Dear reader, 

last year was a landmark for the Slovenian economy. It was a year of demanding yet 

successful projects which are undoubtedly the result of well planned and coordinated 

cooperation between various economic policies. 

We can boast a record rate (nearly 5%) of economic growth, which allows us to be as 

audacious as last year in efforts and activities towards furthering economic 

development. The growth of living standard in Slovenia is significantly above the 

average of Central and South-Eastern Europe. We have curbed inflation and 

unemployment. 

This, as well as preparations in which the Ministry of the Economy played a crucial 

role, in particular in drafting the necessary legislation and other regulations, 

contributed to a successful adoption of the euro. The changeover to the euro is a 

recognition for the Slovenian economy, but it is also an incentive for the expansion 

of international operations of companies given the simplified business that the 

single European currency entails. 

Only a stable macro- and microeconomic environment can be a foundation for 

successful economic performance. The adopted legislation and the ministry's 

financial incentives, which are targeted at the creation of a business-friendly 

environment with emphasis on the removal of administrative obstacles, provide a 

good basis for the challenges awaiting us in the second half of the term in 

government. 

Increasing the competitiveness of the Slovenian economy in Europe and worldwide 

remains a priority of the Ministry of the Economy in 2007. This publication informs 

you about our guidelines and concrete measures for the achievement of the goals 

we have set. 

The awareness that sustainable economic development is our common responsibility 

is not enough, however. Ambitious plans, know-how and innovative approaches 

require comprehensive efforts and mutual cooperation. This calls for synergy – 

synergy of cooperation between the key stakeholders and coordinated projects from 

various fields.

A NEW ERA OF DEVELOPMENT 

The Ministry of the Economy is starting a new era of development this year. We 

have framed it with the adoption of the Programme of measures for the promotion 

of entrepreneurship and competitiveness for the 2007-2013 period and the 

Development plan and guidelines for Slovenian tourism for the 2007-2011 period. 

The documents form a strategic basis for the reinforcement of a business-friendly 

environment, efficient transfer of knowledge into the economy, promotion of 

development and innovation, provision of suitable financial mechanisms and, in 

tourism, the advancement of the destination management model and more 

incentives for complementary tourism activities. 

An assessment of the impact of the development policy of the Ministry of 

Economy has shown a growing direct and indirect effect on Slovenia’s economic 

growth and employment of investment activity that was incentivised through the 

ministry’s measures in 2004, 2005 and 2006 for the promotion of foreign direct 

investment, the construction of tourism infrastructure and the strengthening of 

competition and entrepreneurship. The effect in 2004 was the creation of close to 

300 new jobs, the number growing to almost 900 in 2005 and as much as 4,200 in 

2006. This is a significant result, and it is one of the reasons why the rate of 

registered unemployment dropped to a record low last year. This is undoubtedly a 

great achievement for the Ministry of the Economy, confirming that economic 

policy guidelines have been correct.

Ambitious plans based on good results 

Based on these satisfactory results, the Ministry of the Economy has drafted 

measures for follow-up activities and measures in 2007. The plans can be divided 

into four key segments: 

The first and most important segment is the start of realisation of the new 

financial perspective and the implementation of the projects in the Resolution on 

National Development Projects for the Period 2007 - 2023. Over half of the projects 

therein are in the domain of the Ministry of the Economy, which makes this an 

exceptionally challenging task. The financial perspective is broader still, dealing 

with horizontal measures such as investment in tourism infrastructure, the 

construction of a national broadband network and measures for raising the 

competitiveness of the Slovenian economy through the Slovenian Enterprise Fund 

and by connecting businesses with knowledge institutions. This is crucial for 

development projects which involve new products or new technologies and raise 

the development and innovation capacity of Slovenian companies. 

The second important segment is the normative programme, as part of which we 

will draft 14 bills and 32 executive regulations. 

The third crucial segment of the programme of work of the Ministry of the 

Economy is preparations for the presidency of the European Union (EU). Our 

ministry covers a number of important fields in the EU, foremost being 

competitiveness which includes the reformed Lisbon Strategy – the Growth and 

Jobs Strategy. Another major part is innovation policy and the affiliated intellectual 

property policy. There is also a bundle of issues related to industrial policy and 

energy as well as transport and communication. We should furthermore mention 

efforts in the liberalisation of postal services and electronic communications. We 

are also facing tough work related to the World Trade Organisation. 

The fourth major segment in the programme of work of the Ministry of the 

Economy is the ongoing privatisation of the economy. 

Key activities by directorates 

The mission of the Directorate for Entrepreneurship and Competitiveness will 

be preparations for the drawing of funds in the next financial perspective, under 

the aegis of the Resolution on National Development Projects for the Period 2007- 

2023 as well as through horizontal measures of the Slovenian Enterprise Fund and 

the Public Agency of the RS for Entrepreneurship and Foreign Investments (JAPTI). 

We will carry on with measures that proved successful last year, in particular 

through two-year programmes. A significant part of the work at the directorate will 

be associated with two new laws: the Act Regulating Supportive Environment for 

Entrepreneurship, which we will update and reform in the light of measures that 

we intend to implement in this financial perspective, and the Venture Capital 

Companies Act, an important new segment which has not yet been realised in 

Slovenia in the sense of public-private partnership. 

The Directorate for Tourism will also focus a lot of its activity on the efficient 

phasing of EU funds in the next financial perspective, mostly for the ongoing 

investment in tourism infrastructure and the strengthening of destinations. 

The normative part in this field is important as well. It includes the Catering Act, 

which represents a major upgrade of the development aspect of agricultural 

policies, as it encourages farms to become more engaged in supplementary 

activities and allows them to appropriately present and sell their products at 

various events. 

The ongoing promotion of tourism is an essential part of work at the directorate. 

The beginning of this year saw the launch of the Central Tourist Booking System 

(CRS), the response to which we shall be monitoring. We are also starting to 

implement the Development plan and guidelines for Slovenian tourism for the 

2007 - 2011 period. 

The financial perspectives will be important for the Directorate for Electronic 

Communications, in particular in the implementation of the national broadband 

network. The normative part, which is set out in the Digital Broadcasting Act, is 

essential for this measure, as Slovenia must switch over to digital broadcasting in 

accordance with the adopted strategy and institute a regulatory framework in this 

field. In the return of investments in the public telecommunications network, the 

Ministry’s goal is that the vast majority of claimants be repaid by the end of this 

year. The fourth important task of the directorate is the privatisation of Telekom 

Slovenije, d. d. 

Like every year, the Directorate for Internal Market has a lot of normative tasks. 

According to plans, it will draft amendments to the Financial Operations of 

Companies Act in order to rectify past injustice and introduce a European way of 

resolving disputes by eliminating the subsidiary responsibility of shareholders for 

the actions of the management. The second piece of legislation which will require 

a lot of effort is the Financial Participation of Employees Act. In line with this act, 

employees would get a share of the profits, either in the form of shares or in cash.

There are also plans to amend provisions of the Small Business Act that deal with 

the Chamber of Crafts of Slovenia and the deregulation of professions and 

activities. We will comprehensively upgrade the Trade Act. 

The Directorate for Internal Market will also take part in the privatisation of the 

Slovenska industrija jekla steel group, the Nafta Lendava refinery and the Rudnik 

cinka in svinca Mežica zinc and lead mine. 

The directorate is furthermore dealing with certain issues related to the closure of 

mines which require a lot of work and funds if open issues from the past are to be 

resolved comprehensively and as soon as possible. 

The Directorate for Energy has a broad spectre of work. Its key task is to 

participate and contribute, on behalf of the Ministry of Economy, towards greater 

investment activity of Slovenian energy companies. This includes investment in 

production of electrical energy, power and gas transmission, the distribution of 

electrical energy carried out by five distribution companies, and the diversification 

of access to energy sources, in particular natural gas. Investment policies are in 

the hands of companies, however they do need energy permits for that. It is 

essential that energy companies work with the Ministry in fulfilling the objective 

of providing reliable and secure energy supplies for Slovenia. The Ministry of the 

Economy also wishes to participate in increasing the share of biofuels in Slovenia, 

which may be associated with Nafta Lendava. 

We are making preparations for the Decree on the method for the implementation 

of public service obligation relating to the electricity distribution system. This will 

be the final decision separating the distribution system from the transmission 

system. According to plans, there will by one transmission system operator and we 

are keeping the five distribution companies organised as they are. The relationship 

between them will be determined by the Decree and the subsequent contracts 

between the transmission system operator and the distribution companies. 

The market for households will be successfully opened on 1 July 2007. We are also 

continuing with the privatisation related to the reorganisation. Final talks are 

underway on the creation of a second energy provider in Slovenia, the so-called 

second pillar around GEN energija, and on preparations at the Holding Slovenske 

Elektrarne for a capital increase which will lead to consolidation. Preparations are 

also afoot for the privatisation of TE-TOL, the subsidiaries of Rudnik Trbovlje 

Hrastnik v zapiranju and several other affiliates of energy companies in Slovenia. 

The Directorate for Foreign Economic Relations will be the operator of 

Slovenia’s preparations for the presidency of the EU and of the presidency itself. 

The workload is immense in all areas of work, in particular in trade policy. As the 

presiding EU member, Slovenia will represent the European trade policy, which will 

be an incredibly demanding task considering the limited human resources at the 

Ministry. 

We will continue establishing Slovenian business representations abroad. In 2007 

we plan to open four more, probably in Saudi Arabia, Ukraine, Argentina or Brazil 

and in China. We would like to cover a somewhat broader area, taking in potential 

markets that Slovenian companies deem as promising but for which we do not 

have appropriate infrastructure or information. We would like to place greater 

emphasis on Shanghai as an economic centre, as we already have an embassy in 

Beijing. 

The promotion of foreign direct investment will be constant at the Ministry of the 

Economy, its aim being to raise the competitiveness of the Slovenian economy. We 

are investing a lot of funds for this purpose, so we are confident that we will 

succeed in bringing in foreign direct investment that will increase value-added, 

place emphasis on development and employ a competitive workforce. This is the 

foreign direct investment that Slovenia wants and needs, so our measures will be 

focused accordingly. 

This publication outlines the main activities and projects at our Ministry. We will do 

our best to implement them fully and successfully in order to achieve the key 

objectives of raising competitiveness, productivity and employment, and creating 

prosperity for all people of Slovenia.

ECONOMIC LEGISLATION 

A legislation geared towards raising the competitiveness of the economy must be 

constantly adapted to the economic circumstances and the needs of business. The 

Ministry of the Economy will therefore upgrade existing regulations in 2007 as well 

as draft new ones with which we shall further reduce the administrative burden on 

companies, promote their growth and improve the safety of enterprises and 

consumers. 

Having completed a thorough reform of the Companies Act, which faces new 

changes in 2007, the Ministry of the Economy is preparing in-depth changes to the 

Small Business Act. The Trade Act and the Act Regulating Supportive Environment 

for Entrepreneurship will also be amended. 

In 2006 we launched intensive preparations for a new Venture Capital Companies 

Act which, when it is adopted in 2007, will make Slovenia one of the most 

competitive countries for the financing of promising entrepreneurial ideas. We will 

adopt two more acts this year: the Unfair Commercial Practices Act and the 

Alternative Consumer Dispute Resolution Act, which will promote ethical 

commerce and facilitate the resolution of consumer disputes. In 2007 we will draft 

14 bills and 32 executive regulations.

Companies Act 

The Companies Act is the fundamental regulatory framework for companies. The 

amendments are designed to address the companies' needs as well as legislative 

changes in the European Union and other countries. They will improve the 

regulatory framework and provide the legal basis for the carrying out of new 

economic activities. The new act will allow cross-border mergers of companies. We 

also wish to simplify procedures and eliminate administrative obstacles, for 

example by lifting by 20% the balance sheet total threshold for the classification 

of small, medium-sized and big companies. That way the use of simplified 

accounting procedures by small and medium-sized companies will be extended. 

The upgrade of the act is also connected with the “One-Stop-Shop” and “E-One- 

Stop-Shop” projects, as the new provisions will expand simplified registration 

procedures to various other types of companies.

Small Business Act 

By reforming the Small Business Act, we wish to improve the competitiveness of 

Slovenian crafts as well as small and medium-sized enterprises in general. We wish 

to reduce administrative obstacles (for example, cut red tape in obtaining a craft 

permit) and lower the required qualifications with a view to promoting the 

development of small business. The act will also be affected by the ongoing 

reform of the chamber system: it will reflect the needs of the Chamber of Crafts 

members and replace two different membership fees with a single, lower fee. 

Venture Capital Companies Act 

The lack of appropriate capital in Slovenia is one of the main obstacles to faster 

development of small and medium-sized companies. Moreover, venture capital 

firms and funds possess the economic and legal know-how on how to implement 

entrepreneurial ideas. The Venture Capital Companies Act will define such 

companies in statutory and legal terms, determine tax breaks that will promote the 

development of venture funding, and create the legal basis for the establishment 

of venture capital companies which will invest in small and medium-sized 

enterprises independently or in conjunction with public funds. We expect that the 

adoption of the act will make Slovenia one of the most attractive countries for 

venture capital, which will accelerate the growth of prospective and fast-growing 

companies. 

Trade Act 

The current Trade Act was adopted in 1993. Ever since it entered into force, its 

provisions (except for Article 17, which determines the opening hours of shops) 

have remained unchanged and failed to keep up with the fast development of the 

sector. By reforming the act we wish to eliminate administrative obstacles (e.g. 

cancel the required education for the carrying out of commercial activities), set 

equal conditions for all commercial traders, redefine some forms of retail and

FINANCIAL INCENTIVES 

Creating a favourable business environment for the promotion of entrepreneurship 

and competitiveness of the Slovenian economy is one of the main priorities 

for the Ministry of the Economy. The Ministry is drafting amendments to existing 

regulations as well as new regulations that help create such a business 

environment. However, financial incentives for businesses and entrepreneurs are 

also crucial. The amount of funds allocated for this purpose is growing every year. 

In the past two years as well as in the budgets for the next two years, it is 

noticeable how the concept of direct financial incentives has changed compared 

to past practice: fixed funds are increasingly giving way to “soft” funds. 

Funds for the co-financing of projects (except for project included in the 

Resolution on National Development Projects) will be allocated in 2007 on the 

basis of public tenders issued by the Ministry of the Economy (Directorate for 

Enterprise and Competition, Directorate for Tourism) and the Ministry’s 

implementing bodies of the Ministry (PAEDI, Slovenian Enterprise Fund). 

About 42 million euros in for subsidies and 21 million euros for favourable loans 

and guarantees will be available.

DEVELOPMENT PROJECTS 

The Ministry of the Economy will continue in 2007 with preparations and 

procedures for the implementation of multiple projects in the Resolution on 

National Development Projects for the Period 2007-2023 (hereinafter: Resolution) 

With the projects in the Resolution, we wish to boost the competitiveness of the 

economy and achieve higher growth rates. The aim is to accelerate the 

development of entrepreneurship and small and medium-sized enterprises, create 

a friendlier business environment and raise the inflow of domestic and foreign 

investments conductive for development. The projects are therefore focused on 

the development of entrepreneurship (business, industrial and commercial zones, 

business incubators), technological and economic development (technology 

parks, business-related education centres), information technology development 

and its accessibility, logistic centres and tourist infrastructure. The projects are 

decentralised and horizontal, which means they are spatially distributed across 

regional centres or bigger towns in all Slovenian regions, each combining many 

programmes to take advantage of all the opportunities for synergies. The network 

of development centres will pave the way for the creation of a highly skilled 

workforce, intensive investment in research and development, a tighter link 

between the research and education sectors, efficient operation of support 

institutions and mediators, appropriate ICT infrastructure and improved innovation. 

It is only with the implementation of all these goals that Slovenia can become a 

society based on knowledge and innovation.

Accelerating the construction of broadband networks in underdeveloped 

regions, especially in rural areas, integrating them with the national 

backbone networks. 

Upgrading the existing fixed-line broadband network with fixed-line or 

wireless broadband networks where economical. 


The implementation of the programme will enable all end-users to access the 

internet via broadband connections, and result in a more balanced regional 

development of electronic communications networks and services. The target 

users are private end-users, public institutions and enterprises. 

By the end of 2010 each resident must be able to connect to the World Wide Web 

with a speed of at least 512 Kbit/s, with at least 90% of the population having an 

optional speed of 2 Mbit/s. The long-term goals are to give at least 90% of the 

population access to “triple play” services and a speed of at least 20 Mbit/s by 

2015, and fibre-optical networks to the home by 2020.

for Slovenian tourism. Connecting the existing public institutions in the wider Karst

egion would be a positive step towards comprehensive protection and 

development of the Karst and active cross-border cooperation with Italy and the 

Slovenian minority in Italy. Investment in the active protection of natural and 

cultural heritage of the Karst would activate the development of Lipica, the Škocjan 

Caves, Štanjel and other sites connected to the establishment of the European 

Karst Park. Investment in education for the preservation of natural and cultural 

heritage will provide a development boost to owners who act as investors and 

service providers, as well as public and private institutions which carry out 

programmes and projects.

PRIVATISATION PROJECTS 

Privatisation of Telekom Slovenije, d. d. 

The Commission for the Sale of the State’s Stake in Telekom Slovenije was appointed to make 

the necessary preparations for the implementation of the strategic guidelines adopted by the 

Government. In line with these strategic guidelines and the decree which sets down the manner 

for the sale of the equity investments of the Republic of Slovenia, a due diligence of Telekom 

Slovenije will be carried out and the company appraised. The Commission and the Ministry of 

the Economy plan the completion of the international tender for the carrying out of the due 

diligence, appraisal and consultancy in February 2007. The consultancy involves multiple tasks, 

foremost among them the international tender and a draft of the contract. We expect that the 

international tender for the sale of the State’s stake in Telekom Slovenije will be published in 

June 2007, while the entire procedure is scheduled for completion by the end of 2007. 

Privatisation of Slovenska industrija jekla - SIJ, d. d. (Slovenian Steel 

Group), RSCM - Gradbeni materiali Mežica, d. o. o. and NAFTA Lendava, 

production of oil derivatives, d. o. o. 

The Ministry of the Economy is this year wrapping up the procedures for the sale of the State’s 

equity investment in the holding Slovenska industrija jekla, d. d. The purpose of the sale, 

which is planned for completion in March 2007, is to raise efficiency and competitiveness of 

the Slovenian steel industry by improving business operations, creating an appropriate 

ownership structure and maximising the proceeds. According to plans, the procedure for the 

sale of the stake in RSCM - Gradbeni materiali Mežica, d. o. o. will also be completed this year. 

The programme for the sale of the equity investment in Nafta Lendava, d. d. meanwhile 

envisages the publication of an international tender in March. 

Privatisation in the electrical energy sector 

In addition to the current equity management tasks, the Ordinance on the programme of 

selling financial and physical assets of the State in 2007 and 2008 envisages the following 

privatisation activities in the electric energy:

The main goals of privatisation in the electric energy sector include: improving the 

competitiveness of companies in the industry on regional and European markets; improving 

efficiency through an active role of private investors; and increasing activities for investment 

in new sources crucial for long-term, reliable, economical and environmentally friendly energy 

which will reduce dependence on energy imports.

ECONOMIC PROMOTION 

The Ministry of the Economy will continue carrying out economic promotion in 

2007, in particular by encouraging foreign direct investment inflows and 

promoting the economy and Slovenia as a tourist destination abroad. 

Below is a presentation of the Ministry’s three main economic promotion activities 

and projects in 2007. 

Promotion of foreign direct investment (FDI) 

The basis of the Ministry’s activities in this field is set down in the Programme of 

the Government of the Republic of Slovenia for the promotion of foreign direct 

investment for the period 2005 - 2009, which the Government adopted in 

accordance with the Promotion of Foreign Direct Investment and Internationalisation 

of Enterprises Act. 

Slovenia has not sufficiently used the opportunities of FDI so far, so the promotion 

of FDI will remain one of the priorities of the Ministry of the Economy in 2007. FDI 

makes an important contribution to the transfer of know-how and technology, the 

creation of new jobs as well as the opening of new markets. It also has a positive 

impact on the local environment, primarily by engaging domestic subcontractors. 

As the implementing institution of the Ministry of the Economy, the PAEDI plans in 

2007 to boost direct marketing in countries that are sources of outgoing FDI. What 

is more, significant funds have been earmarked for financial incentives for FDI.

Establishing and managing the Slovenia country brand 

Ever since it became independent, Slovenia has struggled with a low profile in the 

international public even though it has been making efforts to gain and maintain 

the reputation of an exemplary country. Slovenia is often mistaken for another 

country, unrecognised or wrongly placed, which is why it needs an image (country 

brand) that will raise its profile abroad. Slovenia is a very diverse country boasting 

numerous attractions and offering many opportunities. It needs a clear, short 

presentation message which, given appropriate advertising and its use at all levels 

in public, would immediately create the right association with Slovenia around the 

world. 

The Ministry of the Economy is in charge of obtaining a model for establishing a 

brand for Slovenia and establishing a brand identity, the application of the brand 

at all levels and in all fields, as well as the implementation and management of 

the brand based on the slogan and logo selected in a public competition that was 

carried out on 2006 by the Government PR and Media Office. 

In 2007 the Ministry of the Economy will carry out a public tender for the selection 

of contractors who will create a brand management model and manage the 

country brand. 

Goal of establishing a Slovenia country brand:

Determining a model for the distribution and use of the country brand at all 

levels and in all fields 

Defining the tools through which the country brand will be implemented at 

all levels and in all fields 

Implementing and managing the Slovenia country brand 

The destination brand must be vivid so that those who come into contact with it 

truly experience the values it represents and feel its authenticity. The creation of a 

successful country brand involves finding a balance between politics, marketing, 

national, regional and local brand management and service providers. It also calls 

for a balance between economic, tourist, environmental, cultural, sports and 

development goals. 

Central Tourist Booking System – online booking of 

accommodation in Slovenia 

The Ministry of the Economy and the Slovenian Tourism Board unveiled at the 

beginning of this year the Slovenian Central Tourist Booking System (CRS), an 

important novelty in Slovenian tourism and one of the key projects at the Ministry. 

The project had been a part of tourism-related programmes since 2002 – the 

Strategy of Slovenian Tourism 2002 - 2006, the Strategy for the Marketing of 

Slovenian Tourism 2003 - 2006 and the Guidelines for the Development of an 

Integral Tourist Information System. In addition, a commitment to this effect was 

made in the Coalition Agreement on Participation in the Government of the 

Republic of Slovenia in the 2004 - 2008 Term. 

The Central Tourist Booking System is a project which will undoubtedly increase 

tourist revenues and improve Slovenia’s image as a tourist destination. It is open 

to all interested providers of accommodation, big as well as medium-sized and 

small enterprises. The participation of small providers gives them an opportunity 

to enter the global market, making them a part of the global tourist community. 

This is a big project for Slovenian tourism, as it provides a platform for integration 

in global distribution flows, which is why it has been given a lot of emphasis in the 

Development Plan and Guidelines for Slovenian Tourism for the 2007 - 2011 Period. 

The strategic guidelines for the five-year period are based on the integration and 

strengthening of the destination management model, which stimulates the 

providers of tourist services to forge closer ties and include accompanying 

activities in their local environments in their selection of services. 

The establishment of a country brand would help fulfil the goal of making Slovenia 

a developed and distinguished tourist destination in the next ten years. The brand 

would contribute to making Slovenia more attractive and different in tourism, 

culture, sports and other areas.

INTERNATIONAL DIMENSION 

Support for borderless economic challenges 

International business is one of the main factors of a successful and sustainable 

economic development. The Ministry of the Economy is placing special emphasis 

on international activities. In 2007 we will continue to intensify activities that will 

make it easier for Slovenian enterprises to do business abroad and promote 

foreign direct investment in Slovenia. Preparations for Slovenia’s EU presidency in 

2008 will also be high on the agenda. 

Developing a network of Slovenian Business 

Representations 

The adoption of the Programme of Slovenian Business Representations in 2005 set 

the groundwork for a coordinated network of Slovenian business representations 

abroad. In addition to strengthening the role of economic counsellors at Slovenian 

embassies and consulates, activities for the opening of new business 

representations will continue in 2007. Business representations in Bucharest, 

Istanbul, Düsseldorf and Milan have been launched, while activities for the 

opening of four additional representations will be intensified in 2007. 

The development of the network of business representations is a part of the 

Government Programme for the Promotion of Foreign Direct Investment in the 

2005 - 2009 Period and the Government Programme for the Promotion of 

Internationalisation of Companies for the 2005 - 2009 Period. The existing business 

representations will thus take on an important role in attracting foreign investors. 

In accordance with its powers, the Ministry of the Economy will undertake to 

improve the efficiency of the network of economic counsellors through

programming guidance, the coordination of economic counsellors and via the 

established monitoring mechanisms. By carrying out programmes that place 

greater weight on the international operations of small and medium-sized 

enterprises and the attraction of foreign direct investments, the economic 

counsellors will contribute towards the achievement of goals set down in 

Government programmes designed to improve the competitiveness of the 

Slovenian economy. 

International agreements tailored to the needs of business 

One way in which we wish to contribute to the international expansion of 

Slovenian enterprises is by strengthening bilateral and multilateral cooperation. 

International activities in 2007 will be imbued with support for Slovenian 

enterprises in making contacts and doing business abroad, and the creation of a 

stimulating legislative environment as well as political agreements that are tailored 

to the needs of business.

Presidency of the European Union, which Slovenia will take over in the first half of 

2008, is a political as well as economic project. The multilateral agreements 

adopted under the Slovenian presidency will have a significant impact on the 

competitiveness of all European enterprises. 

Together with Germany and Portugal, which will preside the EU in 2007, Slovenia 

has already drafted a framework programme of priorities of the presidency. 

Drafting such a programme in time is essential, as everypresiding country relies 

heavily on projects launched by its predecessors in the planning of its presidency. 

The national priorities defined by Slovenia which will be carried out under the 

auspices of the Ministry of the Economy are: the common energy policy, the 

Lisbon Strategy, competitiveness and the transfer of knowledge to the economy. 

As part of efforts to improve competitiveness in 2007, special attention will be paid 

to industrial policy. 

Overall, 2007 will be dominated at the Ministry of the Economy by preparations for 

2008. The Ministry will continue to strengthen EU activities this year, paying special 

attention to the drafting of EU legislation related to the said priorities and the 

relevant communication activities.

Andrej Vizjak was born in Brežice on 6 August 

1964. After grammar school in Brežice he studied 

at the Faculty of Electrical Engineering, University 

of Ljubljana, where he also continued as a 

postgraduate, obtaining the MSc degree in 

electronic technology. 

His first job was at the Litostroj plant in Ljubljana. 

Then he worked as a junior researcher for the 

Jožef Stefan Institute, collaborating on 

developmental research projects in computer 

automation of industrial processes for the needs of 

the Videm Krško cellulose and paper manufacturer. 

In 1994 he was employed as a labour inspector at 

the Krško branch of the Labour Inspectorate. In 

2000 he served as state secretary for the area of 

employment at the Ministry of Labour, Family and 

Social Affairs. 

Andrej Vizjak was elected to the National Assembly 

in 2000, and was head of the SDS deputy group. 

His desire to play an active part in creating better 

conditions in his home municipality and to boost 

the standing of the Municipality of Brežice and the 

Posavje region within Slovenia was crucial to his 

decision to stand in the 2002 local elections, in 

which he was elected mayor of the Municipality of 

Brežice. On 3 December 2004 he was appointed 

Minister of the economy. 

Andrijana Starina Kosem was born in Ljubljana on 

6 August 1963. She studied at the Faculty of 

Economics at the University of Maribor, graduating in 

1989, and in 2000 she completed her master's degree 

in the subject of financial management (MBA). While 

studying she was employed in a local company. On 

graduating she took a job at the Videm Krško 

cellulose and paper manufacturer. Immediately after 

completing her traineeship she joined the British 

consulting group of the company Knox D'Arcy 

International, which was contracted to carry out 

rationalisation, organisation and management 

projects in the company. From 1994 she worked on 

foreign trade as an independent marketer. Between 

1994 and 1997 she successfully headed the 

rehabilitation of the company Ipoz Trbovlje. In 1997 

she was appointed managing director of the Ljubljana 

company Rog. In 2000 she co-founded and directed 

the company Euro Bike. Later, under a direct 

privatisation contract, this company went on to buy 

the company Unis Lasta in Sarajevo, which she 

successfully managed since 2002. 

Andrijana Starina Kosem has also collaborated on 

various other commercial projects as a consultant 

(Termit Domžale; Rudnik Metala Valjevo; Orbico 

Sarajevo; Lostar Radeče). In 2002 she also gained a 

licence as a bankruptcy administrator. From 2002 to 

2004 she managed two bankruptcies as an 

independent administrator, and in three cases she 

collaborated as a consultant.
