Dear reader,<br />

last year was a landmark for <strong>the</strong> Slovenian economy. It was a year <strong>of</strong> demanding yet<br />

successful projects which are undoubtedly <strong>the</strong> result <strong>of</strong> well planned and coordinated<br />

cooperation between various economic policies.<br />

We can boast a record rate (nearly 5%) <strong>of</strong> economic growth, which allows us to be as<br />

audacious as last year in efforts and activities towards fur<strong>the</strong>ring economic<br />

development. The growth <strong>of</strong> living standard in Slovenia is significantly above <strong>the</strong><br />

average <strong>of</strong> Central and South-Eastern Europe. We have curbed inflation and<br />

unemployment.<br />

This, as well as preparations in which <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> played a crucial<br />

role, in particular in drafting <strong>the</strong> necessary legislation and o<strong>the</strong>r regulations,<br />

contributed to a successful adoption <strong>of</strong> <strong>the</strong> euro. The changeover to <strong>the</strong> euro is a<br />

recognition for <strong>the</strong> Slovenian economy, but it is also an incentive for <strong>the</strong> expansion<br />

<strong>of</strong> international operations <strong>of</strong> companies given <strong>the</strong> simplified business that <strong>the</strong><br />

single European currency entails.<br />

Only a stable macro- and microeconomic environment can be a foundation for<br />

successful economic performance. The adopted legislation and <strong>the</strong> ministry's<br />

financial incentives, which are targeted at <strong>the</strong> creation <strong>of</strong> a business-friendly<br />

environment with emphasis on <strong>the</strong> removal <strong>of</strong> administrative obstacles, provide a<br />

good basis for <strong>the</strong> challenges awaiting us in <strong>the</strong> second half <strong>of</strong> <strong>the</strong> term in<br />

government.<br />

Increasing <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong> Slovenian economy in Europe and worldwide<br />

remains a priority <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> in <strong>2007</strong>. This publication informs<br />

you about our guidelines and concrete measures for <strong>the</strong> achievement <strong>of</strong> <strong>the</strong> goals<br />

we have set.<br />

The awareness that sustainable economic development is our common responsibility<br />

is not enough, however. Ambitious plans, know-how and innovative approaches<br />

require comprehensive efforts and mutual cooperation. This calls for synergy –<br />

synergy <strong>of</strong> cooperation between <strong>the</strong> key stakeholders and coordinated projects from<br />

various fields.<br />

A NEW ERA OF DEVELOPMENT<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> is starting a new era <strong>of</strong> development this year. We<br />

have framed it with <strong>the</strong> adoption <strong>of</strong> <strong>the</strong> <strong>Programme</strong> <strong>of</strong> measures for <strong>the</strong> promotion<br />

<strong>of</strong> entrepreneurship and competitiveness for <strong>the</strong> <strong>2007</strong>-2013 period and <strong>the</strong><br />

Development plan and guidelines for Slovenian tourism for <strong>the</strong> <strong>2007</strong>-2011 period.<br />

The documents form a strategic basis for <strong>the</strong> reinforcement <strong>of</strong> a business-friendly<br />

environment, efficient transfer <strong>of</strong> knowledge into <strong>the</strong> economy, promotion <strong>of</strong><br />

development and innovation, provision <strong>of</strong> suitable financial mechanisms and, in<br />

tourism, <strong>the</strong> advancement <strong>of</strong> <strong>the</strong> destination management model and more<br />

incentives for complementary tourism activities.<br />

An assessment <strong>of</strong> <strong>the</strong> impact <strong>of</strong> <strong>the</strong> development policy <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong><br />

<strong>Economy</strong> has shown a growing direct and indirect effect on Slovenia’s economic<br />

growth and employment <strong>of</strong> investment activity that was incentivised through <strong>the</strong><br />

ministry’s measures in 2004, 2005 and 2006 for <strong>the</strong> promotion <strong>of</strong> foreign direct<br />

investment, <strong>the</strong> construction <strong>of</strong> tourism infrastructure and <strong>the</strong> streng<strong>the</strong>ning <strong>of</strong><br />

competition and entrepreneurship. The effect in 2004 was <strong>the</strong> creation <strong>of</strong> close to<br />

300 new jobs, <strong>the</strong> number growing to almost 900 in 2005 and as much as 4,200 in<br />

2006. This is a significant result, and it is one <strong>of</strong> <strong>the</strong> reasons why <strong>the</strong> rate <strong>of</strong><br />

registered unemployment dropped to a record low last year. This is undoubtedly a<br />

great achievement for <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong>, confirming that economic<br />

policy guidelines have been correct.<br />

Ambitious plans based on good results<br />

Based on <strong>the</strong>se satisfactory results, <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> has drafted<br />

measures for follow-up activities and measures in <strong>2007</strong>. The plans can be divided<br />

into four key segments:<br />

The first and most important segment is <strong>the</strong> start <strong>of</strong> realisation <strong>of</strong> <strong>the</strong> new<br />

financial perspective and <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> projects in <strong>the</strong> Resolution on<br />

National Development Projects for <strong>the</strong> Period <strong>2007</strong> - 2023. Over half <strong>of</strong> <strong>the</strong> projects<br />

<strong>the</strong>rein are in <strong>the</strong> domain <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong>, which makes this an<br />

exceptionally challenging task. The financial perspective is broader still, dealing<br />

with horizontal measures such as investment in tourism infrastructure, <strong>the</strong><br />

construction <strong>of</strong> a national broadband network and measures for raising <strong>the</strong><br />

competitiveness <strong>of</strong> <strong>the</strong> Slovenian economy through <strong>the</strong> Slovenian Enterprise Fund<br />

and by connecting businesses with knowledge institutions. This is crucial for<br />

development projects which involve new products or new technologies and raise<br />

<strong>the</strong> development and innovation capacity <strong>of</strong> Slovenian companies.<br />

The second important segment is <strong>the</strong> normative programme, as part <strong>of</strong> which we<br />

will draft 14 bills and 32 executive regulations.<br />

The third crucial segment <strong>of</strong> <strong>the</strong> programme <strong>of</strong> work <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong><br />

<strong>Economy</strong> is preparations for <strong>the</strong> presidency <strong>of</strong> <strong>the</strong> European Union (EU). Our<br />

ministry covers a number <strong>of</strong> important fields in <strong>the</strong> EU, foremost being<br />

competitiveness which includes <strong>the</strong> reformed Lisbon Strategy – <strong>the</strong> Growth and<br />

Jobs Strategy. Ano<strong>the</strong>r major part is innovation policy and <strong>the</strong> affiliated intellectual<br />

property policy. There is also a bundle <strong>of</strong> issues related to industrial policy and<br />

energy as well as transport and communication. We should fur<strong>the</strong>rmore mention<br />

efforts in <strong>the</strong> liberalisation <strong>of</strong> postal services and electronic communications. We<br />

are also facing tough work related to <strong>the</strong> World Trade Organisation.<br />

The fourth major segment in <strong>the</strong> programme <strong>of</strong> work <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong><br />

<strong>Economy</strong> is <strong>the</strong> ongoing privatisation <strong>of</strong> <strong>the</strong> economy.<br />

Key activities by directorates<br />

The mission <strong>of</strong> <strong>the</strong> Directorate for Entrepreneurship and Competitiveness will<br />

be preparations for <strong>the</strong> drawing <strong>of</strong> funds in <strong>the</strong> next financial perspective, under<br />

<strong>the</strong> aegis <strong>of</strong> <strong>the</strong> Resolution on National Development Projects for <strong>the</strong> Period <strong>2007</strong>-<br />

2023 as well as through horizontal measures <strong>of</strong> <strong>the</strong> Slovenian Enterprise Fund and<br />

<strong>the</strong> Public Agency <strong>of</strong> <strong>the</strong> RS for Entrepreneurship and Foreign Investments (JAPTI).<br />

We will carry on with measures that proved successful last year, in particular<br />

through two-year programmes. A significant part <strong>of</strong> <strong>the</strong> work at <strong>the</strong> directorate will<br />

be associated with two new laws: <strong>the</strong> Act Regulating Supportive Environment for<br />

Entrepreneurship, which we will update and reform in <strong>the</strong> light <strong>of</strong> measures that<br />

we intend to implement in this financial perspective, and <strong>the</strong> Venture Capital<br />

Companies Act, an important new segment which has not yet been realised in<br />

Slovenia in <strong>the</strong> sense <strong>of</strong> public-private partnership.<br />

The Directorate for Tourism will also focus a lot <strong>of</strong> its activity on <strong>the</strong> efficient<br />

phasing <strong>of</strong> EU funds in <strong>the</strong> next financial perspective, mostly for <strong>the</strong> ongoing<br />

investment in tourism infrastructure and <strong>the</strong> streng<strong>the</strong>ning <strong>of</strong> destinations.<br />

The normative part in this field is important as well. It includes <strong>the</strong> Catering Act,<br />

which represents a major upgrade <strong>of</strong> <strong>the</strong> development aspect <strong>of</strong> agricultural<br />

policies, as it encourages farms to become more engaged in supplementary<br />

activities and allows <strong>the</strong>m to appropriately present and sell <strong>the</strong>ir products at<br />

various events.<br />

The ongoing promotion <strong>of</strong> tourism is an essential part <strong>of</strong> work at <strong>the</strong> directorate.<br />

The beginning <strong>of</strong> this year saw <strong>the</strong> launch <strong>of</strong> <strong>the</strong> Central Tourist Booking System<br />

(CRS), <strong>the</strong> response to which we shall be monitoring. We are also starting to<br />

implement <strong>the</strong> Development plan and guidelines for Slovenian tourism for <strong>the</strong><br />

<strong>2007</strong> - 2011 period.<br />

The financial perspectives will be important for <strong>the</strong> Directorate for Electronic<br />

Communications, in particular in <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> national broadband<br />

network. The normative part, which is set out in <strong>the</strong> Digital Broadcasting Act, is<br />

essential for this measure, as Slovenia must switch over to digital broadcasting in<br />

accordance with <strong>the</strong> adopted strategy and institute a regulatory framework in this<br />

field. In <strong>the</strong> return <strong>of</strong> investments in <strong>the</strong> public telecommunications network, <strong>the</strong><br />

<strong>Ministry</strong>’s goal is that <strong>the</strong> vast majority <strong>of</strong> claimants be repaid by <strong>the</strong> end <strong>of</strong> this<br />

year. The fourth important task <strong>of</strong> <strong>the</strong> directorate is <strong>the</strong> privatisation <strong>of</strong> Telekom<br />

Slovenije, d. d.<br />

Like every year, <strong>the</strong> Directorate for Internal Market has a lot <strong>of</strong> normative tasks.<br />

According to plans, it will draft amendments to <strong>the</strong> Financial Operations <strong>of</strong><br />

Companies Act in order to rectify past injustice and introduce a European way <strong>of</strong><br />

resolving disputes by eliminating <strong>the</strong> subsidiary responsibility <strong>of</strong> shareholders for<br />

<strong>the</strong> actions <strong>of</strong> <strong>the</strong> management. The second piece <strong>of</strong> legislation which will require<br />

a lot <strong>of</strong> effort is <strong>the</strong> Financial Participation <strong>of</strong> Employees Act. In line with this act,<br />

employees would get a share <strong>of</strong> <strong>the</strong> pr<strong>of</strong>its, ei<strong>the</strong>r in <strong>the</strong> form <strong>of</strong> shares or in cash.<br />

There are also plans to amend provisions <strong>of</strong> <strong>the</strong> Small Business Act that deal with<br />

<strong>the</strong> Chamber <strong>of</strong> Crafts <strong>of</strong> Slovenia and <strong>the</strong> deregulation <strong>of</strong> pr<strong>of</strong>essions and<br />

activities. We will comprehensively upgrade <strong>the</strong> Trade Act.<br />

The Directorate for Internal Market will also take part in <strong>the</strong> privatisation <strong>of</strong> <strong>the</strong><br />

Slovenska industrija jekla steel group, <strong>the</strong> Nafta Lendava refinery and <strong>the</strong> Rudnik<br />

cinka in svinca Mežica zinc and lead mine.<br />

The directorate is fur<strong>the</strong>rmore dealing with certain issues related to <strong>the</strong> closure <strong>of</strong><br />

mines which require a lot <strong>of</strong> work and funds if open issues from <strong>the</strong> past are to be<br />

resolved comprehensively and as soon as possible.<br />

The Directorate for Energy has a broad spectre <strong>of</strong> work. Its key task is to<br />

participate and contribute, on behalf <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Economy</strong>, towards greater<br />

investment activity <strong>of</strong> Slovenian energy companies. This includes investment in<br />

production <strong>of</strong> electrical energy, power and gas transmission, <strong>the</strong> distribution <strong>of</strong><br />

electrical energy carried out by five distribution companies, and <strong>the</strong> diversification<br />

<strong>of</strong> access to energy sources, in particular natural gas. Investment policies are in<br />

<strong>the</strong> hands <strong>of</strong> companies, however <strong>the</strong>y do need energy permits for that. It is<br />

essential that energy companies work with <strong>the</strong> <strong>Ministry</strong> in fulfilling <strong>the</strong> objective<br />

<strong>of</strong> providing reliable and secure energy supplies for Slovenia. The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong><br />

<strong>Economy</strong> also wishes to participate in increasing <strong>the</strong> share <strong>of</strong> bi<strong>of</strong>uels in Slovenia,<br />

which may be associated with Nafta Lendava.<br />

We are making preparations for <strong>the</strong> Decree on <strong>the</strong> method for <strong>the</strong> implementation<br />

<strong>of</strong> public service obligation relating to <strong>the</strong> electricity distribution system. This will<br />

be <strong>the</strong> final decision separating <strong>the</strong> distribution system from <strong>the</strong> transmission<br />

system. According to plans, <strong>the</strong>re will by one transmission system operator and we<br />

are keeping <strong>the</strong> five distribution companies organised as <strong>the</strong>y are. The relationship<br />

between <strong>the</strong>m will be determined by <strong>the</strong> Decree and <strong>the</strong> subsequent contracts<br />

between <strong>the</strong> transmission system operator and <strong>the</strong> distribution companies.<br />

The market for households will be successfully opened on 1 July <strong>2007</strong>. We are also<br />

continuing with <strong>the</strong> privatisation related to <strong>the</strong> reorganisation. Final talks are<br />

underway on <strong>the</strong> creation <strong>of</strong> a second energy provider in Slovenia, <strong>the</strong> so-called<br />

second pillar around GEN energija, and on preparations at <strong>the</strong> Holding Slovenske<br />

Elektrarne for a capital increase which will lead to consolidation. Preparations are<br />

also afoot for <strong>the</strong> privatisation <strong>of</strong> TE-TOL, <strong>the</strong> subsidiaries <strong>of</strong> Rudnik Trbovlje<br />

Hrastnik v zapiranju and several o<strong>the</strong>r affiliates <strong>of</strong> energy companies in Slovenia.<br />

The Directorate for Foreign Economic Relations will be <strong>the</strong> operator <strong>of</strong><br />

Slovenia’s preparations for <strong>the</strong> presidency <strong>of</strong> <strong>the</strong> EU and <strong>of</strong> <strong>the</strong> presidency itself.<br />

The workload is immense in all areas <strong>of</strong> work, in particular in trade policy. As <strong>the</strong><br />

presiding EU member, Slovenia will represent <strong>the</strong> European trade policy, which will<br />

be an incredibly demanding task considering <strong>the</strong> limited human resources at <strong>the</strong><br />

<strong>Ministry</strong>.<br />

We will continue establishing Slovenian business representations abroad. In <strong>2007</strong><br />

we plan to open four more, probably in Saudi Arabia, Ukraine, Argentina or Brazil<br />

and in China. We would like to cover a somewhat broader area, taking in potential<br />

markets that Slovenian companies deem as promising but for which we do not<br />

have appropriate infrastructure or information. We would like to place greater<br />

emphasis on Shanghai as an economic centre, as we already have an embassy in<br />

Beijing.<br />

The promotion <strong>of</strong> foreign direct investment will be constant at <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong><br />

<strong>Economy</strong>, its aim being to raise <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong> Slovenian economy. We<br />

are investing a lot <strong>of</strong> funds for this purpose, so we are confident that we will<br />

succeed in bringing in foreign direct investment that will increase value-added,<br />

place emphasis on development and employ a competitive workforce. This is <strong>the</strong><br />

foreign direct investment that Slovenia wants and needs, so our measures will be<br />

focused accordingly.<br />

This publication outlines <strong>the</strong> main activities and projects at our <strong>Ministry</strong>. We will do<br />

our best to implement <strong>the</strong>m fully and successfully in order to achieve <strong>the</strong> key<br />

objectives <strong>of</strong> raising competitiveness, productivity and employment, and creating<br />

prosperity for all people <strong>of</strong> Slovenia.<br />

ECONOMIC LEGISLATION<br />

A legislation geared towards raising <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong> economy must be<br />

constantly adapted to <strong>the</strong> economic circumstances and <strong>the</strong> needs <strong>of</strong> business. The<br />

<strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> will <strong>the</strong>refore upgrade existing regulations in <strong>2007</strong> as well<br />

as draft new ones with which we shall fur<strong>the</strong>r reduce <strong>the</strong> administrative burden on<br />

companies, promote <strong>the</strong>ir growth and improve <strong>the</strong> safety <strong>of</strong> enterprises and<br />

consumers.<br />

Having completed a thorough reform <strong>of</strong> <strong>the</strong> Companies Act, which faces new<br />

changes in <strong>2007</strong>, <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> is preparing in-depth changes to <strong>the</strong><br />

Small Business Act. The Trade Act and <strong>the</strong> Act Regulating Supportive Environment<br />

for Entrepreneurship will also be amended.<br />

In 2006 we launched intensive preparations for a new Venture Capital Companies<br />

Act which, when it is adopted in <strong>2007</strong>, will make Slovenia one <strong>of</strong> <strong>the</strong> most<br />

competitive countries for <strong>the</strong> financing <strong>of</strong> promising entrepreneurial ideas. We will<br />

adopt two more acts this year: <strong>the</strong> Unfair Commercial Practices Act and <strong>the</strong><br />

Alternative Consumer Dispute Resolution Act, which will promote ethical<br />

commerce and facilitate <strong>the</strong> resolution <strong>of</strong> consumer disputes. In <strong>2007</strong> we will draft<br />

14 bills and 32 executive regulations.<br />

Companies Act<br />

The Companies Act is <strong>the</strong> fundamental regulatory framework for companies. The<br />

amendments are designed to address <strong>the</strong> companies' needs as well as legislative<br />

changes in <strong>the</strong> European Union and o<strong>the</strong>r countries. They will improve <strong>the</strong><br />

regulatory framework and provide <strong>the</strong> legal basis for <strong>the</strong> carrying out <strong>of</strong> new<br />

economic activities. The new act will allow cross-border mergers <strong>of</strong> companies. We<br />

also wish to simplify procedures and eliminate administrative obstacles, for<br />

example by lifting by 20% <strong>the</strong> balance sheet total threshold for <strong>the</strong> classification<br />

<strong>of</strong> small, medium-sized and big companies. That way <strong>the</strong> use <strong>of</strong> simplified<br />

accounting procedures by small and medium-sized companies will be extended.<br />

The upgrade <strong>of</strong> <strong>the</strong> act is also connected with <strong>the</strong> “One-Stop-Shop” and “E-One-<br />

Stop-Shop” projects, as <strong>the</strong> new provisions will expand simplified registration<br />

procedures to various o<strong>the</strong>r types <strong>of</strong> companies.<br />

Small Business Act<br />

By reforming <strong>the</strong> Small Business Act, we wish to improve <strong>the</strong> competitiveness <strong>of</strong><br />

Slovenian crafts as well as small and medium-sized enterprises in general. We wish<br />

to reduce administrative obstacles (for example, cut red tape in obtaining a craft<br />

permit) and lower <strong>the</strong> required qualifications with a view to promoting <strong>the</strong><br />

development <strong>of</strong> small business. The act will also be affected by <strong>the</strong> ongoing<br />

reform <strong>of</strong> <strong>the</strong> chamber system: it will reflect <strong>the</strong> needs <strong>of</strong> <strong>the</strong> Chamber <strong>of</strong> Crafts<br />

members and replace two different membership fees with a single, lower fee.<br />

Venture Capital Companies Act<br />

The lack <strong>of</strong> appropriate capital in Slovenia is one <strong>of</strong> <strong>the</strong> main obstacles to faster<br />

development <strong>of</strong> small and medium-sized companies. Moreover, venture capital<br />

firms and funds possess <strong>the</strong> economic and legal know-how on how to implement<br />

entrepreneurial ideas. The Venture Capital Companies Act will define such<br />

companies in statutory and legal terms, determine tax breaks that will promote <strong>the</strong><br />

development <strong>of</strong> venture funding, and create <strong>the</strong> legal basis for <strong>the</strong> establishment<br />

<strong>of</strong> venture capital companies which will invest in small and medium-sized<br />

enterprises independently or in conjunction with public funds. We expect that <strong>the</strong><br />

adoption <strong>of</strong> <strong>the</strong> act will make Slovenia one <strong>of</strong> <strong>the</strong> most attractive countries for<br />

venture capital, which will accelerate <strong>the</strong> growth <strong>of</strong> prospective and fast-growing<br />

companies.<br />

Trade Act<br />

The current Trade Act was adopted in 1993. Ever since it entered into force, its<br />

provisions (except for Article 17, which determines <strong>the</strong> opening hours <strong>of</strong> shops)<br />

have remained unchanged and failed to keep up with <strong>the</strong> fast development <strong>of</strong> <strong>the</strong><br />

sector. By reforming <strong>the</strong> act we wish to eliminate administrative obstacles (e.g.<br />

cancel <strong>the</strong> required education for <strong>the</strong> carrying out <strong>of</strong> commercial activities), set<br />

equal conditions for all commercial traders, redefine some forms <strong>of</strong> retail and<br />

FINANCIAL INCENTIVES<br />

Creating a favourable business environment for <strong>the</strong> promotion <strong>of</strong> entrepreneurship<br />

and competitiveness <strong>of</strong> <strong>the</strong> Slovenian economy is one <strong>of</strong> <strong>the</strong> main priorities<br />

for <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong>. The <strong>Ministry</strong> is drafting amendments to existing<br />

regulations as well as new regulations that help create such a business<br />

environment. However, financial incentives for businesses and entrepreneurs are<br />

also crucial. The amount <strong>of</strong> funds allocated for this purpose is growing every year.<br />

In <strong>the</strong> past two years as well as in <strong>the</strong> budgets for <strong>the</strong> next two years, it is<br />

noticeable how <strong>the</strong> concept <strong>of</strong> direct financial incentives has changed compared<br />

to past practice: fixed funds are increasingly giving way to “s<strong>of</strong>t” funds.<br />

Funds for <strong>the</strong> co-financing <strong>of</strong> projects (except for project included in <strong>the</strong><br />

Resolution on National Development Projects) will be allocated in <strong>2007</strong> on <strong>the</strong><br />

basis <strong>of</strong> public tenders issued by <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> (Directorate for<br />

Enterprise and Competition, Directorate for Tourism) and <strong>the</strong> <strong>Ministry</strong>’s<br />

implementing bodies <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> (PAEDI, Slovenian Enterprise Fund).<br />

About 42 million euros in for subsidies and 21 million euros for favourable loans<br />

and guarantees will be available.<br />

DEVELOPMENT PROJECTS<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> will continue in <strong>2007</strong> with preparations and<br />

procedures for <strong>the</strong> implementation <strong>of</strong> multiple projects in <strong>the</strong> Resolution on<br />

National Development Projects for <strong>the</strong> Period <strong>2007</strong>-2023 (hereinafter: Resolution)<br />

With <strong>the</strong> projects in <strong>the</strong> Resolution, we wish to boost <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong><br />

economy and achieve higher growth rates. The aim is to accelerate <strong>the</strong><br />

development <strong>of</strong> entrepreneurship and small and medium-sized enterprises, create<br />

a friendlier business environment and raise <strong>the</strong> inflow <strong>of</strong> domestic and foreign<br />

investments conductive for development. The projects are <strong>the</strong>refore focused on<br />

<strong>the</strong> development <strong>of</strong> entrepreneurship (business, industrial and commercial zones,<br />

business incubators), technological and economic development (technology<br />

parks, business-related education centres), information technology development<br />

and its accessibility, logistic centres and tourist infrastructure. The projects are<br />

decentralised and horizontal, which means <strong>the</strong>y are spatially distributed across<br />

regional centres or bigger towns in all Slovenian regions, each combining many<br />

programmes to take advantage <strong>of</strong> all <strong>the</strong> opportunities for synergies. The network<br />

<strong>of</strong> development centres will pave <strong>the</strong> way for <strong>the</strong> creation <strong>of</strong> a highly skilled<br />

workforce, intensive investment in research and development, a tighter link<br />

between <strong>the</strong> research and education sectors, efficient operation <strong>of</strong> support<br />

institutions and mediators, appropriate ICT infrastructure and improved innovation.<br />

It is only with <strong>the</strong> implementation <strong>of</strong> all <strong>the</strong>se goals that Slovenia can become a<br />

By <strong>the</strong> end <strong>of</strong> 2010 each resident must be able to connect to <strong>the</strong> World Wide Web<br />

with a speed <strong>of</strong> at least 512 Kbit/s, with at least 90% <strong>of</strong> <strong>the</strong> population having an<br />

optional speed <strong>of</strong> 2 Mbit/s. The long-term goals are to give at least 90% <strong>of</strong> <strong>the</strong><br />

population access to “triple play” services and a speed <strong>of</strong> at least 20 Mbit/s by<br />

2015, and fibre-optical networks to <strong>the</strong> home by 2020.<br />

potentials <strong>of</strong> <strong>the</strong> region, which are unique and represent a competitive advantage<br />

for Slovenian tourism. Connecting <strong>the</strong> existing public institutions in <strong>the</strong> wider Karst<br />

egion would be a positive step towards comprehensive protection and<br />

development <strong>of</strong> <strong>the</strong> Karst and active cross-border cooperation with Italy and <strong>the</strong><br />

Slovenian minority in Italy. Investment in <strong>the</strong> active protection <strong>of</strong> natural and<br />

cultural heritage <strong>of</strong> <strong>the</strong> Karst would activate <strong>the</strong> development <strong>of</strong> Lipica, <strong>the</strong> Škocjan<br />

Caves, Štanjel and o<strong>the</strong>r sites connected to <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> European<br />

Karst Park. Investment in education for <strong>the</strong> preservation <strong>of</strong> natural and cultural<br />

heritage will provide a development boost to owners who act as investors and<br />

service providers, as well as public and private institutions which carry out<br />

programmes and projects.<br />

PRIVATISATION PROJECTS<br />

Privatisation <strong>of</strong> Telekom Slovenije, d. d.<br />

The Commission for <strong>the</strong> Sale <strong>of</strong> <strong>the</strong> State’s Stake in Telekom Slovenije was appointed to make<br />

<strong>the</strong> necessary preparations for <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> strategic guidelines adopted by <strong>the</strong><br />

Government. In line with <strong>the</strong>se strategic guidelines and <strong>the</strong> decree which sets down <strong>the</strong> manner<br />

for <strong>the</strong> sale <strong>of</strong> <strong>the</strong> equity investments <strong>of</strong> <strong>the</strong> Republic <strong>of</strong> Slovenia, a due diligence <strong>of</strong> Telekom<br />

Slovenije will be carried out and <strong>the</strong> company appraised. The Commission and <strong>the</strong> <strong>Ministry</strong> <strong>of</strong><br />

<strong>the</strong> <strong>Economy</strong> plan <strong>the</strong> completion <strong>of</strong> <strong>the</strong> international tender for <strong>the</strong> carrying out <strong>of</strong> <strong>the</strong> due<br />

diligence, appraisal and consultancy in February <strong>2007</strong>. The consultancy involves multiple tasks,<br />

foremost among <strong>the</strong>m <strong>the</strong> international tender and a draft <strong>of</strong> <strong>the</strong> contract. We expect that <strong>the</strong><br />

international tender for <strong>the</strong> sale <strong>of</strong> <strong>the</strong> State’s stake in Telekom Slovenije will be published in<br />

June <strong>2007</strong>, while <strong>the</strong> entire procedure is scheduled for completion by <strong>the</strong> end <strong>of</strong> <strong>2007</strong>.<br />

Privatisation <strong>of</strong> Slovenska industrija jekla - SIJ, d. d. (Slovenian Steel<br />

Group), RSCM - Gradbeni materiali Mežica, d. o. o. and NAFTA Lendava,<br />

production <strong>of</strong> oil derivatives, d. o. o.<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> is this year wrapping up <strong>the</strong> procedures for <strong>the</strong> sale <strong>of</strong> <strong>the</strong> State’s<br />

equity investment in <strong>the</strong> holding Slovenska industrija jekla, d. d. The purpose <strong>of</strong> <strong>the</strong> sale,<br />

which is planned for completion in March <strong>2007</strong>, is to raise efficiency and competitiveness <strong>of</strong><br />

<strong>the</strong> Slovenian steel industry by improving business operations, creating an appropriate<br />

ownership structure and maximising <strong>the</strong> proceeds. According to plans, <strong>the</strong> procedure for <strong>the</strong><br />

sale <strong>of</strong> <strong>the</strong> stake in RSCM - Gradbeni materiali Mežica, d. o. o. will also be completed this year.<br />

The programme for <strong>the</strong> sale <strong>of</strong> <strong>the</strong> equity investment in Nafta Lendava, d. d. meanwhile<br />

envisages <strong>the</strong> publication <strong>of</strong> an international tender in March.<br />

Privatisation in <strong>the</strong> electrical energy sector<br />

In addition to <strong>the</strong> current equity management tasks, <strong>the</strong> Ordinance on <strong>the</strong> programme <strong>of</strong><br />

selling financial and physical assets <strong>of</strong> <strong>the</strong> State in <strong>2007</strong> and 2008 envisages <strong>the</strong> following<br />

privatisation activities in <strong>the</strong> electric energy:<br />

The main goals <strong>of</strong> privatisation in <strong>the</strong> electric energy sector include: improving <strong>the</strong><br />

competitiveness <strong>of</strong> companies in <strong>the</strong> industry on regional and European markets; improving<br />

efficiency through an active role <strong>of</strong> private investors; and increasing activities for investment<br />

in new sources crucial for long-term, reliable, economical and environmentally friendly energy<br />

which will reduce dependence on energy imports.<br />

ECONOMIC PROMOTION<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> will continue carrying out economic promotion in<br />

<strong>2007</strong>, in particular by encouraging foreign direct investment inflows and<br />

promoting <strong>the</strong> economy and Slovenia as a tourist destination abroad.<br />

Below is a presentation <strong>of</strong> <strong>the</strong> <strong>Ministry</strong>’s three main economic promotion activities<br />

and projects in <strong>2007</strong>.<br />

Promotion <strong>of</strong> foreign direct investment (FDI)<br />

The basis <strong>of</strong> <strong>the</strong> <strong>Ministry</strong>’s activities in this field is set down in <strong>the</strong> <strong>Programme</strong> <strong>of</strong><br />

<strong>the</strong> Government <strong>of</strong> <strong>the</strong> Republic <strong>of</strong> Slovenia for <strong>the</strong> promotion <strong>of</strong> foreign direct<br />

investment for <strong>the</strong> period 2005 - 2009, which <strong>the</strong> Government adopted in<br />

accordance with <strong>the</strong> Promotion <strong>of</strong> Foreign Direct Investment and Internationalisation<br />

<strong>of</strong> Enterprises Act.<br />

Slovenia has not sufficiently used <strong>the</strong> opportunities <strong>of</strong> FDI so far, so <strong>the</strong> promotion<br />

<strong>of</strong> FDI will remain one <strong>of</strong> <strong>the</strong> priorities <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> in <strong>2007</strong>. FDI<br />

makes an important contribution to <strong>the</strong> transfer <strong>of</strong> know-how and technology, <strong>the</strong><br />

creation <strong>of</strong> new jobs as well as <strong>the</strong> opening <strong>of</strong> new markets. It also has a positive<br />

impact on <strong>the</strong> local environment, primarily by engaging domestic subcontractors.<br />

As <strong>the</strong> implementing institution <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong>, <strong>the</strong> PAEDI plans in<br />

<strong>2007</strong> to boost direct marketing in countries that are sources <strong>of</strong> outgoing FDI. What<br />

is more, significant funds have been earmarked for financial incentives for FDI.<br />

Establishing and managing <strong>the</strong> Slovenia country brand<br />

Ever since it became independent, Slovenia has struggled with a low pr<strong>of</strong>ile in <strong>the</strong><br />

international public even though it has been making efforts to gain and maintain<br />

<strong>the</strong> reputation <strong>of</strong> an exemplary country. Slovenia is <strong>of</strong>ten mistaken for ano<strong>the</strong>r<br />

country, unrecognised or wrongly placed, which is why it needs an image (country<br />

brand) that will raise its pr<strong>of</strong>ile abroad. Slovenia is a very diverse country boasting<br />

numerous attractions and <strong>of</strong>fering many opportunities. It needs a clear, short<br />

presentation message which, given appropriate advertising and its use at all levels<br />

in public, would immediately create <strong>the</strong> right association with Slovenia around <strong>the</strong><br />

world.<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> is in charge <strong>of</strong> obtaining a model for establishing a<br />

brand for Slovenia and establishing a brand identity, <strong>the</strong> application <strong>of</strong> <strong>the</strong> brand<br />

at all levels and in all fields, as well as <strong>the</strong> implementation and management <strong>of</strong><br />

<strong>the</strong> brand based on <strong>the</strong> slogan and logo selected in a public competition that was<br />

carried out on 2006 by <strong>the</strong> Government PR and Media Office.<br />

In <strong>2007</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> will carry out a public tender for <strong>the</strong> selection<br />

<strong>of</strong> contractors who will create a brand management model and manage <strong>the</strong><br />

country brand.<br />

Implementing and managing <strong>the</strong> Slovenia country brand<br />

The destination brand must be vivid so that those who come into contact with it<br />

truly experience <strong>the</strong> values it represents and feel its au<strong>the</strong>nticity. The creation <strong>of</strong> a<br />

successful country brand involves finding a balance between politics, marketing,<br />

national, regional and local brand management and service providers. It also calls<br />

for a balance between economic, tourist, environmental, cultural, sports and<br />

development goals.<br />

Central Tourist Booking System – online booking <strong>of</strong><br />

accommodation in Slovenia<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> and <strong>the</strong> Slovenian Tourism Board unveiled at <strong>the</strong><br />

beginning <strong>of</strong> this year <strong>the</strong> Slovenian Central Tourist Booking System (CRS), an<br />

important novelty in Slovenian tourism and one <strong>of</strong> <strong>the</strong> key projects at <strong>the</strong> <strong>Ministry</strong>.<br />

The project had been a part <strong>of</strong> tourism-related programmes since 2002 – <strong>the</strong><br />

Strategy <strong>of</strong> Slovenian Tourism 2002 - 2006, <strong>the</strong> Strategy for <strong>the</strong> Marketing <strong>of</strong><br />

Slovenian Tourism 2003 - 2006 and <strong>the</strong> Guidelines for <strong>the</strong> Development <strong>of</strong> an<br />

Integral Tourist Information System. In addition, a commitment to this effect was<br />

made in <strong>the</strong> Coalition Agreement on Participation in <strong>the</strong> Government <strong>of</strong> <strong>the</strong><br />

Republic <strong>of</strong> Slovenia in <strong>the</strong> 2004 - 2008 Term.<br />

The Central Tourist Booking System is a project which will undoubtedly increase<br />

tourist revenues and improve Slovenia’s image as a tourist destination. It is open<br />

to all interested providers <strong>of</strong> accommodation, big as well as medium-sized and<br />

small enterprises. The participation <strong>of</strong> small providers gives <strong>the</strong>m an opportunity<br />

to enter <strong>the</strong> global market, making <strong>the</strong>m a part <strong>of</strong> <strong>the</strong> global tourist community.<br />

This is a big project for Slovenian tourism, as it provides a platform for integration<br />

in global distribution flows, which is why it has been given a lot <strong>of</strong> emphasis in <strong>the</strong><br />

Development Plan and Guidelines for Slovenian Tourism for <strong>the</strong> <strong>2007</strong> - 2011 Period.<br />

The strategic guidelines for <strong>the</strong> five-year period are based on <strong>the</strong> integration and<br />

streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> destination management model, which stimulates <strong>the</strong><br />

providers <strong>of</strong> tourist services to forge closer ties and include accompanying<br />

activities in <strong>the</strong>ir local environments in <strong>the</strong>ir selection <strong>of</strong> services.<br />

The establishment <strong>of</strong> a country brand would help fulfil <strong>the</strong> goal <strong>of</strong> making Slovenia<br />

a developed and distinguished tourist destination in <strong>the</strong> next ten years. The brand<br />

would contribute to making Slovenia more attractive and different in tourism,<br />

culture, sports and o<strong>the</strong>r areas.<br />

INTERNATIONAL DIMENSION<br />

Support for borderless economic challenges<br />

International business is one <strong>of</strong> <strong>the</strong> main factors <strong>of</strong> a successful and sustainable<br />

economic development. The <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> is placing special emphasis<br />

on international activities. In <strong>2007</strong> we will continue to intensify activities that will<br />

make it easier for Slovenian enterprises to do business abroad and promote<br />

foreign direct investment in Slovenia. Preparations for Slovenia’s EU presidency in<br />

2008 will also be high on <strong>the</strong> agenda.<br />

Developing a network <strong>of</strong> Slovenian Business<br />

Representations<br />

The adoption <strong>of</strong> <strong>the</strong> <strong>Programme</strong> <strong>of</strong> Slovenian Business Representations in 2005 set<br />

<strong>the</strong> groundwork for a coordinated network <strong>of</strong> Slovenian business representations<br />

abroad. In addition to streng<strong>the</strong>ning <strong>the</strong> role <strong>of</strong> economic counsellors at Slovenian<br />

embassies and consulates, activities for <strong>the</strong> opening <strong>of</strong> new business<br />

representations will continue in <strong>2007</strong>. Business representations in Bucharest,<br />

Istanbul, Düsseldorf and Milan have been launched, while activities for <strong>the</strong><br />

opening <strong>of</strong> four additional representations will be intensified in <strong>2007</strong>.<br />

The development <strong>of</strong> <strong>the</strong> network <strong>of</strong> business representations is a part <strong>of</strong> <strong>the</strong><br />

Government <strong>Programme</strong> for <strong>the</strong> Promotion <strong>of</strong> Foreign Direct Investment in <strong>the</strong><br />

2005 - 2009 Period and <strong>the</strong> Government <strong>Programme</strong> for <strong>the</strong> Promotion <strong>of</strong><br />

Internationalisation <strong>of</strong> Companies for <strong>the</strong> 2005 - 2009 Period. The existing business<br />

representations will thus take on an important role in attracting foreign investors.<br />

In accordance with its powers, <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> will undertake to<br />

improve <strong>the</strong> efficiency <strong>of</strong> <strong>the</strong> network <strong>of</strong> economic counsellors through<br />

programming guidance, <strong>the</strong> coordination <strong>of</strong> economic counsellors and via <strong>the</strong><br />

established monitoring mechanisms. By carrying out programmes that place<br />

greater weight on <strong>the</strong> international operations <strong>of</strong> small and medium-sized<br />

enterprises and <strong>the</strong> attraction <strong>of</strong> foreign direct investments, <strong>the</strong> economic<br />

counsellors will contribute towards <strong>the</strong> achievement <strong>of</strong> goals set down in<br />

Government programmes designed to improve <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong><br />

Slovenian economy.<br />

International agreements tailored to <strong>the</strong> needs <strong>of</strong> business<br />

One way in which we wish to contribute to <strong>the</strong> international expansion <strong>of</strong><br />

Slovenian enterprises is by streng<strong>the</strong>ning bilateral and multilateral cooperation.<br />

International activities in <strong>2007</strong> will be imbued with support for Slovenian<br />

enterprises in making contacts and doing business abroad, and <strong>the</strong> creation <strong>of</strong> a<br />

stimulating legislative environment as well as political agreements that are tailored<br />

to <strong>the</strong> needs <strong>of</strong> business.<br />

Presidency <strong>of</strong> <strong>the</strong> European Union, which Slovenia will take over in <strong>the</strong> first half <strong>of</strong><br />

2008, is a political as well as economic project. The multilateral agreements<br />

adopted under <strong>the</strong> Slovenian presidency will have a significant impact on <strong>the</strong><br />

competitiveness <strong>of</strong> all European enterprises.<br />

Toge<strong>the</strong>r with Germany and Portugal, which will preside <strong>the</strong> EU in <strong>2007</strong>, Slovenia<br />

has already drafted a framework programme <strong>of</strong> priorities <strong>of</strong> <strong>the</strong> presidency.<br />

Drafting such a programme in time is essential, as everypresiding country relies<br />

heavily on projects launched by its predecessors in <strong>the</strong> planning <strong>of</strong> its presidency.<br />

The national priorities defined by Slovenia which will be carried out under <strong>the</strong><br />

auspices <strong>of</strong> <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> are: <strong>the</strong> common energy policy, <strong>the</strong><br />

Lisbon Strategy, competitiveness and <strong>the</strong> transfer <strong>of</strong> knowledge to <strong>the</strong> economy.<br />

As part <strong>of</strong> efforts to improve competitiveness in <strong>2007</strong>, special attention will be paid<br />

to industrial policy.<br />

Overall, <strong>2007</strong> will be dominated at <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> <strong>the</strong> <strong>Economy</strong> by preparations for<br />

2008. The <strong>Ministry</strong> will continue to streng<strong>the</strong>n EU activities this year, paying special<br />

attention to <strong>the</strong> drafting <strong>of</strong> EU legislation related to <strong>the</strong> said priorities and <strong>the</strong><br />

relevant communication activities.<br />

Andrej Vizjak was born in Brežice on 6 August<br />

1964. After grammar school in Brežice he studied<br />

at <strong>the</strong> Faculty <strong>of</strong> Electrical Engineering, University<br />

<strong>of</strong> Ljubljana, where he also continued as a<br />

postgraduate, obtaining <strong>the</strong> MSc degree in<br />

electronic technology.<br />

His first job was at <strong>the</strong> Litostroj plant in Ljubljana.<br />

Then he worked as a junior researcher for <strong>the</strong><br />

Jožef Stefan Institute, collaborating on<br />

developmental research projects in computer<br />

automation <strong>of</strong> industrial processes for <strong>the</strong> needs <strong>of</strong><br />

<strong>the</strong> Videm Krško cellulose and paper manufacturer.<br />

In 1994 he was employed as a labour inspector at<br />

<strong>the</strong> Krško branch <strong>of</strong> <strong>the</strong> Labour Inspectorate. In<br />

2000 he served as state secretary for <strong>the</strong> area <strong>of</strong><br />

employment at <strong>the</strong> <strong>Ministry</strong> <strong>of</strong> Labour, Family and<br />

Social Affairs.<br />

Andrej Vizjak was elected to <strong>the</strong> National Assembly<br />

in 2000, and was head <strong>of</strong> <strong>the</strong> SDS deputy group.<br />

His desire to play an active part in creating better<br />

conditions in his home municipality and to boost<br />

<strong>the</strong> standing <strong>of</strong> <strong>the</strong> Municipality <strong>of</strong> Brežice and <strong>the</strong><br />

Posavje region within Slovenia was crucial to his<br />

decision to stand in <strong>the</strong> 2002 local elections, in<br />

which he was elected mayor <strong>of</strong> <strong>the</strong> Municipality <strong>of</strong><br />

Brežice. On 3 December 2004 he was appointed<br />

Minister <strong>of</strong> <strong>the</strong> economy.<br />

Andrijana Starina Kosem was born in Ljubljana on<br />

6 August 1963. She studied at <strong>the</strong> Faculty <strong>of</strong><br />

Economics at <strong>the</strong> University <strong>of</strong> Maribor, graduating in<br />

1989, and in 2000 she completed her master's degree<br />

in <strong>the</strong> subject <strong>of</strong> financial management (MBA). While<br />

studying she was employed in a local company. On<br />

graduating she took a job at <strong>the</strong> Videm Krško<br />

cellulose and paper manufacturer. Immediately after<br />

completing her traineeship she joined <strong>the</strong> British<br />

consulting group <strong>of</strong> <strong>the</strong> company Knox D'Arcy<br />

International, which was contracted to carry out<br />

rationalisation, organisation and management<br />

projects in <strong>the</strong> company. From 1994 she worked on<br />

foreign trade as an independent marketer. Between<br />

1994 and 1997 she successfully headed <strong>the</strong><br />

rehabilitation <strong>of</strong> <strong>the</strong> company Ipoz Trbovlje. In 1997<br />

she was appointed managing director <strong>of</strong> <strong>the</strong> Ljubljana<br />

company Rog. In 2000 she co-founded and directed<br />

<strong>the</strong> company Euro Bike. Later, under a direct<br />

privatisation contract, this company went on to buy<br />

<strong>the</strong> company Unis Lasta in Sarajevo, which she<br />

successfully managed since 2002.<br />

Andrijana Starina Kosem has also collaborated on<br />

various o<strong>the</strong>r commercial projects as a consultant<br />

(Termit Domžale; Rudnik Metala Valjevo; Orbico<br />

Sarajevo; Lostar Radeče). In 2002 she also gained a<br />

licence as a bankruptcy administrator. From 2002 to<br />

2004 she managed two bankruptcies as an<br />

independent administrator, and in three cases she<br />

collaborated as a consultant.<br />
