one of whom must be the Potentate, the Chief Rabban, the Assistant<br />
Rabban or a Past Potentate of the <strong>Temple</strong>.<br />
(a) The Potentate shall open and preside at all meetings and sessions<br />
of the <strong>Temple</strong>.<br />
(b) The Chief Rabban shall preside in the absence of the Potentate.<br />
(c) In the absence of both the Potentate and the Chief Rabban, the<br />
Assistant Rabban shall preside.<br />
(d) In the absence of all 3 of these officers, a Past Potentate of the<br />
<strong>Temple</strong> shall preside.<br />
All powers not delegated to officers or committees by these By-<br />
Laws or by Imperial Law are reserved <strong>for</strong> action of the membership at<br />
any stated meeting or a meeting duly called <strong>for</strong> the purpose.<br />
Section 7. Admission<br />
A Noble may not be admitted to the <strong>Temple</strong> unless he exhibits an<br />
official <strong>Shrine</strong> card <strong>for</strong> the current year, except as provided by <strong>Shrine</strong><br />
Law, and gives the proper words.<br />
Section 1. Fiscal Year<br />

Finance<br />
The <strong>Temple</strong> shall arrange its books of account, annual report, and<br />
audit to con<strong>for</strong>m to the calendar year.<br />
Section 2. Bonds and Insurance<br />
(a) The <strong>Temple</strong>, at its expense, shall procure a corporate surely bond<br />
indemnifying It against loss resulting from infidelity, defalcation, or<br />
misappropriation by its officers, employees, or Nobles of its funds,<br />
assets, or property.<br />
(b) The Potentate shall appoint an insurance advisory committee,<br />
which shall consist of at least four members, (not members of the<br />
Divan) three of whom shall be skilled and knowledgeable in property<br />
and casualty insurance matters, and the fourth member shall be the<br />
<strong>Temple</strong> attorney.
