“The SIGTTO <strong>LNG</strong>/LPG Officer Experience Matrix <strong>of</strong>fers transparent guidance to <strong>the</strong><br />

<strong>as</strong>sessment <strong>of</strong> <strong>the</strong> risk pr<strong>of</strong>ile <strong>in</strong> relation to <strong>the</strong> <strong>of</strong>ficer complement by balanc<strong>in</strong>g<br />

thresholds <strong>of</strong> experience <strong>in</strong> ranks. The experience matrix considers a number <strong>of</strong><br />

elements, <strong>in</strong>clud<strong>in</strong>g length <strong>of</strong> sea service, experience <strong>in</strong> rank, experience <strong>in</strong> <strong>LNG</strong>/LPG<br />

operations and tra<strong>in</strong><strong>in</strong>g <strong>as</strong>sessment.”<br />

Crew Safety Standards and Tra<strong>in</strong><strong>in</strong>g <strong>for</strong> Large <strong>LNG</strong> Carriers<br />

“This document h<strong>as</strong> been prepared primarily <strong>for</strong> <strong>the</strong> guidance <strong>of</strong> ship owners and<br />

operators who may be enter<strong>in</strong>g <strong>LNG</strong> ship operation <strong>for</strong> <strong>the</strong> first time. It is also <strong>of</strong> use<br />

to exist<strong>in</strong>g <strong>LNG</strong> operators who are tra<strong>in</strong><strong>in</strong>g new crews due to expansion. It highlights<br />

<strong>the</strong> salient statutory requirements <strong>for</strong> <strong>the</strong> tra<strong>in</strong><strong>in</strong>g <strong>of</strong> <strong>LNG</strong> tanker crews and <strong>the</strong><br />

provisions <strong>of</strong> <strong>the</strong> STCW, <strong>as</strong> it applies to g<strong>as</strong> tankers. It outl<strong>in</strong>es <strong>the</strong> publications which<br />

are recommended <strong>for</strong> carriage on board all <strong>LNG</strong> tankers. It also provides advice on <strong>the</strong><br />

application <strong>of</strong> <strong>the</strong> International Safety Management Code to <strong>the</strong> tra<strong>in</strong><strong>in</strong>g and<br />

management <strong>of</strong> tanker crews. In all <strong>the</strong>se matters, it draws heavily on <strong>the</strong> experience<br />

<strong>of</strong> SIGTTO member companies that have extensive operat<strong>in</strong>g experience with this<br />

cl<strong>as</strong>s <strong>of</strong> vessel. Hence, it may be considered, <strong>as</strong> a guide to current best <strong>in</strong>dustry<br />

practice.”<br />

2.5 Ship b<strong>as</strong>ed activities (<strong>in</strong>land <strong>shipp<strong>in</strong>g</strong>)<br />

This section gives an overview <strong>of</strong> <strong>the</strong> regulatory framework <strong>for</strong> <strong>in</strong>land vessels and <strong>the</strong><br />

available standards. At <strong>the</strong> moment <strong>the</strong>re are some exceptions to <strong>the</strong> regulatory framework<br />

which are addressed <strong>in</strong> this section.<br />

In Europe two large organizations have come up with technical rules regard<strong>in</strong>g <strong>shipp<strong>in</strong>g</strong> on<br />

<strong>in</strong>land waterways; <strong>the</strong> Central Commission <strong>for</strong> <strong>the</strong> Navigation <strong>of</strong> <strong>the</strong> Rh<strong>in</strong>e (CCNR) and <strong>the</strong><br />

United Nations Economic Commission <strong>for</strong> Europe (UNECE).<br />

It h<strong>as</strong> to be noted that <strong>in</strong> Belgium <strong>in</strong>land vessels can have limited permission to not only sail<br />

on <strong>in</strong>land waterways but also <strong>in</strong> <strong>the</strong> Belgian seawaters. This is regulated through <strong>the</strong> Royal<br />

Decree (KB) <strong>of</strong> 8 March 2007 (Kon<strong>in</strong>klijk besluit betreffende b<strong>in</strong>nenschepen die ook voor<br />

niet-<strong>in</strong>ternationale zeereizen worden gebruikt) which states <strong>the</strong> conditions to be fulfilled <strong>for</strong><br />

an <strong>in</strong>land vessel to be allowed <strong>in</strong> seawaters (e.g. sail<strong>in</strong>g no fur<strong>the</strong>r than 5 nautical miles away<br />

from <strong>the</strong> co<strong>as</strong>t, and meet<strong>in</strong>g certa<strong>in</strong> requirements <strong>for</strong> vessel & crew). Be<strong>for</strong>e that date, <strong>in</strong>land<br />

vessels could receive permission to sail <strong>in</strong> <strong>the</strong> Belgian seawaters b<strong>as</strong>ed on art. 3 <strong>of</strong> <strong>the</strong> Law <strong>of</strong><br />

5 June 1972 (Wet op de veiligheid van de vaartuigen) after <strong>the</strong> receipt <strong>of</strong> a certificate <strong>of</strong> vessel<br />

<strong>in</strong>tegrity (certificaat van deugdelijkheid) <strong>in</strong>dicat<strong>in</strong>g <strong>the</strong> are<strong>as</strong> <strong>of</strong> <strong>the</strong> Belgian seawaters where<br />

<strong>the</strong> vessels are allowed to sail.<br />
