<strong>Important</strong> <strong>Notice</strong> <strong>for</strong> <strong>Libyan</strong> <strong>Students</strong> <strong>in</strong> <strong>North</strong> <strong>America</strong> -‐ <br />
Pend<strong>in</strong>g and Fund<strong>in</strong>g Issues <br />
February 20th, 2013<br />
Dear <strong>Libyan</strong> <strong>Students</strong> <strong>in</strong> Canada and the US,<br />
CBIE’s Team Lead <strong>for</strong> the <strong>Libyan</strong>-‐<strong>North</strong> <strong>America</strong>n Scholarship Program and Vice <br />
President of International Partnerships travelled to Libya <strong>in</strong> early February to meet <br />
with the M<strong>in</strong>istry of Higher Education and Scientific Research to discuss some <br />
pend<strong>in</strong>g issues <strong>for</strong> the Scholarship Program. <br />
CBIE had a brief <strong>in</strong>troductory meet<strong>in</strong>g with senior officials <strong>in</strong> at the M<strong>in</strong>istry of Higher <br />
Education and Scientific Research. Work<strong>in</strong>g meet<strong>in</strong>gs were also held with Dr. Taher <br />
Ben Taher, Director of Scholarships and his team and the f<strong>in</strong>ance division of the <br />
M<strong>in</strong>istry of Higher Education. These meet<strong>in</strong>gs focused on key program issues <br />
<strong>in</strong>clud<strong>in</strong>g the follow<strong>in</strong>g: <br />
• Urgent request <strong>for</strong> fund<strong>in</strong>g <strong>for</strong> the Scholarship Program<br />
• Delays <strong>in</strong> obta<strong>in</strong><strong>in</strong>g scholarship funds from the M<strong>in</strong>istry <strong>for</strong> both active <br />
students and students sponsored under decree 655 (<strong>for</strong> the US only)<br />
• Insufficient period of study <strong>for</strong> students pursu<strong>in</strong>g Ph.D., Dentistry, Bachelor <br />
and Law degrees<br />
• Paid residency agreements <strong>for</strong> medical students <strong>in</strong> the United States<br />
• Cont<strong>in</strong>uous delays <strong>in</strong> receiv<strong>in</strong>g authorization <strong>for</strong> both <strong>in</strong>dividual student <br />
requests and decrees impact<strong>in</strong>g the program as a whole<br />
After discuss<strong>in</strong>g these specific concerns, CBIE and the M<strong>in</strong>istry have agreed on <br />
cont<strong>in</strong>ued cooperation <strong>in</strong> the immediate future to resolve some of these outstand<strong>in</strong>g <br />
issues. Specifically regard<strong>in</strong>g the current fund<strong>in</strong>g situation, CBIE wishes to <strong>in</strong><strong>for</strong>m <br />
students that we have funds to cover the March liv<strong>in</strong>g allowance, which will be <br />
processed on-‐schedule as usual. <br />
Meanwhile, we are cont<strong>in</strong>u<strong>in</strong>g to work closely with the M<strong>in</strong>istry to obta<strong>in</strong> the <br />
required new funds to process MLAs <strong>for</strong> April 2013 onwards. Although CBIE is hopeful <br />
that concrete steps will be taken by the M<strong>in</strong>istry to m<strong>in</strong>imize delays <strong>in</strong> obta<strong>in</strong><strong>in</strong>g <br />
funds, we would like to <strong>in</strong><strong>for</strong>m you that unless we receive fund<strong>in</strong>g from the M<strong>in</strong>istry <br />
we will not be able to process the April MLA or activate decree 655 students.
As we cont<strong>in</strong>ue to communicate with the M<strong>in</strong>istry, we will keep you apprised of any <br />
new developments regard<strong>in</strong>g the above issues.<br />
