<strong>The</strong> <strong>collapse</strong> <strong>of</strong> <strong>global</strong> <strong>trade</strong>, <strong>murky</strong> <strong>protectionism</strong>, <strong>and</strong> <strong>the</strong> <strong>crisis</strong><br />
• Agree to promote use <strong>of</strong> st<strong>and</strong>ard safeguard provisions in lieu <strong>of</strong> antidumping<br />
laws.<br />
• Agree to accelerate progress on technical issues still separating negotiators on<br />
<strong>the</strong> Doha round, including producing new working texts on <strong>the</strong> special<br />
safeguards mechanism, sectoral negotiations, <strong>and</strong> cotton.<br />
• Advocate greater Aid for Trade for low-income countries.<br />
• And decide to endorse voluntary implementation <strong>of</strong> <strong>the</strong> <strong>trade</strong> facilitation<br />
provisions, not as an "early harvest", but in a non-binding fashion linked to<br />
overall <strong>trade</strong> facilitation reforms design to lower trading costs.<br />

Elisa Gamberoni is an economist at <strong>the</strong> World Bank <strong>and</strong> a PhD c<strong>and</strong>idate in International<br />
Economics at <strong>the</strong> Graduate Institute, Geneva. Her field <strong>of</strong> research includes: Special <strong>and</strong><br />
Differential Treatment, Regionalism <strong>and</strong> Foreign Direct Investment. Prior to joining <strong>the</strong><br />
World Bank she worked as research assistant for <strong>the</strong> Swiss National Center <strong>of</strong> Competence<br />
<strong>and</strong> Research.<br />
Richard Newfarmer is <strong>the</strong> World Bank's Special Representative to <strong>the</strong> United Nations <strong>and</strong><br />
World Trade Organization, based in Geneva. Prior to assuming this post in June 2007, he<br />
was Economic Advisor in <strong>the</strong> International Trade Department <strong>and</strong> in <strong>the</strong> Prospects Group <strong>of</strong><br />
<strong>the</strong> World Bank, <strong>and</strong> led <strong>the</strong> team that produced Global Economic Prospects 2007. He was<br />
Lead Economist in <strong>the</strong> Chief Economist's Office <strong>of</strong> East Asia during <strong>the</strong> Asia <strong>crisis</strong> (1997-<br />
2000), Lead Economist for <strong>the</strong> China, <strong>and</strong> Chief <strong>of</strong> <strong>the</strong> Industry <strong>and</strong> Energy Division in <strong>the</strong><br />
China Department. He was also Principal Economist for Argentina in <strong>the</strong> Latin American<br />
region (1988-1992) <strong>and</strong> has also worked on Chile, Brazil, <strong>and</strong> o<strong>the</strong>r Latin American countries.<br />
Prior to joining <strong>the</strong> Bank, he served as a Senior Fellow at <strong>the</strong> Overseas Development<br />
Council, <strong>and</strong> was on <strong>the</strong> economics faculty at <strong>the</strong> University <strong>of</strong> Notre Dame.<br />
