on expatriate terms (excluding those on final
leave), all working in Operations Department.
The Commission is financed from a single
head of expenditure in the government’s annual
estimates. The Advisory Committee on
Corruption and the Government Secretariat
consider the annual estimates of expenditure
which are submitted to the Chief Executive for
approval in accordance with section 14(1) of the
Independent Commission Against Corruption
Ordinance. The Commission’s accounts are
administered in accordance with government
procedures and are subject to examination by the
Director of Audit in the same way as the accounts
of government departments. Analyses of the
financial provision by programmes and by nature
of expenditure for the financial years 1999/2000
smooth operation of the Office Automation
Facilities (OAF), we are endeavoring to maximize
the use of the OAF in addition to electronic mail.
In the year, we built up a number of databases on
the OAF to facilitate better data sharing and
retrieval. We also embarked on the development
of a Cyber Learning Centre on our existing
computer network with a view to providing staff
with on-line learning facilities and automating the
loan system of our library.
Computerization brought forth the
concern of proper software and hardware
management. In 2000, we secured funding for
the implementation of an electronic software asset
management system. The system is an efficient
management tool to ensure all computer items
