The Kabul International Conference on Afghanistan represents a turning point in my country’s transition<br />
to an era of Afghan-led peace, justice, <strong>and</strong> more equitable development. Exp<strong>and</strong>ing the day-to-day<br />
choices <strong>and</strong> capabilities of the Afghan people, <strong>and</strong> ensuring their fundamental rights, remain the<br />
cornerstones of my Government’s approach to peacebuilding <strong>and</strong> comprehensive recovery. In spite of<br />
remarkable progress over the course of nearly a decade – particularly in the areas of health coverage,<br />
improved access to education, better infrastructure, as well as institutional governance <strong>and</strong> human<br />
capacity development – Afghanistan continues to face obstacles towards continued progress, including<br />
the need to improve regional <strong>and</strong> trade relations <strong>and</strong> introduce timely governance reforms.<br />
To overcome these challenges, I am pleased to present the Afghanistan National Development Strategy<br />
Prioritization <strong>and</strong> Implementation Plan. With the introduction of National Priority Programs, this<br />
ambitious action <strong>plan</strong> symbolizes my Government’s renewed commitment to a secure, prosperous, <strong>and</strong><br />
democratic future. It also marks an important step in the Kabul Process; a final transition through<br />
increased international alignment behind national priorities towards our common goal of full Afghan<br />
ownership, responsibility, <strong>and</strong> sovereignty.<br />
I am heartened by my new leadership team, organized around clusters of associated ministries, which has<br />
demonstrated convincingly that teamwork can effectively engage our partners in Parliament, civil society,<br />
<strong>and</strong> the private sector; facilitate tough policy choices <strong>and</strong> rigorous program development; <strong>and</strong> emphasize<br />
results to benefit ordinary Afghan citizens. We will continue to value the tremendous sacrifices of our<br />
international friends. Finally, I thank all of our Afghan <strong>and</strong> international partners – across <strong>and</strong> beyond<br />
Government – for their valued contributions in the preparation of this shared action <strong>plan</strong>.<br />
