Team (PRT) assistance with government<br />

<strong>plan</strong>ning <strong>and</strong> priorities; <strong>and</strong> improved program<br />

development in key ministries to deliver basic<br />

services.<br />

Phase 2: Implementation: Implementation of the<br />

Inteqal process will take place in four stages:<br />

Stage One:<br />

Milestones: Civilian Lead for PRT; PRT fully<br />

coordinates with Provincial Development<br />

Committees; ANSF partnering ratios are reduced.<br />

Achievements in the formatting of this section?<br />

● Area of Security: ANSF maintain the lead for<br />

operations with ISAF moving from a supporting<br />

role, <strong>and</strong> remaining a partner providing robust<br />

support <strong>and</strong> enablers.<br />

● Area of Governance <strong>and</strong> Development: The PRT<br />

leadership will change from military to civilian.<br />

Stage Two:<br />

Milestones: A province is able to provide adequate<br />

justice <strong>and</strong> public services; PRTs become<br />

Provincial <strong>and</strong> District Support Teams; ISAF<br />

focuses on mentoring <strong>and</strong> liaising with<br />

Afghanistan National Security Forces.<br />

● Achievements in the area of Security: While<br />

continuing to further develop the capabilities<br />

<strong>and</strong> capacities of the ANSF, ISAF transitions<br />

from partnering to mentoring <strong>and</strong> liaison.<br />

● Achievements in the Area of Governance <strong>and</strong><br />

Development: The selected province shows that<br />

it is capable of providing justice <strong>and</strong> public<br />

services to the population.<br />

Stage Three:<br />

Milestones: Local institutions enhance service<br />

delivery capacity; International community<br />

funding channeled primarily through the central<br />

budget; Progressive SAF (P) OMLTs reduction.<br />

● Achievements in the Area of Security: ISAF (P)<br />

OMLTs continue supporting activities to<br />

increase the capabilities of the ANSF with teams<br />

progressively reduced in size <strong>and</strong> capability<br />

commensurate with the enabling capability that<br />

the Afghanistan National Security Forces have<br />

developed.<br />

● Achievements in the Area of Governance <strong>and</strong><br />

Development: Local institutions exhibit<br />

sufficient technical capacity to <strong>plan</strong>, design,<br />

implement, <strong>and</strong> monitor a more comprehensive<br />

range of service delivery, including rule of law,<br />

while ensuring adequate accountability <strong>and</strong><br />

transparency.<br />

Stage Four:<br />

Milestone: Complete Afghan ownership of<br />

security, governance, <strong>and</strong> development.<br />

● Achievements in the Area of Security: The<br />

ANSF is able to conduct operations<br />

independently, <strong>and</strong> its capabilities <strong>and</strong> capacity<br />

have developed to the point where ISAF<br />

provides minimal advisory <strong>and</strong> mentoring<br />

support. ISAF provides institutional training<br />

oversight to assist the ANSF in developing a<br />

self-sustaining capability. During transition, to<br />

maintain stability in Afghanistan <strong>and</strong> the region,<br />

a lasting strategic partnership between<br />

Afghanistan <strong>and</strong> its international partners will be<br />

deepened <strong>and</strong> further exp<strong>and</strong>ed.<br />

● Achievements in the Areas of Governance <strong>and</strong><br />

Development: At this stage, governance is<br />

effective <strong>and</strong> development resides under full<br />

Afghan ownership. The population is<br />

increasingly confident in government<br />

institutions <strong>and</strong> in their ability to provide<br />

services <strong>and</strong> equal access to justice <strong>and</strong> local<br />

resources. While the international community<br />

continues to commit to long-term support<br />

through the core budget <strong>and</strong> national programs,<br />

the Provincial <strong>and</strong> District Support Teams has<br />

exhausted its raison d’être <strong>and</strong> h<strong>and</strong>s its<br />

functions over to the Government of<br />

Afghanistan.<br />
