Edward L. Baier, AICP<br />

Public Policy<br />

Mr. Baier brings 23 years of experience in local government and MPO<br />

transportation planning. His experience in people and cross-functional<br />

management, facilitation and communication, and MPO/transit/local<br />

government make him a strong project leader. Mr. Baier brings skill in<br />

technical analysis, public participation, agency and policy board<br />

coordination. He also allocated transportation planning and development<br />

review section resources and provided for project management.<br />

Mr. Baier developed scope of work and managed consultant selection<br />

processes. He managed and guided professional consultants, engineers<br />

and planners on a multitude of projects, including Capital<br />

Improvement Element, Concurrency Annual Report, Transportation<br />

Corridor Preserv-ation Plan, Constrained Roads Study, Truck Route<br />

Plan, and Multi-Modal Transportation District.<br />

General <strong>Planning</strong> Consultant (GPC), Hillsborough County<br />

Metropolitan <strong>Planning</strong> Organization (MPO), Hillsborough<br />

County, <strong>Florida</strong>. Services provided under this multi-task contract<br />

have included the Long Range Transportation Plan (LRTP) Update<br />

Phase 1 for costs, revenues, technologies, focus groups, and technical<br />

memoranda; Water Ferry <strong>Planning</strong> Phase 2 for cost, ridership,<br />

revenues, partnership coordination; and LRTP Phase 2.<br />

Tampa Bay Area <strong>Regional</strong> Transportation Authority (TBARTA)<br />

<strong>Regional</strong> Transportation Master Plan Update, Task Manager.<br />

Elements include transit, freight, roadway, air quality, public<br />

engagement, electronic town hall meetings, agency coordination, and<br />

MPO coordination in the seven-county region. Managing completion<br />

of technical memoranda and assisting through the adoption process<br />

with TBARTA Board and committees.<br />

GPC, Sarasota/Manatee MPO, Sarasota/Manatee MPO, Sarasota<br />

and Manatee Counties, <strong>Florida</strong>, Project Manager. Services under<br />

this GPC start in July 2011. Projects anticipated include: Developing<br />

multi-modal transportation plans for the U.S. Highway 41 corridor;<br />

developing a bicycle and pedestrian master plan; implementing<br />

telephone town hall technology and other public engagement<br />

techniques; and providing policy planning and support for regional<br />

planning activities.<br />

Hillsborough County <strong>Planning</strong> & Growth Management (PGM)<br />

Department, Transportation Division, Section Manager/<br />

Transportation <strong>Planning</strong>. Managed, coordinated and monitored the<br />

PGM Transportation <strong>Planning</strong> Division. Responsible for planning,<br />

policy analysis and grant funding for transportation capital projects<br />

and programs. Primary planning staff liaison with MPO, HART,<br />

Expressway Authority, Hillsborough County Aviation Authority,<br />

TBARTA (regional transit/rail), and transportation management<br />

organizations.<br />
