Annual Report 2011-12 1. INTRODUCTION 1.1 Formation As per Energy & Petrochemical Department, Government of Gujarat, Order No. GHU -04-32GEB- 1104-2946-K of 29 th May 2004, established the load despatch centre, Jambuva as State Load Despatch Centre, for purposes of exercising the power and discharging functions under section 31 of IEA-2003. 1.2 Vision “Propelling people and industrial growth of State by providing quality service.” 1.3 Mission “To achieve global standards in reliable and quality grid services.” 1.4 Core Values a. Being Ethically and Socially Responsive 1.5 Functions In accordance with section 32 of Electricity Act, 2003, the State Load Despatch Centre (SLDC) has to carry out following functions: a. SLDC has to ensure integrated operation of the power system in a State. b. SLDC is responsible for optimum scheduling and despatch of electricity within a State. c. Monitor grid operations; d. keep accounts of the quantity of electricity transmitted through the State grid; e. Exercise supervision and control over the intra-State transmission system; f. SLDC is responsible for carrying out real time operations for grid control and despatch of electricity within the State through secure and economic operation of the State grid in accordance with the Grid Standards and the State Grid Code. g. SLDC in a State may give such directions and exercise such supervision and control as may be required for ensuring the integrated grid operations and for achieving the maximum economy and efficiency in the operation of power system in that State. Every licensee, generating company, generating station, sub-station and any other person connected with the operation of the power system shall comply with the directions issued by the SLDC. i. The SLDC shall comply with the directions of the Regional Load Despatch Centre. j. In case of inter-state bilateral and collective short-term open access transactions having a state utility or an intra-state entity as a buyer or a seller, SLDC shall accord concurrence or no objection or a prior standing clearance. k. The following are contemplated as exclusive functions of SLDC. a. System operation and control covering contingency analysis and operational planning on real time basis; b. Scheduling / re-scheduling of generation; c. System restoration following grid disturbances; d. Metering and data collection; e. Compiling and furnishing data pertaining to system operation; f.
