C The Challenges Facing the <strong>District</strong><br />

The study used the Government definition of Housing Needs as ‘a household which does not have a house or is<br />

living in housing which is inadequate or unsuitable, and who are unlikely<br />

to be able to meet their needs without some assistance’.<br />

The test of whether or not a household can afford to find their own housing is based on the principle<br />

that they would have to spend more than 25% of their net income on mortgage or rent payments. Only 9% of<br />

those in housing need could afford shared ownership housing at around the cost of the minimum priced market<br />

housing.<br />

The Housing Needs Assessment concluded that:<br />

• For the period 2004-2009, 462 affordable houses a year would be required; and<br />

• That between 2010 and 2014, 333 houses would be needed.<br />

The position for the first five years can be demonstrated from the following analysis.<br />
