Scientists from the <strong>Baltic</strong> countries have participated <strong>in</strong> tra<strong>in</strong><strong>in</strong>g courses or worked at <strong>in</strong>stitutes<br />

<strong>in</strong> F<strong>in</strong>land for several months.<br />

2. EUROPEAN ACTIVITIES AND COOPERATION<br />

The European cooperation <strong>in</strong> <strong>mar<strong>in</strong>e</strong> science is basically coord<strong>in</strong>ated by two different organisations.<br />

The European Science Foundation (ESF), a coord<strong>in</strong>ation organisation of national <strong>research</strong><br />

councils, has its own programs. The pr<strong>in</strong>cipal fund<strong>in</strong>g agency <strong>in</strong> European <strong>mar<strong>in</strong>e</strong> <strong>research</strong> is,<br />

however, the CEC. The EU Framework Programme consists of several subprogrammes which<br />

have also <strong>mar<strong>in</strong>e</strong> <strong>research</strong> components. From among these, Agriculture and Fisheries and <strong>Environment</strong><br />

as well as Mar<strong>in</strong>e Science and Technology Programmes deserve to be mentioned.<br />

Through its Science Program MAST (Mar<strong>in</strong>e Science and Technology), EU plays a dom<strong>in</strong>ant<br />

role <strong>in</strong> determ<strong>in</strong><strong>in</strong>g the ways and means of cooperative studies. The <strong>research</strong> programmes have<br />

the follow<strong>in</strong>g aims:<br />

• Creat<strong>in</strong>g cohesion through <strong>in</strong>tegration of <strong>mar<strong>in</strong>e</strong> <strong>research</strong>, and<br />

0 Creat<strong>in</strong>g compatibility with<strong>in</strong> European <strong>research</strong> and development.<br />

The programme is not <strong>in</strong>tended to replace national <strong>research</strong> activities; it focuses only on such<br />

work as can best be achieved through mult<strong>in</strong>ational participation (the subsidiarity pr<strong>in</strong>ciple).<br />

Consequently, <strong>research</strong> funds are not given to national or bilateral programmes. The present<br />

IVth Framework programme was launched <strong>in</strong> 1994, and on the basis of its def<strong>in</strong>ed goals, <strong>research</strong><br />

work is be<strong>in</strong>g carried out on various fields of oceanography and <strong>mar<strong>in</strong>e</strong> technology. Majority<br />

of the <strong>in</strong>stitutions listed above take part <strong>in</strong> a number of projects.<br />

ESF and CEC have jo<strong>in</strong>tly established a special committee for scientific advice, the European<br />

Committee on Ocean and Polar Sciences, ECOPS. Membership of the ECOPS is based on personal<br />

<strong>in</strong>vitation. ECOPS has, after a few years of activity, launched the concept of European<br />

Grand Challenges for the future. These Grand Challenges have been considered <strong>in</strong> a number of<br />

conferences, and are <strong>in</strong>tended for the guid<strong>in</strong>g of future cooperation.<br />

Follow<strong>in</strong>g the activities of ECOPS, the ESF has established two special bodies for promot<strong>in</strong>g<br />

coord<strong>in</strong>ation and cooperation <strong>in</strong> European <strong>mar<strong>in</strong>e</strong> science: the European Mar<strong>in</strong>e Sciences Board<br />

and the European Polar Research Board. The latter of these deals also with <strong>mar<strong>in</strong>e</strong> sciences <strong>in</strong><br />

the polar regions.<br />

3. THE HELSINKI COMMISSION AND ITS MONITORING PROGRAMME FOR<br />

THE BALTIC SEA<br />

The Convention on the Protection of the Mar<strong>in</strong>e <strong>Environment</strong> of the <strong>Baltic</strong> Sea Area, 1974,<br />

known shortly as the Hels<strong>in</strong>ki Convention, was signed twenty years ago by the seven <strong>Baltic</strong> Sea<br />

States of that time (Denmark, F<strong>in</strong>land, the German Democratic Republic, the Federal Republic<br />

of Germany, Poland, Sweden and the USSR). The Convention entered <strong>in</strong>to force <strong>in</strong> 1980, when<br />
