(5) Successive written ballots must then be taken in the same<br />

manner on other candidates until all Representatives are elected.<br />

(6) If more candidates receive a majority vote than the number<br />

of Representatives to be elected, then those receiving the greatest<br />

number of votes shall be declared elected.<br />

(7) Blank ballots are not votes.<br />

(c) Leadership Search Committee. The Board of Directors may appoint<br />

a committee consisting of not more than five (5) Nobles to<br />

study the qualifications of possible candidates <strong>for</strong> elective office in the<br />

<strong>Temple</strong>. This committee may report their findings to the Board of<br />

Directors and/or the <strong>Temple</strong> members in the <strong>for</strong>m of a nomination at<br />

a <strong>Temple</strong> election. This committee may also consult with the Chief<br />

Rabban on his appointments if so requested.<br />

Section 5. Election Regulations<br />

(a) The printing, publication, circulating, or distribution of resolutions,<br />

letters, telegrams, tickets, emails or other devices, by a Noble, suggesting,<br />

recommending, opposing or containing the names of proposed<br />

candidates <strong>for</strong> office in the <strong>Temple</strong> is prohibited.<br />

(b) The expenditure of money <strong>for</strong> gifts, favors <strong>for</strong> entertainment on<br />

behalf of candidates <strong>for</strong> office is prohibited.<br />

(c) Any Noble violating sub-section (a) and/or (b) above is subject to<br />

suspension, and the election may be voided and a new election ordered<br />

in accordance with <strong>Shrine</strong> Law.<br />

(d) At least two (2) weeks prior to any election the Recorder shall<br />

mail to each member a notice thereof containing the provisions prescribed<br />

by <strong>Shrine</strong> Law.<br />

Section 6. Postponement of Election<br />

If it should be impossible, <strong>for</strong> any cause to hold the annual election<br />

at the time and place specified above, request <strong>for</strong> special dispensation<br />

<strong>for</strong> change of date and/or place shall be submitted to the Imperial<br />

Potentate in accordance with the By-Laws of the Imperial Council.
