2.2.1.3 Port <strong>of</strong> Antwerp<br />

The ‘Gemeentelijke havenpolitieverorden<strong>in</strong>g’ <strong>of</strong> <strong>the</strong> port <strong>of</strong> Antwerp conta<strong>in</strong>s an extensive list<br />

<strong>of</strong> specific rules <strong>for</strong> vessels carry<strong>in</strong>g dangerous goods. The requirements relate to dangerous<br />

substances <strong>as</strong> cargo and not to dangerous substances <strong>as</strong> <strong>fuel</strong>.<br />

Chapter 5 conta<strong>in</strong>s rules concern<strong>in</strong>g hazardous cargo (<strong>as</strong> def<strong>in</strong>ed by IMDG, IMO, IGC, IBC)<br />

and activities that can be potentially dangerous. Apart from stat<strong>in</strong>g that dangerous goods can<br />

be handled only when follow<strong>in</strong>g all regulatory and general requirements, some specific rules<br />

are mentioned <strong>in</strong> this chapter, such <strong>as</strong> that<br />

no ma<strong>in</strong>tenance or repair work is allowed on board <strong>of</strong> a tanker vessel dur<strong>in</strong>g its stay <strong>in</strong><br />

<strong>the</strong> port unless certificate <strong>of</strong> safe conditions,<br />

<strong>for</strong> bunker vessels moor<strong>in</strong>g is only possible at <strong>the</strong> designated petroleum docks unless<br />

permission <strong>of</strong> harbor m<strong>as</strong>ter,<br />

no visits are allowed on a vessel dur<strong>in</strong>g load<strong>in</strong>g/unload<strong>in</strong>g,<br />

no handl<strong>in</strong>g <strong>of</strong> packed goods <strong>in</strong> <strong>the</strong> same time <strong>as</strong> <strong>the</strong> load<strong>in</strong>g/unload<strong>in</strong>g <strong>of</strong> bulk cargo,<br />

<strong>the</strong> prohibition <strong>of</strong> direct ship to ship transfer <strong>of</strong> <strong>the</strong> dangerous goods unless explicit<br />

permission and conditions,<br />

<strong>the</strong> obligation <strong>of</strong> use <strong>of</strong> tugboats <strong>for</strong> transferr<strong>in</strong>g <strong>the</strong> tanker to <strong>the</strong> dock,<br />

<strong>the</strong> rout<strong>in</strong>g that h<strong>as</strong> to be followed.<br />

Fur<strong>the</strong>rmore, tankers carry<strong>in</strong>g dangerous goods have to supply specific <strong>in</strong><strong>for</strong>mation<br />

concern<strong>in</strong>g <strong>the</strong>ir freight be<strong>for</strong>e enter<strong>in</strong>g locks, such <strong>as</strong> <strong>the</strong> type and amount <strong>of</strong> <strong>the</strong> dangerous<br />

good. Article 85 <strong>of</strong> this regulation conta<strong>in</strong>s a specific rule <strong>for</strong> tankers hold<strong>in</strong>g liquid <strong>fuel</strong>s to<br />

supply o<strong>the</strong>r vessels, stat<strong>in</strong>g that <strong>the</strong>se vessels are only allowed <strong>in</strong>to <strong>the</strong> docks when <strong>the</strong>y have<br />

permission <strong>in</strong> advance.<br />

Chapter 5 sections D & E conta<strong>in</strong> specific regulations <strong>for</strong> <strong>the</strong> Marshall dock and o<strong>the</strong>r docks<br />

where hazardous liquids or g<strong>as</strong>es are stored or treated, or where vessels are de-g<strong>as</strong>sed and<br />

cleaned. In <strong>the</strong>se designated are<strong>as</strong> o<strong>the</strong>r vessels are prohibited, unless specific permission and<br />

<strong>the</strong> compliance to strict rules (no moor<strong>in</strong>g next to <strong>the</strong> vessels conta<strong>in</strong><strong>in</strong>g <strong>the</strong> hazardous cargo,<br />

keep<strong>in</strong>g a distance <strong>of</strong> at le<strong>as</strong>t 25m, no fire or open light or activities that can cause sparks).<br />

2.2.2 Port by-laws (codices <strong>for</strong> <strong>the</strong> handl<strong>in</strong>g <strong>of</strong> dangerous goods)<br />

2.2.2.1 Port <strong>of</strong> Zeebrugge<br />

In <strong>the</strong> by-law <strong>for</strong> handl<strong>in</strong>g dangerous goods (Codex voor de behandel<strong>in</strong>g van gevaarlijke<br />

goederen) from <strong>the</strong> Port <strong>of</strong> Zeebrugge, <strong>the</strong> follow<strong>in</strong>g topics are <strong>of</strong> <strong>in</strong>terest:<br />

Chap IV: <strong>the</strong> notification <strong>of</strong> Dangerous Goods needs to be per<strong>for</strong>med twice, at arrival and<br />

when leav<strong>in</strong>g <strong>the</strong> port via Internal Forward<strong>in</strong>g and Transport Dangerous Goods Notificationdocument.<br />

Section VII mentions special provisions <strong>for</strong> deal<strong>in</strong>g with methane (Bijzondere voorschriften<br />

voor het behandelen van methaan) (IMO 2.1 UN 1972) and is more specifically applicable to<br />
