MANAGING RISK<br />

Norway: There are no general regulations / conditions under which <strong>LNG</strong> bunker<strong>in</strong>g toge<strong>the</strong>r<br />

with p<strong>as</strong>senger movement is allowed <strong>in</strong> Norway. DNV h<strong>as</strong> conducted a risk <strong>as</strong>sessment <strong>for</strong><br />

this comb<strong>in</strong>ed operation (bunker<strong>in</strong>g while p<strong>as</strong>sengers are brought on or <strong>of</strong>f board) but <strong>the</strong><br />

Authorities have not yet allowed this to happen. They have, however, <strong>in</strong>itiated a new second<br />

risk <strong>as</strong>sessment which may give complementary po<strong>in</strong>ts <strong>of</strong> views, giv<strong>in</strong>g more confidence <strong>in</strong><br />

this. Concretely, <strong>the</strong> “Department <strong>for</strong> fire & explosion safety” have received a request to<br />

allow this <strong>for</strong> <strong>the</strong> upcom<strong>in</strong>g Fjordl<strong>in</strong>es ferries which may bunker <strong>in</strong> Stavanger (Risavika).<br />

O<strong>the</strong>r Baltic countries: an active stakeholder <strong>in</strong> <strong>the</strong> debate is Vik<strong>in</strong>g L<strong>in</strong>e, a ferry l<strong>in</strong>e<br />

operat<strong>in</strong>g ferry services between Sweden, F<strong>in</strong>land and Estonia. The new Vik<strong>in</strong>g L<strong>in</strong>e vessel<br />

can run on both <strong>LNG</strong> and traditional <strong>fuel</strong>s. The new vessel will replace M/S Isabella on <strong>the</strong><br />

Stockholm-Åland-Turku route and will operate from <strong>the</strong> western Stadsgården/M<strong>as</strong>thamnen<br />

quay. The M/S Vik<strong>in</strong>g Grace will beg<strong>in</strong> to call at Stadsgården from <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> 2013.<br />

To adapt <strong>the</strong> Vik<strong>in</strong>g Term<strong>in</strong>al <strong>for</strong> <strong>the</strong> new Vik<strong>in</strong>g L<strong>in</strong>e vessel M/S Vik<strong>in</strong>g Grace <strong>Ports</strong> <strong>of</strong><br />

Stockholm is per<strong>for</strong>m<strong>in</strong>g construction work at Stadsgården. This work will be ongo<strong>in</strong>g<br />

throughout 2012.<br />

The work per<strong>for</strong>med by <strong>Ports</strong> <strong>of</strong> Stockholm will <strong>in</strong>clude reconstruct<strong>in</strong>g and adapt<strong>in</strong>g car<br />

lanes, construct<strong>in</strong>g a goods vehicle ramp and a side ramp <strong>for</strong> cars, adapt<strong>in</strong>g <strong>the</strong> quayside and<br />

lay<strong>in</strong>g new conduits <strong>for</strong> fresh water and w<strong>as</strong>te water.<br />

AGA G<strong>as</strong> AB will deliver <strong>the</strong> liquefied natural g<strong>as</strong> from its <strong>LNG</strong> term<strong>in</strong>al <strong>in</strong> Nynäshamn,<br />

which w<strong>as</strong> <strong>in</strong>augurated <strong>in</strong> 2011. The plann<strong>in</strong>g, pre-construction eng<strong>in</strong>eer<strong>in</strong>g and permitt<strong>in</strong>g<br />

process <strong>for</strong> bunker<strong>in</strong>g <strong>of</strong> <strong>the</strong> vessel at Stadsgården <strong>in</strong> <strong>the</strong> port <strong>of</strong> Stockholm is under way.<br />

Germany: currently, <strong>the</strong>re are no regulations <strong>in</strong> <strong>for</strong>ce <strong>in</strong> Germany. The German M<strong>in</strong>istry <strong>of</strong><br />

Transportation (BMVBS) have issued a study (with GL) that, amongst o<strong>the</strong>r th<strong>in</strong>gs, covers<br />

concurrent bunker<strong>in</strong>g/cargo operations. The study is f<strong>in</strong>ished but not yet published.<br />
