Licensing/Permit Committee Minutes of Meeting Held May 14, 2012 A meeting of the Licensing/Permit Committee was held on May 14, 2012 in Room 202 of the Kenosha Municipal Building. The meeting was called to order at 6:41 p.m. by Chair Downing. At roll call, the following members were present: Alderpersons Juliana, Wilson, Kennedy and Schwartz. Deputy City Attorney Matt Knight was present. Approval of the minutes of the regular meeting held April 30, 2012. It was moved by Alderperson Wilson, seconded by Alderperson Kennedy to approve. Motion carried unanimously. 1. Applications for new Operator's (Bartender) licenses, with a recommendation from the City Attorney to grant, subject to: - 0 demerit points: a. Barbara Miszewski - 20 demerit points: b. Jacqueline Cowart c. Jaime Marquez d. Jessica Cheney e. Isabel Shaindlin f. Dennis Griebell - 40 demerit points g. Joshua Kreuser It was moved by Alderperson Kennedy, seconded by Alderperson Wilson to concur with the recommendation of the City Attorney. Motion carried unanimously. 2. Applications for new Operator's (Bartender) licenses, with a recommendation from the City Attorney to deny, based on: -material police record: a. Vanessa Simon – present and spoke b. Cassandra Edmark Attorney Matt Knight and Alderpersons Juliana and Kennedy spoke. It was moved by Alderperson Kennedy, seconded by Alderperson Wilson to separate. Motion carried unanimously. It was moved by Alderperson Kennedy, seconded by Alderperson Schwartz to defer a to the next meeting. Motion carried unanimously. It was moved by Alderperson Wilson, seconded by Alderperson Kennedy to deny b. Motion carried unanimously. 3. Application of Samantha Clark for a new Operator's (Bartender) license, with a recommendation from the City Attorney to defer, need conviction dates. It was moved by Alderperson Kennedy, seconded by Alderperson Juliana to defer to the next meeting. Motion carried unanimously.
4. Applications for new Taxi Driver's licenses, with a recommendation from the City Attorney to grant, subject to: - 20 demerit points: a. Robert Mason - 85 demerit points: b. Jennifer Lodygowski – present and spoke c. Marcus Weaver Alderperson Kennedy spoke. It was moved by Alderperson Juliana, seconded by Alderperson Wilson to concur with the recommendation of the City Attorney. Motion carried unanimously. 5. Application of Michael Werwie for new Taxi Driver's License, with a recommendation from the City Attorney to deny, based on material police record. Applicant was present and spoke. It was moved by Alderperson Kennedy, seconded by Alderperson Wilson to concur with the recommendation of the City Attorney. Motion carried unanimously. 6. Application of Bruce Patrick for a new Taxi Driver's License, with a recommendation from the City Attorney to defer, need information related to criminal conviction. Applicant was present and spoke. Alderperson Kennedy spoke. It was moved by Alderperson Kennedy, seconded by Alderperson Schwartz to defer to the next meeting. Motion carried unanimously. 7. Application of KJS Amoco, Inc., Daniel K. Stein, Agent, for a Class “A” Retail Beer License located at 6500 - 75 th Street, (BP), with a recommendation of the City Attorney to deny, based on material police record. Lois Hendricks was present and spoke. Alderperson Kennedy spoke. Chair Downing passed the gavel and stated that he could not support approving the application. It was moved by Alderperson Kennedy, seconded by Alderperson Juliana to concur with the recommendation of the City Attorney. 8. Renewal applications for the following licenses with no adverse recommendations per list on file in the Office of the City Clerk: a. 7 Class “A” Retail Beer b. 7 Class “A” Retail Beer/”Class A” Retail Liquor c. 2 Class “B” Beer d. 3 Class “B” Beer/”Class C” Wine e. 92 Class “B” Beer/”Class B” Liquor Combination It was moved by Alderperson Kennedy, seconded by Alderperson Schwartz to separate a. Motion carried 4-1, with Alderperson Juliana voting nay. It was moved by Alderperson Kennedy, seconded by Alderperson Juliana to defer a.5 (Kmart Corporation) to the next meeting and approving a.1, 2,3,4,6 and 7. Motion carried 4-0, Alderperson Schwartz abstained. It was moved by Alderperson Kennedy, seconded by Alderperson Wilson to approve b through e. Motion carried 4-0, Alderperson Schwartz abstained. 9. Renewal applications of Class “A” Retail Beer Licenses, with a recommendation of the City Attorney to grant, subject to: - 0 demerit points: a. H & B Enterprises, Inc., (Dilraj Dhindsa, Agent, 1405 - 60 th Street, American Petro) - 20 demerit points: b. Koche LLC (Sheryl John, Agent, 2528-75 th Street, Tom's BP) c.
