including the bidding process for funds for private sector and homelessness initiatives.<br />
• The Housing Revenue Account (HRA) Business Plan - which identifies how the decent homes standard will be<br />
delivered taking into account the results of the stock options appraisal.*<br />
• The Community Safety Strategy – which has influenced the development of security measures for <strong>Council</strong><br />
properties, and domestic violence services*<br />
• The Home Energy Conservation Strategy – which provides targets for a reduction in energy usage.*<br />
The <strong>Council</strong> makes use of a number of cross service working groups which are also influential in developing<br />
housing strategies. The following are noteworthy:<br />
• The Asset Management Group – which looks at capital priorities and investment.<br />
• The Affordable Housing Group – which provides the overall coordination for increasing the numbers of<br />
affordable housing units.<br />
• The Older Persons Strategy Group – which coordinates all <strong>Council</strong>’s services provided for older people.<br />
The <strong>Council</strong> has also received a Continuous Performance Assessment (CPA) score of ‘Good’ following a rigorous<br />
assessment of the <strong>Council</strong>s overall performance by the Audit Commission. The assessment was that the <strong>Council</strong><br />
was the top end of the good rating bordering on excellent and an Improvement Plan has been prepared to ensure<br />
that the <strong>Council</strong> will achieve ‘Excellent’ status. The Improvement Plan informs all aspects of the <strong>Council</strong>’s work and<br />
is incorporated into the ‘Performance Matters’ document.*<br />
Local Strategic Partnership<br />
The <strong>Council</strong> works effectively with the Local Strategic Partnership (LSP) which comprises all the strategic agencies<br />
within the <strong>District</strong>. The LSP has published the Community Strategy 2002/3 – 2012/13 which sets out a vision for<br />
the <strong>District</strong> based on the three strategic objectives of:<br />
• Creating and enhancing 100 flourishing communities that are fair, thriving and inclusive, allowing equal full<br />
access to opportunities and services;<br />
• Properly protect the environment and enhance it for all those who live and work in it and for those who<br />
visit it; and<br />
• Build a strong, competitive and innovative economy with a balance of business, jobs and homes through which the<br />
local economy can flourish.<br />
The Community Strategy was developed through extensive consultation which was integrated with consultation on<br />
the <strong>Council</strong>’s corporate priorities and the Housing Strategy. In this way the Housing Strategy has been developed<br />
to respond to the challenges identified by the revised Community Strategy.<br />
The Community Strategy is being revised in 2005 and a copy of the most up to date document can be found on<br />
the <strong>Council</strong>’s website.<br />
The LSP is also one of the key consultative bodies on strategic housing issues and has been consulted on this<br />
document.<br />
