<strong>The</strong> Libyan – North AmericanScholarship Program<strong>The</strong> Libyan-North American Scholarship Program is a collaboration between theLibyan Ministry of Higher <strong>Education</strong> and Scientific Research and the <strong>Canadian</strong> <strong>Bureau</strong><strong>for</strong> <strong>International</strong> <strong>Education</strong>, funded by the Libyan Government. It involves approximately2,500 Libyan students who study in Canada and the US. <strong>The</strong> goal of the Program is tobuild the capacity of Libyan citizens to address the needs of Libyan public institutions,academia and Libyan society as a whole through the pursuit of graduate and postgraduatemedical studies in North America. Nationally, CBIE engages inscholarship management, policy development, research, advocacy and public in<strong>for</strong>mation.CBIE is both a leader in shaping Canada's international education agenda and a highlyrecognized provider of professional development programs <strong>for</strong> Canada's internationaleducators. <strong>International</strong>ly, CBIE engages in cooperative projects in capacity building,institutional strengthening and human resource development. Our focus is on educationat all levels, specialized training programs, civil society and public administration.Program HistoryCBIE and Canada have long played a role in ensuring the education of Libyan students.Over the past 30 years, CBIE has been either directly or indirectly involved with theLibyan Ministry of <strong>Education</strong> and Scientific Research. For 20 years, from 1981 to 2001,CBIE successfully managed the Libyan Scholarship and Medical Residency Programin Canada, which was then turned over to the newly established Embassy of Libyain Ottawa. Due to the growing scope of the program and based on the government’spositive prior experience with CBIE, as well as CBIE’s depth and breadth of knowledgeand experience in the North American education system, the Ministry of <strong>Education</strong>and Scientific Research chose CBIE to manage the Program once again.
