also known as Faro Verdiales in honor of the family that took care of it.)
Location: South side of Vieques, in Puerto Ferro. The lighthouse is
located on the central south coast inside of the Vieques National Wildlife
Refuge. The lighthouse is inside a former munitions area that was used by
the US Navy. Due to this risk it is currently closed and off limits to the
public. No vehicles, bicycles, or visitor on foot are permitted.
Facts: Construction of the Puerto Ferro Lighthouse commenced
in 1896 by the Spanish government using essentially the same plans
as the Punta Mulas Lighthouse as designed by Francisco de Albacete.
The lighthouses are identical except that the details and the baseboard
were painted dark gray, and the lens was more powerful. The outbreak
of the Spanish-American war interrupted the work. Just a few months
after control of Puerto Rico passed to the United States, work resumed
on the lighthouse with the U.S. government completing the remaining
construction for $4,000. The lighthouse was activated for the first time
in December of 1899.
Lighthouse specs: Stone foundation. Steel beams
with brick and stone construction. Similar to its sister
lighthouse in Morropouse, the Puerto Ferro Lighthouse
consists of an octagonal tower centered on the roof of a
one-story building. The main entrance was located on
the south side of the structure. The main door enters
into a vestibule, which connects to the tower. To the
north, there were two bedrooms. To the east, there was a
living room, and to the west, an inspector’s room, office,
storage/oil room, and a latrine. The kitchen was located
opposite the vestibule on the north side of the building.
A fifth-order Fresnel lens in the lantern room revolved
by a clockwork mechanism attached to a 200-pound
weight that was suspended in the stairway’s central column. The light’s
early signature was a white flash every five seconds. Over the entrance
facing the sea there is a base for a flag post, which does not figure in the
original plans.
Faro de
Puerto Ferro
Who was Francisco de Albacete?
The information available is not at all conclusive, but it’s entirely
possible that the architect of our two lighthouses was a Spaniard
by the name of Francisco Jareño y Alarcón (born in 1818) from
the region of Albacete in the eastern part of Spain; therefore,
Francisco de Albacete. He was a well respected architect who in
1874 became the director of the school of architecture in Madrid.
He is best known for his design of La Biblioteca Nacional
de Espana (1865), a masterpiece of neo-classic architecture.
Francisco Jareño y Alarcón was one of the first architects in the
world to incorporate steel beams in his design and specifications
for building materials and construction. His two well known
signatures-- incorporating steel beams and his neo-classic style,
point to him as the likely architect of our houses of light.]
1899 until it closed in 1926, this lighthouse was considered one of
the primary seacoast lights in all of the Caribbean. It was a key light
in aiding navigation and passage between the Lesser Antilles and
Cuba.
Through the years: Built on top of a rocky promontory, the
lighthouse was immediately undermined by the powerful forces
of the sea which kept eroding the rugged cliff beneath it. The rain
water cistern was constantly polluted by the powerful sea water spray.
Within a few years of operation, the structure began to show structural
damage. In 1920 $40,000 in emergency funds were requested
by the Commerce Department to replace the lighthouse with a new
one in Puerto Real. The Commerce Department wrote the following
to congress: “It is urgent to rebuild a lighthouse at or near this point
as this is an important aid to navigation… A light in this vicinity
is necessary…” The request was denied. The lighthouse continued
operating until March 9, 1926, at 4:30am, when a powerful earthquake
caused irreparable damage to the structure. The building was
then abandoned. An automated skeletal tower was erected next to
the lighthouse. The tower supported a beacon that produced a white
flash every four seconds, but due to corrosion and weather it eventually
collapsed. There is no light or navigational aid on this point.
Today: The lighthouse and the surrounding land are managed by
the Vieques National Wildlife Refuge (VNWR). The Puerto Ferro
Lighthouse is missing its lantern room. Some of the roof beams have
fallen and most of the remaining ones are in poor condition. Neglect
and vandalism have left this lighthouse in ruins. The Puerto Ferro
Lighthouse has been added to the Lighthouse Digest Doomsday
List. The VNWR is currently working with the US Coast Guard,
the Puerto Rico Conservation Trust, the Vieques Conservation and
Historical Trust and TICATOVE (Vieques Conservation Group) to
examine the funding and feasibility of restoring the structural integrity
of this light house. If this proves to be a viable option, the plan is
to seek out funding, while the area is still being cleaned up by the US
Navy and then allow for restoration work to begin. Although there is
no current deadline, it is hoped that this will begin in 2013-2014.
Both lighthouses are a great example of the official neo-classic
minor lighthouse style. They are also the only Puerto Rican lighthouses
built originally with two doors, of which the rear is flanked
by two circular openings for air circulation. Since both lighthouses
were constructed on high ground, their towers are short.
These two giants of light are an integral part of our history. The
Punta Mulas Lighthouse (automated light still works) is the ever
fixture in and out of our port in Isabel II. And the Puerto Ferro
Lighthouse is that majestic ghost on the south side that can’t be
ignored. Both will continue to illuminate part of our history.
>> Vieques Against Crime
What and who is VAC?
Vieques Against Crime (VAC), Incorporated
is a privately-owned non-profit
corporation dedicated to victim’s advocacy
and bolstering law enforcement on Vieques
Island. The organization was launched by
concerned business owners on Vieques
Island who are dedicating both time and
resources to keep Vieques safe.
How are the police and VAC
partnered?
VAC’s relationship with the police
received the biggest possible boost from
the new Vieques commander, Sgt. Dennis
Roman, when he appointed Agent Andy
Ramos as the first “Agent Liaison” to the
community on Vieques Island. Coordinating
a workable process with VAC was the
first assignment Sgt. Roman handed to
Agent Ramos, and as of May 1st the on-call
victim’s advocate program went into effect.
In addition to the victim’s advocacy
program , the “Los Procesamos” campaign
that announces that crime victims will
prosecute was endorsed and launched with
PRPD senior officials at a community meeting
on April 19th.
How does the victim’s
advocacy program work?
The program was created to make
the prosecution process easier for
victims of crime, both residents and
tourists. Its services are available to
both English and Spanish-speaking victims
of crime. When a criminal incident
occurs, the police have the discretion to
contact a VAC volunteer via the on-call
phone. A trained VAC volunteer team
(always both a man and a woman) will
respond to the crime scene to offer assistance
within 30 minutes of the call.
The volunteer advocates will explain
the process to the victim and, if there
is an arrest, make arrangements for
the victims and witnesses to travel to
Fajardo and the court in the easiest way
possible. When necessary, a volunteer
will stay with the victim through the
night and travel to court with the victim
the next morning. VAC will assist the
victim in getting through the prosecution
process with as little frustration
and expense as possible.
VAC is also working hard to change
the procedures in the Puerto Rico court
system that require a large number of
court appearances to for victims and
witnesses.
What other kinds of projects
are we working on?
The first week of May VAC began
gifting Rosetta Stone and other language
software to the Vieques PRPD
officers. We’ve also worked with Sgt.
Roman to equip the station with a few
communication basics that are making
it easier for them to communicate with
the community.
What kind of training are the
groups doing together?
In March, VAC volunteers and PRPD
officers and officials participated in a
joint training session with a psychologist
about responding to the scene
immediately following an incident. It
was successful but demonstrated how
much more the group has to learn – including
additional training for both law
enforcement and citizen volunteers.
VAC and PRPD will be co-sponsoring
additional training sessions on a
monthly basis.
What is community policing
and what does it mean for
Vieques?
“Community Policing” is a concept
whereby the residents of the area being
policed join forces with the local law enforcement
to spread the word that crime
will not be tolerated in the community.
By working together and forming a
network, police and the community
have far more access to information
than they would on their own.
garlic weed
The Wonder Herb
by: The Green Man®
A Mini-Series: Medicinal Plants of Vieques
*It should be noted that the plants in this series
are utilized by curanderos/curanderas (traditional
herbal homeopaths), local midwives and
spiritual healers and may not be recommended
by liscensed physicians.
>> A common roadside weed on
Vieques, garlic weed, called anamú in
Spanish, is a veritable pharmacological
powerhouse free for the harvesting. A
native of the tropical Americas and the
Caribbean, it is known botanically as
Petiveria alliacea. It grows up to 3-feet
tall and bears opposite, dark-green leaves
and thin, terminal spikes of tiny white
flowers. Its species name refers to the
garlic-like odor the foliage and roots emit
when crushed, hence the English common
name.
On Vieques, steam-heated leaves
are employed as a hot compress to heal
stubborn absesses. Women use a tea
as an emmenagogue to facilitate a late
menses. It is also employed as an abortificient
and is not to be experimented
with lacking supervision of a homeopathic
healer. It is used, along with
other herbs to make a bath for feverish
children. Anamú tea is also drunk to
alleviate of various types of pain.
Laboratory research reveals that garlic
weed contains a broad range of antileukemic,
anti-tumorous, and anti-cancerous
elements as well as compounds
that destroy numerous types of bacteria,
viruses and fungi. It has also been clinically
documented to have hypoglycemic
properties: decreasing blood sugar levels
more than 60% one hour after being
consumed. In Cuba, it has been used for
years as a herbal aid for diabetes. And
indeed, you can find anamú capsules for
sale at Morales in Monte Santo!
Avoid harvesting garlic weed from the
roadside because plants absorb the toxic
vehicular emmisions.
Conquistadora by Esmeralda Santiago: Indispensable Summer Reading
(Esmeralda
Santiago pasó tiempo en Vieques investigando y
escribiendo el primer borrador). Desde 1996, ha escrito
dos memorias adicionales: Almost a Woman (1999) y
The Turkish Lover (2004).
extraordinaria.
>> In 1993 Esmeralda Santiago first book, When I was
Puerto Rican—a memoir comprised of personal childhood
stories became an international best-seller ushering Ms.
Santiago into the world’s literary spotlight. She was hailed
as “a welcome new voice, full of passion and authority,”
by the Washington Post Book World. Her second book
and first novel, America’s Dream, published in 1996 and
translated into 6 languages, showcased Ms. Santiago’s lyrical
prose and extraordinary gifts as a storyteller. America,
the protagonist, was a Viequense living in Esperanza who
worked at La Casa del Frances. In a quixotic journey
of self-discovery and armed with nothing but selfdetermination,
America valiantly breaks a generational
cycle of abuse and flees the island in search of a better life
state side. Although the story had a passing resemblance
to Rene Marquez theatrical masterpiece La Carreta (The
Oxcart), the novel was aided immensely by a sense of
place and given circumstances. (Esmeralda Santiago spent
time in Vieques researching and writing a first draft.)
Since 1996, she has written two other memoirs: Almost a
Woman (1999) and The Turkish Lover (2004). For those
of us that have admired her work, the wait for that elusive
second novel has finally come to an
end. Conquistadora, published last
year by Knopf, has become one of the
best reviewed novels of the year. Santiago’s
sophomore novel is a powerful
historical epic detailing the often
excruciating life of those working in
Puerto Rico’s sugarcane industry in
the XIX century. And once again, it
is the writer’s complex protagonist
and her quest to succeed against
all odds what makes this novel an
extraordinary one. As a young girl
growing up in Spain, Ana Cubillas
is obsessed by the diaries of an
ancestor—a conquistador that
traveled with the likes of Ponce
de Leon to Puerto Rico. Her
sense of adventure is contagious and soon she convinces
twin brothers Ramon and Inocente to travel across the
ocean to Puerto Rico and claim an inherited asset: a
remote sugar plantation (Hacienda Los Gemelos) in the
southern part of Puerto Rico. At 18 she marries Ramon,
and in 1844, she sails with the brothers across the ocean.
Once in Puerto Rico, Ana relishes the challenges of running
a sugar plantation in an untamable land. She faces
each new calamity (death of loved ones, a devastating
hurricane, a cholera epidemic that decimates the island)
with valiant determination, but when the civil war breaks
out in the United States, Ana finds her life threatened
by the very people on whose backs her wealth has been
built: slaves. Their unforgettable stories run parallel to
Ana’s quest to save her land and fulfill her destiny. Like
the 1940’s classic play, Tiempo Muerto (Dead Time) by
Mendez Ballester, Conquistadora delves into the history
of our sugarcane industry with a narrative that is both
seductive and instructive. Meticulously researched, Conquistadora
is a shimmering example of the Puerto Rican
novel today. It deservedly places Santiago in the front row
of extraordinary women writers from Latin America that
includes Rosario Ferre (also from Puerto Rico) and Isabel
Allende (Chile). Conquistadora is a must for those seeking
a summer novel full of passion and adventure.
Favorite Seasonal Fruit...You’ll Never Guess
Fruta Favorita de esta Epoca...No Podrán Imaginarse
Phyllanthus acidus Euphorbiaceae (L.) Skeels
Grosella
>> Grosella, Otaheite (gooseberry-tree) was introduced
from Timor to Jamaica and the Antilles around 1793 and
spread throughout the Caribbean islands. They are available
throughout the year here in Vieques, but mostly producing
larger fruit yields in January through May. The fruit is yellowish
green turning light yellow when ripe. The ripe fruit can be
eaten fresh or cooked. Its flesh is firm and it’s taste sour yet
in my own opinion very refreshing. They are naturally low in
calories & fat, are substantially high in Vitamin C & Fiber, &
low in sodium.
In parts of Asia, they’re eaten fresh and/or sprinkled
with salt to neutralize the acidity; pickled or as sweetened
dried fruits ; the juice is used to make cold drinks and the
fruit pulp to make vinegar. They’re also used to flavor many
dishes. Practically all of the tree (root, bark & leaves) are
used for medicinal purposes.
There are many grosella trees here in Vieques . In fact,
you might notice while driving around our island, local
children picking and eating these precious little light yellow
berries from trees. Traditionally, Viequenses use the fruit
to make preserves, jams & jellies; turning bright red when
cooked and tasting ‘maravilloso’ (marvelous).
I hope you too get a chance to taste
the interesting grosella fruit; which Vieques
offers for free and for the picking
when found along our roads.
If you want to make something
different to spark up your next meal as
an accompaniment to any meat, fowl,
seafood, rice or veggie, give this quick,
tasty & refreshing relish a try. Hope
you enjoy it!
My Grosella Relish
1 bunch of ripe grosellas (about a cup) - crushed with
sea salt & pitted
1-inch piece ginger
1/3 large red onion (chopped).
1/2 cup shredded fresh coconut (or unsweetened
shredded dry coconut flakes)
2 ajies dulces (seeded) - if you like hot/spicy like me,
1 jalapeño pepper or half ají dulce & half jalapeño
2 sprigs cilantro (chopped)
salt & pepper (to taste)
Procedure:
Using a mortar & pestle pound all the ingredients
Season with salt & pepper. Lastly, add cilantro and
neutralizar su acidez; en curtidos o frutos secos endulzados;
arroz o vegetales; pruebe esta rica, rápida y refrescante
receta.
cebolla roja grande (cortadita)
sal & pimienta (a gusto)
Procedimiento:
curanderas tradicionales, parteras y curanderos
United in love, we will heal.
Vigil for Peace
More than 50 people, including families
effected and their supporters, attended a peace
vigil held on April 18th in the Placita de Hijos
Ausentes (Missing Children’s Plaza) in Isabel II.
Ten children of the Viequense Oasis Education
Center played Bomba and Plena at the event.
The vigil honored the lives of Vieques
residents who have died since 2006 as a result
of violence or car accidents. It is hoped that
remembering them and supporting their grieving
families, will help prevent more needless tragedy
in Vieques and for the families to know that they
can count on their community to “heal”.
Eighteen-year old student Luis Hernandez,
expressing the solidarity from his school Nuestra
Escuela, brought a very touching message
when he said, “I have faced many difficult times
in my life, but I do not give up hope. Don’t lose
faith in the youth of Vieques. We want to have a
good future. If we all work together, we can do
anything.”
technique to Vieques kids
>> Faro Punta Mulas, Vieques— On the 18th and 19th of May, Emmy award winner, Tere
Marichal better known as Maria Chuzema , delighted Vieques families with three days of fantasy.
The children of the island along with their parents and teachers, were invited to enjoy a weekend
of workshops on storytelling , puppet making techniques and creativity .
Immersed in her usual character, dressed in brilliant colors that enthused the eyes of the
children, Maria Chuzema entered with her suitcase full of stories and puppets. She charmed her
audience with amazing adventures inspired by events from around the world. Among the many
types of storytelling techniques she used Kamishibai, originated in Buddhist temples in the 12th
century, where monks used picture scrolls to convey stories with moral lessons.
The audience joined in with her songs and clapped to the beat of her tales, enjoying every
moment of it. Parents sat side by side with their children and listened carefully, laughing at the
different characters she whipped out of her suitcase.
The three day workshop was sponsored by Black Beard Sports, W Retreat and Spa and Camaramundi
which very graciously donated all the materials for the puppet making workshop.
