Hong Kong Police Force - Massage
Establishment Licences
The licensing of massage establishments
and the enforcement of licence conditions are
governed by the Massage Establishments
Ordinance. The Commissioner of Police is the
licensing authority and is responsible for enforcing
the Ordinance. Following the conviction of a
police sergeant for accepting free massage
services and unauthorized loans from a massage
establishment operator, we reviewed the Police’s
licensing and enforcement procedures. The
review showed that there were inherent
corruption risks in the system, as massage
establishment operators had an incentive to bribe
police officers in order to expedite the issue of a
licence or for advance warning of police
inspections and raids.
We recommended that supervision and
control in the licensing and enforcement
procedures should be enhanced. Guidelines
governing the assessment of applications should
be laid down and supervisory checks should be
conducted on applications which were approved
despite adverse comments had been received
from police districts or neighbouring residents.
Supervisors of enforcement teams should add
targets to the planned inspection schedules at
short notice to reduce the risk of tipping off, and
there should be clear instructions prohibiting
officers from patronizing massage establishments
or accepting entertainment from operators with
whom they have official dealings.
Information Technology Services Department
(ITSD) - Letting and Administration of
Contracts for Provision of Information
Technology Contract Staff
To cater for the increasing workload
arising from computer projects in government,
ITSD appoints a number of term contractors to
supply information technology staff for selection
by ITSD to work on computer projects in
government departments. These staff are not
employees of government and the period of their
service varies with project.
To ensure that the computer project
contracts are awarded in an open and competitive
manner, we recommended that ITSD should
require contract staff participating in tender
