Faculty Improvement Scheme<br />

INTRODUCTION<br />

In view of the 6 th Pay Commission, the Hon’ble Vice Chancellor constituted the follow<strong>in</strong>g committee dated<br />

4 th Feb 2010 wide letter no. R/HRD Com./2010 to <strong>for</strong>mulate draft regulations <strong>for</strong> the <strong>direct</strong> <strong>appo<strong>in</strong>tment</strong>,<br />

<strong>promotion</strong> <strong>under</strong> career advancement scheme and faculty improvement Scheme.<br />

Several meet<strong>in</strong>gs and <strong>in</strong>-depth discussion were held <strong>in</strong> the office of the Chairman dur<strong>in</strong>g 4 th to 12 th Feb.<br />

2010 to <strong>for</strong>mulate <strong>guidel<strong>in</strong>es</strong> <strong>for</strong> Direct Appo<strong>in</strong>tment, Promotion <strong>under</strong> Career Advancement Scheme &<br />

Faculty Improvement Scheme. Proposal has been sent to all HoDs & Deans <strong>for</strong> their valuable suggestions<br />

and meet<strong>in</strong>g was held on 26 th Feb 2010 with Hon’ble Vice Chancellor along with HoDs and Deans.<br />

Relevant suggestions were <strong>in</strong>cluded <strong>in</strong> the <strong>guidel<strong>in</strong>es</strong>. The follow<strong>in</strong>g recommendation were made <strong>for</strong> the<br />

<strong>appo<strong>in</strong>tment</strong> of faculty, <strong>promotion</strong> of faculty <strong>under</strong> career advancement scheme and faculty improvement<br />

scheme as per the norms and standards of UGC, ICAR, AICTE, NCTE, PCI, MCI etc.<br />

I. REVISED PAY SCALE, SERVICE CONDITION, DIRECT RECRUITMENT AND CAREER<br />

ADVANCEMENT SCHEME (UGC NOTIFICATION NO. F.3-1/2009 (PS) DATED SEPT 2009, AICTE<br />

NOTIFICATION NO. F NO. 37-3/LEGAL/2010 DATED JANUARY 22, 2010, PCI, MCI NOTIFICATION<br />

DATED 15 DEC 2009, ICAR F NO. 1(1)/2009-PART IV DATED MARCH 6, 2009<br />

I.I REVISED PAY SCALE AND SERVICE CONDITION<br />

i) There shall only three designations <strong>in</strong> the respect of teachers <strong>in</strong> University namely Assistant<br />

Professor, Associate Professor and Professor.<br />

ii) Assistant Professor shall be placed <strong>in</strong> the Pay Band of Rs. 15600 – 39100 with AGP of Rs. 6000.<br />

Five non-compounded advance <strong>in</strong>crements shall be admissible at the entry level of recruitment as<br />

Assistant Professor to persons possess<strong>in</strong>g the degree of Ph.D. awarded <strong>in</strong> the relevant discipl<strong>in</strong>e<br />

by the University follow<strong>in</strong>g the process of admission, registration, course work and external<br />

evaluation. M. Phil. or Post-graduate degree <strong>in</strong> the professional course such as M. Tech/ M.V.Sc<br />

/M.D., etc. recognized by the relevant statutory body / council, holders at the time of recruitment to<br />

the post of Assistant Professor shall be entitled to 2 non-compounded advance <strong>in</strong>crements.<br />

iii) Associate Professor shall be placed <strong>in</strong> the Pay Band of Rs. 37400 – 66700 with AGP of Rs. 9000.<br />

iv) Professor shall be placed <strong>in</strong> the Pay Band of Rs. 37400 – 66700 with AGP of Rs. 10000. The pay<br />

of a <strong>direct</strong>ly recruited Professor shall be fixed at a stage not below Rs. 43000 <strong>in</strong> the Pay Band of<br />

Rs. 37400 – 66700, with of AGP of Rs. 10000.<br />

v) The selection committee may recommend suitable advance <strong>in</strong>crements <strong>for</strong> exceptionally outstand<strong>in</strong>g<br />

candidates who are to be appo<strong>in</strong>ted as Assistant Professor, Associate Professor and Professor.<br />

Assistant Professor already <strong>in</strong> service <strong>in</strong> the pre-revised scale of Rs. 8000-13500, shall be placed<br />

as Assistant Professors with the AGP of Rs. 6000.<br />

An Assistant Professor with completed service of 4 years, possess<strong>in</strong>g Ph. D Degree <strong>in</strong> the relevant<br />

branch / discipl<strong>in</strong>e shall be eligible, <strong>for</strong> mov<strong>in</strong>g up to AGP of Rs. 7000.<br />

viii) Assistant Professors possess<strong>in</strong>g Master’s degree <strong>in</strong> the relevant branch / discipl<strong>in</strong>e as recognized<br />

by relevant statutory body / council shall be eligible <strong>for</strong> the AGP of Rs. 7,000 after completion of 5<br />

years service as Assistant Professor.<br />

ix) Assistant Professor who does not have Ph.D or a Master's degree <strong>in</strong> the relevant branch /<br />

discipl<strong>in</strong>e of a program shall be eligible <strong>for</strong> the AGP of Rs. 7,000 only after completion of 6 years<br />

service as Assistant Professor.<br />

x) The upward movement from AGP of Rs. 6000 to AGP of Rs. 7000 <strong>for</strong> all Assistant Professors shall<br />

be subject to their satisfy<strong>in</strong>g other conditions as laid down by University <strong>under</strong> Career<br />

Advancement Scheme.<br />

The pay of the <strong>in</strong>cumbents to the posts of Assistant Professor (senior scale) (i.e. the pre-revised<br />

scale of Rs. 10,000-15200) shall be re-designated as Assistant Professor, and shall be fixed at the<br />

appropriate stage <strong>in</strong> Pay Band of Rs.15600-39100 based on their present pay, with AGP of Rs.<br />

7000.<br />

Assistant Professor with completed service of 5 years at the AGP of Rs. 7000 shall be eligible,<br />

subject to other requirements as laid down by University <strong>under</strong> Career Advancement Scheme to<br />

move up to the AGP of Rs. 8000.<br />

Incumbent Assistant Professor (Selection Grade) who have completed 3 years <strong>in</strong> the pre-revised<br />

pay scale of Rs. 12000-18300 on 1.1.2006 shall be placed <strong>in</strong> Pay Band of Rs. 37400-67000 with<br />

AGP Pay of Rs. 9000 and shall be re-designated as Associate Professor.<br />

Incumbent Assistant Professor (Selection Grade) who had not completed three years <strong>in</strong> the pay<br />

scale of Rs. 12000-18300 on 1.1.2006 shall be placed at the appropriate stage <strong>in</strong> the Pay Band of<br />

Rs. 15600-39100 with AGP of Rs. 8000 till they complete 3 years of service <strong>in</strong> the grade of<br />

Assistant Professor (Selection Grade), and thereafter shall be placed <strong>in</strong> the higher Pay Band of<br />

Rs.37400-67000 and accord<strong>in</strong>gly re-designated as Associate Professor.<br />

Assistant Professor (Selection Grade) <strong>in</strong> service at present shall cont<strong>in</strong>ue to be designated as<br />

Assistant Professor (Selection Grade), as the case may be, until they are placed In the Pay Band<br />

of Rs. 37,400-67000 and re-designated as Associate Professor <strong>in</strong> the manner described <strong>in</strong> (xiii)<br />

above.<br />

Assistant Professor complet<strong>in</strong>g 3 years of teach<strong>in</strong>g <strong>in</strong> the AGP of Rs. 8000 shall be eligible, subject<br />

to meet other conditions, that may be prescribed by University <strong>under</strong> Career Advancement<br />

Scheme as applicable, to move to the Pay Band of Rs. 37400-67000 with AGP of Rs. 9000 and to<br />

be designated as Associate Professor.<br />

Associate Professor complet<strong>in</strong>g 3 years of service <strong>in</strong> the AGP of Rs. 9000 and possess<strong>in</strong>g a Ph.D.<br />

degree <strong>in</strong> the relevant discipl<strong>in</strong>e shall be eligible to be appo<strong>in</strong>ted and designated as Professor,<br />

subject to other conditions of academic per<strong>for</strong>mance as laid down by the University <strong>under</strong> Career<br />

Advancement Scheme. No teacher other than those with a Ph.D. shall be promoted, appo<strong>in</strong>ted or<br />

designated as Professor. The Pay Band <strong>for</strong> the post of Professors shall be Rs.37400-67000 with<br />

AGP of Rs. 10000.<br />

Ten percent of the posts of Professors <strong>in</strong> a University <strong>under</strong> Career Advancement Scheme shall be<br />

<strong>in</strong> the higher AGP of Rs. 12000, however, teachers appo<strong>in</strong>ted to the posts shall cont<strong>in</strong>ue to be<br />

designated as Professor. Eligibility <strong>for</strong> <strong>appo<strong>in</strong>tment</strong> as a Professor <strong>in</strong> the higher Academic Grade<br />

Pay shall be as may be laid down by the University <strong>under</strong> Career Advancement Scheme, and such<br />

eligibility conditions shall, <strong>in</strong>ter alia, <strong>in</strong>clude publications <strong>in</strong> peer reviewed/ refereed Research<br />

Journals, and the requirement of at least 10 years of teach<strong>in</strong>g as Professor and post-doctoral work<br />

of a high standard. No person shall be appo<strong>in</strong>ted <strong>direct</strong>ly as Professor <strong>in</strong> the AGP of Rs. 12000<br />

shall be fixed at a stage less than Rs. 48000 along with the AGP.<br />

Teachers who complete their Ph.D. Degree while <strong>in</strong> service shall be entitled to 3 non-compounded<br />

<strong>in</strong>crements if such Ph.D. is <strong>in</strong> the relevant discipl<strong>in</strong>e.<br />

Teachers who acquire M.Phil / M.Tech / M.V.Sc /M.D., etc degree recognized by the relevant<br />

Statutory Body/Council, while <strong>in</strong> service, shall be entitled to one advance <strong>in</strong>crement.<br />

Notwithstand<strong>in</strong>g anyth<strong>in</strong>g <strong>in</strong> the <strong>for</strong>ego<strong>in</strong>g clauses, those who have already availed the benefits of<br />

advance <strong>in</strong>crements <strong>for</strong> possess<strong>in</strong>g Ph.D. / M.Phil / M.Tech/M.V.Sc/M.D., etc at the entry level<br />

<strong>under</strong> the earlier scheme shall not be entitled to the benefit of advance <strong>in</strong>crements <strong>under</strong> this<br />

Scheme.<br />

The Assistant Professor with AGP of Rs. 6000 who has completed 13 years of service with Ph.D.<br />

may apply <strong>for</strong> <strong>promotion</strong> to Associate Professor subject to his fulfillment of conditions laid down<br />

<strong>under</strong> Career Advancement Scheme <strong>for</strong> <strong>promotion</strong> from AGP 6000 to 7000, 7000 to 8000 and<br />

8000 to 9000.<br />

The Assistant Professor with AGP of Rs. 6000 who has completed 9 years of service with Ph.D. or<br />

10 years of service with M. Phil / PG Degree or 11 years with UG Degree may apply <strong>for</strong> <strong>promotion</strong><br />

to Assistant Professor of AGP Rs. 8000 subject to his fulfillment of conditions laid down <strong>under</strong><br />

Career Advancement Scheme <strong>for</strong> <strong>promotion</strong> from AGP 6000 to 7000 and 7000 to 8000.<br />

The Assistant Professor with AGP of Rs. 7000 who has completed 8 years of service with Ph.D.<br />

may apply <strong>for</strong> <strong>promotion</strong> to Associate Professor subject to his fulfillment of conditions laid down<br />

<strong>under</strong> Career Advancement Scheme <strong>for</strong> <strong>promotion</strong> from AGP 7000 to 8000 and 8000 to 9000.<br />

New <strong>promotion</strong> policy with new scale shall be applicable to all.<br />

I.2 DIRECT RECRUITMENT<br />

A. Faculty of Eng<strong>in</strong>eer<strong>in</strong>g & Technology (as per AICTE NOTIFICATION NO. F NO. 37-3/LEGAL/2010 DATED JANUARY 22,<br />

2010)<br />

• Assistant Professor (Rs 15600-39100 + AGP of Rs 6000)<br />

M<strong>in</strong>imum Qualification<br />

For Eng<strong>in</strong>eer<strong>in</strong>g & Technology Programme:<br />

i. BE/B. Tech and ME/M. Tech <strong>in</strong> relevant branch<br />

ii. First Class or equivalent Grade / C.G.P.A. either <strong>in</strong> BE/B. Tech or ME/M. Tech<br />

For BCA & MCA Programme:<br />

i. BE/B. Tech and ME/M. Tech <strong>in</strong> relevant branch with First Class or equivalent Grade / C.G.P.A. either <strong>in</strong><br />

BE/B. Tech or ME/M. Tech<br />

or<br />

ii. BE/ B. Tech and MCA with First Class or equivalent Grade / C.G.P.A. <strong>in</strong> either BE / B. Tech or MCA <strong>in</strong><br />

publications be<strong>in</strong>g <strong>in</strong> the authors’ area of specialization)<br />

iv. M<strong>in</strong>imum of five years experience <strong>in</strong> teach<strong>in</strong>g / research / <strong>in</strong>dustry as an assistant professor or equivalent<br />

position <strong>in</strong> regular scale.<br />

v. Published at least five research papers <strong>in</strong> referred National / International Journals hav<strong>in</strong>g impact factor of two<br />

<strong>in</strong> addition to equivalence of Ph.D.<br />

vi. Supervised at least five PG thesis / PI or Co-PI <strong>in</strong> one or two sponsored research project.<br />

vii. If experience <strong>in</strong> <strong>in</strong>dustry is considered, <strong>in</strong> place of (v) and (vi) the candidate shall have active<br />

• Associate Professor (Rs 37400-67000 + AGP of Rs 9000)<br />

M<strong>in</strong>imum Qualification:<br />

i. Bachelor and Masters Degree <strong>in</strong> Pharmacy<br />

As per the vision of the Hon’ble Vice Chancellor Rev. Prof. (Dr.) Rajendra B. Lal, the committee strongly recommends <strong>for</strong><br />

<strong>appo<strong>in</strong>tment</strong> of the outstand<strong>in</strong>g faculty as Professor, Associate Professor and Assistant Professor on negotiated salary and service<br />

conditions <strong>in</strong> order to attract outstand<strong>in</strong>g academicians / researchers / person from the <strong>in</strong>dustry world wide to enhance quality of<br />

<strong>edu</strong>cation and research <strong>in</strong> core areas at SHIATS. The ma<strong>in</strong> responsibility of outstand<strong>in</strong>g faculty will be to teach highly specialized<br />

number of years served but also on the basis of his / her contribution <strong>in</strong> teach<strong>in</strong>g, research and extension / <strong>in</strong>stitutional<br />

(ii) Quality Improvement Advisory Council (QIAC)<br />

The Committee is of the op<strong>in</strong>ion that a Quality Improvement Advisory Council (QIAC) may be constituted <strong>for</strong> the smooth function<strong>in</strong>g of<br />

faculty improvement scheme. The Quality Improvement Advisory Council (QIAC) shall be constituted by the Executive Council of the<br />

E. FUNCTION OF THE COUNCIL<br />

Council shall function as <strong>under</strong>:<br />

(i)<br />

Council shall <strong>in</strong>dentify the areas <strong>in</strong> which human resource is to be tra<strong>in</strong>ed <strong>in</strong> order to strengthen academic, research and extension<br />

programme of the university.<br />

(ii) The council shall <strong>in</strong>dentify the Universities / Institutions <strong>in</strong> India and abroad of academic excellence where the faculty members of the<br />

SHIATS are to be tra<strong>in</strong>ed.<br />

(iii) On the recommendation of the council and the approval of the Hon’ble Vice Chancellor, Memorandum of Understand<strong>in</strong>g (MoU) shall be<br />

signed with the competent authority of the both stake holder.<br />

(iv) The council shall <strong>in</strong>dentify the potential candidate to pursue higher <strong>edu</strong>cation at SHIATS / Indian or <strong>for</strong>eign Universities / Institutions.<br />

(v) The council shall <strong>direct</strong> the <strong>in</strong>dentified candidate to apply through proper channel on the prescribed <strong>for</strong>mat.<br />

(vi) The council shall scrut<strong>in</strong>ize the application and recommend to the Hon’ble Vice Chancellor <strong>for</strong> approval.<br />

(vii) The number of the candidate to be sent <strong>for</strong> higher studies / tra<strong>in</strong><strong>in</strong>g shall be approved by the Hon’ble Vice Chancellor.<br />

(viii) The council shall facilitate candidates <strong>for</strong> admission and f<strong>in</strong>ancial support to contact concern Universities / Institutions <strong>for</strong> admission and<br />

f<strong>in</strong>ancial support (if available).<br />

(ix) The council shall recommend to the concern Universities / Institutions <strong>for</strong> admission and f<strong>in</strong>ancial assistance of the candidate(s)<br />

(x) The council shall advise and assist the candidate regard<strong>in</strong>g his/her additional requirement <strong>for</strong> the admission and f<strong>in</strong>ancial assistance <strong>in</strong><br />

<strong>for</strong>eign Universities / Institutions (Eg. TOEFL, IELTS and GRE)<br />

(xi) The council shall recommend to the Hon’ble Vice Chancellor <strong>for</strong> study leave and f<strong>in</strong>ancial assistance after receiv<strong>in</strong>g the admission letter<br />

and f<strong>in</strong>ancial assistance (if provided) of the candidate.<br />

(xii) The council shall monitor the per<strong>for</strong>mance of the candidate dur<strong>in</strong>g the study period and apprise to the Hon’ble Vice Chancellor regularly.<br />

(xiii) On the approval of the Hon’ble Vice Chancellor the council shall withdraw all the facilities <strong>in</strong>clud<strong>in</strong>g leave provided to the candidate <strong>in</strong> case<br />

of emergency, poor per<strong>for</strong>mance and <strong>in</strong>discipl<strong>in</strong>e <strong>in</strong> the host Universities / Institutions.<br />

(xiv) The council shall <strong>direct</strong> the candidate to report and submit copies of the relevant documents (Certificate / Degree) earned at the host<br />

Universities / Institutions.<br />

F. REGULATION FOR PURSUING HIGHER STUDIES OF INSERVICE CANDIDATES OF SHIATS<br />

1. Candidate Pursu<strong>in</strong>g Higher Studies at SHIATS<br />

i. On recommendation of the Council, the candidate may be granted permission by Hon’ble Vice Chancellor to pursue higher<br />

studies lead<strong>in</strong>g to UG, PG and Ph.D. degree.<br />

ii. The permission to pursue higher studies may be granted <strong>in</strong>itially <strong>for</strong> one year and may be extendable <strong>for</strong> one, two or three<br />

years depend<strong>in</strong>g upon the duration of program (Masters program – two years, extendable <strong>for</strong> one year, Ph.D. program – four<br />

years, extendable <strong>for</strong> one year i.e. total five years).<br />

iii. In case of poor academic, per<strong>for</strong>mance and <strong>in</strong>discipl<strong>in</strong>e, the permission <strong>for</strong> higher studies may be cancelled.<br />

iv. The candidate may be given full salary dur<strong>in</strong>g the study period.<br />

v. The candidate <strong>in</strong>dentified shall be given freeship <strong>for</strong> <strong>under</strong>tak<strong>in</strong>g UG, PG and Ph.D. program. No university fee shall be<br />

charged.<br />

vi. The teach<strong>in</strong>g load to be assigned to candidate pursu<strong>in</strong>g <strong>for</strong> PG / Ph.D. degree may be as <strong>under</strong> <strong>in</strong>order to complete the<br />

degree <strong>in</strong> m<strong>in</strong>imum prescribed period.<br />

‣ Dur<strong>in</strong>g Course Work - 4 contact hours<br />

‣ Dur<strong>in</strong>g research Work and compilation of research report - 8 Contact Hours<br />

vii. The candidate has to be present <strong>in</strong> the concern Department dur<strong>in</strong>g university work<strong>in</strong>g hour <strong>in</strong> order to complete the degree<br />

with<strong>in</strong> prescribed duration. .<br />

viii. In case, candidate fail to earn degree <strong>in</strong> m<strong>in</strong>imum prescribed period, he / she may be given special permission.<br />

ix. In case candidate successfully complete the course work and submit his / her thesis, he / she may be given full salary (as the<br />

case may be) and teach<strong>in</strong>g load as per the University norms.<br />

2. Candidate Pursu<strong>in</strong>g Higher Studies <strong>in</strong> other Indian / Foreign University / Institution<br />

i. On recommendation of the Council, the candidate may be granted permission by Hon’ble Vice Chancellor to pursue higher<br />

studies lead<strong>in</strong>g to PG and Ph.D. degree.<br />

ii. Study leave may granted to those candidate who has completed 2/3 years of regular service at SHIATS.<br />

iii. In special cases where specialized degree is required <strong>for</strong> ongo<strong>in</strong>g teach<strong>in</strong>g and research programme of the University, he /<br />

she may be granted permission <strong>for</strong> higher studies after competition of probation period.<br />

iv. Study leave may be granted <strong>for</strong> two years <strong>for</strong> PG, 4 years <strong>for</strong> Ph.D. and one year <strong>for</strong> post doctoral programme.<br />

v. The candidate approved by the Hon’ble Vice Chancellor <strong>for</strong> higher studies <strong>in</strong> India, may be given study leave with full salary,<br />

if he / she is be<strong>in</strong>g awarded fellowship / assistantship from external sources. In case candidate is not awarded fellowship /<br />

assistantship from external sources, he /she may be given study leave with full salary along with programme fee and one<br />

time establishment cost.<br />

The candidate approved by the Hon’ble Vice Chancellor <strong>for</strong> higher studies <strong>in</strong> <strong>for</strong>eign Universities / Institutions may be given<br />

study leave <strong>for</strong> the prescribed period of the programme with full salary, program fee, International Travel and additional<br />

f<strong>in</strong>ancial assistance depend<strong>in</strong>g upon cost of liv<strong>in</strong>g. However, the salary paid by the University shall be d<strong>edu</strong>cted from the total<br />

cost of liv<strong>in</strong>g paid by the University <strong>in</strong> the <strong>for</strong>eign land. In case candidate awarded fellowship / assistantship by the host<br />

<strong>in</strong>stitutions or other organizations, he / she may be given study leave with full salary only.<br />

In case, candidate fails to earn degree <strong>in</strong> m<strong>in</strong>imum prescribed duration, he / she may be given extension on the<br />

recommendation of council by the Hon’ble Vice Chancellor.<br />

Study leave shall be counted as service <strong>for</strong> pension/contributory provident fund, personal <strong>promotion</strong> provided the teacher<br />

jo<strong>in</strong>s the university on the expiry of his/her study leave.<br />

ix. Study leave granted to a teacher shall be deemed to be cancelled <strong>in</strong> case it is not availed with<strong>in</strong> 12 months of its sanction.<br />

The teacher may apply aga<strong>in</strong> <strong>for</strong> such leave.<br />

x. A teacher avail<strong>in</strong>g himself/herself of study leave shall <strong>under</strong>take that he/she shall serve the university <strong>for</strong> a cont<strong>in</strong>uous period<br />

of at least five years to be calculated from the date of his/her resum<strong>in</strong>g duty on expiry of the study leave.<br />

xi.<br />

After the leave has been sanctioned, the teacher shall, be<strong>for</strong>e avail<strong>in</strong>g himself/herself of the leave, execute a bond <strong>in</strong> favor of<br />

the university, b<strong>in</strong>d<strong>in</strong>g himself/herself <strong>for</strong> the due fulfillment of the conditions laid down as above which <strong>in</strong>cludes the refund of<br />

the salary and other expenses <strong>in</strong>curred on him / her.<br />

The teacher shall submit to the council, six monthly reports of progress <strong>in</strong> his/her studies from his/her supervisor or the Head<br />

of the Institution. This report shall reach the council with<strong>in</strong> one month of the expiry of every six months of the study leave.<br />

III.<br />

PROVISION FOR LEAVES<br />

Leave cannot be claimed as a matter of right. If the exigencies of the occasion demand, the sanction<strong>in</strong>g authority may refuse leave of<br />

any k<strong>in</strong>d and may even cancel the leave already granted.<br />

Leave shall be of the follow<strong>in</strong>g categories –<br />

a. CASUAL LEAVE<br />

Casual leave shall be on full pay <strong>for</strong> not more than 7 days <strong>in</strong> a month or 14 days <strong>in</strong> a session. It will not ord<strong>in</strong>arily be<br />

comb<strong>in</strong>ed with holidays. A teacher/staff/employee cannot avail more than 5 days of casual leave at a time. This leave<br />

cannot be carried over to the next session.<br />

Teacher/staff/employee who are appo<strong>in</strong>ted on contract/ adhoc basis shall be entitled only <strong>for</strong> casual leave accord<strong>in</strong>g to<br />

the proportionate service. It will be one day <strong>for</strong> every month completed service and the maximum of two days casual<br />

leave can be availed leave at a time. They will not be entitled <strong>for</strong> any other leave except <strong>for</strong> the <strong>in</strong>stitutes holidays<br />

applicable as per Deemed University rules. However after complet<strong>in</strong>g Four years of service without any break, such<br />

adhoc staff / employees shall be entitled <strong>for</strong> other k<strong>in</strong>ds of leave alike other regular appo<strong>in</strong>tees <strong>in</strong> their categories.<br />

. EARNED LEAVE<br />

(1) A teacher/staff/employee of the Deemed University shall earn leave on full pay <strong>in</strong> respect of period spent on duty and the<br />

earned leave admissible to such teacher/staff/employee shall be one eleventh of the period spent on duty, provided that<br />

when the total of his/her earned leave amounts to one hundred and eighty days he/she shall cease to earn such leave.<br />

Provided further that the maximum period of earned leave that may be granted at a time shall be one hundred and twenty<br />

days. The staff who earn leave will consume at least 50% of the permissible earn leave and only a maximum of 50% can<br />

be accumulated each year.<br />

(2) EARNED LEAVE BY THE TEACHING STAFF DURING SUMMER BREAK<br />

The teach<strong>in</strong>g staff can avail earned leave dur<strong>in</strong>g summer break <strong>under</strong> the follow<strong>in</strong>g conditions;<br />

(1) That the teacher notes down his/her teach<strong>in</strong>g load particularly of the last semester and makes all preparation to adopt<br />

the same from com<strong>in</strong>g session {i.e. books, notes, charts experiments, lab preparations etc}.<br />

(2) That the teacher submits all the marks of the last session to the Registrar of the Deemed University <strong>in</strong> the subject taught<br />

by him/her.<br />

(3) That he/she evaluates the answer books of the exams, where he/she was exam<strong>in</strong>er and submits the mark list with the<br />

Registrar of the Deemed University.<br />

(4) That he/she submits the marks of practical exam<strong>in</strong>ations where he/she is chairperson of the exam<strong>in</strong>ation board.<br />

(5) That he/she makes all preparation to adopt the semester system from July.<br />

(6) That he/she recommends the new books required, if any, to teach the course allotted to him/her particularly <strong>for</strong> U.G and<br />

P.G level.<br />

(7) That the concerned HOD has not given any specific work to him/her which should necessarily be completed be<strong>for</strong>e<br />

adopt<strong>in</strong>g the semester system and new course programmes.<br />

(8) That he/she completes all such work assigned to him/her by Vice- Chancellor/ Registrar/ Directors/ Deans/Head.<br />

(9) That his/her absence will not h<strong>in</strong>der the preparation work be<strong>in</strong>g done by his/her department to start new U.G and P.G<br />

programmes.<br />

(10) That he/she is not expected to stay back by any other authority at the Deemed University <strong>in</strong> connection with the new<br />

programmes or the semester system from July.<br />

c. EXTRAORDINARY LEAVE<br />

Extraord<strong>in</strong>ary leave shall be without pay. It may be granted <strong>for</strong> such reasons as the executive council may deem fit. (<strong>for</strong> a<br />

period not exceed<strong>in</strong>g 3 years <strong>in</strong>itially but may be extended <strong>for</strong> a period not exceed<strong>in</strong>g 2 years <strong>under</strong> special<br />

circumstances)<br />

Except <strong>in</strong> the circumstances mentioned <strong>in</strong> rules 2.07.<br />

A teacher/staff/employee cannot hold confirm posts at places, ie If a teacher avails extraord<strong>in</strong>ary leave <strong>for</strong> jo<strong>in</strong><strong>in</strong>g a new<br />

job <strong>in</strong> any other organization/organization/govt/university; then he/she may be allowed to avail extraord<strong>in</strong>ary leave upto<br />

the time of his/her confirmation and then the leave term<strong>in</strong>ates.<br />

Explanation<br />

A teacher/staff/employee who holds a permanent post or who be<strong>in</strong>g permanent on a lower post has been officiat<strong>in</strong>g on a<br />

higher post <strong>for</strong> more than 3 years, shall subject to the concurrence of the state government, be entitled to count the<br />

period of extraord<strong>in</strong>ary leave sanctioned <strong>for</strong> <strong>under</strong>tak<strong>in</strong>g higher scientific and technical studies towards his/her <strong>in</strong>crement<br />

<strong>in</strong> the time scale.<br />

d. MATERNITY LEAVE<br />

The female employee of the Deemed University shall be entitled to 135 days maternity leave at the time of delivery of<br />

child subject to revision by the state government from time to time. This will be <strong>in</strong> addition to all leave available.<br />

e. MEDICAL LEAVE<br />

Leave on a medical certificate <strong>for</strong> teacher/staff/employee of the Deemed University may be granted not exceed<strong>in</strong>g 12 months <strong>in</strong> all<br />

dur<strong>in</strong>g his/her entire service. The leave on medical certificate together with earned leave, if any, shall not exceed eight months at a time.<br />

Medical leave shall be given on production of a certificate from such medical authority as the Vice Chancellor may, by general or special<br />

order, specify <strong>in</strong> this behalf and <strong>for</strong> a period not exceed<strong>in</strong>g that recommended by such medical authority. Medical leave exceed<strong>in</strong>g 30<br />

days <strong>in</strong> a session shall receive approval of the Board Of Directors / Executive council. Leave on medical certificate will be admissible to<br />

a teacher subject to a condition that no leave may be granted <strong>under</strong> this provision unless the authorities competent to sanction leave is<br />

satisfied that there is a reasonable probability that the Deemed University teacher will be fit to return to duty on the expiry of the leave<br />

applied <strong>for</strong>. In case of any doubt the vice chancellor may seek the op<strong>in</strong>ion of the Medical Board as approved by him be<strong>for</strong>e sanction<strong>in</strong>g<br />

the medical leave exceed<strong>in</strong>g 10 days <strong>in</strong> case of teacher/staff/employee.<br />

f. DUTY LEAVE<br />

Duty leave up-to 15 days shall be on full pay <strong>for</strong> attend<strong>in</strong>g meet<strong>in</strong>gs of any of the Deemed University bodies, sem<strong>in</strong>ars /<br />

conferences <strong>for</strong> which a teacher/staff/employee may have been nom<strong>in</strong>ated by the Deemed University. Duty leave will<br />

also <strong>in</strong>clude leave <strong>for</strong> conduct<strong>in</strong>g exam<strong>in</strong>ations of other Universities.<br />

g. SPECIAL LEAVE<br />

(a) The Board Of Directors / Executive council may, <strong>in</strong> special cases decide to send any of its academic staff <strong>for</strong><br />

special study of research abroad or to any place <strong>in</strong> India on such terms and conditions as it considers fit.<br />

(b) The Board Of Directors / Executive Council / Vice Chancellor may<br />

Consider special leave of any nature on merit <strong>for</strong> any teacher/staff/employee.<br />

h. STUDY LEAVE<br />

i. The study leave <strong>for</strong> teacher/staff/employee go<strong>in</strong>g <strong>for</strong> tra<strong>in</strong><strong>in</strong>g shall be governed as follows;<br />

ii. He /She shall be entitled to leave on full pay <strong>for</strong> the period of earned leave that may be due to him / her.<br />

iii. Provided that such a teacher/staff/employee may avail study leave if he / she has completed at least 3 years of<br />

confirmed service exclud<strong>in</strong>g the probation period.<br />

iv. The rest of the period of tra<strong>in</strong><strong>in</strong>g shall be on half pay.<br />

v. The <strong>in</strong>cumbent go<strong>in</strong>g on tra<strong>in</strong><strong>in</strong>g shall be required to sign a bond <strong>for</strong> a period of 3 years<br />

vi. A Substitute will be appo<strong>in</strong>ted, if necessary. In case substitute is appo<strong>in</strong>ted the study leave will be granted without<br />

pay.<br />

vii. On return from the tra<strong>in</strong><strong>in</strong>g the teach<strong>in</strong>g/ non-teach<strong>in</strong>g staff/ employee will be given normal <strong>in</strong>crements.<br />

viii. He/she may be granted 3-4 years study leave <strong>under</strong> government scheme, if any, such as Q.I.P., F.I.P. etc as per<br />

rules of the sponsor<strong>in</strong>g agency. The sanction of Board of Directors / Executive Council <strong>for</strong> such leave is essential.<br />

ix. The study leave may be granted upto 5 years at the discretion of the Board of Directors / Executive Council.<br />

Further, extension of study leave/ Research leave may be granted <strong>under</strong> the provision of extraord<strong>in</strong>ary leave by the<br />

Board of Directors / Executive Council.<br />

x. Study leave can be allowed not more than once throughout the service period unless otherwise allowed as special<br />

case by the Board of Directors/ Executive Council.<br />

i. HALF AVERAGE PAY LEAVE<br />

Under extraord<strong>in</strong>ary circumstances the teach<strong>in</strong>g/ non-teach<strong>in</strong>g staff/ employee, may avail leave on half pay upto one<br />

twenty second of the period spent on duty.<br />

Provided that such leave could be availed after he/she has completed at-least 3 years of confirmed services exclud<strong>in</strong>g<br />

the period of probation.<br />

j. OUT STATION PERMISSION/ FOREIGN VISIT/ LEAVE<br />

The teach<strong>in</strong>g/ non-teach<strong>in</strong>g staff/ employee prior to leav<strong>in</strong>g station should obta<strong>in</strong> permission from the Vice-Chancellor.<br />

Further the teach<strong>in</strong>g/ non-teach<strong>in</strong>g staff/ employee would be required to leave his/her contact address with the Head of<br />

Department.<br />

It is essential that the teacher who makes a visit out of India should obta<strong>in</strong> permission and leave from the Executive<br />

Council/ Vice-Chancellor.<br />

The Executive Council / Vice-Chancellor is empowered to <strong>in</strong>itiate discipl<strong>in</strong>ary proceed<strong>in</strong>g or term<strong>in</strong>ate the service of any<br />

teach<strong>in</strong>g/ non-teach<strong>in</strong>g staff/ employee who leaves the country without prior permission.<br />

k. PATERNITY LEAVE<br />

A male staff/employee shall be granted paternity Leave <strong>for</strong> a period of 15 days dur<strong>in</strong>g the conf<strong>in</strong>ement of his wife. Such<br />

leave shall not be debited aga<strong>in</strong>st the Leave account.<br />

The authority competent to grant leave will be Vice-Chancellor except when such leave requires the consent of the Executive<br />

Council.<br />

IV. GENERAL POLICY & REGULATIONS<br />

A. Count<strong>in</strong>g of Past Services:<br />

i. Previous service, whether national or <strong>in</strong>ternational, without any break as SRF, Scientist, Research<br />

Executive, Asst. Professor, Associate Professor or Professor or equivalent <strong>in</strong> a University, College,<br />

National Laboratories or other scientific Organizations such as CSIR, ICAR, DRDO, UGC, ICSSR, ICHR,<br />

etc., shall be counted <strong>for</strong> placement of a teacher as Assistant Professor, Associate Professor, Professor<br />

or any other nomenclature these posts.<br />

ii. The essential qualifications of the post held were not lower than the qualifications prescribed by University <strong>for</strong><br />

Asst. Professor, Associate Professor and Professor as the case may be.<br />

iii. The post is/was <strong>in</strong> an equivalent grade or the pre-revised scale of pay as the post of Asst. Professor,<br />

Associate Professor, and Professor.<br />

iv. The candidate <strong>for</strong> <strong>direct</strong> recruitment has applied through proper channel.<br />

v. The concerned Asst. Professor, Associate Professor and Professor should possess the same m<strong>in</strong>imum<br />

qualifications as prescribed by University <strong>for</strong> <strong>appo<strong>in</strong>tment</strong> to the post of Asst. Professor, Associate<br />

Professor and Professor, as the case may be.<br />

vi. The post was filled <strong>in</strong> accordance with the prescribed selection proc<strong>edu</strong>re as laid down <strong>in</strong> the regulations of<br />

University/State Government/Central Government/ Concerned Institutions, <strong>for</strong> such <strong>appo<strong>in</strong>tment</strong>s.<br />

The <strong>appo<strong>in</strong>tment</strong> was not an ad hoc or <strong>in</strong> a leave vacancy of less than one year duration. The ad hoc<br />

service of more than one year duration can be counted provided that:<br />

(a) The <strong>in</strong>cumbent was appo<strong>in</strong>ted on the recommendation of a selection committee constituted <strong>for</strong> the<br />

purpose and<br />

(b) The <strong>in</strong>cumbent was appo<strong>in</strong>ted aga<strong>in</strong>st a substantive vacancy, and<br />

(c) The <strong>in</strong>cumbent was selected subsequently to the same post <strong>in</strong> cont<strong>in</strong>uation of the ad hoc service<br />

without break, ignor<strong>in</strong>g notional breaks.<br />

The temporary services at the same basic salary and level shall be considered <strong>for</strong> count<strong>in</strong>g of past<br />

services.<br />

B. Period of Probation and Confirmation<br />

i. The m<strong>in</strong>imum period of probation shall be one year extendable by a maximum period of one more year <strong>in</strong><br />

case of unsatisfactory per<strong>for</strong>mance.<br />

ii. In case of newly appo<strong>in</strong>ted services of faculty is unsatisfactory <strong>for</strong> two consecutive years, his / her services<br />

may be term<strong>in</strong>ated.<br />

iii. Probation and confirmation rules are applicable only at the <strong>in</strong>itial stage of recruitment.<br />

C. Appo<strong>in</strong>tments on Contract Basis<br />

The teachers should be appo<strong>in</strong>ted on contract basis only when absolutely necessary and when the student teacher<br />

ratio goes far above the laid down norms. In any case, the number should not exceed 10% of the total number of<br />

teachers <strong>in</strong> a College/University. The qualifications and selection proc<strong>edu</strong>re <strong>for</strong> appo<strong>in</strong>t<strong>in</strong>g them should be the same<br />

as <strong>for</strong> a regularly appo<strong>in</strong>ted teacher.<br />

Such <strong>appo<strong>in</strong>tment</strong>s should not be made <strong>for</strong> more than one academic session and the per<strong>for</strong>mance of any such<br />

entrant teacher should be reviewed be<strong>for</strong>e reappo<strong>in</strong>t<strong>in</strong>g her/him on contract.<br />

D. Re – Employment of Faculty:<br />

i.)<br />

Subject to availability of vacant positions and fitness, teachers shall also be re-employed on contract <strong>appo<strong>in</strong>tment</strong><br />

beyond the age of superannuation.<br />

Eligible Category:<br />

Assistant Professor / Lecturer (selection grade), Associate Professor / Reader and Professors superannuated teachers<br />

eligible <strong>for</strong> re-employment<br />

ii.) Pr<strong>in</strong>ciples to be followed:<br />

The university shall follow the follow<strong>in</strong>g pr<strong>in</strong>ciples, while tak<strong>in</strong>g up the case of superannuated teachers <strong>for</strong> re-employment:<br />

The number of teachers to be re-employed <strong>in</strong> a University department at any given time shall be limited to<br />

50% of the vacancies identified as above.<br />

Re-employment of superannuated teachers may be made only aga<strong>in</strong>st regular sanctioned posts, which could<br />

not be filled up.<br />

The Re-employment of superannuated teacher/s shall be <strong>in</strong> the best <strong>in</strong>terest of the University departments.<br />

There shall be adequate work load <strong>for</strong> the re-employed teacher/s at the concerned University department to<br />

justify the <strong>appo<strong>in</strong>tment</strong>s.<br />

iii.) Selection Criteria:<br />

The University shall follow the follow<strong>in</strong>g pr<strong>in</strong>ciples while tak<strong>in</strong>g up the case of superannuated teachers <strong>for</strong> re-employment;<br />

E. Visit<strong>in</strong>g Faculty:<br />

The university may engage visit<strong>in</strong>g faculty of specialized area of teach<strong>in</strong>g and research and will pay them suitably. The<br />

permission <strong>for</strong> engag<strong>in</strong>g visit<strong>in</strong>g faculty shall be obta<strong>in</strong> from the competent authority.<br />
