ACKNOWLEDGEMENTS<br />

The nature of this assignment required assistance from many people involved in the education sectors of<br />

<strong><strong>Somali</strong>a</strong>. This assistance was always willingly given and I am grateful for that support.<br />

Minister Hassan Haji Mohmoud of <strong>Somali</strong>land and Minister Mohamud Bile Dubbe of Puntland both gave<br />

freely of their time and provided the support of their senior officers. I would also like to express gratitude<br />

to the Directors General of the two northern Zones and the various directors to whom I have had the<br />

pleasure of interviewing and sharing their experiences with reference to the <strong>Primary</strong> <strong>Education</strong> <strong>Survey</strong>.<br />

The regional education officers and enumerators who attended a workshop in support of this evaluation<br />

provided wonderful insight in the education processes in their regions and demonstrated great<br />

understanding of challenges ahead. They were able to provide a number of very useful recommendations<br />

that have been embedded in this report.<br />

The UNICEF officers in both Hargeisa and Garowe provided access to a range of officials within the<br />

Ministries and also provided valuable descriptions of their field experiences during implementation of the<br />

survey project. I offer my sincere thanks to these staff members. The UNICEF officers in the central<br />

south zone provided information via email due to the insecurity in their areas. Their promptness in<br />

replying to my inquiries was always much appreciated.<br />

Members of NGOs, UN Agencies and Donors gave of their time to both contribute data for the evaluation<br />

process and to provide comment on the draft report. Their contributions were significant and valued.<br />

Finally, I am indebted to the staff of UNICEF <strong><strong>Somali</strong>a</strong> in Nairobi, who provided the necessary<br />

infrastructure support and technical and cultural guidance. Woki Munyui, Maulid Warfa and Catherine<br />

Remmelzwaal also provided critical comment on early drafts of the <strong>Report</strong> that contributed significantly<br />

to the development of the evaluation.<br />
