3. SCOPE AND FOCUS<br />

3.1 <strong>Evaluation</strong> Objectives<br />

The scope of the proposed evaluation will cover the routine annual surveys of primary education in<br />

<strong><strong>Somali</strong>a</strong>. The evaluation will focus on the main aspects of the surveys, i.e. data collection and<br />

management as well as information dissemination and utility. In addition, it will look at the<br />

performance of the agency in supporting this recurring activity and the collaboration with its partners.<br />

The overall objectives of the evaluation are:<br />

• To assess the current and past design, planning and management of the key processes and<br />

methods that have been employed to conduct the PES since its inception<br />

• To assess the degree to which the PES meets the real data needs/analysis of the range of<br />

education stakeholders in <strong><strong>Somali</strong>a</strong><br />

• To assess the role of the PES in relation to the nascent EMIS and review the current linkages<br />

• To assess the need for expanding the breadth and depth of the information gathered and in<br />

particular, to review the idea of integrating the collection of Secondary School data<br />

• To assess the mechanisms for ensuring internal validity and reliability of the data presented in<br />

the PES<br />

• To assess the degree to which training of MoE officials in data collection and management<br />

have been successfully and appropriately implemented<br />

• To assess the utility level of the PES in <strong><strong>Somali</strong>a</strong>, in particular the benefits of its results and<br />

outputs to the intended users<br />

• To identify best practice, innovative interventions and shortcomings in the current process of<br />

planning and implementing the annual survey<br />

• To make recommendations and suggestions on possible improvements related to all aspects<br />

of the routine survey, including, if necessary, ways of increasing levels of participation and<br />

ownership and utility of the survey/data by the MoE authorities and other stakeholders<br />

• To make recommendations with respect to the evolving relationship between the<br />

current/future PES and the nascent EMIS system<br />

3.2 Major Questions<br />

evaluation criteria.<br />

3.3 Performance Standards<br />

Prevailing norms (for cost, time and service quality) for UNICEF program in <strong><strong>Somali</strong>a</strong> shall be used as<br />

benchmarks for addressing the above listed evaluation questions.<br />
