In F<strong>in</strong>land, we have had every opportunity to develop <strong>in</strong>to an <strong>in</strong>ternationally significant <strong>mar<strong>in</strong>e</strong><br />
<strong>research</strong> country.<br />
We have always had excellent - and resourceful - <strong>research</strong> scientists.<br />
We have had an excellent shipbuild<strong>in</strong>g <strong>in</strong>dustry, which has developed <strong>in</strong>to the lead<strong>in</strong>g <strong>research</strong><br />
vessel constructor <strong>in</strong> the world.<br />
Regrettably the sales were directed towards our eastern neighbour. The results were obvious.<br />
From a <strong>research</strong>er’s po<strong>in</strong>t of view, most annoy<strong>in</strong>g <strong>in</strong> all this was the secretiveness and neglect of<br />
domestic scientific expertise <strong>in</strong> the <strong>in</strong>dustry.<br />
Know-how was rather purchased from abroad, <strong>in</strong>stead of creat<strong>in</strong>g a sound domestic support<br />
group.<br />
Industry only turned to F<strong>in</strong>nish <strong>research</strong>ers only <strong>in</strong> emergencies.<br />
Mar<strong>in</strong>e Science and Technology Society of F<strong>in</strong>land was founded <strong>in</strong> order to br<strong>in</strong>g academic <strong>research</strong>er<br />
scientists and ship-construction eng<strong>in</strong>eers together. Economic recession frustrated these<br />
plans, and the resources of the <strong>in</strong>dustry faded.<br />
The balance sheet F<strong>in</strong>nish Mar<strong>in</strong>e Research can be summed up follows:<br />
Positive:<br />
+ long and sound traditions <strong>in</strong> <strong>mar<strong>in</strong>e</strong> <strong>research</strong><br />
+ competent <strong>research</strong>er workers <strong>in</strong> most discipl<strong>in</strong>es of <strong>mar<strong>in</strong>e</strong> <strong>research</strong><br />
+ a credible stand<strong>in</strong>g <strong>in</strong> the <strong>in</strong>ternational field of <strong>mar<strong>in</strong>e</strong> <strong>research</strong><br />
+ the “world’s best” <strong>research</strong> vessel Aranda<br />
+ good cooperation among scientists<br />
Negative:<br />
- lack of a dist<strong>in</strong>guished body for national cooperation<br />
- territory and resource competition between <strong>in</strong>stitutions<br />
- dispersal of national resources<br />
- overlapp<strong>in</strong>g organizations<br />
- lack of cooperation <strong>in</strong> <strong>in</strong>dustry<br />
Solution?<br />
Let us create an organization for direct<strong>in</strong>g and f<strong>in</strong>anc<strong>in</strong>g <strong>mar<strong>in</strong>e</strong> <strong>research</strong>, that would serve universities,<br />
<strong>research</strong> <strong>in</strong>stitutions and the <strong>in</strong>dustry, with its sights set to put F<strong>in</strong>nish <strong>mar<strong>in</strong>e</strong> <strong>research</strong><br />
on the world map!<br />
Where do we go from here?<br />
• Concern for our <strong>Baltic</strong> Sea is real.<br />
• Problems can best be solved by comb<strong>in</strong><strong>in</strong>g scientific and technological methods <strong>in</strong>to a<br />
sound whole.<br />
What we should remove first!<br />
Sensationalism - scientists reach the media only through creat<strong>in</strong>g threaten<strong>in</strong>g visions and scar<strong>in</strong>g<br />
the public - good news does not reach the media - it is difficult to correct untrue news.
